Abstract

The communication strategy that has been implemented by the Tourism and Culture Office of Rokan Hulu Regency in promoting tourist destinations in Rokan Hulu Regency has not implemented optimally. This can be seen from the many tourist destinations, there are only four tourist objects that can attract many tourist to visit and contribute to lacal revenue. To see the communication strategy that has been carried out, the purpose of this study was to identify and analyze the strategy of the Tourism and Culture Office of Rokan Hulu Regency in installing communicators, messages, media and targets to promote tourist destinations in Rokan Hulu Regency. The research method used is qualitative with a descriptive approach. The informants in this study came from two elements, namely local government and tourists. The selection of informants used a purposive technique with the criteria of informants being people who know best about the implementation of strategic communication in promoting tourist destinations in Rokan Hulu Regency and people who have known and visited tourist destinations in Rokan Hulu Regency. Data collection was carried out by means of observation, interviews and documentation. The results of the study indicate that strategic communication carried out by the Tourism and Culture Departement of Rokan Hulu Regency in promoting tourist destinations has not gone well. The appointment of Bujang and Dara Rokan Hulu as brand ambassadors in promoting tourist destinations has not been fully able to lift the very many tourist destinations in Rokan Hulu Regency. The message strategy implemented has been going well, it's just that the content of the messages conveyed is not good yet, because there is still a lack of information provided regarding other supported tours. The media selection strategy used is appropriate, but the management of social media as a promotional medium is not good, so that many of the target groups do not choose social media as promotional media. The strategy in setting targets is also considered appropriate, namely by making observations and developments based on data on tourist visits. Keywords: strategy, communication, tourist destinations

Abstract

This research is based on the existence of problems such as the habits of civil servants who are often late for scheduled working hours and enter and leave the office without valid explanation, there are still frequent violations of regulations and the Core values of Morality are still not fully implemented by every civil servant at the Sungai Apit Subdistrict Office Siak district. This research aims to describe the implementation of civil servant work culture and the reasons why civil servant work culture is not yet optimal in public services at the Sungai Apit Subdistrict Office, Siak Regency, using work culture theory according to Taliziduhu Ndraha. Then, this research also uses a qualitative descriptive research approach, where the type of data used is primary data from key informants and secondary data that is relevant to the research context. Data collection techniques used include interview techniques and documentation. Next, the data analysis technique uses qualitative descriptive analysis techniques to answer the research questions asked. The results of this research show that the work culture of civil servants at the Sungai Apit sub-district office is influenced by the habits of civil servants who often violate working hours and do not follow applicable regulations and there are several factors that influence the work culture of civil servants in public services at the Sungai Apit sub-district office. This resulted in public services at the Sungai Apit Subdistrict Office being hampered so that they did not reach the optimal level as expected. Abstract

One of the cross-border crimes is narcotics smuggling. This issue includes non-traditional security threats. This means that the problem is not only limited to one country but also transnational, or more broadly involving other countries. As is the case with drug trafficking, whose syndicates, networks and smuggling have now expanded. This study used qualitative research methods. The author uses document studies as a means of assisting researchers in collecting data or information by reading letters, announcements, meeting summaries, written statements on certain policies and other written materials to describe the threat of narcotics smuggling in the Southeast Asia region. The development of transnational crime as a result of globalization is also other factors related to the movement of people from one country to another or from one region to another. So, to overcome the spread of these crimes, legal instruments related to these types of crimes are needed, both national law and international law/international agreements and their protocols. Abstract

Pekanbaru City experienced expansion from 12 sub-districts to 15 sub-districts. This has an impact on the people who live in the area resulting from the sub-district expansion. There is a special strategy using SWOT Analysis in the change of population administration after the expansion of sub-districts in Pekanbaru City where the strategy will be used by human resources who handle it in the Pekanbaru City Population and Civil Registration Office agency. This research uses qualitative research methods that are descriptive in nature. The purpose of this research is to find out the efforts that have been made by the Pekanbaru City government in the replacement of population administration after the expansion of sub-districts in Pekanbaru City, and to find out the strategy for accelerating the replacement of population administration after the expansion of sub-districts in Pekanbaru City using SWOT analysis. Based on the results of the SWOT analysis, the strategy recommendation given is an Aggressive Strategy. The results of the study indicate that the replacement of population administration after sub-district expansion through the Population and Civil Registration Office of Pekanbaru City has not run optimally so that the resulting strategy can increase public awareness about the replacement of population administration after sub-district expansion in Pekanbaru City. The existence of a program from the Population and Civil Registration Office of Pekanbaru City in the form of Sipenduduk online services should be further socialized to RT and RW by providing training in using these online services. Abstract

Abuse and illicit trafficking of narcotics is currently a major problem both nationally and internationally. Drug abuse has been proven to have damaged the future of the nation, damaged human character, damaged the physical and health of the community. The Kuantan Singingi Regency National Narcotics Agency (BNNK) is a professional non-ministerial government agency that operates to prevent, eradicate, abuse and illicit trafficking of narcotics, psychotropics and other addictive substances as mentioned in Republic of Indonesia Law No. 35 of 2009 about Narcotics. This research aims to determine the success of the strategies and inhibiting factors of the Kuantan Singingi Regency National Narcotics Agency in tackling drugs. This research uses the theory of strategic management from Wheelen-Hunger. This research uses a qualitative approach using descriptive research. Data collection techniques were carried out using interviews and documentation. The data analysis technique used in this research has steps such as data collection, data reduction, data presentation and drawing conclusions. The results of this research explain that the National Narcotics Agency of Kuantan Singingi Regency has been optimal in implementing drug prevention, this can be seen from several strategic management indicators including: external analysis, internal analysis, mission, organizational goals, strategies, policies, programs, budgets, procedures , as well as performance. The performance of BNNK Kuantan Singingi in 2022 has been said to be good, this can be seen from the realization of the program based on the Performance Success Index (IKK). However, in its implementation there are still various obstacles, such as the wide coverage of BNNK's work area which is not balanced with the distribution of employees and the lack of facilities and infrastructure to cover prevention activities. Abstract

