Abstract

This research is intended to explain the reason for the European Parliament passed a resolution no. 2952 (RSP) in the case of immigrant workers India in 2013. Candidate to host the 2022 FIFA World Cup bebeneficial for Qatar because, Qatar intends to change the perception of the international community through sport and tourism. Qatar has built several stadiums in Doha with the quantity of capital of US$ (US dollars) to 200 billion for new infrastructure in 2011, US$ 34Billionforrailroad facilitiesandmetrosystems, US$ 7Billionforthe portas well as forBusiness and Commerce amount of US$ 4 billionin the same year. Quantity capital cost of infrastructure resulted in the Government of Qatar over whelme dregulate labor costs of some countries such as Pakistan, India, Nepal, SriLanka, Egypt, Philippines, and even Indonesia. Immigrant workers are not given a salary according to the job for 12 hours to build a stadium or other infrastructure in Qatar. Criticism from politician sand groups,human rights defenders make the EuropeanParliament issued a resolution calling for the Government of Qatar to stop the enslavement of the Indian labor by providing for each worker.European Parliament urged the government of Qatar to revoke Kafala system, which employs the workers employment by giving the entire identity to the guarantor.Key words : Constructivism, European Parliament, kafala, migrant workers, Qatar.

Abstract

The purpose of this research is to find out how djarum super adventure dubstep version influence the improvement of visisting in Bono tourism object Desa Teluk Meranti Kabupaten Pelalawan Provinsi Riau. The hypotheses is to find out the influence of advertisement to improvement of visisting in Bono tourism object Desa Teluk Meranti Kabupaten Pelalawan Provinsi Riau.This is a quantitative research with 50 sample. In choosing the sample, writer used accidental sampling, which is purposive sampling. Data is collected by questionaires. Data analyzin technique is validation test and reability, simple linear regression and coefficient determination.Result shows that variable of music, storyboard, script, and slogan influence dependent variable (Y). Coeficcient determination (R square) 34% shows that independent variable influence dependent variable. The rest 66% are influenced by other independent variable which are not stated here.Key word: advertisement, visiting frequency, SPSS

Implementation By The Department Of Transportation Public Service City Pekanbaru (Parking Management Case Study In Subdistrick Sukajadi).This research was conducted at the Department of Transportation in Pekanbaru is the implementation of a public service by the city transportation department pekanbaru (Parking Management Case Study In Subdistrick Sukajadi) which aim to find out how the implementation of public services by the city transportation department pekanbaru (Study of the parking management in the district Sukajadi).The purpose of this study was to investigate the implementation of public services by the city transportation department pekanbaru (Parking Management Case Study In Sub Sukajadi), and the factors that affect the implementation of public services by the city transportation department pekanbaru (Parking Management Case Study In Subdistrick Sukajadi).The method used in this study is the type of data collected consist of primary data that the data was obtained directly from informants UPTD head parking, parking UPTD staff, and the community that the object of research in the form of information that is relevant to the issues that are being formulated in the study . Include: such as interviews, observations or written remarks. As well as secondary data includes data ie data obtained from the documents and reports that are related to the research problem and also books relating to this research. While the techniques used pengumpalan data is guided interviews, observation and and literature.Techniques of data analysis in this study is done by using data processed using qualitative methods Where the data obtained from interviews onwards systematically described with reference to the theoretical foundation or government regulations that relate to the discussion to find solutions to problems.From these results it can be concluded that the implementation of public services by the city transportation department pekanbaru (Parking Management Case Study In Subdistrick Sukajadi). still not running as expected or can not be considered successful or as expected, it is evident from the respondents or the public. As for the indicators of public services, namely responsiveness, responsibility, accountability, fairness, efficiency, and simplicity.Keywords: Public service, parking management, department of transportation

Abstract

Farmer is a person or a community residents who have a livelihood as farmers to meet their needs and the needs of his family. Farm workers are those who work the fields in the land or property of others for a wage from the owner of the land. The problem in this research is a farm laborer's wife 1. How to play its role in the family? 2. How does the wife's involvement in the farm workers help the family economy? The purpose of this study was to determine the wife of farm workers to play its role in the family and to know his wife's involvement in the family economy. Population and sample in this study was the wife of farm workers, data collection techniques with observation and interviews, data analysis techniques using quantitative descriptive. Research results generally show that the wife doing homework is done before leaving for work and farm laborers working wife to help him meet the needs of family life driven by economic factors, family and children's education and to increase family income. Most of the education level of respondents was limited to SD, then the wife to work the informal sector does not need special training or higher education, but it only took power. Income of the respondent husband average between Rp 1000000-2000000 each month, and his wife earned income each month mostly around Rp 600,000 per month. The wife is not only in charge of taking care of his family but also to work for a living wife to help her husband in meeting the needs of the family.Keywords: Role, family economy

