Abstract

Regional development planning is not always successful in fulfilling regional desires. The reality is that the development carried out by each region takes a long time, and of course, in this long process, there are many obstacles, barriers, challenges, and obstacles in its implementation. The purpose of this research is to describe the implementation of Pekanbaru Mayor Regulation Number 30 of 2016, which has not been realized, the causes of development failures, and the government's actions in overcoming them. This study uses a qualitative approach and in-depth analysis techniques. The data collection techniques used in this study were interviews and documentation. The data obtained from this study came from two sources, namely primary and secondary. The results of this study show that in the implementation process, there are several obstacles to development, including communication errors, inadequate resources from the Pekanbaru City Government, the disposition or attitude of workers or builders on the part of the developer, which interferes with the work process, and the bureaucratic structure of the consultant supervisor. To address this, the government has issued an addendum allowing for additional processing time until 2019, issued warnings, and mediated with the surrounding community. So, according to the findings of this study, the implementation of Pekanbaru Mayor Regulation Number 30 of 2016 in realizing a main market in Pekanbaru City from 2016 to 2021 still faces significant challenges, and the Pekanbaru city government must be responsive in responding to this. Abstract

The purpose of this research was conducted to find out and analyze the workload of laundry employees at the Grand Jatra Hotel Pekanbaru. The sample in this study were laundry employees at the Grand Jatra Hotel Pekanbaru. The sampling technique used was a census sample of 7 people. Data collection techniques in this study used interviews and questionnaires (questionnaire). Data analysis techniques in this study used descriptive data analysis techniques. Based on the results of the research and discussion in this study, it is known that some of the workload variables are in the good category. This is evidenced in the responses of respondents who do not agree with the variable use of working time and targets that must be achieved so that the hotel is expected to add its employees. Abstract

The role of the public area is very important in hotel operations, the public area is part of the housekeeping which handles the cleanliness and tidiness of the public areas of the hotel, the cleanliness and tidiness of the hotel which are visited by many guests. All kinds of cleaning matters in public areas are carried out by the public area, in order to give a clean and comfortable impression to the hotel environment and make guests who come have a good impression of the hotel. The purpose of this writing is expected to increase guest comfort when entering the Grand Jatra Hotel Pekanbaru area. The method used by the author is a descriptive method which is used to describe or describe the data as it is, which is done simply about the problems and existing conditions with the intention of providing an overview of the object of research. The results of this study stated that there were several procedures that were not carried out by public area attendent staff, so that work results were not optimal because they were not in accordance with standard operating procedures (SOP). Based on these results, the author's suggestion can be conveyed, public area staff must pay attention to the work time and rest time that has been set, so that the duties and responsibilities can be carried out according to standard operating procedures (SOP). Cleaning equipment should never be left behind after work, because it affects the operations in the hotel. Abstract

Guidance and counseling is a means of educational institutions whose role is to guide, direct, and provide advice to students in solving a problem or in finding their potential, so it is very important that guidance and counseling services exist in a school. This research was conducted to find out more about the role of guidance and counseling teachers in overcoming student delinquency at SMP Negeri 2 Kubu, Rokan Hilir Regency. This research was conducted to find out: 1) How is the role of guidance and counseling teachers in overcoming student delinquency in SMP Negeri 2 Kubu Rokan Hilir Regency? 2) the what are obstacles of guidance and counseling teachers in overcoming student delinquency at SMP Negeri 2 Kubu Rokan hilir regency This research uses descriptive qualitative research methods. The results of the research were obtained from interviews with sources and also using comparisons from previous research. Factors causing child delinquency are influenced by 3 factors, namely, 1) student family factors, 2) the community that is near students, and 3) student friend factors. The form of role in overcoming student delinquency can be seen from the way teachers look for student pontensi, and motivate students to follow the norms that apply at school, besides that the role of the teacher can also help students in recognizing morals. Meanwhile, the obstacles of guidance and counseling teachers in overcoming student delinquency can be seen in the form of student discomfort with the lessons delivered by teachers who are considered less interesting in terms of teaching. In other forms, the obstacles of counseling guidance teachers can also be felt from the lack of student attendance in the teaching and learning process and the lack of communication between students and teachers. Abstract

The tourism sector is an important sector that earns foreign exchange for a country, including Indonesia, whose tourism sector plays an important role in its national economy. Japan is one of the second largest contributor countries in the East Asia region who visit Indonesia. In 2015-2017 Indonesia continued to experience an increase in the number of Japanese tourists from the previous three years. The achievement of the target of tourist visits can be seen from several efforts taken by Indonesia. Therefore this research was conducted to see how Indonesia's efforts to continue to increase Japanese tourist visits to Indonesia. This research used qualitative methods, with data collection techniques through literature studies sourced from books, journals, articles, and websites. This research uses the perspective of sociological liberalism and the theory of two level games. The results of this research indicates an increase in the number of Japanese tourist visits to Indonesia with several efforts implemented such as policies and cooperation that are not carried out by state actors alone but by non-state actors such as individuals, groups and organizations. Abstract

