Abstract

Government targets to reduce poverty is a substantial problem. Various programs have been implemented, but the result is not so satisfactory. Since 2007, the government accomodates a more transparent and accountable poverty reduction programs than the countries that successfully implement them . The program is known as the family hope program or conditional cash transfer ( CCT ). CCT had been evaluated several times in 2009 - 2010 altogether  by the Ministry of Social Affairs, SMERU and Bappenas Institute . The results were quite surprising and provided concrete recommendations on improving CCT. In 2011, the Fiscal Policy Office, the Ministry of Finance ( MoF ) conducted field surveys to evaluate the effectiveness of CCT implementation in eight beneficiary areas of social assistance programs . The program is effective to reduce poverty and deserves to be continued in the coming year to improve the administration activities, target , expansion of CCT beneficiaries, CCT companionquality and CCT monitoring and evaluation mechanism.Keywords: CCT , social assistance , extremely poor households , the state budgetTarget Pemerintah untuk menurunkan tingkat kemiskinan merupakan masalah yang cukup berat. Berbagai program telah dilaksanakan, tetapi hasilnya belum begitu memuaskan. Sejak tahun 2007, Pemerintah mengakomodir program penurunan kemiskinan yang lebih transparan dan akuntabel dari negara-negara yang berhasil melaksanakannya. Program tersebut dikenal dengan program keluarga harapan (PKH) atau cash conditional transfer (CCT). PKH telah beberapa kali dievaluasi tahun 2009 - 2010 secara paralel oleh Kementerian Sosial, SMERU dan Bappenas. Hasilnya cukup mengejutkan dan memberikan rekomendasi yang konkrit dalam penyempurnaan PKH. Tahun 2011, Badan Kebijakan Fiskal (BKF), Kementerian Keuangan (Kemenkeu) melakukan survei lapang untuk mengevaluasi pelaksanaan efektivitas PKH di delapan daerah penerima program bantuan sosial. Program ini cukup efektif untuk menurunkan tingkat kemiskinan dan layak untuk dilanjutkan pada tahun mendatang dengan memperbaiki kegiatan administrasi, target sasaran, perluasan daerah penerima PKH, kualitas pendamping PKH dan mekanisme monitoring dan evaluasi PKH.Kata kunci:  PKH, bantuan sosial, rumah tangga sangat miskin, APBN

Abstract

Economic development policy for improving social welfare and nation-building should become one of the main concerns of both local and central governments. So far, development orientation has tended to benefit big capital owners rather than satisfying citizens’ interest. The formulation and implementation of economic policy has neglected one of the nation goals, i.e social justice. Therefore, in order growth with redistribution development to materialize, local and central governments have to fulfil and protect the very basic needs of their citizens. Abstract

“Classic” basic thought states that economics development in an area rich for natural resources will progress forward and its society is more prosperous compared with an area lack of natural resources. Kalimantan, an area rich for natural resources should realize that dependence and exploitation for a long term will harm its own territory. Therefore, to increase the regional income in the development process, Kalimantan shall increase income outside the natural resources which have enough potency to be developed that in the future it can place the oil and gas as complementary income resource. The process of this development requires association from all parties, not only local government, but also local people, along with their skill and ability as human resource in the area that will certainly support the acceleration of the development in  digging, managing and optimizing the potential sectors in the area. In the effort of searching potential sector, it is important to know the basic activities in the region as the prime mover role where every change has multiplier effects against regional economics. Through the acquisition of potential sector in the area, the attempt of policy determination in the development of an area will be more focused and efficient. Abstract

Objectively, border area is indeed a backward district compared to areas outside the border areas. Moreover, this  condition has revealed some issues in the border areas such as chronic poverty, isolation, low human resource index, the absence of public service facilities, shortage of staple supplies, etc. It has to be admitted that up to this time the performance of both the central and local government in the public area as well as development of social economic (education, health, infrastructure, income increase, and purchasing power, etcetera) in the border area is still relatively very low. Various conditions exist in the border area as well as the low performance of the government in the public service area need to be anticipated by strengthening the role of the state, for example through structuring the organization/ institution. Structuring institution in the border area has ultimate goal i.e. to increase the quality of public service to the society in the border area and at the same time, it can stimulate the acceleration of economic social development equally.  Keywords: wilayah perbatasan, kinerja pelayanan, penataan kelembagaan

