Abstract

Cultural diplomacy is an important instrument in strengthening relations between countries through a cultural approach. Indonesia, as a country with rich culture, utilizes the Indonesian Language for Foreign Speakers (BIPA) program as a cultural diplomacy effort. The BIPA program in Turkey is a clear example of how Indonesia introduces its language and culture on the international stage, while strengthening bilateral relations with Turkey. Through this program, Indonesia not only introduces language, but also cultural values and national identity to foreign communities. This research aims to find out how Indonesian cultural diplomacy works through the Indonesian language program for foreign language speakers in Turkey. The research method used is qualitative with data collection techniques in the form of literature study. The approach used in this research is a cultural diplomacy theory with a country level of analysis is used to explain how countries as the main actors in cultural diplomacy play a role in strengthening relations between countries through culture. The research results show that the BIPA program in Turkey is included in Indonesia's cultural diplomacy activities. This program includes forms of cultural activities, the actors involved, as well as the goals to be achieved, namely creating a positive image of Indonesia through language teaching and spreading culture. Through this program, Indonesia has succeeded in building a deeper understanding and appreciation of Indonesian culture among Turkish society as evidenced by the number of participants, positive responses, and survey results that show a positive image of Indonesia in Turkey. Abstract

The purpose of this research was to analyze Greenpeace's approaches and efforts in preventing forest fires that occur in Kalimantan. Greenpeace serves as one of the environmental non-governmental organizations in Indonesia. This study is a qualitative research that uses the theory of NGO roles to examine the efforts made by Greenpeace in preventing forest fires in Kalimantan. In this research, the analysis level used is group analysis. Data collection was carried out using document analysis methods sourced from several books, journal articles, and other references relevant to the efforts made by Greenpeace in preventing forest fires on the island of Kalimantan. The research show that Greenpeace, as one of the NGOs focusing on environmental issues in Indonesia, has taken several measures to prevent forest fires in Indonesia. Greenpeace fulfills its role as an NGO through various means, such as providing assistance services and technical expertise, directly participating in operational activities, conducting analyses related to environmental issues, campaigning to raise public awareness and encourage action on various environmental issues, and facilitating negotiations between civil society and the government. Abstract

The Hajj pilgrimage is one of the pillars of Islam. The Ministry of Religious Affairs has launched a smartphone/mobile phone/android mobile application in the form of the Latest Generation of Smart Hajj in 2017. Efforts to develop the Smart Hajj application are always carried out by the Directorate General of PHU. However, these efforts are also not free from obstacles in the field, namely that the application is not yet widely known by hajj pilgrims in Indonesia. The objectives to be achieved in this study are to analyze and determine the communication strategy of the regional office of the Ministry of Religious Affairs of Riau Province in socializing the Smart Hajj mobile application, so that it is able to create an interactive virtual environment with an online basis so that it can support previous applications to attract more interest and make it easier for pilgrims to understand the material on the hajj and umrah pilgrimages. The study uses a qualitative method or is known as the term research subject. The results of this study are the communicator's strategy to know a lot of information about the Smart Hajj Application so that what is conveyed can be accounted for. The message conveyed is clear in a simple, fast and easy way in using the smart hajj application. The media used by the Ministry of Religious Affairs in implementing this smart hajj application is Press release Press Release. communicator, namely the Ministry of Religion of Riau Province in the implementation of the Hajj with the communicant, namely the entire community, both domestic and foreign, so that in communicating there is feedback. Abstract

The Anak Dalam Tribe is a minority group socially, politically and developmentally, which makes the Anak Dalam Tribe need to get protection, recognition and empowerment from the Regional Government, the Regional Government needs to make policies to protect the Anak Dalam Tribe, the Anak Dalam Tribe needs special treatment based on policies that made by the regional government so that it supports the lives they live, as well as avoiding violations of the rights of the Anak Dalam Tribe community. The aim of this research is to analyze the role of the Tebo district local government in protecting and recognizing the Anak Dalam tribal community in 2020 - 2022. The method in this research uses a qualitative approach. The theory used is the Government Role theory according to Ryaas Rasyid (1996) which includes: 1) Facilitator 2) Regulator 3) Dynamisator. The results of this research based on Ryass Rasyid's theory can be seen in the Facilitator indicator, the role of local government has been carried out by providing assistance facilities to tribal communities and providing facilities for socializing. from the Regulator indicators, the role of local government is only to set SK. In the Dynamics indicator, it can be seen that the role of regional government has been to carry out socialization and assistance activities for tribal communities, accompanied by social services, health services and other organizations. Abstract

HARRIS Hotel Batam Center is a 4 star hotel located right in Batam City Center which can be accessed just by walking to Mega Mall and International Ferry Terminal Batam Center, precisely located at Jl. Engku Putri, Tlk. Tering, District. Batam City, Batam City. This research aims to determine the procedure technique for cleaning the public toilet area at HARRIS Hotel Batam Center and to find out the obstacles in implementing the procedure technique for cleaning the public toilet area at HARRIS Hotel Batam Center. The data collection techniques used in this research were observation studies, interviews, documentation and literature studies. The results of this research are that providing bathrooms that are clean, healthy and free from disease and annoying insects is one of the main tasks of the housekeeping floor section, so that guests feel at home staying at the hotel. The implementation of procedures for cleaning and preparing bathrooms at Harris Hotel Batam is very good, this is proven by its implementation which is carried out consistently by area public officer, supervisors and housekeeping HOD. Abstract

