Abstract

The Pekanbaru City Community Empowerment Program Based on Rukun Warga (PMB-RW) is a program that aims to improve the community's quality of life, both individually and in groups. The tridaya principle, which includes social, economic, and environmental empowerment, is a mechanism in the PMB-RW program's implementation. Since the beginning of the year of implementation, the budget for the PMB-RW program, which comes solely from the Pekanbaru City Budget, has caused problems in its implementation in Tenayan Raya District. In Tenayan Raya District, this results in limited facilities and a lack of public interest in participating in the PMB-RW program.            The goal of the study was to see how well the PMB-RW program was implemented in Tenayan Raya District, Pekanbaru City, using Donald S. Van Meter and Carl's six policy implementation indicators. E. Van Horn, such as policy standards and objectives, resources, inter-organizational relations, and implementing agent characteristics. , as well as the implementor's disposition, social, political, and economic conditions. The descriptive research method with a qualitative approach was employed in this study. Interviews, observation, and documentation studies were used to collect data. The problem investigated in this study is the implementation of the PMB-RW program in Tenayan Raya District from 2014 to 2019, as guided by the Regional Regulations and the Mayor Regulation of Pekanbaru City.            According to the result of this research, the PMB-RW program implementation in Tenayan Raya District from 2014 to 2019 did not go well. This is supported by six policy implementation indicators derived from interviews, observations, and documentation studies. The PMB-RW program's implementation in Tenayan Raya District failed to meet its goal of community welfare. The hope for the future is that the community's social, economic, and environmental well-being can be realized quickly.Keywords : Program Implementation, PMB-RW, Tenayan Raya District

Abstract

This study aims to determine the effect of investment decisions and funding decisions on company value in banking companies listed on the Indonesia Stock Exchange. The research period used is 2018-2020. This research is classified as a quantitative approach. The population in this study are all banking companies listed on the Indonesia Stock Exchange (IDX) for the 2018-2020 period. The sampling technique used was purposive sampling. The data analysis technique used multiple linear regression. The results of this study indicate that investment decisions have a positive effect on firm value with a regression coefficient value of 0.002 and a significance value of 0.001. Funding decisions have no effect on firm value with a regression coefficient of -0.005 and a significance value of 0.927. Investment decisions and funding decisions have a effect on the value of banking companies listed on the Indonesia Stock Exchange with a calculated F value of 5.623 and a significance value of 0.005. The results of the adjusted R2 test in this study obtained a value of 0,135. This shows that firm value is influenced by investment decisions and funding decisions by 13.5%, while the remaining 86.5% is influenced by other factors not examined in this study Keywords: Company value, investment decision and funding decision

Abstract

This study aims to determine the effect of pricing and product quality on processed catfish at Graha Pratama Fish, Koto Mesjid Village, XIII District, Koto Kampar. This research method uses quantitative. The sample in this study used an accidental sampling technique of 100 respondents. This research was located at Graha Pratama Fish, Koto Mesjid Village, XII District, Koto Kampar. By using SPSS. The method of analysis of this study uses simple and multiple linear regression analysis by testing the validity and reliability tests. The results showed that partially the pricing variable was stated to have a significant effect on purchase intention of 57.4% and product quality had a significant effect on purchase intention of 31.9%. Then in the simultaneous test results it is known that the two variables, namely pricing (XI) and product quality (X2) have proven to have a significant effect on the dependent variable buying interest (Y) of 78.1%. Abstract

This study describes the impact of the trade war between the United States and China on imports of Indonesian steel products from China, especially the impact on excess carbon steel entering Indonesia from China. The trade war began on March 8, 2018, when President Donald Trump set a policy of import tariffs on Chinese products. This policy had a negative impact on China and triggered an imbalance in China's foreign exchange earnings. So that China took action against it by setting import tariffs on several US products. The author collects data from books, academic journals, newspapers, theses and the internet related to the issue of the United States trade war with China and the impact of the trade war on imports of Indonesian steel products from China, the author uses a neorealism perspective and the level of analysis of the nation-state. The theory used in this study is the theory of trade barriers. The results showed that the effect of the trade war between the United States and China has resulted in China looking for other markets to market its excess domestic steel production. So imports of Indonesian alloy steel from China, spike in Indonesia's trade balance deficit against China,and the lossoff national steel industry especially in 2018-2019. Indonesia than took a series of policies to deal with the negative impact of imports off steel products from China, one of which was by issuing Trade Regulation Number 110 of 2018. Abstract