Hotels include business ventures that emphasize the sale of services. One of the activities carried out by the company to achieve sales targets is to implement good and efficient service to consumers. The stages of implementing this kind of service are efforts to increase service sales due to the intense competition that is happening at this time. This study aims to find out how the General Service Rules are implemented by waiters at Fox Hotel Pekanbaru. This study uses a qualitative method with a descriptive approach in which researchers will collect data from informants to find out the issues raised regarding the implementation of General Service Rules by waiters at Fox Hotel Pekanbaru. While collecting data in this study using observation, interviews, and documentation. From the research results, the indicators are handling the reservation, greeting the guest, seating the guest, beverage suggestion, presenting menu, serving beverage and iced water, taking orders, writing order slips, serving the food, clearing up, crumbing down, payment bills, and greetings. The results of the study show that the implementation of general service rules by the waiters at Fox Hotel Pekanbaru is in accordance with service delivery in general. In the implementation of general service rules there are several obstacles, namely miss communication between employees, and a lack of employees in the F&B Service section. Abstract

Basically, the marriage card management service of the marriage management information system (SIMKAH) is in order to improve services to the community by using an online-based application. The problem in this study is that there are often network disruptions when inputting data for prospective investors so that they experience delays in inputting data and make KUA operators input data outside of working hours. The purpose of this study is to determine the management of marriage card services using the online SIMKAH application in KUA Pangkalan Lesung District, Pelalawan Regency by referring to the theory of public services according to menpan decree No. 63/2003, namely Transparency, Accountability, Conditional, Participatory, Equal Rights and Balance of Rights and Obligations and also using electronic government theory by Richardus Eko Indrijit, namely support ( Support ), ability (Capacity), and benefits (Value). This research method is qualitative with analytical techniques and research informants, namely the Head of the Ministry of Religion Office, Employee Staff of the Ministry of Religion, Head of the Religious Affairs Office, Staff of the Religious Affairs Office, Lurah Office, and the People of Pangkalan Lesung District. Data were collected by the authors using interview and documentation techniques. These Data Analysis techniques are Data Reduction, Data Presentation and Conclusion Drawing. The results of this study are not optimal because there are still shortcomings such as the lack of supporting infrastructure such as marriage card printing printers, the lack of staffing staff only five people and operators who understand technology only one person and there are factors that become obstacles in online SIMKAH services. Abstract

This study discusses the efforts of UNFPA and UNICEF in overcoming the practice of Female Genital Mutilation in Ethiopia. Female Genital Mutilation (FGM) is a procedure that involves removing part or all of or injuring the external female genitalia for non-medical reasons and has been recognized as a violation of Women's Human Rights. Ethiopia is the country with the highest number of women who have undergone FGM in the East African region. This made UNFPA and UNICEF pay attention to the issue of FGM in Ethiopia. This study uses a qualitative method, with data collection techniques through library research through literature that related to the problem under study. This research uses the perspective of Pluralism and the theory of International Organization. The results of this paper find that UNFPA and UNICEF work together to overcome Female Genital Mutilation in Ethiopia by raising awareness of the dangers of FGM in collaboration with the government, civil society, social movements, religious leaders through a global program, namely the Joint Program on the Elimination of Female Genital Mutilation. Abstract

The objective of this study was to identify and evaluate the role that working capital management had in boosting the profitability of Koto Baru Solok-Sumbar Village Unit Cooperative (KUD). Quantitative descriptive data types are used in this investigation. Both primary and secondary data were gathered via interviews and financial report data from the Village Unit Cooperative (KUD) Koto Baru Solok-West Sumatra, respectively. First, the management of working capital to liquidity is a result of this studyas measured by the current ratio in a liquid state, but the cash ratio fluctuates, so it is not yet effective. In the cash ratio, this is caused by the amount of cash that is not good at guaranteeing current debt. Second, the management of working capital on Profitability as measured by ROI and ROE shows that it has not been effective which is still below the standards of Indonesian Cooperatives and SMEs, this is due to asset revaluation, a decrease in cooperative consumers and customers. This shows that the cooperative has not been able to manage its assets and capital, so that the profit generated is not optimal. Keywords: Working capital, Liquidity, and Profitability

Abstract

DPRD members are representatives of the people in the regions who must be able to aspire to the wishes of their constituents. DPRD members, in carrying out their duties, functions, and authorities, must of course comply with all applicable regulations. However, there are various phenomena that arise related to the attitudes and behavior of DPRD members in Riau Province, such as absenteeism at DPRD meetings, improprieties that should not be carried out, and indisciplined DPRD members who are considered to have violated the code of ethics. Therefore, an honorary body was formed as a code of ethics enforcement agency tasked with maintaining the dignity, image, and credibility of the DPRD. This study aims to determine the implementation of the authority of the DPRD honorary body in enforcing the code of ethics in the DPRD Riau Province in 2019–2021. This study uses the study of authority theory, in which authority originates from attribution, delegation, and mandate. The method in this study uses descriptive research with a qualitative approach. Sources of data consist of primary data and secondary data collected through interviews and documentation. Data analysis used qualitative data analysis techniques with interactive models. The results of this study indicate that the Honorary Board of DPRD Riau Province has exercised its authority in enforcing the code of ethics. However, it is not optimal. The honorary body has more of a passive role in waiting for complaints. There are several issues that have developed in the community that are not being processed by the honorary body because no complaints have been received. Several factors impede the implementation of the authority of the honorary body, namely the colliding with the code of ethics and procedures for the honorary body, which makes the honorary body seem slow and rigid, the lack of participation from the community, and political elements because members of the honorary body are also members of the DPRD, so whether they realize it or not, there is a considerate nature among fellow DPRD members.
