Abstract

The aim of this study was to see how Tourism Region planning Buatan Lake Pekanbaru. Tourism Regional Planning aims to increase the potential of existing attractions and Increase PAD Pekanbaru.This study used a qualitative research method with descriptive data analysis. The concept of using the theory of management theory and the concept of tourism planning. In collecting the data, the researcher used interview, observation, and documentation. By using key informants as a source of information and triangulation techniques as a source interview of data validation.These results indicate that the Planning Buatan Lake Pekanbaru tourism must be optimized to the maximum. The potential that exists in Buatan Lake very diverse and if developed would be the leading tourist sector as Sumatra. Additionally RIPPDA Pekanbaru City policy should be made as soon as possible, because the RIPPDA a guide line for the city of Pekanbaru in developing tourism. Especially Buatan Lake who became the leading tourism destinations Pekanbaru.Keywords:Planning, Attractions, PAD, Tourism Development Master Plan

Abstract

This study aims to determine the socio-economic characteristics of the receiving facility KKPA on Lake Village Unit Lancang Beautiful (KUD Dalin) and to explain the socio-economic mobility recipients creditor and creditor to explain management patterns that affect the socio-economic mobility creditor receiving facility at Lake Village Unit Cooperatives Beautiful sassy.Data analysis techniques used in this research is descriptive quantitative techniques. The research was conducted in the village of Lake Lancang, District Tapung Hulu, Kampar with the entire peasant population is receiving facility Primary Cooperatives Members in KUD Dalin with samples taken 54 0rang (10% of the population) by using simple random sampling method. The data used are primary data and secondary data and analyzed using descriptive analysis.Based on the survey results revealed that the Member Primary Cooperative Credit program (creditor) is applied to the KUD Dalin public comment with a response that is able to improve the socio-economic KKPA farmer members and it is also demonstrated an increase in vertical social mobility. Then the farmer response to the application of a creditor at KUD Dalin was very good, although the earned income credit tends to still low but can be completed on time. The reason farmers cooperatives Dalin using Primary Cooperative Credit facilities Member (creditor) Since there is no capital that need assistance to get the garden Cooperative PT in partnership with intermediaries and help the bank as executor partnership. Judging from the socio-economic mobility of farmers who receive credit facilities Primary Cooperative Members (creditor) occurs vertical mobility and evidenced by improvements in the level of well-being such as increasing the number of permanent homes, kepemilkan land, and an increase in the ownership of other assets.Keywords: Pattern creditor, Social Mobility.

Abstract

Effectiveness of services is the ability to perform the duties and functionsof the public service of an organization that there is no pressure or tensionbetween implementation. All the people who get the service would want a servicethat is effective especially in the service of the Office of Integrated LicensingServices and Investment ( KP2TPM ) Pariaman City .The research aimed to determine the effectiveness of services in theOffice of Integrated Licensing Services and Investment ( KP2TPM ) PariamanCity . According to Duncan , there are three criteria for measuring theeffectiveness of the Achievement of Objectives , Integration and Adaptation .While the factors that influence the effectiveness of services ie Leadership ,Resources Apparatus , Awareness and Infrastructures . This study uses descriptivequalitative research method that analysis seeks to provide a detailed descriptionis based on the fact that ditemkan in the field , then the presentation of data candescribe the results of interviews and observations will then be deduced.The results of this study indicate that the Office of Integrated LicensingServices and Investment ( KP2TPM ) have been effective in providing services tothe public although there are still limitations such as the lack of the number ofemployees who work in KP2TPM . Nevertheless , KP2TPM continue to provideservices to the community ang maximum so that people get satisfaction in theservice.Keywords : Effectiveness , Services , Organizations

Abstract

Management of cultural heritage is very important, considering the area of cultural heritage is an asset that must be preserved because of its historical value the history of the past that can not be updated. Medan has a cultural heritage site that China City Site of Medan. In accordance with Local Rule No. 2 of 2012 on the cultural heritage in the city of Medan, management of cultural heritage sites of cultural field is still not optimal. This is caused because the Department of Culture Tourism and still can not delude potential cultural heritage sites owned by managing well in order to remain sustainable existence and can be utilized. The purpose of this study is that the Department of Culture and Tourism of Medan is expected to in the management of cultural heritage in order to remain sustainable .Sehingga future generations can know the past glory ever etched in the city of Medan and can be used also for educational facilities, as well as the history and can impact on the economy which became the object of cultural tourism can increase Genuine Income area.In explaining the management of the heritage city of China Medan using the theory of George Terry concept of supervision. This study used a qualitative descriptive method. Data was collected through interviews, observation, documentation, and literature.The results showed that the management of the heritage city of China Medan is still not optimal. Due to supervision by the Department of Culture and tourism in the management of cultural heritage sites of china town is not maximized. So that the cultural heritage sites have less impact to the community.Key Words: Management, cultural heritage site, the department of culture and tourism