The involvement of women in the public and political arena is an important step to rebuild economic, political and social conditions to achieve equality for women and men in obtaining opportunities and achieving progress. The participation of women voters in this case is very necessary to make the regional head elections a success by channeling their voting rights. Political orientation can also be interpreted as political culture, namely there are many definitions of political culture, but in principle what is meant by this term is nothing other than the typical orientation attitude of citizens. state towards the political system and its various parts, and attitudes towards the role of citizens in that system: 1. Cognitive Orientation, 2. Affective Orientation, 3. Evaluative Orientation. This research uses qualitative research methods, with the reason that it is empirical. The problems observed are more appropriate using this method. The results of the research show that there are several factors that influence female voters in determining their choice to elect a regional head, ranging from social, economic position, the proximity of the leader candidate to the community, to external factors or influence from other people, such as influence from husbands, family and those closest to them. , because it has become a culture and belief that the leader is a man. Abstract

This research aims to evaluate the supervision of the Indragiri Hilir Regency Environment and Hygiene Service regarding sago mill waste pollution in the Gaung Anak Serka River in 2022. Sago mill waste pollution is a significant environmental issue, causing damage to the river ecosystem and having a negative impact on public health. A qualitative approach with descriptive methods was used in this research. Data was collected through in-depth interviews with the department, refinery managers and affected communities, plus direct observation and study of related documents. The research results show that supervision by the department is still not optimal. The causal factors are a lack of human resources and funds, as well as weak law enforcement against pollution carried out by sago factories. Even though there have been monitoring and enforcement efforts, the results have not been able to reduce pollution significantly. People still often find refinery waste polluting their water and the environment. This research recommends increasing human resources and agency budgets, as well as stricter law enforcement against violators of environmental regulations. Active community participation is also needed to increase transparency and accountability. Implementation of these recommendations is expected to reduce pollution from sago refinery waste in the Gaung Anak Serka River, creating a cleaner and healthier environment for the people of Indragiri Hilir Regency. Abstract

The transformation of the political system from centralization to decentralization in Indonesia, as stipulated in Law No. 32 of 2004 and its revisions, transfers authority from the central government to the regions. The success of this system is highly dependent on collaboration between the government, the private sector, and the community in implementing the principles of Good Governance, which include community participation, transparency, accountability, and effectiveness in managing development. This study aims to analyze the application of the principles of Good Governance in a road construction project in Sialang Indah Village and identify factors that influence the success of the project. These findings are expected to provide recommendations for improvements in the implementation of village development, so that it is more in accordance with the needs of the community and the principles of Good Governance. This study uses a qualitative approach with descriptive methods, and data collection using interview and documentation techniques. This study uses the theory put forward by Sedarmayanti, namely Good Governance as the implementation of good and responsible governance, as well as efficient and effective, by maintaining the synergy of constructive interactions between the domains of the state, private sector, and community. The results show that the principles of community participation, transparency, and accountability have been implemented well, but the effectiveness of implementation needs to be improved. Challenges such as delays, poor coordination, and budget management issues, as well as internal and external constraints, affected the final results. Additional actions are needed to improve effectiveness and efficiency to maximize benefits to the community. Keywords: Good Governance, Village Development, and Village Government.

Abstract

Collaborative governance has become an essential need. Involving the government, the private sector, non-governmental organizations, and civil society in the formulation and implementation of family planning policies will ensure a comprehensive and integrated framework. This research has the problem formulation "How is the Collaborative Governance Program for Family Planning (KB) in Kampar Regency in 2023?" This study aims to describe the Collaborative Governance Program for Family Planning (KB) in Kampar Regency in 2023. The research method used in this study is a qualitative approach, the type of research used is descriptive, and the types of data used in this study are primary and secondary data. The location of this research was conducted in Kampar Regency with a focus on the DPPKBP3A Office along with several stakeholders who have an interest in implementing Collaborative Governance in the Family Planning Program. (KB). The data collection technique in this research is through interviews and documentation. The data analysis technique involves collecting data, analyzing, describing the data, and drawing conclusions. The findings in this study are as follows: Initial Conditions (starting condition) include a high rate of unmet need, the involvement of several actors in Collaborative Governance, resource imbalance, Leadership (Facilititative Leadership) with methods such as building trust among stakeholders, fair and inclusive leadership, Institutional Design (institutional Design) with transparency in procedures and policies, collective decision-making, Collaborative Process (Collaborative process) with face-to-face dialogue, building trust, commitment to the process, shared understanding, and collaborative outcomes. Abstract

This research aims to determine and analyze the culinary tourism promotion of Lopek bugi typical of Lake Bingkuang and the obstacles faced in carrying out sales promotions of Lopek bugi typical of Lake Bingkuang. This research was motivated by promotional activities by Bu Elis' Lopek Bugi Business to promote Lopek Bugi, which is typical of Lake Bingkuang. The research method used is qualitative, namely examining the promotions carried out by research subjects in promoting Lopek Bugi typical of Lake Bingkuang. In this research, the data collection techniques were interviews, observation, and documentation. The research results show that Lopek Bugi Bu Elis' business uses a promotional mix to promote its business. Promotion through advertising using print media, internet media, and social media. Promotion through sales promotions by providing discounts and bonuses to consumers. Promotion through personal selling by providing detailed information about the products offered. Promotion through public relations by participating in bazaar activities. Promotion through direct marketing is by word of mouth and communicating directly with consumers via WhatsApp and telephone. In carrying out promotions, Lopek Bugi Bu Elis' business also faces obstacles in the form of a lack of funds and a lack of knowledge about promotions.
