Abstract

Indonesia's commitment to the international regime of the Global Compact for Migration (GCM), a United Nations (UN) agreement, is realized through the internalization of norms into national policies, particularly Law Number 18 of 2017. This study aims to analyze how these global norms, specifically Objective 6 of the GCM concerning ensuring decent working conditions, are operationally implemented by the Indonesian Migrant Worker Protection Service Post (P4MI) in Batam. This study employed qualitative methods, utilizing primary data through in depth interviews with P4MI Batam and several migrant workers there. It also utilized secondary data from books, journals, articles, websites, and official documents. The study results indicate that P4MI acts as a policy implementation unit, translating Objective 6 of the GCM into concrete protection mechanisms: Complaint Service Facilities, Handling of Problematic Migrant Workers, and coordinating prevention and case management with other agencies. However, P4MI still faces challenges and obstacles in implementing these efforts, such as limited capacity from both internal and external factors, as well as the perception that official channels are complicated and time-consuming. Abstract

This study aims to identify the implementation of the Community Based Tourism (CBT) approach and the obstacles encountered in managing the Gurun Telaga Biru tourist attraction. This research employs a qualitative method with data collection techniques including observation, interviews, and documentation. The results indicate that the implementation of CBT involves the participation of local communities in the utilization of natural resources, community organization, and tourism management. The obstacles identified include unclear land ownership status in the tourism area, limited human resources, uneven management of tourism activities, and the influence of natural and weather conditions. Based on these findings, it is recommended to strengthen coordination with relevant institutions that have authority and understanding regarding land status, enhance community capacity through training and assistance, organize tourism activities and business locations in a more coordinated manner, and strengthen cooperation among managers, communities, and related stakeholders to support the sustainability of community based tourism management. Abstract

The doa padang tradition in Seberang Gunung Village, Gunung Toar District, Kuantan Singingi Regency is a customary ritual performed before farming that contains rich cultural, spiritual, and social values. This study aims to analyze the meanings of rituals and symbols in the doa padang tradition and its role in strengthening the community’s social cohesion. The research uses a descriptive qualitative method with seven informants selected purposively through interviews, observation, and documentation, with data validity tested through triangulation. The results show that doa padang functions not only as a religious ritual but also as a form of symbolic communication that reinforces social relationships, spirituality, and cultural identity. The ritual consists of three main sta pre-ritual, implementation, and post-ritual each reflecting the values of togetherness, gratitude, and solidarity within the community. Cultural symbols such as dulang, calempong, traditional food, prayers, customary advice, and the Kuantan Malay language hold social and spiritual meanings that illustrate the harmony between humans, nature, and God. Based on George Herbert Mead’s Symbolic Interactionism theory, this tradition serves as a medium of symbolic interaction that fosters collective awareness to preserve the community’s traditional, moral, and social values. Abstract

Child labor exploitation in cobalt mining in the Democratic Republic of Congo (DRC) represents a global paradox where the green energy transition in developed countries depends on supply chains supported by the exploitation of up to 40,000 children in hazardous conditions. Extreme poverty reaches 72.9% of the population, weak law enforcement, and the absence of state protection functions make the DRC case the most severe in the world, opening space for intervention by the International Labour Organization (ILO) as an international actor with a specific employment mandate. This study employs a qualitative method with a literature review approach and is grounded in the international organization theory of Barnett and Finnemore, which positions the ILO as an autonomous actor with normative and epistemic power, complemented by a constructivist perspective to understand the process of socialization of norms prohibiting child labor. Through this framework, the ILO is analyzed based on three main functions: creating and disseminating global norms, overseeing state compliance through technical oversight mechanisms, and filling institutional gaps through the COTECCO and GALAB programs. The findings show that the ILO successfully transformed the discourse on child labor from a family economic issue to a serious human rights violation through harmonizing national law with Conventions No. 138 and No. 182. The ILO developed the Child Labour Monitoring and Remediation Systems (CLMRS), withdrew 1,527 children from mines, prevented 6,464 children from entering child labor, and strengthened government institutional capacity and family economic support. Effectiveness has been qualitatively proven in improving child protection conditions in intervention areas, although limited by political instability, weak law enforcement, and the complexity of global cobalt supply chains. Abstract

This study aims to analyze the management of Trans Metro Pekanbaru by the Urban Transport Management Unit (UPT Pengelolaan Angkutan Perkotaan) under the Department of Transportation of Pekanbaru City through four public management functions: planning, organizing, actuating, and controlling. Public transportation plays a vital role in supporting urban mobility, yet its implementation often encounters challenges ranging from limited infrastructure to inter-agency coordination issues. This research employs a qualitative descriptive approach with data collection techniques including interviews, documentation, and field observations. The results show that in terms of planning, the UPT has developed annual operational plans and route mapping, but implementation is often hindered by budget limitations and lack of synergy among local agencies. Regarding organizing, the organizational structure is in place, but work distribution is uneven and technical task assignments are suboptimal. In the actuating aspect, the unit has made efforts to improve staff performance through routine briefings and internal evaluations, but these efforts lack continuous training and motivation systems. For controlling, supervision still relies heavily on manual systems, which hampers effective reporting and responsiveness to operational issues.The study recommends strengthening human resource capacity, digitizing supervision systems, and establishing regular coordination forums among local agencies to improve the sustainability of Trans Metro Pekanbaru services. Abstract

