Abstract

This study aims to explain the fall of Malaysia's MH-17 aircraft in the Donetsk region of Eastern Ukriana that killed all passengers on the plane. In this issue the security council issued two resolutions, where the first resolution of resolution 2166 and subsequent resolution failed because Russia exercised its veto as a permanent member.This study uses the public diplomacy theory proposed by Jay Wang, the Neo-Realism perspective, with the level of State analysis. This research also uses descriptive analysis with qualitative approach. Data collection techniques by collecting data data and literature studies.The results of this study indicate Russia's veto is Russia's step to thwart the UN Security Council's Security Council Resolution to raise the matter to the International Court of Justice and Russia has lobbied up to China, Angola and Venezuela.Keywords: shooting, resolution, veto, security council

Abstract

Bintan has great natural tourism potential, especially marine tourism. Therefore, it is necessary to have a arranged and planned travel pattern to increase visitors in Bintan. This study was conducted to reveal the potential of marine tourism that is not yet known by tourists. This study aims to identify the object and potential of marine tourism and reveal the cluster of travel patterns, and recommend the travel pattern of marine tourim in Bintan. This study used descriptive qualitative method. The data collection techniques in this study using literature study, observation, interviews, and documentation. The results of this study reveal the object and potential of marine tourism in Bintan, and recommend the travel pattern of marine tourism in Bintan District. Abstract

This study aims to determine the effect of firm size and corporate governance on earnings management in food and beverage companies listed on the Indonesia Stock Exchange (IDX). The ratio of firm size used as an independent variable is the natural logarithm of total asset (ln total asset). Corporate governance ratios used as independent variables are managerial ownership, proportion of independent board of commissioner and audit committee. While the earning management ratio used as the dependent variable is discretionary accrual. The method used to observe the effect of corporate size and corporate governance on earnings management using multiple linear regression.The data used in this research are secondary data, financial report and annual report annual report. The data listed on the Indonesia Stock Exchange (IDX) for 5 years from 2011-2015 period. Sampling is done by purposive sampling, which is used is 6 companies. Data analysis using multiple linear analysis, t test, f test and coefficient of determination test. The data analysis used multiple linear regression analysis with SPSS 21.The results of this study indicate that the variable firm size partially (t test) has no effect the earnings management, while the variable corporate governance effect on earnings management in food and beverage companies listed on the Indonesia Stock Exchange. Simultaneous test results (F) show the effect on the firm size and corporate governance on earnings management on food and beverages companies listed on the Indonesia Stock Exchange.Keywords: firm size, corporate governance and earning management

Abstract

Bengkalis regency is one of the government agencies that run the activities of publc relations. In every government agency, of course, have a good problem. Bengkalis district also experienced it. Along with the development of the media has become one of the tools to help disseminate information or news related to organization or government agencies. Public ralations Bengkalis district utilize media relations in maintaining a positive image.The research uses descriptive qualitative research type whit data collection method of interview, observation and documentation. To determine the subject, the research is interactive analsis model. To test the validity of the researcher uses extension of patricipation and data trisngulstion.The results of this study indicate that the public relations Bengkalis make massmedia as partners in in order to obtain a balanced publicity, forming a positive image and harmonious relationship with the mass media. Media relations activiover the spread of press releases, pers confies of bengkalis public relation bureau crences, perss visite, pers receptions, personal information service (news service) and anticipate contingency plan. Positive image of Bengkalis regency government in the eyes of the media well in line with the cooperation. Nevetheless, there are still public who think badly to the government of Bengkalis regency. Humas consider it all a challenge for them to stay afloat in an effort to maintain a positive image.Keywords: Public Relations, Media Relations, Image

