Abstract

This research discusses the implementation of the Family Hope Program (PKH) in Aer Bale Village, Sosa District, Padang Lawas Regency, during 2023– 2024, and identifies the supporting and inhibiting factors in its implementation. PKH is a conditional social assistance program designed to improve the quality of human resources through access to education, health, and social welfare for low-income families. The background of this study is based on issues such as inaccurate data collection of beneficiaries, limited number of facilitators, and the presence of hard-to-reach areas. The study employed a qualitative descriptive approach. Data were collected through interviews, observations, and documentation, involving informants from the village government, PKH facilitators, and beneficiary families (KPM). The results show that, in general, the implementation of PKH in Aer Bale Village has helped improve access to public services for low-income communities, although its effectiveness is still hampered by technical and administrative issues. Supporting factors include clear regulatory frameworks, active community participation, and cross-agency coordination. To enhance its effectiveness, improvements in the data collection system, an increase in the number of facilitators, and stronger coordination among relevant stakeholders are recommended. Abstract

This study aims to determine the types and implementation of Umrah tour package promotions at PT. Ila Safinatin Najah in Pekanbaru City. PT. Ila Safinatin Najah is an Umrah travel agency in Pekanbaru that offers various Umrah tour packages, including regular Umrah packages, Private/VVIP Umrah packages, Najah Umrah packages, Ramadhan Umrah packages, and Plus Umrah packages. The research method used is descriptive qualitative with data collection techniques through observation, in-depth interviews, and documentation. The results of this study indicate that the company implements five types of promotion mix, namely advertising, sales promotion, personal selling, public relations, and direct marketing. Among these promotion tools, non-print media—especially social media such as WhatsApp, Instagram, and Facebook—are the most frequently used because they reach prospective pilgrims widely and quickly. Abstract

Drug abuse and illicit trafficking pose a serious threat to national resilience, including in Dumai City, which geographically lies in a coastal area directly connected to international shipping routes in the Malacca Strait. This strategic position makes Dumai vulnerable to becoming an entry point for narcotics smuggling networks. Data from the National Narcotics Agency (BNN) indicates that Dumai ranked first for drug abuse cases in Riau Province in 2023, recording 117 cases with an increasing trend compared to the previous year. To address this issue, the Dumai City National Narcotics Agency (BNNK Dumai) implemented the Kelurahan Bersinar (Kelurahan Free from Drugs) program as a community-based prevention initiative at the local government level. This study aims to identify how the Kelurahan Bersinar program is implemented by BNNK Dumai and analyze the factors influencing its implementation. This research employed a qualitative descriptive approach, with data collected through interviews and documentation. Data were analyzed using data reduction, data display, and conclusion drawing techniques. The study applies Van Meter and Van Horn’s Policy Implementation Theory, which emphasizes six key variables: policy standards and objectives, resources, inter-organizational communication, characteristics of implementing agencies, socio-economic conditions, and implementers’ disposition. The results show that the implementation of the Kelurahan Bersinar program has been carried out through awareness campaigns, the establishment of community-based anti-drug activists, and coordination with related agencies. However, based on Van Meter and Van Horn’s theoretical analysis, several variables have not been optimally fulfilled, particularly those related to limited budget support, human resources, cross-sector coordination, and low community participation. These constraints contribute to the suboptimal implementation outcomes at the field level. Despite these challenges, the Kelurahan Bersinar program holds significant potential for strengthening community-based drug prevention efforts. Strengthening regulatory support, funding allocation, and multi- sector collaboration is required to ensure more effective and sustainable program implementation. Abstract

Community participation–oriented village development is an important approach to achieving effective, sustainable, and locally appropriate development. This study aims to examine and analyze the implementation of participatory development in Kampung Pinang Village, Perhentian Raja District, Kampar Regency. The focus of this research is community participation in the stages of planning, implementation, and evaluation of village development. This study employs a qualitative research method with a descriptive approach. Data were collected through interviews, observations, and documentation. The research informants included village government officials, members of the Village Consultative Body (BPD), community leaders, youth leaders, and residents of Kampung Pinang Village. Data analysis was conducted through data reduction, data presentation, and conclusion drawing. The results of the study indicate that participatory development in Kampung Pinang Village has been implemented by involving the community, particularly at the planning stage through village deliberation meetings. Community participation is also evident during the implementation stage in the form of labor, material contributions, and support for village development programs. However, community participation at the evaluation stage has not been optimal, as community involvement in development evaluation forums remains limited. Therefore, efforts are needed from the village government to enhance community participation at all stages of development in order to achieve more optimal and sustainable village development. Abstract

