Abstract

This research discusses the implementation of the Family Hope Program (PKH) in Aer Bale Village, Sosa District, Padang Lawas Regency, during 2023– 2024, and identifies the supporting and inhibiting factors in its implementation. PKH is a conditional social assistance program designed to improve the quality of human resources through access to education, health, and social welfare for low-income families. The background of this study is based on issues such as inaccurate data collection of beneficiaries, limited number of facilitators, and the presence of hard-to-reach areas. The study employed a qualitative descriptive approach. Data were collected through interviews, observations, and documentation, involving informants from the village government, PKH facilitators, and beneficiary families (KPM). The results show that, in general, the implementation of PKH in Aer Bale Village has helped improve access to public services for low-income communities, although its effectiveness is still hampered by technical and administrative issues. Supporting factors include clear regulatory frameworks, active community participation, and cross-agency coordination. To enhance its effectiveness, improvements in the data collection system, an increase in the number of facilitators, and stronger coordination among relevant stakeholders are recommended. Abstract

This study aims to determine the types and implementation of Umrah tour package promotions at PT. Ila Safinatin Najah in Pekanbaru City. PT. Ila Safinatin Najah is an Umrah travel agency in Pekanbaru that offers various Umrah tour packages, including regular Umrah packages, Private/VVIP Umrah packages, Najah Umrah packages, Ramadhan Umrah packages, and Plus Umrah packages. The research method used is descriptive qualitative with data collection techniques through observation, in-depth interviews, and documentation. The results of this study indicate that the company implements five types of promotion mix, namely advertising, sales promotion, personal selling, public relations, and direct marketing. Among these promotion tools, non-print media—especially social media such as WhatsApp, Instagram, and Facebook—are the most frequently used because they reach prospective pilgrims widely and quickly. Abstract

Drug abuse and illicit trafficking pose a serious threat to national resilience, including in Dumai City, which geographically lies in a coastal area directly connected to international shipping routes in the Malacca Strait. This strategic position makes Dumai vulnerable to becoming an entry point for narcotics smuggling networks. Data from the National Narcotics Agency (BNN) indicates that Dumai ranked first for drug abuse cases in Riau Province in 2023, recording 117 cases with an increasing trend compared to the previous year. To address this issue, the Dumai City National Narcotics Agency (BNNK Dumai) implemented the Kelurahan Bersinar (Kelurahan Free from Drugs) program as a community-based prevention initiative at the local government level. This study aims to identify how the Kelurahan Bersinar program is implemented by BNNK Dumai and analyze the factors influencing its implementation. This research employed a qualitative descriptive approach, with data collected through interviews and documentation. Data were analyzed using data reduction, data display, and conclusion drawing techniques. The study applies Van Meter and Van Horn’s Policy Implementation Theory, which emphasizes six key variables: policy standards and objectives, resources, inter-organizational communication, characteristics of implementing agencies, socio-economic conditions, and implementers’ disposition. The results show that the implementation of the Kelurahan Bersinar program has been carried out through awareness campaigns, the establishment of community-based anti-drug activists, and coordination with related agencies. However, based on Van Meter and Van Horn’s theoretical analysis, several variables have not been optimally fulfilled, particularly those related to limited budget support, human resources, cross-sector coordination, and low community participation. These constraints contribute to the suboptimal implementation outcomes at the field level. Despite these challenges, the Kelurahan Bersinar program holds significant potential for strengthening community-based drug prevention efforts. Strengthening regulatory support, funding allocation, and multi- sector collaboration is required to ensure more effective and sustainable program implementation.
