Abstract

Every human being in his life relate to each other , the interdependence between communities with other communities . In communities can create social relations , social relations with the community we can maintain ties with other communities . So when we needed a rock from others will be easy . Both in the relationship of friendship , work and family relationships . It is very influential on our social relations in society . In the friendly relations , social relations is very important because with our good social relationship , the friendship will survive . In the cooperation of the relationship of economic and social relations between patron and traditional fishermen . Working relationships forged in order to mutually beneficial to each other , do not harm anyone .This research was conducted in the villages of North Kelarik North Bunguran Natuna . Population and sample are some people who worked as a patron ( toke ) and traditional fishermen . For patrons researchers took 20 people as the sample , 30 fishermen as a sample , and 1 person in the Department of Marine Natuna . Where the indicator in the relationship between patron and traditional fishermen is , fish trading relationship , relationship lending and borrowing , face to face relationship , the relationship dies visit , cooperation , solidarity relationships , and kinship . The most dominant influences relationship patron ( toke ) with traditional fishermen are cooperative relations , relations of solidarity visit death and relationships . They are maintaining social ties and economic ties , social relationships in the show in the form of the relationship of death , by giving material assistance , non-material , and for their economic relations remain a subscription and do not want to sell the catch with other people ring, and so they need each other .Keywords : Relationship Patron, Traditional Fishermen and communities

Abstract

Government services essentially aims to create a fair and prosperous society both materially uniform and spiritually based on Pancasila in container country of the Republic of Indonesia which is free, united, sovereign and sovereign. Atmosphere nation safe, peaceful, or derly and dynamic as well as in the social environment of a free and friendly world. The government has an obligation to provide minimum health services nee ded by his people. For health care providers principles that must be followed in providing health services to the community is how people feel satisfied and comfor table in receiving health given the existence of health centers and as a medium to deliver health services to be executed so well that the quality of services provided in accordance with what is desired by the community.Based on the background of the problems described above, the researchers are interested in researching about “Government Function in Health Care The Health Clinic Kecamatan Kubu Kabupaten Rokan Hilir (2010-2013)”. Types used in this study qualitative descriptive survey techniques. The location of this research carried out at the health center Kecamatan Kubu Kabupaten Rokan Hilir. The informant is a person or group of people who have the knowledge, namely UPTD, head of the health center, business health centers, health centers Officer of Infrastructure, Community treatment.The results of this penerlitian namely; Services in health centers Kecammatan Kubu as described mentioned above, can be explained bring health care services, quality of service and comfort of the patient because the health center is located alongside a highway parent makes noise levels, as well as in referral health center personnel Parent seems slow in issuing a letter referral for patients who want to do a local hospital treatment or hospital you want to target, while it was in duty in case of problems due to the lack of expertise in the parent community health centers, because of the many workers who continue their education kejenjang D3 and S1, resulting in a low level of experts or nurse. Maximum services and facilities necessary to support adequate facilities and human resources are sufficient, but what happens in the parent Kubu Kecamatan Kubu health centers, there are some shortcomings, human resources are not enough to provide a good service to the community, where there is a double duty by someone in their work, while the facilities for treatment also experienced keterbatasana, while drugs are limited in number, and the building is not sufficient to provide excellent service.Keywords: Function, Government, Services, Health, Health Center Parent

Abstract

This study will analyze the role of COFS in overcoming organ trafficking in Egypt year 2006-2011. COFS has an important role for fight against organ trafficking in Egypt. Organ trafficking become a global issue that is a threat to crimes against humanity. Egypt was one of five organ trafficking hotspots in the world. COFS is a non-profit international health and human rights organization with a mission to end organ trafficking and enhance altruistic and deceased organ donation within standardized, transparent, and accountable channels based on social justice and equity.As for the method used in the study is qualitative research methods with explanation analysis methods. Data collection techniques are used library research techniques which utilizes secondary data obtained through library were abstracted from the literature such as books, journals, reports, documents and other materials that support this research.This study shows that in carrying out their role to overcome organ trafficking in Egypt, COFS implement some major programs, there are five programs conducted by COFS. These programs are outreach programs, creating public awareness, conducting research on victims, in cooperation with relevant elements and provide recommendations to the various parties. This program has big impact in the prevention of organ trafficking in Egypt.Keywords: Role, COFS, Egypt, Organ Trafficking

