Abstract

Supervision of Building Permit (IMB) is an activity and effort to determine and assess the actual reality of the execution of the work or activity is in accordance with the plans and procedures or not. The problem in this research is how the implementation of supervision by the Department of Spatial Planning and Building Pekanbaru on building permits (building does not have permission), and the factors that triggered the building that does not have a license in the District of Pekanbaru City Handsome and obstacles in the implementation of supervision. The purpose of this study was to determine the extent of supervision by the Department of Spatial Planning and Building Pekanbaru to buildings that do not have the IMB.Researchers used the theoretical concept which adopted the theory of supervision by Manullang. The method used in this research is descriptive qualitative data collection instrument includes interviews with employees of the Department of Spatial control section and Pekanbaru City and community building, observation and document.The results of this study indicate that supervision Spatial Planning and Building Pekanbaru to buildings that do not have a building permit (IMB) in District Charming is not good. Factors that influence the lack of supervision of building permits and building permits violated ie, lack of personnel and operational vehicles to conduct a thorough supervision, lack of socialization, lack of public awareness, community economic factors, particularly the lower middle income people are the cause of reluctance in taking care of IMB before building.Keywords: Development, Monitoring, IMB.

Abstract

In companies engaged in oil drilling, HSE (Health Safety and Environment) has a very important role, which the HSE is working to control and inform about safety in the work, so that employees understand what danger would threaten him and know how to cope with the work accident. But the fact is work accident still happened particularly in the limited liability company (PT) Dimas Drillindo Duri - Riau. This study aims to determine credibility, message, channel, feedback, securities, environmental and persuasive communication strategies whether can run well in increasing safety awareness in the PT. Dimas Drillindo Duri - Riau.This study used a qualitative research method. The subjects were employees of PT. Dimas Drillindo consisting of 15 people─selected using the technique porposisive. While the data obtained using three data collection techniques, ie observation, interviews, documentation. As well as using the technique of data validity, extension of participation, and the adequacy of reference.The results showed that persuasive communication HSE (Health Safety and Environment) can increase safety awareness in PT. Dimas Drillindo Duri – Riau by paying attention to the six elements of persuasive communication prior to the HSE made persuasion to employees. HSE in PT. Dimas Drillindo already has credibility, it can be seen by observing the appearance, control issues and has a certificate of K3 in the field of oil and gas─this lead the employees to pay higher attention to them. They creates heart-touching motivational messages, mind the channel in persuading either directly or using the media, and receiving advice from any employee and also look at the effect of persuasion in order to evaluate the the errors in previous persuation and also be selective to the environment that the persuation will take place, improper environmental conditions can affect the emotional of employees, such as giving a briefing about safety during the day and with the heat and fatigue conditions, thusmaking employees irritated and do not listen to what was the HSE said. In addition to the six elements,was also reinforced by the persuasive strategy that consists of three strategies that: The PsychodynamicStrategy, is through the approach by focusing on the emotional and cognitive factors of employees; TheMeaning Construction Strategy, is pay attention to the environmental factors that influence employeebehaviour; and The Mirror Strategy, is to manipulate a understanding of the mate, fortune and deathare things that have been determined Allah and predict the most familiar way of thinking used byemployees.

Abstract

This research discusses the United States response to North Korea‟s missile test and Kim Jong Un as a commander. Since the end of the Korean War, North Korea has been trying to develop nuclear weapons and missile test. Various negotiations have been conducted to prevent the development, but these efforts never succeeded. Kim Jong Un as a new commander of North Korea has contin ued the country‟s nuclear testing.This research will explain how the Unites States respond to the North Korea‟s nuclear development, what kind negotiations are being done, and how North Korea‟s nuclear weapons influences the United States and South Korea security situation.Perspective that used in this research is Realism perspective. The theory used in this research is the offense-defense by Stevan van Evera. Abstract