Based on Law no. 23 of 2014, the Regional Government has the authority to expand and organize regions in order to realize the effectiveness of regional government administration in line with the ideals of regional autonomy. The formulation of the problem in this study is how to evaluate the process of expansion of the Tapung District, Kampar Regency in 2003-2020 and how the impact of the evaluation on the expansion process of Tapung District in 2003-2020. This study aims to determine the evaluation of the process of expansion of the Tapung District, Kampar Regency in 2003-2020. This research is a descriptive research with a qualitative approach. This research was conducted in Tapung District. Data collection techniques used are interviews and documentation. The data analysis technique used is descriptive qualitative. The results of this study indicate that the efforts to expand Tapung District have been running for 17 years. However, after the evaluation process, it was found that the expansion effort could not be realized due to several inhibiting factors that existed in the internal Tapung District itself. The author concludes that the effort to expand the Tapung District is feasible to continue, because it has been running as expected and has provided results and benefits for the entire community. Abstract

Service activities are the process of fulfilling service needs in accordance with the laws and regulations for every citizen. Public services are very important, becoming something that can also be a benchmark for a developing or developed country. If public services in a country are good, then that country will surely develop soon, or even be advanced. As a profession, public service is based on the principles of professionalism and ethics such as accountability, effectiveness, efficiency, integrity, neutrality, and fairness for all service recipients. The formulation of the problem in this study is how the implementation of public services in the field of education at the Faculty of Social and Political Sciences, University of Riau in 2019-2020 and what are the factors that hinder the implementation of public services in the field of education at the Faculty of Social and Political Sciences, University of Riau in 2019-2020. The purpose of this study was to determine the implementation of public services in the field of education at the Faculty of Social and Political Sciences, University of Riau in 2019- 2020 and to determine the inhibiting factors for the implementation of public services in the field of education at the Faculty of Social and Political Sciences, University of Riau in 2019-2020. This research is based on indicators that become benchmarks in determining the quality of public services from Lenvine. The research method used is descriptive method with a qualitative approach. According to the author's analysis, the results of the study indicate that the implementation of public services in the field of education at the Faculty of Social and Political Sciences, Riau University is still low, because there are still problems regarding how the public service process is carried out. self. Factors supporting services have not been implemented properly, regarding operating hours the level of compliance is still low, there are still frequent inaccuracies in the service process and the lack of information provided to students in several majors. And civil servants in the field of administration, including leaders who are often not in the office. Bureau employees must increase their commitment and consistency in providing services so that the public service process in the field of administration runs well, and also the academic community must improve the quality of services with adequate facilities and infrastructure. Abstract

The Laundry Department is one of the departments in the hotel that is responsible for washing, both washing guest clothes (laundry, dry cleaning and pressing), employee uniforms and hotel linens (house laundry) and washing clothes or linen from outside the hotel (outside laundry). Therefore, every hotel should improve linen management by the laundry section. This study aims to determine how the management of linen by the laundry section, the constraints and efforts made at the Grand Jatra Hotel Pekanbaru. This study uses a qualitative method with a descriptive approach. The data collection techniques used were observation, documentation, and interviews with laundry managers, laundry supervisors and laundry employees at Grand Jatra Hotel Pekanbaru. After conducting interviews with informants, the authors concluded that the management of linen by the laundry section was good enough, because the laundry staff had implemented it in accordance with the directions set by the laundry manager. Abstract

IOM is part of the United Nations (UN) system as an intergovernmental organization engaged in migration. IOM is dedicated to advancing humane and orderly migration. IOM works to promote international cooperation on migration issues, help find practical solutions to migration problems, and provide humanitarian assistance to migrants in need. The aim of the researchers was to find out the role of IOM in implementing the right to education for child refugees in Pekanbaru City. This research is based on the theory of the role of international organizations according to Andre H. Pareira, which contains international organizations as initiators, facilitators, and mediators. Data was collected using qualitative methodology and interviews as a source of information, most of the data was published on IOM's official website, books, journals, official documents relating to the implementation of the right to education for child refugees. The results showed that IOM played a role in providing educational assistance to child refugees in Pekanbaru. IOM as a facilitator, namely IOM provides teachers in refugee ccommodation, IOM provides learning facilities for child refugees. In addition, IOM also produces an annual report on refugee education. Abstract

