Abstract

This research is aimed to analyse : (1) Policy substance which is guiding the social workers, especially related to the quality of the social workers, (2) The policy implementation which is implemented by the stakeholders of the social ministry (The directorate General of social rehabilitation services, The head of Research and training Board, The head of Employee and organization Biro, All directors and heads of Training and education centers, (3) and the result of policy implementation which is done in the operational level. The resources of the primary data as an anlysis unit is the stakeholders of social ministry, social workers and the head of care management centers in the local and central government. The conclussion of this research is : (1) The National Policy in the form of regulation (Constitution, government President and Minister regulation), (2) In the policy implementation of the social workers’ quality, during the five year period (2004-2009) has not been implemented well. (3) The Evaluation of national policy implementation about the quality of the social workers in providing social services is : (a) 40% of the social workers who are competence in providing social services, (b) the qualification of social workers mostly in the skilled level ( 65 %) and the small part is in the expert level (35 %), (c) The ratio of social workers to the clients is about 1 : 22 (1156 social workers handle 25.000 clients), (d) the limited number of social workers and budget, lack of training and education are regarded as the causes of the low target of social services and the low quality of the the PMKS output, (4) There are some head of the care management center who do not give the sufficient opportunities for the social workers to implement their main job and function. This problem brings bad impact to the performance and competencies of the social workers in developping their profession.

Abstract

This research aimed to know about the implementation of performance appraisal policy lecturer in the graduate program and the impact of policy implementation in the learning performance. data sources obtained from the director of PPs, Assistant Director I and II, Ka.Prodi, Sekprodi and lecturer at PPs UNJ. Data collected by observation, interview and documentation. Data is analyzed using descriptive approach. Research findings to inform you that the performance measurement needs to articulate the vision/mission, organizational goals, and objectives of the organization. Strategies for achieving goals through lecture attendance and dissemination of instruments to students. for the development of measurement systems, the leading commitee have prepared the lecturer performance assessment instruments and processing for field assessment instrument is being done to report the results to the lecturers. Whereas for use of performance measurement information needs to be followed up to make it more effective. In addition to improving performance is highly depend on individual commitment each lecturer.

Abstract

The main purposes of this research is to identify and acquire the necessary information regarding the work effort in improving employee’s job performance. The research was conducted at Secretariat of Education and Training Agency on Ministry of Transportation in Jakarta, during October 2008 to January 2009. The method is survey with questionnaire as tool for data collecting. This research included 40 employees as unit analysis. Data is analyzed using descriptive approach. The results indicate the employees of Secretariat of Education and Training Agency on Ministry of Transportation in Jakarta have both high work effort and job performance. Based on those findings it could be concluded that high work effort has effected employees’ job performance at Secretariat of Education and Training Agency on Ministry of Transportation in Jakarta. Therefore, the employees job performance should be kept by giving the rewards. It should be put into account in maintaining employees at Secretariat of Education and Training Agency on Ministry of Transportation in Jakarta.

Abstract

The empowerment of supervisors in this reserach is giving the powerful/authority to the school supervisor to do their duty and responsibilities to achieve the purpose. empowerment of supervisors activities are planning, controlling, supervising, evaluating, guiding and developing, reporting and follow up. The objective of this research is to get the whole description about the empowerment of supervisors to increase the principal performance. The results of this research indicated that the empowerment of supervisors have been done well in Singkawang. Most of the school supervisor have been given powerful and authority that suitable with their duty and function; besides they have given education, training, seminar, joined in meeting and workshop. However, the improvement of qualification, competence and supervisor sertification which is needed in the future that suitable with the minister regulation of national education (Permendiknas Nomor 12 Tahun 2007). As well as the principal performance have been done well. The principal have done their duty and responsibilities as educator, manager, administrator, supervisor, leader, inovator, and motivator. The improvement of qualification, competence and sertification head master which is needed in the future that suitable with the minister regulation of national education (Permendiknas Nomor 13 Tahun 2007). The conclusion of this research that; The empowerment of supervisors and principal performance have gone well in Singkawang city. Nevertheless, in the future must done the increase of qualification, competence and sertification especially for school supervison and principal position.

