Abstract

The city of Dumai has always been plagued by flood problems until now, the coverage of flood areas is still spread throughout the city. For this reason, a Dumai City BPBD strategy is needed so that flood problems can be overcome. Extreme weather such as high rainfall is a trigger factor for flooding. The floods that occurred in Dumai City from 2019 to 2021 have made people always worry about flood disasters. This study intends to formulate the Dumai City BPBD strategy in flood disaster management and the efforts of the Regional Disaster Management Agency (BPBD) in handling it. The research location is in Dumai City, precisely at the Dumai City Regional Disaster Management Agency (BPBD) on the basis of the consideration that floods often occur in this area. This study uses the theory of strategy put forward by Fred R. David, namely strategy formulation, strategy implementation, and strategy evaluation that enables an organization to achieve its goals. Using a descriptive qualitative approach. Data collection techniques through interviews and documentation. The data analysis techniques used are data collection, data reduction, data presentation, and drawing conclusions or verification. The results showed that the strategy implemented by BPBD Dumai City in the form of program activities, namely disaster prevention and preparedness services and disaster victim rescue and evacuation services had not run optimally in flood disaster management. One of the obstacles in the implementation of the disaster management program is the limited budget and minimal human resources in the field. Then, the condition of the Dumai City area has mostly shallow river areas so it is very prone to natural disasters in the form of flooding, especially during the rainy season. Of the various forms of strategy carried out also serves to increase public awareness and preparedness towards disaster. Keywords: Strategy, BPBD, Mitigation, Flood, City of Dumai

Abstract

This research aims to analyze and evaluate the implementation of tourism promotions at the Batam Raja Ali Haji museum using advertising, sales promotion, personal selling, direct marketing and public relations approaches. This research was conducted with the aim of finding out the effectiveness of promotional strategies carried out by tourism managers or museums in increasing visitor awareness and interest in the museum. The research method used is qualitative research. The theories of advertising, sales promotion, personal selling, direct marketing and public relations are used as a theoretical framework in analyzing the implementation of promotions. The research results show that promotional strategies involving advertising, sales promotion, personal selling, direct marketing and public relations have an important role in increasing visitor awareness and interest in the Batam Raja Ali Haji Museum tour. By implementing a promotional strategy through these 5 promotional mixes, it can provide maximum results in increasing tourist visits to the Batam Raja Ali Haji Museum. It is hoped that the results of this research can provide insight and guidance for Batam Raja Ali Haji Museum tourism managers in optimizing their promotional efforts. Abstract

The aim of this research is to determine the role of the village government in implementing the Direct Cash Assistance Program as an effort to handle COVID-19, Kasang Limau Sundai Village, Kuantan Hilir Seberang District, Kuantan Singingi Regency and aspects that influence the success of the village government's role in implementing the Direct Cash Assistance Program as an effort to handle COVID-19. 19 in Kasang Limau Sundai Village, Kuantan Hilir Seberang District, Kuantan Singingi Regency. The research method used is qualitative description, namely describing the current state of the object qualitatively using data obtained from research. The data sources used are primary data sources and secondary data with a total of 8 informants. Data collection techniques use observation, interviews and documentation methods. The analysis techniques used are data reduction, data presentation and drawing conclusions. The research results show that: First, the role of the village government as a regulator in Kasang Limau Sundai Village is to issue Kasang Limau Sundai Village Head Decree Number 14 of 2020 and issue a Certificate of Formation of COVID-19 Village Volunteers. Second, the role of the village government as a facilitator in Kasang Limau Sundai Village is to provide assistance through training, education and skills improvement, as well as working in the field of financing and capital by providing financial assistance to empowered communities. Third, the role of the village government as a dynamist in Kasang Limau Sundai Village is to invite community leaders to take part in the Special Village Conference (Musbangun) to determine potential recipients of Direct Village Fund Cash Assistance. The three aspects that influence the success of the village government's role in implementing the Direct Cash Assistance Program as an effort to handle COVID-19 in Kasang Limau Sundai Village include policy socialization, determining program recipient targets and coordination in implementation. Abstract