The establishment of village-owned enterprises is based on Law No. 6 of 2014 concerning villages, as well as Government Regulation No. 43 of 2014 concerning Implementing Regulations of Law No. 6 of 2014 concerning Villages. The Meranti Islands Regency Government mandates that every Village Government establish a Village-Owned Business Entity which is listed in Regent Regulation No. 33 of 2017 concerning Implementation Guidelines for Village/Kelurahan BUM. Mekong Village Regulation No. 02 of 2017 concerning the Establishment of Sustainable BUMDes (BUM Desa) Mekong Village has not been fully implemented in accordance with the mandate, such as multiple directors, establishment of business units not through village consultations, BUMDes Lestari has not been able to maximize village potential and lack of human resources in management BUMDes. The formulation of this research is "How is the implementation of Mekong Village Regulation Number 02 of 2017 concerning the Establishment of Sustainable Village BUM (BUM Desa) Mekong Village in Mekong Village, Tebing Tinggi Barat District, Meranti Islands Regency in 2019?" The purpose of this study is to analyze and describe the implementation of Mekong Village Regulation No. 02 of 2017 concerning the Establishment of BUM Desa Lestari Mekong Village in Mekong Village, Tebing Tinggi Barat District, Meranti Islands Regency in 2019. This research is a type of descriptive research. Data collection techniques in this study used interviews, field observations and documentation. Data analysis techniques using data reduction methods, data presentation and drawing conclusions. The findings that can be concluded are that the implementation of the Mekong Village Regulation No. 2/2017 concerning the Establishment of Sustainable BUMDes in Mekong Village in Mekong Village is less than optimal, this is based on the results of research findings in the field, namely: 1) Content of Policy, the dominant actor in proposing BUMDes business units is the village head should be carried out by deliberation, consensus, and transparency. Then the benefits of implementing the village regulation have not been felt to the fullest, have not been able to increase sales results in PADes significantly, there is no clear target from BUMDes related to sales and strategies, there are still multiple positions, and the HR management of BUMDes is not adequate, and the selection of BUMDes directors is not appropriate. procedure. 2) Context of Policy, the strategy carried out by the BUMDes management has not shown significant results since the sustainable BUMDes was established, and the response from the BUMDdes program implementers is very good, but the level of discipline of the BUMDes management is classified as lacking discipline and has not carried out its duties and functions optimally. Abstract

Covid-19 vaccination is the administration of vaccines in order to actively generate or increase a person's immunity against diseases caused by the Covid-19 virus. Online media Kompas.com and Cakaplah.com are the national media and local media that mostly report on vaccinations from November to December 2021. There are 7 news stories about vaccinations on Kompas.com and 25 news stories on Cakaplah.com online media. Researchers are interested in discussing framing on vaccination news in the online media Kompas.com and Cakaplah.com in the period November-December 2021. This study uses a qualitative descriptive research method using Robert N's model of framing analysis with agenda setting theory. Robert N. Entman's framing analysis highlights certain aspects with certain realities, which will reveal how the news framing carried out by the online media Kompas.com and Cakaplah.com for reporting vaccination activities in Pekanbaru. The results of this study indicate that the differences in news writing are motivated by differences in the perspectives of each media. Compiled based on 4 elements from Entman, namely Define Problems: the researcher found that Kompas.com provides a consistent perspective on vaccination achievements in Riau. Meanwhile, at Cakaplah.com, the results were found to raise a lot of news about vaccinations in detail. Diagnose Causes (estimating the problem): Kompas.com in estimating the problem only conveys some resistance to the community. Meanwhile, Cakaplah.com tends to estimate the problem in more detail regarding the vaccination target to be achieved. Make Moral Judgment: Kompas.com and Cakaplah.com present news with accurate data from trusted institutions or sources. Treatment Recommendation (emphasizing completion): In presenting the news, Kompas.com only provides information to the public, while the news on Cakaplah.com is more directed to the collaboration between the Government and the community who will carry out vaccinations.