The province of Riau occupies a strategic position in the national and regional investment map, particularly with the significant contribution of foreign investment from Singapore. The background to this research stems from the importance of understanding local government strategies in managing and attracting foreign investment to promote sustainable and inclusive economic growth. This study aims to analyse the Riau Provincial Government's strategies for increasing foreign investment, focusing on the role of regulation, promotion of regional potential, simplification of licensing, and infrastructure strengthening. This study uses a theoretical framework of strategy and foreign investment as its analytical tool. In this context, strategy refers to a series of policies, programmes, and concrete steps taken by the Riau Provincial Government to attract and increase foreign investment, particularly from Singapore. The method used is a qualitative approach through document studies, in-depth interviews with relevant officials, and observation of investment policy practices in Riau. The results of the study show that simplifying licensing through the OSS system, mapping regional potential, and developing integrated industrial estates are key to attracting foreign investors, particularly from Singapore. Another important finding is the need for more synergistic coordination between the central and regional governments, as well as adequate institutional support in facilitating investment. This study concludes that the success of investment strategies in Riau is highly dependent on the effective implementation of policies, the strengthening of local capacity, and the sustainability of commitments to creating a competitive and competitive investment climate. Abstract

This study aims to analyze the impact of the Indonesia-Japan Maritime Forum (IJMF) on enhancing maritime security in the Natuna Islands region. The background of this research stems from the increasing security dynamics in the North Natuna Sea caused by illegal fishing activities, territorial violations by foreign vessels, and escalating tensions in the surrounding waters. The study focuses on the period of 2021-2023, covering the dynamics before and after the implementation of the IJMF cooperation. Through the IJMF framework, Indonesia and Japan have strengthened maritime security cooperation and capacity building. This research employs a qualitative approach grounded in K.J. Holsti’s Theory of International Cooperation and the Liberalism perspective, which emphasizes international collaboration among states in addressing common threats. The IJMF cooperation is carried out through various programs such as strengthened collaboration between Bakamla and the Japan Coast Guard, coordination in law enforcement, and infrastructure support including the development of the Marine and Fisheries Center (SKPT) in the Natuna waters. The findings indicate that the IJMF has had a positive impact on maritime security, demonstrated by the decline in illegal fishing incidents from 345 cases (2014-2016) to 167 cases (2021-2023) following the implementation of the cooperation. Positive outcomes have also been experienced by local communities and fishermen in Natuna, as there are no longer foreign fishermen settling in the area, and the establishment of the SKPT in Selat Lampa has improved fishery facilities for local fishermen. Nevertheless, aggressive activities by foreign vessels, particularly from China and Vietnam, remain a challenge to maintaining stability in the North Natuna Sea. Abstract

Based on Regulation of the Minister of Home Affairs of the Republic of Indonesia Number 110 of 2016 concerning Village Consultative Bodies, the Village Consultative Bodies (BPD) have important functions and duties in the village government system. The BPD's functions include discussing and agreeing on draft village regulations with the village head, accommodating and channeling community aspirations, and overseeing the village head's performance. These functions are carried out, among other things, to meet community needs, including development. This study aims to determine the implementation of the functions of the Village Consultative Body (BPD) of Marsawa Village in road construction in Marsawa Village, Sentajo Raya District, Kuantan Singingi Regency in 2023. This study uses a qualitative research method with a qualitative descriptive type of research. The theory used for this study uses the theory of Deliberative Democracy to see the extent of the implementation of the BPD's functions. Research results indicate that the function of the Village Consultative Body (BPD) in accommodating and channeling the aspirations of the community has been operating well through citizen dialogue sessions in each hamlet as a participatory forum, especially concerning road infrastructure needs. The BPD's function in discussing and approving draft village regulations is also carried out through the Musrenbang forum, where the BPD acts as a representative institution of the residents. However, decisions are still dominated by the executive, so some aspirations have not been accommodated. The supervisory function over the village head's performance is carried out through dialogue and deliberative meetings, although some programs, such as road construction, have not been realized due to funding limitations and cross-government coordination issues. Abstract