This study in the background backs by environmental problems occurring in Riau province precisely in Bengkalis in 2013 and which became a severe problem is the problem of air pollution caused by smog from forest fires caused by parties who are not responsible responsibility. Basically a lot of things that can be done to reduce this land arson case made by parties who are not responsible, resulting in increasing the intensity of smog or air pollution in the region Bengkalis. Things to do such as enhanced supervision across the forest area of Riau to procure various outreach programs for the community to be able to preserve hutan.Sebagai footing Theoretically, this study uses the theory of supervision Inu Kencana and Syaufina land and forest fires. research using qualitative methods, while the data collection techniques in doing is to interview and observasi.Sedangkan data analysis using descriptive analysis.The findings indicate dilapanagan fire conditions are not well coordinated, causing a devastating fire that wiped out forests in Bengkalis, thus the supervision of the Government in the District Bengkalis not run with good.This is evident from forest fires occurring continuously menerus.Upaya outage been executed, but because of the many obstacles, handling becomes slow and the effects that arise (such as smog)'ve got to Singapore and Malaysia. A number of the accused as the perpetrator has been processed, although the penalty imposed does not make them jera.Ketidakefektifan handling terlihatdari also continued occurrence of forest fires in Indonesia.

Abstract

This research describes about student’s achievement in social and political science university of Riau. This subject is student’s who was named the standings at graduation in 2013 and 2014, by formulating the problem of characteristics of oustanding students, environment and activities. This research used qualitative research methods and data collection methods, namely purposive sampling. This research uses analitif-descriptive method. The datas were obtained from internet, journals, and books. Then, they were collected, summarized and analyzed based on the social research method.This research uses the theory of David McClelland about Motivation Theory and Needs. Abstract

This study wants to investigate and analyze the implementation of Withholding Tax on Land and Building sector in Rural and Urban In Sub Medang Kampai Dumai (Comparative Study Before And After Management of the Autonomous Year 2012-2013).And the purpose of this study was to determine the implementation of land and building tax collection sector in Rural and Urban District of Medang Kampai Dumai before and after managed autonomously Year 2012-2013 and to know what are the factors that affect not optimal for collection of the Property Tax Sector in Rural and Urban District of Medang Kampai Dumai after managed autonomously .This study uses qualitative research methods to include an assessment of descriptive data . Intake of informants in this study was purposive sampling that data source retrieval techniques with particular consideration , particular consideration is the person who is considered the most out of what we expect or as a ruler that will allow researchers to explore the object / social situation under study .Based on the research that has been done is used the theory of regional autonomy . Researchers concluded Implementation of Tax Collection Earth And Building sector in Rural and Urban District of Kampai Medang Dumai (Comparative Studies Before and After Managed Autonomous Year 2012-2013) have not worked well because it has been a decline in realized PBB - P2 after managed by region. Abstract

Food security is the agricultural sector, which has a strategic role in the development of the regional economy. Kabupaten Rokan Hilir is the largest rice production to reach 50-55% in Riau. Badan Ketahanan Pangan to seek sustainable food security through programs that try stability of rice back. Based on the Law of the Republic of Indonesia Number 18 Year 2012 on Food. Article 41 which reads "Food Diversification is an effort to increase the availability of Food are diverse and are based on potential local resources to meet Food consumption patterns are diverse, nutritionally balanced, safe and fulfilled.The purpose of this research is to answer the problems that exist in the study first, to know efforts the Badan Ketahanan Pangan Kabupaten Rokan Hilir in optimizing availability of food; second, to identify and explain the factors that influence efforts the Badan Ketahanan Pangan Kabupaten Rokan Hilir in optimizing availability of food Year 2011-2013. This type of research is a qualitative research method. The location of this research conducted in Kabupaten Rokan Hilir Province Riau. Data collection techniques including observation, documentation studies and field studies (interview), and analyze the data descriptive.The research showed that the implications of the implementation of optimize food the Local Government Kabupaten Rokan Hilir delegated to the Badan Ketahanan Pangan Kabupaten Rokan Hilir as co-administration the conduct prevention and counseling programs in rice production availability. in the context of what happened today with the rampant land conversion of food to non-food in Rokan Hilir indicate that the lack of local government efforts in the implementation of supervision and counseling in the field of agriculture. Abstract

