Abstract

The report of BPK-RI’s Auditor results, can be concluded that any potential losses are more due to a weakness of apparatus’ skills and knowledge to manage the public financial, including the Government of Medan City. In addition, the lack of apparatus knowledge to realize a quality budget where the budget is marked by some of the characteristics of quality budget, namely the participation of the budget, the budget goal clarity, the adequacy of the budget, and feedback budget, which simultaneously that to the presence of task uncertainty.Through the participation of Medan City Government’s apparatus and to use the survey instruments, this study aims to provide the contribution of thought on the relationship between budget goal characteristics, task clarity, and knowledge management and to realize the knowledge management modeling as a continued step in the context of budgeting in Medan’s government area.Statistically, this research results showed that knowledge management has no effect on feedback budget (as one of four characteristics of quality budget) while the other characteristics (participation, budget goal clarity, and the adequacy of the budget), have an influence. To the problem of task uncertainty’s effect, only the adequacy of the budget that can not be influenced by the task uncertainty. Related to the problems of task uncertainty role as moderator of relationship between the budget and knowledge management, showed that there is no task uncertainty role as moderator between the knowledge management and feedback budget. KEY WORDS: knowledge management, characteristics of quality budget, and task uncertainty

Abstract

As we familiar with, fingerprint recognition technique is the dominant technology in the biometric market. A number of recognition techniques have been used to perform fingerprint matching. Straight forward matching between the fingerprint pattern to be identified and most of us already knew patterns would not serve well due to its high sensitivity to errors (such as  various noises, damaged fingerprint areas, or the finger being placed in different areas of fingerprint scanner window and with different orientation angles, etc.).  Keywords: fingerprint matching; pattern-based method; minutiae-based method; current issues;

Abstract

The problem statement of this study was seen on inaccurate assessment of the debtors’ ability in paying off the loan of their businesses so that it often caused credit problems. Data Mining was used in assessing or predicting creditworthiness for a prospective debtor. The author attempted to compare the data mining classification to analyze the credit feasibility prediction through Naïve Bayes and Decision Tree methods. The data of the prospective debtors had been processed through the stages of data mining – Naïve Bayes and Decision Tree. The data were tested through k-folds cross-validation (k = 10). The result of this study was that the accuracy of the method of Decision Tree (J-48) was higher than that of the method of Naïve Bayes. The result of the comparison of the two algorithms was that the Decision Tree (J-48) algorithm had an accuracy of 95.24% and the Naïve Bayes algorithm had an accuracy of 79, 59%.Keywords: Credit, Naïve Bayes, Decision Tree, K-Folds Validation

Abstract

Acceleration class is the class known as Kelas Siswa Cerdas Istimewa (SCI). This class facilitates special students who take the Senior High School for 2 years. The selection of the Acceleration Class at State Senior High School 9 Bandar Lampung uses the average score through Microsoft Excel. The problem statement of this research was that the final result of this selection was printed, announced on the announcement board, or announced directly to students who passed the test so that the selection process was inefficient and unobjective. This problem raised the idea to make the systems for the selection process of this Acceleration Class. The method used in this research was the Fuzzy TOPSIS with the certain criteria i.e., the average score of UN, the average report card, the IQ test, the specialization test, the achievement, and the financial condition. The result of this research showed that 8 of 20 students successfully passed to the acceleration class by the consideration that the students who reached the passing grade was = 0.7 and the students who did not reach the passing grade was 0.7. Therefore, this research was also successfully generated the website-based system for the admission selection systems in the Acceleration Class.Keywords: Fuzzy TOPSIS, selection, acceptance,  acceleration class

Abstract

As the rising up Including terrorist crimes in our society due to issues politics, economy, poverty, religion and ethnic conflicts. Many ways and techniques have been tried to crack down Reviews those crimes, but unfortunately the Efforts to seize person or group of suspected criminal is far from our expectation. Face recognition is one of techniques Introduced by many Researchers for the last Decades with many methods and approaches they tried to Recognize a person based on his or his faces. Some of the methods such as face recognition with Query by Example (QBE) using shape, color, and texture to match a query face with the face in the database; however the result is not good enough to Recognize the faces. One of the problems of face recognition by QBE is sometime we do not have a picture or a face image to the make QBE. In order to sort it out the problem, in this research we will try to introduce of face recognition method by generating a face image by a face sketch.Many sketch based face recognition was Introduced by some Researchers and experts, but most of reviews their methods have been applied directly inputting a sketch into a database the which is very costly and Involved a complex algorithm. In addition to the research, we are applying our proposed method compressed into face images, as the compressed images will save storage and unsumming the algorithm. KEY WORDS: Query by Example, Face recognition, criminal

Abstract

Standards of care in multi-story buildings become anecessity. The standard of care should apply to all parts of thebuilding. One of the most important storied buildings thatrequire maintenance is the roof of the building. The side of theroof is the topside of the building, this side function to protectthe building from rainwater, wind, and sun. The very importantpart of the roof is treated and applies to all types of buildings.Especially for a roofed building that is roofed, the problem in itsmaintenance is an examination of the roof itself. Side handling ofthe roof is difficult to handle by humans without any tools. Onehandling for the roof side is the detection of roof sidedamage. Darmajaya multi-story building includes a high risebuilding that has a roof. Thus, Darmajaya building has problemsin detecting roof damage. So far, it detects roof damage inthe Damajaya building just by looking at the wet part of theinside of the building. This method cannot prevent theoccurrence of roof leaks. Therefore, a tool is needed to detectdamage to the roof side of Darmajaya building. The required toolis Unmanned Aerial Vehicles (UAV). Benefits of a UAV witha wifi antenna for wireless data communications. Wirelesscommunication is used for communication and sending video tomobile stations. Station device moves as a medium for displayingstreaming video. Mobile station devices are used tocontrol UAVs. Mobile-based mobile stations to run UAV controlapplications. The UAV control application is used tocontrol UAVs and cameras. The UAV application is also used tocontrol the camera as a picture capture and video recording. Theresults of the video in the form of streaming video that real-timeas a detection of damage to the roof of the building. So, to detectthe damage to the roof, can use a UAV equipped wifi antennaand camera. The results of this study the use of UAVs to detect damage to the roof of a multi-story building. Keywords : Multi-Story Building, Roof, Unmanned AerialVehicles, Wireless, and Communication.
