Abstract

SDN 28 Mandau, located at Hangtuah Street No.21, Batang Serosa, Mandau District, Bengkalis Regency, Riau Province, faces challenges in student learning motivation. Some students exhibit low learning motivation, reflected in their unsatisfactory academic performance. Despite the school's efforts to improve the quality of education, such as enhancing facilities, upgrading teacher quality, and organizing extracurricular activities, these measures have not fully addressed the issue. To tackle this problem, teachers have started implementing interpersonal communication in their interactions with students. This study focuses on how aspects of interpersonal communication such as openness, empathy, support, positive attitude, and equality demonstrated by teachers can affect student learning motivation at SDN 28 Mandau. This research is crucial because low learning motivation can negatively impact students' academic and character development. The study aims to analyze how the openness, empathy, support, positive attitude, and equality teachers provide to students and their parents during the learning process at SDN 28 Mandau can influence student learning motivation. This study used a qualitative research method with a descriptive approach. The subjects of this research were teachers, students, and parents of students at SDN 28 Mandau, selected using a purposive sampling technique. Data collection techniques included observation, interviews, and documentation. The analysis technique used was the Miles and Huberman model. To ensure data validity, this study utilized extended participation and triangulation. The study results showed that the interpersonal communication at SDN 28 Mandau was very effective. The openness of the teachers created a positive environment for the students and their parents, where teachers ga ve students the opportunity to participate in class discussions without discrimination actively. Teachers also show empathy by understanding students' personal or academic challenges and providing appropriate support and solutions. Active support from teachers was also evident in their visits to the homes of students who frequently missed school to communicate with parents, offer assistance, and plan strategies to boost students' motivation to learn. The positive attitude of teachers was reflected in the form of recognition and praise for students who achieved accomplishments, which helped boost their motivation and self-confidence. Equality in interactions between teachers and students was evident in their joint participation in sports activities outside of class hours, fostering closer relationships and supporting positive learning experiences at school. The results of this study can serve as a guide for SDN 28 Mandau in efforts to enhance student learning motivation

Abstract

This research, which was conducted in Labuh Baru Timur Subdistrict, Payung Sekaki District, Pekanbaru City, aims to find out how the Social Interaction of Female Students Living in the Mandah Putri Dormitory in Sukajadi is as well as the obstacles experienced by female students while living in the Mandah Putri Sukajadi Dormitory. The method used in this research is a descriptive qualitative method. This research uses a purposive sampling technique by taking 6 eight research subjects. Data collection here uses interview, observation and documentation techniques. The data analysis techniques used in this research are data reduction, data presentation, and the stage of drawing conclusions. The theory used in this research is Gillin and Gillin Social Interaction. The result of this research is the Social Interaction of Students at the Mandah Putri Sukajadi Dormitory. able to work together well even if there are slight differences of opinion, but despite this lack of cooperation, they are able to interact well socially and remain well maintained and do not cause problems that hinder their daily routines. Social interaction between female students at the Mandah Putri Dormitory is group social interaction and is associative in nature. Abstract

Tungku Tigo Sajarangan is a form of leadership in Minangkabau. Tungku Tigo Sajarangan consisting of niniak mamak, alim ulama and cadiak pandai is an formal leadership in the governance system of West Sumatera. With the rapid development of the times, this Tungku Tigo Sajarangan must carry out its duties and functions in protecting the future of Minangkabau culture and Nagari Citizens. This study aims to determine the implementation of the function of the Tungku Tigo Sajarangan in the village the implementation of the function of the Tungku Tigo Sajarangan in Tanjung Bonai District Noeth Lintau Buo District is not going well. This happened due to several factors such as the lack of support from the Nagari Government and the lack of collaboration between the Nagari Government and a traditional institution called Kerapatan Adat Nagari (KAN).of Tanjung Bonai Lintau Buo Utara District and to find out what factors hinder the implementation of the function on Tungku Tigo Sajarangan. Abstract