Abstract

Globalization makes another point of national interest’s of a state. In this era, diplomacy is one of the other choices that often be used, called Soft Power Diplomacy. Indonesia chose to use cultural diplomacy as their way to gain the national interest. In fact, Indonesia is a country that has a culture as their powerful point. This research aim to explain about Indonesian cultural diplomacy’s strategy in TTI’s concepts as the framework in 2016.This research used qualitative research methods with descriptive explanation start from Indonesia-Russia’s relation in some sectors, TTI’s concepts as Indonesia-Russia’s prospect in case of coorperation , and cultural diplomacy’s strategic to Russia through Festival Indonesia in 2016. By means of implement diplomacy public’s theory, it can elaborate how Indonesia’s strategy to carry their interest in Russia with Indonesian Festival straight to TTI’s concepts.By seeing Russia as Indonesia’s strategic partner, the correct stimulus to their partnership for both countries are culture. In implementation, Indonesia and Russia through this Festival organizing cultural exhibition to represent their close emotional relation to each other as a country that has been built for a long time ago. Abstract

Chinese President Xi Jinping and Malaysian Prime Minister,Najib Razak, in 2013 agreed to improve bilateral strategic partnership relationships. China invests in infrastructure, property, industry and economic sectors along the One Belt One Road sea route in an effort to protect supplies and have political influence through the Strait of Malacca. China is also helping to restore the debt of troubled state assets 1Malaysia Development Berhad with a large amount of investment. This study aimed to explain the steps taken by China which is very surprising considering that Malaysia has a complex problem about the investment state assets of 1MDB. This research guided by a qualitative explanation method and the data obtained comes from books, journals, report, working papers, internet sites and other sources related to research. The focus of this research is why China keep on investing a huge amount in Malaysia that was in degradation of investment climate after nation-asset 1MDB trouble. The theoretical framework applied in this research are neo-liberalism supported by the theory of interdependence by Keohane and Nye, theory of determinants of foreign direct investment by Dunning and China Outward Direct Investment by Buckley to strengthen the goals and opportunities that exist in Malaysia that make China confident to provide large-scale investment. The research showed that China investments in Malaysia has attracted by opportunity in Malaysia’s potential economic market. China is Malaysia's largest trading partner and Malaysia is top 3 China's largest trading partner in Southeast Asia and the history relations between countries. Even after the investment degradation, China still managed developing investments in infrastructure through Pan Asia Railway Network, expanding property by Bandar Malaysia projects, developing energy resources by buying a whole stocks of Edra Global Energy Bhd and building any sectors that could facilitate the One Belt One Road agenda. Abstract

Radio El John 102.6 FM is one of the senior radio that has long aired in Pekanbaru, in the face of the development of radio age El John 102.6 FM has its own strategy in maintaining its existence in the midst of an increasingly sophisticated media development. Advertisers are the largest source of revenue from a radio company, for it to establish good relationships with the clients of advertisers is something that must be done by radio El John 102.6 FM in an effort to realize its communication strategy. This study aims to determine the strategy of selecting communicators, knowing the message processing strategy, knowing the media selection strategy, and knowing the strategy in determining the target of radio communication El John 102.6 M Pekanbaru in maintaining the advertiser.This research was conducted in Radio El John 102.6 FM which is located at Jl. Soekarno Hatta Pekanbaru, SKA MAL Blok H 102. Research subjects are determined based on purposive techniques consisting of Marketing, General Manager, and Radio Producer. Data collection techniques include observation, interviews, and documentation.The results show that the communication strategy of El John 102.6 FM Pekanbaru radio in maintaining advertisers by establishing personal relationships with advertiser clients. The strategy used by El Jhon radio 102.6 FM is first by determining the communicator, who is appointed as a communicator is Marketing, General Manager, Radio Producer who has credibility in interacting with clients. Secondly with a messaging plan that includes both informative and persuasive messages, the third with media such as print and internet, the fourth with a communication audience is an advertiser client that has been working more than 3 months or so-called contract clients.