Abstract

Autonomy of Area through Rule Number 32 Year 2004 about the Government of Area just did not move most authorities from the Centre Government to the Regional Government but Rule Number 32 Year 2004 must bring the meaning for welfare of the people in the area that uptil now still could not be realised. As increase efforts in the public's service, delegation of the authority also really was needed in the optimisation of the achievement of the government for the sake of the achievement of the aim of the development and welfare.This research aimed at knowing the achievement of the Subdistrict Pekanbaru Kota in the implementation of the authority that was showered the year 2012-2013 and to know cause factors of the low level of the achievement of the Subdistrict Pekanbaru Kota in the implementation of the authority that was showered the year 2012-2013. This research used the qualitative approach with the type of the descriptive research. The process of the data collection was carried out in the Subdistrict-Head Pekanbaru Kota Office and the Mayor Pekanbaru Office part of General Administration Government. Where as the technique of the data collection consisted of the interview, document investigation, and observation with the data kind consisted of the primary data and the secondary data.From results of the research was attracted by the conclusion that the achievement of the Subdistrict Pekanbaru Kota in the implementation of the authority that was showered the year 2012-2013 as that was poured in the Rule Mayor Pekanbaru Number 11 year 2013 did not yet go optimal, was caused in the implementation of this authority not all the aspects of the authority were accompanied with the documentation, only took the form of the argumentation then. Cause factors of the low level of the achievement of the Subdistrict Pekanbaru Kota in the implementation of the authority that was showered the year 2012-2013 were the shortage of the Subdistrict Head's creativity, the shortage of human resources (human resources), the area of the territory and the number of inhabitants, the shortage of the capacity of document filing, the shortage of the work motivation, and the shortage of the utilisation of information and technology (IT).Keywords: Delegation of the Authority, the Achievement

This research is a study that examines the tasks food and drug control agency for the distribution of gym supplements pekanbaru city in 2013 This study used a qualitative method which is defined as the process of solving the problem was investigated by describing the state of the subject and object of research based on the facts that seem or how their This study concluded that the Oversight circulation fitness supplements by Hall of the Food and Drug Administration Pekanbaru based indicators, such as food standards, assessment act, and perform corrective action is still not performing optimally.Factors that affect the circulation supervision of fitness supplements by Hall of the Food and Drug Administration. Pekanbaru city are: the intensity of supervision where staff are indeed limitations need to be addressed government and sisters who are still less effective supervision, such as less strict control by the relevant agencies. Abstract

Pekanbaru is one of the city that became the target of the urban to create jobs in informal sector, which is the street vendors. The street vendors who selling on the road and troatoar and buyers on the road vehicle parked next pagi Arengka market resulted in the slow lane can not be by passed so that the front area of the pagi Arengka market become disorderly and disruptive comfort of road users and local residents. The problem in this research is how control of the street vendors by police unit of pamong praja in pagi Arengka market and the factors that influence the control of street vendors by police unit of pamong praja in the pagi Arengka market pekanbaru.research methods used in this research is qualitative research. Conduct an interviews snowball sampling technique, the key informants in this study. The informant who conducted the interview was from police unit of pamong praja pekanbaru.The results of this study indicate that the control vendors by police unit of pamong praja in the pagi Arengka market pekanbaru is not optimally. Factors that influence the control of street vendors by police unit of pamong praja in pagi Arengka market is because the police unit of pamong praja do not have a Standard Operating Procedure (SOP), a lack of human resources in terms of quantity and quality and the lack of community participation to run the rule.Keywords: Management, Control, Street vendors

Abstract

Indigenous is a variety of conditions or behaviors that should be implemented in social life. This study intends to determine the application of indigenous in Parit Baru communities, this study uses pupsive sampling technique which take an objects based on certain criteria or calculation, to collecting the data observation has done on the phenomena which appear in the customary system of research, interviews is doing a question and answer directly to the informant, the documentation is to collect all the information relating to the problems examined in the form of notes, photos and so forth. From the research found that indigenous which applied in peoples of Parit Baru was hampered which lead to changes in customs itself, which is of influence of technology, changes in the pattern of relationships and family.Keywords: Indigenous and pupsive sampling

Abstract

As the capital of Riau province, Pekanbaru city is the central of economy. Trading and service are the main sectors. As the economic grows, environment becomes a big issue. Mishandling of environment will create a big impact.One of the instruments in managing the effects of environment is efforts of environmental management and environmental monitoring efforts (UKL-UPL), every hospital has to have this unit. Unfortunately, it has not beem applied properly. It can be seen from the data belongs to Environment Agency Pekanbaru. It said that there are only few that give routines report about the program. This study is aimed to find out the supervision done by Environment Agency to the unit of the hospital in managing and supervising the environment.This is a qualitative descriptive research. Data collecting technique are observation, interview, and documents collected from the informants based on snowball sampling. Writer used supervising theory by Manullang. There are three stage of the supervision, which are; deciding measurement tool (standard) in doing the supervision of the hospital unit, assessing management activity, and monitoring the management activity. Result shows that the supervision by Environment Agency Pekanbaru city to the business unit of hospitals is not maximal yet. The biggest obstacle is internal factor, that there is lack number of officer in Environment Agency, While the external factor is that the doer of the activity only pay a little attention to the activity.