This research discusses the management of facilities at the Tembulun Kinutan Waterfall tourist attraction located in Seberida District, Indragiri Hulu Regency. The research aims to determine how the tourism facility management process is carried out, and to identify the factors that cause management to be less than optimal. The research method used is descriptive qualitative with data collection techniques including observation, interviews, and documentation. The research findings indicate that the facility is managed independently by the owners and employes, without direct involvement from the local government. Available facilities include gazebos, prayer rooms, toilets, changing rooms, parking areas, photo spots, food stalls, and tent and float rentals. However, some facilities are damaged and not fully utilized, such as damaged gazebos, inadequate toilets and changing rooms, and food stalls that are rarely open. The main factors hindering management are budget limitations, a shortage of professional staff, a lack of visitor awareness regarding cleanliness, and the absence of full government support. Nevertheless, the management is working to carry out routine maintenance, repair damaged facilities, and keep the area clean. This research is expected to contribute to managers, local governments, and academics as a basis for consideration in the development of regional tourism. Abstract

This research analyzes the stance of the President of the Philippines, Rodrigo Duterte on the arbitral award of the Permanent Court of Arbitration (PCA) that ruled in favour of the Philippines over China in 2016, based on the United Nations Convention on the Law of the Sea (UNCLOS). The main issue of this research is about why Duterte refused to implement the PCA arbitral award on the South China Sea dispute between the Philippines and China, relations between Duterte's government with countries and regional organizations that have interests in the South China Sea, and its implications for the dispute in the region. Results of this research find that the personality and political style of Duterte have a significant influence on his stance to the PCA arbitral award on the South China Sea dispute. Emotional beliefs and his pragmatic stance made Duterte cultivate an accommodating relationship to the economic interests of China to gain economic benefits for the Philippines. Duterte's personality and political style enable him to change his stance on the PCA award and China when the benefits of the cooperation did not deliver as expected. Hence, this research underscores that individual factors play a significant role in shaping the foreign policy of Duterte to the PCA arbitral award on the South China Sea dispute with China. Abstract

This study analyzes the impact of the Australia–United Kingdom–United States (AUKUS) trilateral security alliance on the dynamics of security tensions in the South China Sea. The establishment of AUKUS in 2021 marked a significant shift in the Indo-Pacific security configuration amid intensifying strategic rivalry between the United States and China. This study aims to examine the effects of AUKUS on threat perceptions, the responses of Southeast Asian countries, and regional security tensions. It employs a qualitative descriptive approach using secondary data from books, academic journals, policy reports, official government documents, and statements by state actors. The analysis is grounded in Regional Security Complex Theory and a constructivist perspective. The findings indicate that AUKUS strengthens Australia’s defense capabilities while heightening China’s threat perceptions and generating fragmented responses among ASEAN states, thereby increasing the complexity and sensitivity of security dynamics in the South China Sea. Abstract

This study aims to explore and examine in depth the tourism attractions of Danau Ali, located in Mandau District, Bengkalis Regency, Riau Province. Danau Ali is a man-made tourism destination that has gained popularity among the local community due to its serene atmosphere, making it suitable for relaxing activities. This research focuses on three main components of tourist attraction: what to see (visual attractions), what to do (activities that tourists can engage in), and what to buy (products or souvenirs available for purchase). Additionally, the study also analyzes the role of the site management, the availability of supporting facilities, visitor participation, and the challenges faced in managing the tourist area. A descriptive qualitative approach was employed in this study, with data collected through field observations, in-depth interviews with various sources, and documentation. Data analysis followed the interactive model by Miles and Huberman, which includes data reduction, data presentation, and conclusion drawing. The findings indicate that Danau Ali's main strength lies in its appealing artificial landscape and the variety of activities available to visitors, such as fishing, relaxing, jogging, and participating in community events. However, the shopping aspect or what to buy has not been fully developed due to the lack of souvenir shops or local specialty products. The management faces several challenges, including limited operational funds, inadequate maintenance of facilities, and low visitor awareness regarding cleanliness. Therefore, improvements in management, greater support from various stakeholders, and increased visitor education are needed to ensure the sustainability and quality of Danau Ali as a tourist destination. Abstract

The idiosyncratic character of Donald Trump significantly influenced his attitudes and policy choices during the process of normalizing relations between Israel and the United Arab Emirates. Prior to the agreement, relations between the two states were marked by political tension, as the UAE was part of the Arab League boycott of Israel. However, shared national interests and common threats encouraged the emergence of discreet diplomatic interactions. The Trump administration seized this opportunity by promoting normalization through the Abraham Accords as part of the United States’ broader Middle East foreign policy. Amid domestic pressure including public unrest related to the COVID-19 crisis and driven by Trump’s campaign promises to broker peace in the Middle East and strengthen Israel’s international standing, the Abraham Accords became a vehicle through which Trump sought to improve his political image and present himself as an architect of regional peace. The findings indicate that Trump’s behavior throughout the normalization process between Israel and the United Arab Emirates under the 2020 Abraham Accords reflects three key leadership traits. Ego-Ambition as he sought to restore his political image and secure a major Middle East agreement. Goal Oriented demonstrated by his selection of a team whose views aligned with his objectives, and Crusader Expansionist marked by his assertive and sometimes coercive approach in pushing Arab states to normalize relations with Israel.