The election of Governor and Deputy Governor of Riau in 2013 first round in Kuantan Singingi pair Annas Maamun and Arsyad Juliandi Rachman gain sound that is 12 % of the votes of five pairs of candidates. And in the second round managed to improve his voice acquisition of 50,6 % of two pairs of candidats. This shows the success of the winning team seize voters, especially voters supporters of candidater for Governor and Deputy Governor of Riau who lost in the first round. Therefor, this study was conducted to determine the strategies used winning team pair Annas Maamun and Arsyad Juliandi Rachman the second round of elections for Governor and Deputy Governor of Riau year 2013.The type of research using descriptive qualitative methods and research sites in Kuantan Singingi. Informants in this study consisted of a winning team pair Annas Maamun and Arsyad Juliandi Rachman and community leaders with data collection through direct interviews and documentation.The results showed that the winning strategy pair Annas Maamun and Arsyad Juliandi Rachman on the election of Governor and Deputy Governor of the second round in Kuantan Singingi year 2013 by way : 1. Political Communication, 2. Mobilitation, 3. Chasing, 4. Push Marketing, 5. Pass Marketing, 6. Pull Marketing. The impact of these strategies on sound acquisition pair Annas Mamun and Arsyad Juliandi Rachman is the rising number of votes pair Annas Maamun and Arsyad Juiandi Rachman is the rising number of votes and the second round in Kuantan Singingi from 12 % to 50,6 % of the vote. The recapitulation of the second round of vote counting showed that pair Annas Maamun and Arsyad Juliandi Rachman won the guvernatorial candidate pairs supporting voice Riau especilly who lost in the first round.Keyword : Political strategy, political marketing, the winning team.

Abstract

The purpose of this paper is to investigate the implementation of the Regulation on Budget Rural Village ( APBdes ) in the village of Kuala canal and explain the obstacles that prevent the implementation of village regulations on the implementation of the APBDes . Implementation of rural development programs through the village of financing by using the appropriate regulatory APBDes village where the village chief and his staff Kuala canal should invite the public to rural development programs, so that people know that the program will be conducted, but no socialization village chief and his staff to the community. It Regulations APBDes conducted village of Kuala Canal Village Chief District of Pangkalan Kerinci in accordance with Regulation No. 7 of 2010 the village has not been completely worked well, which is not the implementation of good communication between the head of the village with his staff and the community, especially in the delivery of information and invitations are usually performed by IHC or forum through Friday prayer meeting did not take place and also the low village of personnel resources. In the implementation, a village about APBDes in 2010 has not been the implementation of the disposition of the work and the tasks and responsibilities within the organization structure in the village of Kuala canal is still not fully implemented, it is due to the implementation in 2010, a village about APBDes ineffectiveness caused everything about the work and the implementation of entirely APBDes handled by the village head Kuala Canal. Abstract

The organization is a container from a group of people who held a collaboration to achieve common goals. The success of organization can be realized if every individual in the organization have the performance against organization. In addition in an organization of the communication also has an important role. A better communication in the structure of can give rise to a sense of the solidarity and loyalty between employees with an organization / the institution concerned. The aim of this research is to find out how significant a strong relationship between internal communication with the employee performance in conducting the duty of department population and civil registration in Kampar.Methods used in this research namely quantitative methods with explanation survey, researchers collected data using a questionnaire. The location of this research is in the population and civil registration district Kampar. The number of samples for this research as many as 56 respondents, the withdrawal of the sample use quotas sampling techniques. To know how much the relationship between both side variables, researchers used moment products correlation analysis. While the questionnaire to data processing conducted using the product of service solution statistic ( spss ) 20.0 version for windows.This research result indicates that the relationship between internal communication with the employee performance department of population and civil registration district Kampar , Obtained t value of 0.674 which means the amount included in a category strong interprets a correlation coefficient in accordance in the guidebooks. This shows that internal communication correlation with the employee performance run well on the office of population and civil registration district Kampar. This indicates that, vertical communication and communication horizontally synchronization in these agencies showed that the percentage is a good enough, so can increase the employee performance .Thus H0 were rejected and Ha accepted.Keywords: Internal Communication, Employee Performance, Population And Civil Registration District Kampar