With the enactment of the Bengkalis Regency Regional Regulation Number 1 of 2016 concerning Public Order, especially in article 55 concerning guests who must report 1x24 hours, it can prevent or minimize the occurrence of crimes that can harm local residents. Therefore it is important to implement guest regulations that must report 1 x 24 hours in order to maintain the security of the local community to be safe and secure. This study aims to find out whether the Regional Regulation of Bengkalis Regency Number 1 of 2016 concerning Public Order is communicated to the public and to find out how resources, dispositions and bureaucratic structures are in implementing this regional regulation. The research approach used is a qualitative approach. This type of research is descriptive. The location of this research is in Gajah Sakti Village, Mandau District, Bengkalis Regency. Types and sources of research data are divided into primary data and secondary data with data collection techniques through interviews and secondary data in the form of supporting data related to the Regional Regulation of Bengkalis Regency Number 1 of 2016 concerning Public Order. The result of this study is the implementation of Bengkalis Regency Regional Regulation Number 1 of 2016 concerning Public Order concerning guests who are required to report 1x24 hours that in implementing this regional regulation it has been implemented but there are still several indicators that still need to be improved in the resource indicator in the facilities and disposition section. Abstract

Molecule Gastro Bar was established with the Novotel hotel in 2016, located on Jalan Riau No.59, Senapelan District, Pekanbaru City. Molecule Gastro Bar and Hotel Novotel Pekanbaru are owned by PT. Crown Prince Raya. Molecule Gastro Bar is a modern bar at the Novotel Pekanbaru Hotel. Molecule Gastro Bar itself was built on a millennial and modern basis, not only following the tastes of alcoholic drink lovers, Molecule also follows trends in the tastes of non-alcoholic lovers, but Molecule Gastro Bar also follows the market and tastes of young people. This research uses a qualitative method with a descriptive approach to describe and display the conditions existing at the research location by collecting data and information obtained directly from the field. The key informants in this research are the Manager, Supervisor, Bartender and Guests who visit Molecule Gastro Bar. In this research, the data collection techniques used were interviews, observation and documentation. From this research it can be seen that Bartender service at Molecule Gastro Bar uses 4 elements, namely speed, accuracy, friendliness and skill. Of all the elements carried out by Bartender Molecule Gastro Bar, everything has been carried out well, although there are still several things that need to be improved. Abstract

This study discusses India's interests or needs to join the Shanghai Cooperation Organization. India and SCO have different views regarding a number of issues initiated by the organization. But India made the choice to join, India's choice to join the SCO was due to an interest. In this study the authors used qualitative methods using data sourced from books, journals, articles, mass media and official websites. The perspective used by the author is a realist perspective with foreign policy theory and the level of nation-state analysis. SCO is known as an organization dominated by Chinese influence which incidentally is a rival to India, but because of an interest India declared itself to join the organization. The results of this study show India's interest in joining the Shanghai Cooperation Organization due to economic cooperation, which is India's effort to increase trade with SCO countries, as well as to gain access to energy resources to drive India's industrial sector and is also influenced by regional security interests. Abstract

In the employment program, the Manpower Department carries out activities that function to improve the quality of the workforce in implementing the program. Two programs implemented by the Pekanbaru City Manpower Office are the Workforce Quality and Productivity Improvement Program and the Job Opportunities Increase Program. However, in the implementation of the Pekanbaru City Manpower Service's employment program, there are problems such as 1) Lack of socialization regarding the existence of the Pekanbaru City Manpower Service's employment program, and 2) Training and apprenticeships held by the Pekanbaru City Manpower Service do not absorb much of the ready-to-use workforce. . A large number of job seekers are not absorbed in the implementation of the Pekanbaru City Manpower Office employment program. This type of research is descriptive qualitative with data collection techniques through interviews, observation and documentation. The results of the research found that the Pekanbaru City Manpower Department in improving the quality of the workforce is still not optimal. This is demonstrated by the lack of quality and quantity of employees with special skills, limited facilities and infrastructure as well as the availability of budget to carry out outreach. The job training program implemented by the Pekanbaru City Manpower Office has not been able to completely change the social conditions of the training participants. Only 45.3% of the training participants worked or opened a business after the training. And only 44.2% of them work or open a business according to the field of training they are participating in. The factors that hinder the Pekanbaru City Manpower Service in improving the quality of the workforce in Pekanbaru City are: 1) There is still a lack of human resources capable of providing training materials, they still rely on assistance from the private sector because internally the Pekanbaru City Manpower Office is still unable to provide its own instructors. . 2) The availability of facilities and infrastructure is still minimal. 3) Limited budget for socialization. 4) The interest and intentions of training participants are still low. Abstract

