Abstract

Illegal elephant ivory trade has become a serious threat to the sustainability of the world's elephant population. Thailand in particular has been known as one of the central areas of the ivory trade. This is a special concern for WWF as an international non-governmental organization that plays an important role in overcoming this problem. This study applies a qualitative approach with data collection techniques carried out through literature studies sourced from books, journals, and official websites of organizations that provide facts and data supporting the writing. This study applies a pluralism perspective which is used to explain how a non-state actor is able to play a role in collaborative action at the international level based on the theory of the Role of Non-Governmental Organizations related to the role of WWF as an NGO in tackling the illegal elephant ivory trade in a country. The results of the study show that WWF has played a significant role in reducing the number of illegal elephant ivory trade in Thailand through three main aspects, namely policy advocacy, increasing public awareness and education, and increasing the capacity of human resources involved in monitoring the elephant ivory trade. Abstract

This research discusses the Implementation of the Headman's Authority in the Appointment and Dismissal of the Teluk Mega Village Administration in Tanah Putih District, Rokan Hilir Regency, in 2021. The issue that arises in this research is the unilateral dismissal of village officials by the village head. The purpose of this study is to understand the Implementation of the Village Head's Authority in the Appointment and Dismissal of Village Officials in Teluk Mega, Tanah Putih District, Rokan Hilir Regency in 2021. This research uses the Authority Theory proposed by Muhammad Muiz Raharjo (2021), which includes the Authority and Duties of the Penghulu, the Authority to Appoint Village Administration Staff, and the Authority to Dismiss Village Administration Staff. This research uses a descriptive qualitative research method with the main data sources being primary and secondary data. The data collection techniques used are interview techniques and documentation techniques. The data analysis techniques are Data Reduction, Data Presentation, and Conclusion Drawing. The results of this study found that the process of Appointment and Dismissal of Village Officials was not based on the Minister of Home Affairs Regulation Number 67 of 2017 concerning Appointment and the Regional Regulation of Rokan Hilir Regency Number 10 of 2015 concerning Appointment and Dismissal of Village Officials, and was carried out unilaterally without any clear legal basis. Abstract

This research analyzes how the ASEAN Cyber Capacity Program (ACCP) was implemented in tackling cyber crime in Indonesia in 2016-2020. ACCP is a collaboration in increasing the regional cyber capacity of Southeast Asian countries. This regime was initiated by Singapore in October 2016 and in followed by all ASEAN countries by sending several representatives from these countries. In recent years, Indonesia and other ASEAN countries have often received cyber attacks from irresponsible parties. Therefore, this research aims to see how ACCP is implemented in tackling cyber crime. This research uses qualitative research methods with primary data obtained through interviews, as well as secondary data originating from various existing reading sources such as books, journals, newspapers and others. This research uses a liberalism perspective, nation-state level of analysis and international regime theory. The results of this research show that Indonesia implements ACCP in several ways, namely, by participating in discussion facilities and sharing information on cyber security issues through the Singapore International Cyber Week (SICW) and the ASEAN Ministerial Conference on Cyber Security (AMCC) to explore deeper issues regarding cyber security in Southeast Asia, then providing training and improving the quality of the national Computer Emergency Response Team (CERT) through the ASEAN-Singapore Cybersecurity Center of Excellence. After five years, ACCP cooperation is still developing and becoming a facility for ASEAN countries to exchange information, and improving cyber security. Abstract

This paper discusses the authority of the Ombudsman Representative of Riau Province in receiving reports and follow-up reports on alleged maladministration of the Population and Civil Registration Office of Pekanbaru City. Interestingly, Mal administration that rampantly occurred in 2022 based on incoming reports was carried out by the Regional Government and one of the most reported agencies was the Disdukcapil Pekanbaru City. The purpose of this research is to find out how the authority to handle maladministration by the Ombudsman Representative of Riau Province at the Disdukcapil agency in Pekanbaru City in 2022. This study uses the theory of Authority Philipus m. Hadjon (2002). For the research approach, using a qualitative approach with the type of research is descriptive. This research is located in Pekanbaru City. The type of data is divided into two, namely primary data with Purposive informant data collection techniques and secondary data in the form of cooperation documentation which is analyzed using qualitative data according to Miles and Huberman. The results showed that the Ombudsman Representative of Riau Province has exercised its authority in accordance with the law and regulations to handle allegations of maladministration in Disdukcapil Pekanbaru City in 2022. The Ombudsman Representative of Riau Province provides recommendations and directions to improve public services and mediates and handles reports effectively. The Ombudsman's authority includes attribution (based on law) in accordance with Law No. 37 of 2008 concerning the Ombudsman of the Republic of Indonesia in resolving reports of alleged maladministration of protracted delays, not providing services, and procedural irregularities. Mandate, positions that handle reports with areas of duties that include receiving reports, verification, examination, and prevention of reports, and delegation includes the division of tasks and determination of the performance of the Ombudsman Representative of Riau Province in handling reports of alleged mal administration. The inhibiting factors are the lack of human resources owned by the Ombudsman of Riau Province and the lack of understanding from service users of Disdukcapil Pekanbaru City about reporting alleged maladministration to the Ombudsman of Riau Province. Abstract