Abstract

Problems that occur by monitoring the implementation of the Office of Surveillance and Customs and Excise ( KPPBC ) Type Madya B Dumai namely the lack of customs employees, this not optimal control KPPBC TMP B Dumai in export services both in the office and in the field such as the discovery of smuggling illegal goods and reduced foreign exchange in recent months. This type of research used in this research is descriptive qualitative approach . This research was conducted in Dumai where this area there are several official ports and harbors are still vulnerable people smuggling illegal goods. While the data collection by using the technique of interviewing informants were competent in their field as well as by direct observation in the field and documentation writers.This research found the smuggling of illegal goods from Malaysia and services provided by KPPBC TMP B Dumai to service users is still not optimal. Supervision Office of Surveillance and Customs and Excise Dumai in Export Services Framework is not maximized due to the implementation of effective oversight yet that is the size and standard of supervision is still weak, not maximum deviation assessment and correction work that is not running. Factors that hinder the implementation of supervision by KPPBC TMP B Dumai occur due to weak supervision in the field, a lack of human resources experts in the field of customs as well as wide area surveillance in Dumai. We recommend that the Office of Surveillance and Customs and Excise TMP B Dumai further increase the number of employees or officers of customs and excise in order to support the monitoring in KPPBC Dumai.Keywords : Surveillance , Office of Surveillance and Customs and Excise.

Abstract

This study wanted to know why the cadres of other political parties chose to move to the Democratic Party and also want to know how the contribution generated by the new members recruited Branch Council of the Democratic Party Singingi Kuantan District. The background of this study is as a consequence of the Parliamentary system where the threshold for political parties that do not mecapai threshold numbers can no longer follow the next general election but to join another political party if you want to follow the next general election. So that three cadres namely the Patriot Party, National Party Indonesia Marhaneisme, and Ulema National Awakening Party's seat in the House of Representatives District Kuantan Singingi and intend to advance in the general election of 2014 had to resign from the previous political party to move to the Democratic Party. This study used qualitative methods are implemented in the Democratic Party Branch Council Kuantan Singingi, data obtained either directly or indirectly, which is then analyzed using descriptive data analysis techniques.Based on the results of research in the field with the fact - the fact that it appears that this happened because of political recruitment peer relationships among members of the House of Representatives District Singingi Kuantan is the chairman of the Democratic Party with the three members who were recruited from the other party. Then the recruitment is done in order to fill vacancies for qualified cadres can be nominated at the 2014 general election in order to win the fight seats in the House of Representatives District Singingi Kuantan. This is due to the impact of the dualism of the internal leadership of the Democratic Party so that there is a cadre who came out as opposed to the legitimate leadership or management. Then the contribution of recruitment of new members nominated at the last general election in 2014 the Democratic Party is able to maintain the number of seats in the House of Representatives Regency Kuantan Singingi and also an increase in the acquisition of significant noise experienced by the Democratic Party which in 2009 only gained 8798 votes, while in 2014 were able to obtain 16 191 voice or sound 94% increase. Abstract

This research titled “performance of provincial electoral commission Riau in managing information on the implementation of election of the governor and deputy governor of Riau in the first round of 2013”. Purpose of this study is to know how the performance of provincial electoral commission Riau in managing information on the conduct of elections for governor and deputy governor of Riau. This research uses qualitative descriptive method. Data collected by observation and interview. Of the results of this research is that performance of provincial electoral commission Riau in managing information on the conduct of elections for governor and deputy governor of Riau in the first round of 2013 can be seen through several stages of, management information on the stages of the selection list remains, management information on the stages of registration, verification and determination of the candidate pairs, management of information on the phase of socialization,management of information on the phase of the campaign, management information on the voting stage, management information on the stages of counting and management information on the stages of the determination of the selected pair. of one of these stages still have shortage but what has been done by local election commissions Riau was based on procedures.It is concluded that the performance of local election commissions in Riau in managing information on the conduct of elections for governor and deputy governor of Riau in the first round of 2013 good enough.Key world : Performance, Local Election Commission, Information Management

Abstract

Now, Indonesia is doing development in every aspects lad to chane and improvement that may beable to improve public welfare. Realization of the development may be looked at the existence of its dwvwlopmwnt, like housing complex, bridges, roads, harbors and business or enterprises that uses machines with medium interference intensity like printing business in advertisement form. As constitutional state, there are some rules that bind society indevelopin their business. They are licensing business. The business licensing aims to prevent the danger of environment protect the certain objects and desire direct to certain activities such business licenses. The license of business place is one of the instrumnts that are very urgent in the government.In licensing business for advertising field, it is alleged that there are problems that are quite complex. Among them always happens conflict both internally and externally. The issue of licensing place of business is that the complexity of such a complexty of information flow, decision making and so forth. Because of that complexity, the issue of licensing maintenance of business premises causing conflict in the process. According to Robins (Organizational Behavior: 1979) says that the conflict is a process of interaction that occurs due to a discrepancy that occurs due to a discrepancy between the two opinions (point of view) that effects on the parties involved, the effect of positive and neative effects. It is the same as the opinion of Luthan ( Organizational Behaviour: 1981), he states that the conflict is a condition caused by the presence of opposing forces, these forces comes to the existence of human interests (resources). Conflict is closely linked to dissent, competition and differences desires or interests. There are serveral views on the impact of the conflict, including the view that a conflict on interest is a danger that some time may threaten the existence of a current and survival of an institutional or organization. These conflict need to be managed properly and required maximum efforts so that conflicts that occur can be directed to things that are positive.