This research aims to analyze financial ratios to measure financial performance of Karya Bersama cooperatives and Maju Bersama Cooperative Pangkalan Kuras Pelalawan. The research instrument used is quantitative descriptive research such as interviews, documentation and theoretical studies. The results of the research showed that the financial performance of Karya bersama cooperative was in good condition in terms of financial ratios and received a fairly good assessment, while Maju Bersama cooperative received a less good assessment so that Maju Bersama cooperative had to improve the financial performance of the cooperative by developing the business it owned. Abstract

The state has an obligation to fulfill and protect the rights of its citizens, including the right to citizenship status. Ratification of the 1989 Convention on the Rights of the Child and ratification of Law no. 12 of 2006 provides solutions to resolve citizenship problems, including for children with dual citizenship. Limited dual citizenship status is given to children resulting from mixed marriages until they are 18 years old and must choose the citizenship of one of their parents. However, the facts show that there are still many children with dual citizenship who have not applied for citizenship elections, which is feared to result in statelessness. This research wants to know how the ratification process of the 1989 Convention On The Rights Of Child was. This research is a qualitative descriptive study that is studied at the country level of analysis and uses the Voluntary Theory (Will of the State) by involving parties directly related to children with dual citizenship such as the Riau KEMENKUMHAM Regional Office. The research strategy uses data collection techniques through primary and secondary data in the form of interviews and documentation with the aim of obtaining information in accordance with the research problem. The results of this research indicate that Accession to the 1989 Convention on the Rights of the Child implies a commitment to ensure that protective rules are reflected in relevant domestic legislation. This could mean adopting modifications to the citizenship law, which in Indonesia regarding citizenship is regulated in Law no. 12 of 2006. Indonesian regulations and policies in the field of citizenship status must uphold universal values in citizenship, namely avoiding statelessness as an effort to fulfill responsibilities towards the 1989 Convention on the Rights of the Child, especially in the field of citizenship, so that no more children are stateless ( stateless). Abstract

This research examines the collaboration between the United States Agency for International Development and Indonesia in dealing with sanitation and clean water issues, specifically in North Sumatra. The problem of clean water and sanitation is still a major obstacle in Indonesia. Therefore, through USAID, the United States government provides grant assistance to Indonesia through the IUWASH PLUS Program. This study aims to determine the partnership between North Sumatra province and USAID through the IUWASH PLUS (Indonesia Urban Water, Sanitation and Hygiene Penyehatan Lingkungan untuk Semua) program. This study employs a qualitative approach, drawing on the idea of foreign aid in the form of grants and Neoliberalism at the level of nation-state analysis. The study is descriptive research. Thus, the researcher collects the data through library research techniques. The findings reveal that the USAID IUWASH PLUS program effectively improves clean water and sanitation services in North Sumatra, referring to the results published by USAID IUWASH PLUS through the Final Book in June 2022. Abstract

A customary law community is a group of people who are orderly and live in a certain area, no one among the members has the thought or inclination to dissolve the ties that have grown or leave or break away from those ties forever. Riau Province itself has various ethnic groups, approximately 285 indigenous communities have been identified and 17 MHA have received recognition, one of which is the Sakai Bathin Sobanga Tribe in Bengkalis Regency, Riau Province. The aim of this research is to determine the stages of recognition of the existence of MHA in the Sakai Bathin Sobanga Tribe and the factors inhibiting the stages of recognition of the MHA of the Sakai Bathin Sobanga Tribe. The research approach used is qualitative. This type of research is descriptive. The research location is in Bengkalis Regency, precisely in Duri City, Bathin Sobanga Village, Kesumbo Ampai District. The types and sources of data for this research are divided into primary and secondary data, primary data in the form of interview results and secondary data in the form of supporting data related to the stages of recognizing the existence of customary law communities. The results of the research regarding the stages of recognizing the existence of the traditional MHA of the Sakai Bathin Sobanga Tribe, Riau Province, were carried out through four stages, namely the identification, verification, validation and also the determination stages. The identification results contain data and information regarding fulfillment of the requirements used to carry out verification. Verification is a field inspection activity for the completeness and correctness of data and information resulting from identification. If there are no objections to the verification results, then the validation stage is carried out, namely an administrative completeness check for the validity of the verification results and stated in the validation report. Next, the determination stage is carried out. However, in the stage of recognizing the existence of the traditional MHA of the Sakai Bathin Sobanga Tribe, there were several obstacles and delays in the identification, verification, validation and also determination stages. Abstract

This study aims to design a Cultural Tourism Package Arrangement in Tanah Datar District, West Sumatra Province. This study used a qualitative method with a qualitative descriptive approach to explain and describe the conditions that occurred at the research location by collecting data and information in the field. The informants in this study are the Head of Service, Tourism Managers, and the Community. In this study, the data collection techniques used were case studies, interviews, observation and documentation. Based on the results of the research, it can be concluded that cultural tourism in Tanah Datar is very abundant and diverse, so that with this abundance and variety, tourist visits should increase every year. Coupled with the sale of Cultural Tourism Packages in the future, it will make tourists more interested in visiting Tanah Datar Regency. In addition, this Cultural Tourism Package can provide additional information for tourists about what tours are in Tanah Datar Regency. Key words: Preparation.Cultural.Tour Packages.