This research was motivated by the village government carrying out activities for village infrastructure development. So, in developing village infrastructure, efforts are needed to meet planned development needs, namely increasing institutional capabilities, human resources, policy implementation, finance, technical and leadership. The problem formulation in this research aims to determine and explain the Village Government's Capabilities in Development in Pambang Pesisir Village, Bengkalis Regency, Riau Province in 2022. This research is field research, carried out in Pambang Pesisir village, Bengkalis Regency. To obtain the results in this research, the author used Kusumasari's capability theory. There are 6 indicators carried out, namely, Institutional, Human Resources, Financial, Policy Implementation, Technical, Leadership. This research uses qualitative methods with descriptive research type. The types of data used in this research are primary data and secondary data, the data sources used come from the Pambang Pesisir Village Office and informants. Data collection techniques were carried out using interviews and documentation. The research results show that the Pambang Pesisir Village Government has an important role in village development and there is participation from the village community so that village development runs as expected. Abstract

Environmental issues have now become a phenomenon of international concern. Global warming, which is an environmental issue, has become a complex problem, one of the causes of which is the relationship between fires and peatlands. Indonesia, which is the 4th country with the largest peatland area, realizes this problem and is committed to overcoming this problem. Thus, this paper will attempt to answer the question of why Indonesia cooperates with Winrock International in the Sustainable Development Program Support in Siak District. In conducting research, the theory of international cooperation from the perspective of pluralism and a descriptive qualitative approach with primary and secondary data collection techniques have been used. So that it aims to know and understand more deeply the collaboration carried out by the Ministry of Home Affairs - Winrock International in Siak District. The results of the research show that the Ministry of Home Affairs (Indonesia) and Winrock International have similar goals, namely the two partners aim to empower communities in the environmental sector. Furthermore, the existence of environmental problems, land fires related to peatlands in Siak District are part of the cooperation program. Abstract

This thesis discusses Palestine's interest in joining the International Criminal Court. The obstruction of peace negotiations between Palestine and Israel for decades has led to the final decision on the borders of the two countries between Palestine and Israel has not been reached. It is getting worse because the military attacks launched by Israel in the Palestinian territories are included in war crimes, crimes against humanity, crimes of genocide, and crimes of aggression. Based on this situation, Palestine made accession to the Rome Statute to join the International Criminal Court. The research method used is a qualitative method with data collection techniques through literature studies. This research uses the Neorealism perspective to explain the international structure acts as a controller of state behavior, so that state policies are within the scope expected by the system. International Law Theory is used to analyze how the International Criminal Court deals with the Israeli-Palestinian conflict. The concept of national interest is used to analyze Palestinian actions when joining the International Criminal Court. The results showed that Palestine gained an increase in statehood status and changed the attitude of the International Criminal Court towards Israel. Abstract

The entrepreneurship program is one part of the P5 subject (Pancasila Profile Strengthening Project) which is attended by mentally and deaf students at the SDLB, SMPLB and SMALB levels at SLB Baso. The purpose of this research is to determine the learning methods used, learning media and obstacles that occur during the entrepreneurship learning process in the classroom. This study used qualitative research methods. The subjects in this research were the principal, P5 coordinator, teachers and parents of SLB Baso students who were selected using a purposive technique. Data collection techniques consist of observation, interviews and documentation. Meanwhile, data analysis techniques consist of data reduction, data presentation and verification/drawing conclusions. The technique for checking the validity of the data used in this research is source triangulation, technique triangulation and time triangulation. The results of this research show that teachers' instructional methods in the entrepreneurship learning process are divided into lecture methods, sign language methods, demonstration methods, total communication, discussion/question and answer methods, and drill/exercise methods. Entrepreneurship learning media is in the form of visual and audio visual media. Barriers to instructional communication in the classroom learning process include barriers to teachers as communicators, such as teachers having difficulty communicating with students. Barriers to students as communicants are limited language and use of the vocabulary they have, making it difficult to understand the teacher's intentions. Barriers to media/channels, such as the lack of teaching aids and facilities that support entrepreneurial learning. Keywords: Instructional Communication, Entrepreneurship, Extraordinary School

Abstract

Human rights, democracy and the state are conceptions that need to go hand in hand and support each other. Unresolved gross human rights cases raise many questions about how the Indonesian government is actually trying to reduce the number of violence and deprivation of freedom, especially of religion. The problems experienced by the state are complex and require collaboration from all parties, one of which is international organizations. In an effort to minimize cases of human rights violations and democracy in Indonesia, INFID as an international organization has made various efforts. This research uses qualitative research methodology by conducting centralized interview techniques as primary data and library research as secondary data. This research is descriptive-explanatory which is general to specific. This research uses the international organization theory of David Lewis and Nazneen Kanji with indicators are: 1). Implementer; 2). Catalyst; 3). Partner. The efforts made by INFID include creating a Human Rights and Democracy Program with many derivative programs such as the Human Rights Festival, the Preventing Violent-Extrimism (PVE) Program, and building international cooperation in Human Rights City / District activities to help the pace of good practices in domestic implementation. Abstract

The Republic of Indonesia, which consists of islands and its abundance of natural wealth, is an attraction for foreign citizens seeking asylum and choosing to settle in one of the regions of Indonesia. The large number of foreigners who come to Indonesia for vacation and there are also those who stay but do not have an official permit to stay in Indonesia, the increasing number of immigrants entering the Pekanbaru City area has resulted in the capacity of one of the immigration shelters, namely the Satria shelter, being full. So, institutional coordination is needed regarding the excess capacity of Pekanbaru City immigration shelters in 2020. This research uses a qualitative research method with descriptive data analysis. In collecting data, researchers used interview, observation and documentation techniques. The results of this research can be seen that coordination between Pekanbaru City National Unity and Politics and the Immigration Detention Center is related to the excess capacity of the Pekanbaru City immigration detention center in 2020 due to a lack of coordination between the two institutions which can hamper the work of both parties, the weak quality of personnel capabilities, and lack of depth regarding the applicable legal basis.