Abstract

The existence and expansion of informal sector in a city with rapid economic growth is just a natural thing. From many sources and experiences, informal sector shows significant and increasing role in underpinning socio-economic life of a society. Moreover, in many cases, it can be functioned as “safety net” system during deteriorating economic stability. Unfortunately, government’s attention to make its competitiveness better seems to be doubtfully planned and managed. Instead of providing sound policy, informal sector is often seen as one of the main causes in producing city problems such as waste disposal, traffic congestion, city stoutness, etc. This paper serves the general profile of informal sector in Samarinda City, and possible recommendation to be implemented in the near future in order to create a new city with more vivid, humanizing, and friendly approach.  Keywords: Sektor Informal, Kota Samarinda.

Abstract

Improper management of natural resources all this time has caused bad impact towards human beings, such as floods, landslide, forest fire, air contamination and  other concerning condition. One of the triggers of these impacts is that management of natural resources done by the government has been conducted without involving the people around the resources itself. This article will portray the practices of local wisdom on how  people in Kalimantan manage the natural resources. The identification of the local wisdom is expected to stimulate the government to change the paradigm of natural resources management by using a continuing development concept with regard to continuity, balance and preservation principles supported by applying traditional knowledge and wisdom of local society.  Key Word: Sumber Daya Alam, Kearifan Lokal

Abstract

The great change in the fields of politics, economy, and technology in the second millenium era has caused ? as indicated by Featherstone (1990), McRae (1996), dan Osborne & Plastrik (1996) ? a long-term economy and governability crisis, especially in developing countries such as Indonesia. Therefore, various strategic efforst should be made by, among others, improving the quality of public service and enhancing the local economy through a model of decentralized government, which last in the recovery of social prosperity in the area. This paper attempts at discussing the concept of social entrepreneurship to the local apparatus as an effort to improve the performance of public service. Twofold objectives could be achieved through the concept: developing the entrepreneurship spirit among the public service apparatus and creating a model of public service oriented to the social needs.  Keywords: public service, social prosperity, social entrepreneurship.

Abstract

Implementation of free and open election represents one of the prerequisites of a governance, which is categorized as democratic governance. Since 2005 more than 50% of the total area in Indonesia have carried out direct election of district head. However, various problems still emerge. Money politic issue, conflict between supporter, collision of campaign regulation up to the close opportunity for civil candidate (independent) are some problems which are still faced in the implementation of direct election. This article tries to identify and analyze the stages of direct election implementation as well as to compare the practice and problems which emerge in the execution, especially in East Kalimantan. In fact, from result of the analysis, there are still many weakness and insufficiency either both from the aspect of regulation or in the execution of direct election which must be straighten up, either from the aspects of law, implementation instrument or technical during the execution  Keywords: Direct Election of District Head, Local Democracy.

Abstract

One of the public demands toward all governance organizer in the region is their ability to deliver the responsibility (accountability) for the entire mandate which have been entrusted on them. Responding this demand, the government have issued Inpres No. 7 Year 1999 on AKIP and followed up by the decree of LAN’s Head No.239/IX/6/8/2003 about Improving the guidance of AKIP Report. The problem is whether the subject of LAKIP arrangement is in harmony with other regulation like Law No. 25 Year 2004 about SPPN and Law No. 32 Year 2004 about Local Governance? This brief article aims to insist various party to immediately publish the result of Inpres No. 7 Year 1999 revision, and it is, at once, a hope that public accountability can be realized to reach good local governance.  Keywords: accountability system, LAKIP, good governance.

Abstract

Government’s commitment and programs to restore public service delivery in the era of extended regional autonomy is being more apparent. One of efforts in improving service quality and performance is to conduct regular appraisal over service providers and district / city governments as a system. Additionally, stimulating programs that enable service providers and government officials to generate innovation in their daily operation are really imperative. Based on such consideration, East Kalimantan Provincial Government has implemented two sorts of public service assessment according to Minister of Administrative Reform Regulation No. 25 and 26 of 2006. This paper offers basic framework of doing such assessment and the findings regarding public service delivery in East Kalimantan region.  Keywords: penilaian kinerja, kompetisi, pelayanan publik, Kalimantan Timur.
