Abstract

Conflict constitutes discrepancy relationship among two parties or more (individual or group) one that has, or perceiving has, given targets but covered by thinkings, feel, or conduct that don't collateral. Abstract

Marosok culture is a tradition/custom handed down captivate the generations that growing up until now in Cubadak area, Tanah Datar,West Sumatra Province. Marosok seen as full of philosophical traditions, values and philosophy of life of the Minangkabau. These values arise from the use of symbols modified legacy understood by the public as part of the social system of community life itself which is visible from the way of buying and selling cattle they do in the cattle market. This study focused on the knowledge of how the construction of meaning that arise in terms of both physical objects and social objects that exist in the community marosok.This research used qualitative approach to be supported by the theory of social construction of reality and Symbolic Interaction. The subjects were cattle sellers, buyers of livestock, and the society of the area. Informants selected by purposive sampling technique. The data obtained by interviews, observation, documentation, literature, and online data searches. The validity test of the data using the credibility test. The data analysis techniques were reducting the data, collect data, present data, make conclusions and evaluation.The results showed that marosok tradition not only regarded as the usual way of buying and selling,with use the tools to close the transaction to keep the secret of priceand also can be used as a polite way of trade, filled with mutual respect and manners. Because this kind of social interaction only done in Minangkabau and should be preserved as identity of Minangkabau society in particular.Keywords : construction of meaning, symbolic interaction, marosok.

Abstract

Bridge infrastructure development coined positive impact and negative impact in the lives of the viage Kampung Panjang, the perceived impact the community with the construction of the bridge can be in many different forms. this study to determine the positive and negative impacts of development experienced by rural village kampung panjang, and, knowing the social impact of the construction of the bridge to changes in social status vertically and determine changes in social status due to the construction of a bridge or there are other factors. The population in this study is that people who live in the village Kampung Panjang Airtiris Kecamatan Kampar Utara Kabupaten Kampar totaling 366 families (households), the sampling technique with random samples taken 10% as many as 36 families. The method used is descriptive quantitative method with quantitative data analysis, research instruments used were questionnaires, interviews and documentation.These results indicate that the positive impact of the construction of the bridge at 61.11%, which can be seen from the smooth traffic, saving travel time, low levels of accidents, increase revenue, expand business opportunities, the smoothness of goods and services, the establishment of harmonious relations between villages, good social relations. The negative impact of the construction of the bridge at 38.89%, which can be seen from the demise of the services crossing (raft), the bridge is misused by teenagers, modern life, the depletion of local culture, a stranger out of the village, and it turns out that people's social status changes vertically changed since the construction of the bridge can be seen from the change in shape of the house, people's incomes rise, rising sense of pride, and changes in social status was changed is because the construction of the bridge was not due to other factors.Keywords: Social Impact, Bridge Construction, Social Change

Abstract

The reserach aims to determine how the role of foreign countries involves in humanitarian aid and perceptive disaster response to the disaster-affected country. The case of this research is about the Australian aid toward the tsunami-affected region in Indonesia which is Aceh province in 2004. One of Australia's roles in the tsunami disaster is the recovery assistance in the agricultural sector undertaken by ACIAR (Australian Centre For International Agricultural Research).This research uses qualitative methods with techniques of writing a literature review through the secondary data which are already available in the literature and website searches. The collected data are analyzed with theoretical approaches related to International Relations, International Cooperation and the Role of the State. The author also uses the concept of foreign aid in the case of this study.The result of this research indicates any form of cooperation between the Australian government and the Indonesian government, especially in Aceh on the recovery of the agricultural sector through ACIAR assistance. The formed cooperations in ACIAR projects cooperate with the Agency for Agricultural Technology (BPTP) Aceh. ACIAR assistance program is the rehabilitation of land and crop management to increase agricultural productivity. ACIAR project aid has given a positive impact on farmers' agricultural activities along the coastal areas of Aceh after the tsunami.Keywords: Disaster, Foreign Aid, ACIAR, Rehabilitation of land