This research discusses the development strategy of very disadvantaged villages and sees how the efforts of the Regional Government and related Regional Apparatus Organizations in alleviating the problem of very disadvantaged villages in Kampar Regency. Because based on the Village Development Index data which consists of three composite indices, namely the Social Resilience Index, Economic Resilience Index and Environmental Resilience Index in 2021-2022, it was found that 24 very underdeveloped villages were in Riau Province and as many as 23 very underdeveloped villages were in Kampar Regency, precisely in the Kampar Kiri Hulu District. Therefore, this research aims to find out the development strategies used by the local government in accelerating development in very underdeveloped village areas, especially since 9 very underdeveloped villages are located in the Bukit Rimbang Bukit Baling Wildlife Sanctuary conservation area. The research methodology used by the author is descriptive qualitative. The type of data used is primary obtained through interviews and secondary data data comes from documents related to the research. Data analysis techniques are carried out by reducing data, presenting data and drawing conclusions. The author uses Rahardjo Adisasmita's theory of development strategies consisting of 4 strategies, namely the growth strategy or growth strategy, the walfare strategy or welfare strategy, the responsive strategy or strategy that is responsive to community needs and the holistic strategy or integrated strategy. The results showed that the most dominant welfare strategy or the walfare strategy was carried out by the Kampar Regency Government where the government was busy improving the welfare of the community through development programs, especially in the field of road and bridge infrastructure facilities and infrastructure. Then for a strategy that is responsive to community needs or the holistic strategy, the Kampar Regency Government has not been able to meet community demand for internet needs in 20 villages in Kampar Kiri Hulu District. Abstract

Similar to traditional sports, electronic sports (eSports) has the potential to function as a soft power asset in a country's Public Diplomacy (PD) efforts due to its widespread international broadcasts. Recent discussions on sports diplomacy have highlighted how states can enhance their global image, much like players and teams that achieve success in international competitions. However, eSports brings an added dimension to PD by potentially conveying cultural and political values through artistic video game content. Despite this, there has been a dearth of research into the utilization of eSports in Public Diplomacy, which is the focus of this thesis. The Research employs PD theories, including the Domestic Dimension concept, which elucidates how non-state actors can serve as both recipients and independent public dipl omats in the realm of Public Diplomacy. Key concepts like soft power, smart power, and strategic narrative aid in comprehending how eSports can be harnessed as a soft power asset, while the concept of fragmented authoritarianism is used as a framework to challenge the conventional monolithic perspective on China's role in PD. The findings of this research reveal that numerous state and non-state actors in China have already integrated eSports into their PD endeavors. Nonetheless, the onset of the pandemic and the introduction of the aforementioned restrictions have impeded these efforts. State actors, such as the Ministry of Culture, have incorporated eSports into cultural diplomacy by categorizing it as a facet of China's digital culture, subsequently integrating it into existing initiatives like the Belt and Road Initiative. Non-state actors, such as Tencent and city governments, often support state actors by organizing globally broadcasted events. Furthermore, Tencent's ownership of numerous international and local game developers is directed towards creating eSports titles that depict Chinese culture and China in a favorable light. Abstract

Abstract This study aims to find out and describe how the implementation of fisheries business policies through the program of fostering and supervising capture fisheries business permits from the Maritime Affairs and Fisheries Service of the Riau Province in Bengkalis Regency, knowing the supporting and inhibiting factors and the efforts made by the government to overcome the obstacles that occur. This study uses a qualitative research method where data collection techniques are through observation, interviews and documentation. The theory used is the policy implementation model according to Merrile Grindle in Leo Agustino. The results showed that the implementation of fisheries business policies through the program of fostering and supervising capture fisheries business permits in Bengkalis Regency has not gone well due to the low mindset of fishermen, budget constraints, lack of coordination in program implementation, the presence of individuals or parties who take personal advantage , limitations in the use of fishing gear and fishing areas with the issuance of Riau Province Regional Regulation number 5 of 2017, there is no fish shelter (TPI) available for fishermen and there is competition from local fishermen against fishermen from outside the area.