The emergence of various social problems such as criminal acts that hit Pujud District, Rokan Hilir Regency, proves that the crime rate has increased. The crime that often occurs in Pujud District is the distribution and abuse of crystal methamphetamine. On the other hand, this social phenomenon is a problem for society and the government. With the drug case in Pujud District, Rokan Hilir Regency, apart from disrupting security and order. This research aims to determine collaborative governance in an effort to create public order and public peace in Pujud District, Rokan Hilir Regency in 2021-2022. This research approach uses descriptive qualitative. Data collection techniques through interviews and documentation. There were seven research informants. The results of this research explain that collaborative governance in an effort to create public order and peace in the community needs to collaborate or cooperate by involving the local government, and the police chief as an assistant who participates, such as: (1). Face-to-face dialogue, this process is carried out within the framework of a meeting or deliberation with the parties involved. (2). Building trust, concludes that in the context of a meeting or deliberation to carry out a collaboration process, of course the government and various elements in society must build trust in the form of good cooperation. This will be beneficial for stakeholders. 3. Commitment to the process, that everyone must participate in creating good cooperation to be able to resolve existing problems. (4). Sharing understanding, which is done through socialization, or sharing information with each other. (5). Interim results are the results of a significant process to build momentum that can lead to successful collaboration. Abstract

With the enactment of Law No. 23 of 2014 concerning Regional Government, the authority to manage Regional Marine Protected Areas located in Regencies/Cities is now the authority of the Provincial Government. This policy change has an impact on Turtle Conservation in Pariaman City. This study discusses the Impact of the Transfer of Government Authority on Marine Resources Conservation Management Institutions in Kota Pariaman in 2017-2022 and discusses the Impact of the Transfer of Government Authority in Marine Resource Conservation in Pariaman City in 2017-2022. The research method used is descriptive with a qualitative approach. The data collected in this study through interviews, observation, and documentation. The results of the study explain the impact of the Transfer of Government Authority in Marine Resources Conservation Management Institutions in Pariaman City in 2017-2022 has an impact on several aspects. (1) Inadequate human resources, decreased management of UPTD Conservation in saving turtle eggs, insufficient budget, organizational structure that changed from City Government to Provincial Government and conservation assets that have been damaged a lot. (2) The impact of the Transition of Government Authority in the Conservation of Marine Resources for 2017-2022 also has an impact outside the UPT Conservation Institution, namely, Improvement of the community's economy, Policy changes, government support, conservation environmental quality has unique power, Increase in salaries earned by contract workers at UPTD held by the Provincial Government, Environmental conservation area which is used as road access for the community, UPTD KPSDKP forms a service to support and carry out conservation activities, Community participation in preserving turtle conservation, and Turtle Conservation which is used as an ecotourism area and also education. Abstract

This paper explores the intersection of foreign policy objectives and advancements in space technology within the context of China from 2005 to 2012. China's rapid economic growth during this period propelled its ambitions in space exploration and satellite technology, raising significant implications for its foreign policy strategies. This journal will discuss the following topics, History of the development of China's space technology, Factors driving the development of China's space technology, The impact of the development of China's space technology on the country's foreign policy The research methodology involves Journal Internationals and related internet websites to construct a comprehensive understanding of China's pursuit of space capabilities was strategically aligned with its broader diplomatic goals, shedding light on the symbiotic relationship between space exploration and geopolitical aspirations. China's foreign policy in the field of space technology has developed rapidly in recent years. This is marked by the launch of increasingly sophisticated satellites and spacecraft, as well as China's increasing participation in international cooperation in the field of space. Through a comprehensive analysis this study elucidates the ways in which China's space program influenced its regional and global standing. Overall, this paper contributes to a deeper understanding of the nexus between foreign policy and space technology development, with a specific focus on China's strategic trajectory from 2005 to 2012. Abstract

This research discusses how to implement the concept of ASEAN cooperation, namely ASEAN Our Eyes, in dealing with the issue of terrorism in the Philippines. ASEAN Our Eyes (AOE) is a regional collaboration to facilitate ASEAN in exchanging strategic information regarding ways to deal with transnational crime in the context of global security issues. ASEAN Our Eyes (AOE) was inaugurated on January 25, 2018 with six ASEAN member countries signing the cooperation, which was only ratified by all ASEAN members in October 2018 because not all ASEAN member countries immediately agreed to the ASEAN Our Eyes (AOE) cooperation concept. They argue that it is necessary to review this collaboration so that only in October 2018 will all ASEAN member countries ratify it. This research uses qualitative methods with data collection techniques through literature studies sourced from several books, journals, articles, and websites. This research uses the perspectives of institutional liberalism and cooperative security theory. The results of this paper indicate that the implementation of the ASEAN Our Eyes policy in the Philippines is going well with an effective impact. Abstract