Abstract

This research is motivated by the phenomenon of maximal management of common-street parking in the city of Pekanbaru. Still unclear parking management system in the city of Pekanbaru that cause various effects such as land use do not have permission to be used as a parking lot, causing traffic jams.This study aimed to investigate the implementation of the management conducted by the Department of Transportation UPTD Parking manage parking in the city of Pekanbaru and to identify factors - factors that affect the management of parking in the city of Pekanbaru. From the results of this study found several factors that affect the success of the management of parking, including factors that management systems are used, the coordination between the parties to the participation and awareness. The most dominating factor to cope with parking in the city of Pekanbaru permaslahan this is a factor of parking management system itself because this is the system that directs the management of this park.The research was conducted in the city of Pekanbaru precisely in UPTD Parking Pekanbaru City Department of Transportation. Key informants in this research is the Head Of UPTD Pparking, managers, parking attendants to the public. The sampling technique is snowball sampling in data collection used the method of observation, interviews and documentation. After the data were analyzed by using qualitative descriptive analysis.After a study found that the management of parking in the city of Pekanbaru has not been maximized, it can be seen from the theory of George R. Terry on the Management functions are reviewed based on four indicators, namely: planning, organizing, directing and monitoring.Keywords: Management System, Cooperation, Parking

Abstract

Development of flagship object tourist Hapanasan important done. Every object tourist thatdeveloped, built, and managed properly will increase the number of tourists as well as OriginalIncome area. In the implementation of the Development Department of culture and tourism of RokanHulu has a strategy that is, complete facilities and infrastructure repair, improved sights, as well asenhancing community participation. However, the implementation of the development are still notoptimally performed. How the actual implementation of development strategy flagship object touristHapanasan by Department of culture and tourism of Rokan Hulu, and what are the factors affectingthe development of the flagship object tourist Hapanasan by Department of culture and tourism ofRokan Hulu.The concept of the theory used is adaptive strategy researcher, Miles and Snow in Heene (2010)which consists of the technology, the determination of the authorities, coordination, implementationand system settings. This study uses qualitative methods research with descriptive data analysis. Theauthor uses data collection techniques interviews, observation, documentation, and library studies.With the use of Key Informants as a source of information and using the technique of triangulationas a source in the vadilitas test data.Based on the results of the research, strategy development flagship object tourist Hapanasan byDepartment of culture and tourism of Rokan Hulu hasn't been done optimally, since there are stillefforts that have not realized by the Department of culture and tourism of Rokan Hulu in theimplementation of the development. Factors that affect the implementation of the strategy is the lackof funds owned, human resources have not been sufficient good quality as well as quantity, as well asregulatory policies that can support the development of a flagship object tourist does not exist.Keywords: Strategy, Development, Tourist Object

Abstract

The Village Kotalama have art that still survive, namely Art gondang gong identical to traditional art used on special occasions and religious customs. But the times make the traditional arts is nearly extinct and is rarely played by young children. Concerned with the state of traditional art gondang gondang gong gong player as black to form a group of traditional art gondang gong named Sendayuang Kunto. Issues raised in this study are 1. How does the function and role of art gondang gong culture in the community in the village Kotalama, 2. Factors inhibiting the development of the arts in the Village Kotalama gondang gong Kunto Darussalam District of Rokan Hulu.The method used was a qualitative research method. Research location in the Village District of Kunto Darussalam Kotalama Rokan Hulu. That is the subject of this research is gondang player gong consisting of five people and one person who is a substitute that will replace one of the players remain if the other players can not come or other obstacles, two public figures such as Mamak tribe, 3 residents who have done custom events such as weddings. Data collection techniques used were interviews and documentation.Results of research conducted in general the writer can say that the awareness of young people now to preserve the arts gondang gong is very minimal, it is proved by seeing the age of the players gondang gong mean age ± 55 years and over, and one of them is a grandmother whose age is now 77 years old.Keywords: Art, Gondang Gong, Traditional.