Village development based on the principles of Good Governance emphasizes the importance of participation, transparency, and accountability in the development planning process, particularly through the Village Development Planning Meeting (Musyawarah Perencanaan Pembangunan Desa/Musrenbang) as a strategic forum for capturing community aspirations. Musrenbang is expected to produce infrastructure development plans that are responsive to community needs and aligned with the village’s fiscal capacity. However, in practice, gaps are often found between Musrenbang outcomes and development realization, indicating that the principles of Good Governance have not been optimally implemented in village governance. This study aims to analyze the dynamics of Good Governance-based Musrenbang outcomes on infrastructure development in Ranah Singkuang Village, Kampar District, in 2023. The research employs a qualitative approach using interviews, observations, and documentation as data collection techniques. The findings show that out of more than 30 infrastructure proposals submitted through the 2023 Musrenbang, only three activities were realized in 2024. This condition is influenced by budget constraints, shifts in policy priorities, low community involvement in final decision-making, and weak transparency and accountability within the village government. These findings confirm that Musrenbang in Ranah Singkuang Village remains procedural rather than substantive, highlighting the need to strengthen Good Governance principles, particularly participation, transparency, and accountability. Abstract

The management of advertisements is one form of public space regulation that plays an important role in supporting the increase of local revenue through advertisement taxes. In accordance with Pekanbaru Mayor Regulation Number 15 of 2023 concerning the Management of Advertisements as a guideline for regulating advertisements in Pekanbaru City. In its implementation, various problems are still found, such as unlicensed advertisements, installation of advertisements that do not comply with regulations, limited supervision, and coordination between regional apparatuses. This research uses the theoretical foundation of Policy Implementation according to George Edward III, which is a concept that explains the factors for success in implementing a policy, including communication, resources, disposition, and bureaucratic structure. This research method uses a descriptive qualitative approach. Data collection was carried out through interviews and documentation, using primary and secondary data. The research location is in Pekanbaru City. Data analysis was conducted using an approach that includes data collection, data presentation, and conclusion drawing. The results of this research indicate that policy implementation has not run optimally. This is evident from the still large number of unlicensed billboard advertisements or those whose IMB/PBG permits have expired, the installation of advertisements in locations that do not comply with provisions, and the increase in illegal advertisements due to the change in the licensing system from IMB to PBG. This condition is worsened by ineffective communication to the community, limited implementing resources, inconsistent officer disposition, and bureaucratic structure and inter-agency coordination that do not yet support maximum enforcement. As a result, the management of advertisements has not fully complied with the provisions of Pekanbaru Mayor Regulation Number 15 of 2023. Abstract

Political communication is very important in every political process, especially during election campaigns. Through political communication, candidates and their campaign teams convey ideas, visions, missions, and work programs to the public as potential voters. The main objective is to build public understanding, create a positive image, and gain political support for the candidates. This study aims to analyze how the elements of political communication—communicator, communicant, message, and media— influence Generation Z’s voting decisions in the 2024 Riau Gubernatorial Election. This research uses a qualitative descriptive approach, with data collected through in-depth interviews, observation, and documentation. The study applies Political Communication Theory, Uses and Gratifications Theory, and Agenda Setting Theory as analytical frameworks. Informants consist of academics, members of the campaign team, and Generation Z voters in Pekanbaru City. The results show that political communicators, such as the candidates and religious figures (notably Ustaz Abdul Somad), play a significant role in shaping public trust and attracting young voters’ sympathy. The political messages emphasized themes of change and social justice, presented in simple and inspiring ways that were easily accepted by Generation Z as the communicants. Meanwhile, social media platforms such as TikTok, Instagram, and YouTube served as the primary channels for disseminating political messages effectively, aligning with Generation Z’s digital communication habits.