This Indonesia's strategic position makes it one of the countries that refugees who use boats pass through to get to safer locations from their home countries, especially for refugees from the Southeast Asian region in the case of the Vietnamese and Rohingya refugee crises. This research showed that Indonesia became a country that applied the principle of non-refoulement because of the joint pressure that occurred in the ASEAN Foreign Ministers Meeting in discussing refugee issues in the region. Through qualitative methods with data collection techniques using the literature review method at the ASEAN Secretariat Library and the National Library of the Republic of Indonesia by analyzing books, journals, and official documents of the Indonesian state. The author proved that the regime can regulate the behavior of the state in making decisions, Indonesia's joining ASEAN makes Indonesia have to follow the rules or mutual agreements that have been made with other member countries. Abstract

Javanese people are generally synonymous with carrying out traditions that have been passed down by their ancestors. Likewise the Javanese people in Air Kulim Village who hold Javanese traditions namely To install suroan. Tradition suroan in this area has a unique combination of Javanese tradition with Islam. The local community does this tradition using dhikr and there are mandatory supplies called ratib water, bertih, ingkung, as well as yellow glutinous rice and core. In addition, this tradition is not only done by the Javanese community, but is also followed by the non-Javanese community. This research was carried out in Air Kulim Village, Bathin Solapan District, Bengkalis Regency, which aims to find out how the tradition is carried out suroan as well as to know the meaning of tradition suroan for the people of Air Kulim village. This study uses a descriptive qualitative research method. Data collection using in-depth interview techniques, observation, and documentation. The subjects of this research are two people key informan and five informants who participated in the implementation of the tradition suroan in the village of Air Kulim. The results of this study note that the implementation of the tradition suroan on 1 Muharram at the time after evening prayer by using syadzaliyah dhikr in an open field. Over time there is a shift in the meaning of tradition suroan which developed in people who think that the moon suro is a sacred month, there are many prohibitions and taboos that must be maintained and carrying out a series of traditional Javanese activities has turned into a religious ceremony by conducting dhikr together as a ceremony to welcome the Islamic new year. Hence, meaning suroan in the village community Air Kulim is a joint dhikr activity that is carried out in the open field every year to welcome the Islamic new year. Abstract

This research is based on the existence of problems related to the development of Artificial Lake attractions which include the condition of inadequate facilities or infrastructure, lack of promotion and a drastic decrease in the number of visitors. This research aims to find out the capabilities of the Culture and Tourism Department of Pekanbaru City in developing Artificial Lake tourist attraction by using the Core Capabilites theory proposed by Leonard and Barton (1992), where data collection techniques include interview and documentation techniques. Then, the data analysis technique used is a qualitative descriptive analysis technique which includes data collection, data reduction, data presentation and conclusion drawing The results of this study indicate that the capabilities of the Culture and Tourism Office of Pekanbaru City do not fully have the ability to develop Artificial Lake tourism objects which can be seen in 4 (four) dimensions of capability, namely knowledge and skills, technical systems, managerial systems and values and norms. First, in the knowledge and skills dimension, the Culture and Tourism Office already has two programs, namely the development of knowledge and skills and the Apparatus Resources capacity building program. Although it has been running, but in the process the two programs are not specific to the development of Artificial Lake tourist attraction and only general knowledge related to culture and tourism. Second, in the technical systems dimension, the Culture and Tourism Office does not yet have standard operational procedures (SOP) and an adequate information system in the development of Lake Buatan tourist attraction. Third, in the managerial systems dimension, the Culture and Tourism Office has collaborated with PT. Sarana Pembangunan Pekanbaru (SPP), but the program planning that has been budgeted is still not implemented and there is still no further coordination for the development of Lake Buatan tourist attraction. Fourth, in the dimension of values and norms, the Office of Culture and Tourism still does not have a Motto, Vision and Mission which indicates a lack of seriousness and commitment of the government in the development of Artificial Lake tourist attraction.