Abstract

Mandau is a cross region of the various regions. Development always occurs from time. Problem often encountered is closely related to the problem of overpopulation. Mandau is a rapid development of the business sector infrastructure even in this area is growing so rapidly that it becomes the target sector to creat jobs the informal sector, which vendors are selling. If look to major roads that are often ecountered are vendors who sell to on the road and there is congestion and disrupt traffic behaviour. But in regulating this issue saber subdistrict goverment should have a policy for the implementation of public order by executing the task by Police Unit of Pamong Praja. In the medel implementations by Van Meter and Van Horn, there are six variables that shape the relationship between policies and performance, namely : basic measures and policy objectives, policy resources, inter-organizational communication and implementation activities, the characteristics of the implementaters, economic conditions, social and political trends executor. The reseach method used in this study is a qualitative research, with techniques that are done of snowball sampling, the key informants in this study. The informant who conducted the interview was from Police Unit of Pamong Praja Mandau and fiber UPTD police civil service departements and hygiene market, the analyze the data and manage the data. Based on the research that has been done, and based on the theoritical concept. Implementation of public order (Market case study intersections desert thorn Mandau) in the district mandau. Basically been carried out by the Police Unit of Pamong Praja and UPTD Departement and Hygiene Market. But never be running with a constant order, the hawkers back peddle. Do not have a clear sanction any mistakes made by vendors that posed on deterrent properties. Goverment also did not pay attention to the problem pf street vendors with deep. So it happened so long and prottacted. Plus the absence of a clear warning to the o authorized organization itself.Keyword: Public Order, Implementation, Street Vendors

Abstract

Pekanbaru is the capital of Riau province who have serious problems with waterlogging and flooding at any time of the rainy season. Puddles usually occurs in areas of the drainage system is not functioning properly. While flooding is generally found in the area adjacent to the river flow. One of the flooded areas are quite alarming in the district of Bukit Raya from 2012 s / d 2013 there were at Graha Asri Village Fauzan Tangkerang Labuai. In carrying out the functions of government, one of the ways the City of dealing with the problem is to provide assistance in the form of long-term flood management, dredging the river. The purpose of this study was to determine the role of the Department of Highways and Water Resources as the City Government agencies Addressing Flood In 2014 at Graha Asri Fauzan and examines the factors supporting and inhibiting the realization of handling.In this paper the authors study using qualitative analysis. While data analysis technique used is descriptive analysis of spoken words or behavior that can be observed from those studied. Based on the results of research conducted and followed by analyzing the data obtained by direct interviews with informants to produce 3 role in carrying out the implementation of government functions: (1) The role as a provider of public services, general services performed for the public who made the Department of Highways and Resources Air power in the form of the provision of administrative services. (2) The role as Executive Function Regulation, ie all flood mitigation work done by Regional Regulation No. 10 Year 2006 Pekanbaru on Water Resources and Infiltration Wells. (3) The role as Executive Planning and Coordination, the general handling of the flood which carried out the dredging of the River Sail which of the planning and the implementation is done by the Department of Highways and Water Resources in coordination with the village and sub-district. And in the implementation of the process there are factors that affect the supporting and workmanship.Judging from these three roles, some disadvantages and advantages that made the Department of Highways and Water Resources Pekanbaru in addressing the problem of flooding in Fauzan Graha Asri housing in the district of Bukit Raya namely the lack, not the passage of cooperation between donor agencies and the advantages of building permits is fast responsiveness of Highways and Water Resources in dealing with the flooding problem Sail River dredging solutions.Keywords: Role, Flood, Government