Abstract

This research aims to describe the implementation of the promotion and identify the obstacles faced by Queen Star Waterpark as the only largest water recreation attraction in Siak Regency, Riau. Queen Star Waterpark has great potential as a superior tourist destination because it offers modern facilities, strategic location, and family attraction. However, in an effort to attract more visitors, promotion becomes a very important element. The research method used is qualitative with a descriptive approach. Data is obtained through observation, interviews with eight informants (managers, employees, local communities, and visitors), as well as documentation. Research results show that the promotion of Queen Star Waterpark is carried out through print media (brochure), electronic media (Instagram and Facebook), as well as public relations strategies through bundling packages. This effort is considered quite effective in reaching the local community, but still has limitations in reaching a wider audience. The main obstacles found include the limited use of modern digital media, lack of variety of promotional content, and competition with other tourist destinations in the surrounding area. The research suggests that the management should expand the use of video-based social media such as TikTok, increase the creativity of digital content, and establish collaboration with the local tourist community. With a more innovative and adaptive promotion strategy, Queen Star Waterpark has the potential to become a family tourism icon as well as increase its contribution to the Siak Regency tourism sector. Abstract

One of the e-money services known by the people of Pekanbaru was T-Cash. Based on the recapitulation of T-Cash users in Pekanbaru increased every month. This condition made PT Telkomsel Pekanbaru hold T-Cash user loyalty in order not to turn to other company. This research was conducted to find out IMC strategy by Telkomsel to maintain T - Cash user loyality and to know the inhibiting factors of T - Cash usage. This research used qualitative method by presented descriptive data analysis and using strategic communication theory. The research technique was chosen based on purposive technique consisted of 1 person ex manager (old manager) YnC T-Cash Pekanbaru, 4 people T-Cash digital staff, 2 partnership and 6 T-Cashdi Pekanbaru users. The Data collection conducted through interview, observation and documentation. The Data analysis techniques used was interactive data models Miles and Huberman. While the examination techniques of data validity included triangulation and extension of participation. The results of the study showed that Telkomsel's Integrated Marketing Strategy (IMC) in maintaining the loyalty of T-Cash users in Pekanbaru was through sales promotion, direct marketing, personal selling, word of mouth marketing, advertisement, event, social media and website, also partnerships and sponsors. Several factors affecting T-Cash user loyalty in Pekanbaru have technical and network constraints, number of human resources and limited number of merchants. Abstract

Implementation of public services through the Mobile Elektonik (SIMOLEK) system at the One Stop Service Integrated Service Office (DPMPTSP) Pekanbaru City is implemented to improve the quality of public services (licensing and non-licensing services) by providing the simplification of the system and improving access to services so it is expected to encourage community / business actors to manage licensing according to specification and requirement as legality in conducting business activities.In this research, the concept of the theory used refers to the theory of public service proposed by Dwiyanto (2006) suggests four criteria that can be used to assess the bureaucracy (organization) in providing excellent public services, namely public accountability, responsiveness, service orientation, and efficiency service. This research uses qualitative approach with descriptive method in describing the research result. Data collection techniques include interviews, observation and documentation studies.The results of the research show the implementation of public service through the Mobile Elektonik (SIMOLEK) system at the One Stop Service Integrated Service Office (DPMPTSP) Pekanbaru City, the giver and service system has been running well proven by the transparency of service, openness in the availability of information related to licensing services and non permissions needed by the community and accessible to facilitate the community in terms of business licensing online. However, the output (result) in pushing the target group (users of the service) has not been running optimally, the users of the services using SIMOLEK, dated January 5, 2018 there are 105 users who perform the installation of electronic mobile devices, while issuing licenses as legality of business activities (target group) reaching 3,500-4,000 every year. The low service users use SIMOLEK due to the low socialization directly to the target group (business actors) related to electronic mobile services (SIMOLEK) that impact the ignorance and doubt the community / service users to the service.Key Words: Public Service, Public Accountability, Responsiveness, Service Orientation, Service Efficiency.