Abstract

This research performed at Police National Academy in Jambi on year 2009. This research aims to determine; (1) Decision making that were taken by principal in order to empower educators; (2) The level of rationality in decision making by principal in order to empower educators; and (3) Relation between desicion making by principal in order to empower educators at Police National Academy in Jambi. This research included 30 respondent and using Descriptive Methode. Sampling Methode performed by using Stratified random sampling. Data analyzing technique using Descriptive statistic. Decision making that performed by principal at Police National Academy in Jambi in order to empowering educators had improve their motivation, competency, independence, confidence, and team work. Based on finding research, to improve empowerment for educators can be achieved by determining accurate decision that taken by principal.

Abstract

The objective of this study is to find out the relationship between teacher perception to supervision by headmaster and performance of the teachers in SMP 99 Jakarta. This research is done at SMPN 99 Jakarta for three months since June until August 2009. Method of the research are quantitative method. Target population are 57 and samples are 30 respondents by using simple random sampling. Questionnaire is used to collecting data. This research bring into the conclusion that are relationship between teacher perception to supervision by headmaster and performance of the teachers, in other words the performance of those teachers might be influenced by their supervision.

Abstract

The objective of this causal research is to obtain information concerning the influence of self concept, interpersonal communication, and self efficacy on librarian performance at the National Library of Indonesia. The research was conducted by using a survey method with path analysis applied in testing hypothesis. In this research, librarian performance has been chosen as a unit analysis and 60 samples of librarian were selected randomly. The results of the research are as follows: (1) There is a direct effect of self concept on librarian performance; (2) There is a direct effect of self concept on self efficacy; (3) There is a direct effect of interpersonal communication on librarian performance; (4) There is a direct effect of interpersonal communication on self efficacy; (5) There is a direct effect of self efficacy on librarian performance; (6) There is an indirect effect of self concept on librarian performance through self efficacy; (7) There is an indirect effect of interpersonal communication on librarian performance through self efficacy. Based on those findings, there are some implications such as research implication, theoretical implication, policy implication and practical implication that could be taken into consideration in developing and empowering librarian performance at the National Library of Indonesia.

Abstract

The objective of this research is to find out the effect of manager’s perception to company policy, leadership behavior and work motivation on productivity. This research was conducted in Shipping Department of PT. Pertamina (Persero) Jakarta, on January to March 2008. The data were collected from 40 middle managers as unit analysis and selected by simple random sampling technique. The results of this research are as follow: (1). There is direct effect of the manager’s perception to company policy on work motivation, (2). There is no direct effect of manager’s perception to company policy on productivity, (3) There is direct effect of leadership behaviour on work motivation, (4) There is direct effect of leadhership behaviour on productivity, (5) There is direct effect of work motivation on productivity, (6) There is indirect effect of manager’s perception to company policy through work motivation on productivity, and (7) There is indirect effect of leadhership behaviour through work motivation on productivity. Therefore to increase productivity can be carried out by improving manager’s perception to company policy, improving leadhership behaviour and increasing work motivation.

Abstract

The objective of this research is to get information on the relationships among school management, school climate, and community participation in improving educational quality toward school effectiveness at schools which received Piloting School Based Management Program.The research was conducted at the schools in Probolinggo district, East Java Province with n = 100, selected randomly.The research concludes that there is positive correlation between: (1) school management and school effectiveness; (2) school climate and school effectiveness; (3) community participation in improving educational quality and school effectiveness. Furthermore, there is positive correlation between those three independent variables with school effectiveness.Therefore school effectiveness could be improved by enhancing school management, school climate and community participation in improving educational quality.

Abstract

This survey focuses on the effects of organizational culture, leadership style and job satisfaction on senior high school principals' performance in East Jakarta. Sixty schools were selected randomly as a unit of analysis and data were analyzed by path analysis. Findings of the research indicated direct effects of: 1) Organizational culture and leadership style on job satisfaction, and 2) Organizational culture, leadership style, and job satisfaction on the principal’s performance. The results also showed indirect effect of organizational culture and leadership style on the principal’s performance through job satisfaction. In addition, job satisfaction was the most dominant variable that effected senior high school principal’s performance.