Abstract

Enacting Undang-Undang No. 32 tahun 2004 to the beginning of the implementation of local elections. On September 4th 2013 gubernatorial election held of Riau that have five pairs of candidates. However, in the first round of voting no one candidate won the election, so that the second round of the election held on November 27th 2013, which was have two pairs of candidats who have the most votes in the first round. In the second round, the level of public participation is lower than the first round. Data showed an increase in the number of voters who abstain from voting or non-voting highest in Tenayan Raya highway with the number increased is 7,79%. Recapitulation’s data of vote counting in the district Tenayan Raya, taken two villages that showed the highest increase in non-voting and non voting lowest increase, the villages are Rejosari and Kulim.This research is a field research by combining quantitative and qualitative approaches, where all the symptoms observed, measured and reaized in numbers and analyzed in descriptively. The result showed sociological factors, psychological, and rasional are factors that affect the decline in voter participation. At Rejosari village, rational factor is the factor most affecting of non-voting as many as 68,67%. Whereas psychological factors are the factor that most influence on the Kulim village, as many as 75,33%.Keyword: Non Voting, Voters Participation, Gubernatorial Elections

Abstract

5C‟s Analysis policy are extension of credit principles for banking industry. At PT. Bank Riau Kepri Domestic Branch Rumbai, Pekanbaru, this analysis are main principles for credit implementation for new client and beside that five analysis, PT. Bank Riau Kepri used The Letter of Management Decision No. 96/ KEPDIR/2009 as it orientation too.This research are purpose to knowing about 5C‟s analysis policy implementation by using analytic network process (ANP) method. In this research, the data used are primary data. Primary data was obtained from indepth interview with expert and practitioners that have more experiences about 5C‟s Analysis policy. Then, they have to answer some questioner at second meeting.The results show that from the five analysis policy instrument which character, capital, capacity, collateral and condition of economy is character. Character is main appraisal principles in 5C‟s analysis policy implementation. It showed that between expert/ academics and practitioners relatively dissents in their opinion related appraisal the 5C‟s analysis policy at PT. Abstract

This study describes the policy nagoya Indonesia ratified the protocol, this protocol governing access to genetic resources and equitable sharing of benefits arising from the balanced utilization on biodiversity convention, the Nagoya Protocol is important for Indonesia because this protocol is an instrument to prevent the theft of genetic resources (biopiracy), Indonesia is a country that has a wealth of genetic resources are very large. because of the wealth of Genetic Resources, Indonesia dubbed 'megadiversity'. Genetic Resource Wealth requires good management and protection, corporations from developed countries often take on Genetic Resources without the permission. For Indonesia Natural Resources is not only economic and technical issues, but rather the reflection of the demands of the cultural issues and foreign relations are dynamic, so it is important to be managed diplomatically. Abstract

This research is motivated holding this teacher certification program for public elementary school educators see the persistence of the low educational qualifications for teacher certification policies that educators must diploma 4 (D4) or better known as the stratum 1 (S1) such regulations have been written The Law of the Republic of Indonesia No. 14 Year 2005 on Teachers and Lecturers.The purpose of this study was to determine why the impact of teacher certification policies have not been able to improve the professionalism of teachers in 037 villages sdn new intersection subdistrict pekanbaru handsome city and to determine the factors that affect the impact of teacher policy in the professionalism of teachers in 037 villages sdn new intersection handsome city subdistrict pekanbaru. The usefulness of the research is the primary school teachers to prepare for certification by further improving academic qualifications and professional competence, pedagogical, social, and personality.Types and methods of research is the type qualitative. Qualitative stages through the various stages of critical-scientific thinking, which the researchers begin to think inductively, which captures various facts and phenomena through observation in the field. Researchers use qualitative research Presentation of data in the form of a narrative, in-depth stories, or detail of the respondents of the interview. The results showed since their teacher policies towards the professionalism of teachers in 037 villages sdn new intersection handsome city subdistrict concluded pekanbaru has little able to improve the professionalism of teachers, and the factors that influence the Teacher Certification Policy Against Increasing Teacher Professionalism is the educational qualification, the principal policy, welfare of teachers, physical environment, and mindset.keywords: Impact, Policy, Teacher Certification, Professional Teacher