Abstract

Village is a tool to achieve the goals of national development, village is the leading government agency that can reach the real target group to be prosperous. In order to support the implementation of Law No. 32 Year 2004 on Regional Government and Law No. 25 Year 2004 on National Development Planning System, the construction of which is carried out by using the paradigm of empowerment is needed to realize the good of society participation in the planning, implementation and control of development village. The purpose of this study was to determine the coordination of the implementation of participatory and to determine the factors inhibiting of coordination in implementation of participatory development in Kayu Aro Village, North Kampar, Kampar District in 2013.The concept of theory used is the theory of coordination with the indicators in this research such as: Communication, cooperation, division of labor and a meeting / conference. As for the factors that affect several unsuccessful of coordination based on the researchers found in the field.Result of research, can be concluded that the implementation of coordination in participatory development in Kayu Aro Village, North Kampar, Kampar District in the category of less effective. In other words, there are still many problems that arise in its implementation. The limiting factor in the implementation of coordination in participatory development is communication and a meeting / conference. Abstract

The human resource in a region government is the most important component that can determine whether all procedurs in region government run well or not. It will run well, if it is supported by the best quality of human resovrse. If so all of the purposes will be reached efedifically and efisienlyAll of the human resourse who work in a region government called sipil servant. Based on the data from Kampar Regency. There are so many honorers who are waiting to be sipil servants. They are willing to be sipil servants as soon as possible, because they have worked for many years as honorers. Beside that, they also have had all of the conditions to e sipil servant.A ppointment of temporary employee benefits in the sipil servant in Kampar Refency 2012 is give an effect if social stat good governance. Sometimes called position is defined as a rank or profession as a temporary employee who originally as a temporary employee sekeratariat Kampar Regency.Civil servants were needed and as many as 135 permanent employees have been appointed as civil servants and rests on the applicable provisions that met the demands of professionalism of civil servants candidates as expected in implementation terms of appointment of civil service candidates from these temporary employees in technical positions not so relevant because there are not appointed as civil servants.Keywords:Recruitmen, Employee, Good Government

Abstract

The application of Otonomi Daerah (local autonomy) is focusing on area of Kabupaten and Kota. The local government of Kabupaten Siak develops funding mechanism by exploring several kinds of funding format that is potential to support local development and in the same time improve the quality of service, infrastructures for market, especially traditional market. Among all the retribution in Kabupaten Siak, sanitation (kebersihan) and garden affairs (perkebunan) is market services retribution based on Siak local rules (peraturan daerah kabupaten siak no 22 tahun 2011) about retribution of market services.Result shows that there are two kinds of effort in improving Dayun market retribution, which are norms (peraturan daerah kabupaten siak no 22 tahun 2011 about retribution of market services, SK of Bupati Siak, ) and empirical effort consist of space for trading rules, improving facilities, field inspection, and training. The final conclusion is that communication in implementing local regulations No. 02 of 2012 on Print Cost Recovery Levy Identity Card And Deeds Registry runs as expected where the communication goes smoothly to the public good it komunikasilangsung or indirect communication so many people who know about the existence of regulation of this area . Source - the resources to implement local regulations No. 02 of 2012 on Print Cost Recovery Levy Identity Card And Deeds Registry has been fulfilled because in addition to human resources , the government is also preparing dna supporting infrastructure facilities in the implementation of this regulation . Position or attitude in implementing local regulations No. 02 of 2012 on Print Cost Recovery Levy Identity Card And Deeds Registry is considered not run as expected because of the attitude of the apparatus that implements this rule is not everything can be accepted by society . Abstract

Performance is the result of work carried out with the expected value. The work is targeted to be achieved by an organization in order to achieve the goal. The work that is to be achieved not only describe the end point of the planning work, but also shows the work of organizing the system, filling job, leadership style and employee control all these are factors supporting the work of achieving the desired result by a unit of work.This study is a descriptive study using a qualitative approach as a tool of analysis. The research was conducted in the Pasir Pengaraian, Rokan Hulu with a focus on Performance Analysis Penitentiary in the Guidance for Correctional Learners in Prison Class II B Pasir Pengaraian along with factors that constrain the development process. The theory used is the theory of relative or destination (Doeltheorien). The technique used in data collection were interviews, observation and documentation. After conducting research hence writers can conclude that the process of improving that has not been the protege correctional institution in class II a correctional institution b Pasir pengaraian students correctional institution and the difficult to produce guidance that effective , efficient , and successfully to . Factors that most affect the implementation of guidance of students in a correctional institution not maximum is the capacity of inhabitant of lapas excessive ( over the capacity of ) , funds , lapas officers , as well as experts .Keywords: Performance, Development, Correctional Learners.

Abstract

The research is to find out the motives and the motivators that influencedtourist to visit Forest park Sultan Syarif Hasim II.This research is uses descriptive quantitative methods to analyze problemwhich is going to conducted. The sample of this research was 100 people weretaken by using accidental sampling. Then the data collection techniques in this isreseach the writer used observation, interview and quisionnaires. The writerusing the likers scale as an instrument to measuring the lenght of intervals thatcan be used to find quantitative date.Based on the result of the research are the influence of motivator is moremotivate tourists to visit Forest park Sultan Syarif Hasim II than the motives.And, according to responden the motivation of tourists to visiting Forest parkSultan Syarif Hasim II is enough.Keyword: motivasi, motif dan motivator, pengunjung
