Abstract

Various Complaints from society that often occur nowadays againts the service given by government indicate the unprofessional bureucracy performance in giving service to society. Performance of public service in Indonesia still remain unprofessional as the consequences of Indonesia’s bureaucracy that is not designed to “serve the society/abdi masyarakat”. Effort to improve the public service have been done by State Minister for Apparatus Empowerment (Menpan) trough some policies related to the public service such as the latest Menpan Regulation No. 25/ /M.PAN/04/2006 concerning Assesment of Performance of Public Service Unit that offer Excellent Service Award for Service Unit with the best performance. Abstract

Corruption has damaged the condition of a nation. The success of combating corruption in Indonesia depends on the effectiveness of President's Yudoyono Administration's prevention and prosecution. This study intents to analyze the level of effectiveness of Yudoyono's handling of corruption. After analyze the two variables, it was concluded that the efforts to handle corruption by Yudoyono's administration is sufficiently effective and increased performance to handling corruption.  Keywords: Corruption, Effectiveness, Policy

Abstract

Weaken of straightening law for implementing policy which has been specified causing the policy does not walk on the way. This condition happened at various sector, also at the public service. The research aim is to know the implementation of Regulation of National Empowerment of Apparatus Ministry (“PERMENPAN”) especially number 25 and 26 Year 2006 through performance of public service, implementation of some approach of management quality methods and innovation and the effort of local government to improve the public services quality. Abstract

This paper aims to describe the importance of transformational leadership role in encouraging and influencing organizational change in the National Institute of Public Administration (LAN). By using data collection method through the stock-taking of various textbooks, journals and documents, as well as the observation in the past year, this paper is expected to provide an overview of how the role of transformational leadership is able to push the organizational changes. The succession of transformational leadership can be seen at least from three important indicators, namely, changing in the organizational structure, products and culture. Analysis demonstrate that change in structure and product are relatively better compared to cultural change. Therefore, LAN's still need to work hard to transform the old habits into the new habits that reflects the expectation of internal and external stakeholders, which is professionalism in performing their duties and functions in research and training and education. Thus, the key to make all of this possible is the transformational leadership which is always ready to lead the change.Keywords: Transformational Leadership, Organizational ChangeTulisan ini bertujuan untuk mendeskripsikan pentingnya peran kepemimpinan transformasional dalam mendorong dan mempengaruhi perubahan organisasi di Lembaga Administrasi Negara. Dengan menggunakan metode pengumpulan data melalui stock-taking dari berbagai textbook, jurnal dan dokumen yang ada, serta dengan melakukan observasi dalam kurun waktu setahun terakhir, tulisan ini diharapkan dapat memberikan gambaran mengenai bagaimana peran kepemimpinan transformasional mampu mendorong terjadinya perubahan organisasi. Keberhasilan ini setidaknya dapat dilihat dari tiga indikator penting yaitu perubahan struktur, produk dan kultur. Dua indikator perubahan yang pertama, yaitu struktur dan produk, relatif lebih baik jika dibandingkan dengan perubahan kultur, dimana LAN masih harus bekerja keras untuk merubah kebiasaan lama (breaking habit) yang selama ini dilakukan menjadi kebiasaan baru yang mencerminkan harapan stakeholder baik internal maupun eksternal yaitu: profesionalisme dalam menjalankan tugas dan fungsi di bidang kajian dan kediklatan. Kunci dari semuanya itu adalah kepemimpinan transformasional yang selalu siap dalam memimpin perubahan.Kata Kunci: Kepemimpinan Transformasional, Perubahan Organisasi

Abstract

Currently, Indonesian research and development (R&D) institutes is not considered to provide a real and significant contribution to the economy of the nation. Therefore, it is required institutional reform which is in line with bureaucratic reform policy. The main reform which is believed to enhance R&D institutes' role in the economy is the arrangement of organizational structure as one of bureaucratic reform aspects. This study attempts to analyze the existing organizational structure and compared to the ideal one. The analysis showed that the organizational structure of R & D institutes should refer to the latest developments and demand conditions. It is characterized by its flat and specific organizational structure, non-bureaucratic management support, simple, and flexible, as well as the absence of a clear division between their respective expertise. The new paradigm of organizational structure of R & D institute emphasis on strict separation between zones and administrative support; technical scientific zone, and zone facilities and business development.Keywords: Organizational Structure, Government Research and Development Institute, Structuring and Strengthening Organizations, Bureaucratic ReformSaat ini lembaga penelitian dan pengembangan (litbang) di Indonesia masih dianggap belum mampu memberikan kontribusi nyata dan signifikan bagi perekonomian bangsa. Kondisi ini menuntut perlunya dilakukan pembenahan terhadap kelembagaan litbang itu sendiri. Hal itu sejalan Kebijakan Reformasi Birokrasi, dimana ada sejumlah aspek yang perlu dilakukan penataan/pembenahan. Salah satunya melalui penataan struktur organisasi. Penelitian ini merupakan penelitian kebijakan dengan tipe Review of Existing Research. Hasil analisis menunjukkan bahwa struktur organisasi litbang haruslah mengacu pada perkembangan dan tuntutan kondisi terkini. Hal ini dicirikan dengan bentuk organisasi yang ramping dan spesifik, dukungan manajemen yang tidak birokratis, sederhana, dan fleksibel, serta adanya pembagian yang jelas antar masing-masing keahlian. Paradigma baru struktur organisasi litbang menekankan pada pemisahan secara tegas antara zona pendukung dan administrasi; zona keilmuan teknis, dan zona sarana dan pengembangan bisnis.Kata Kunci : Struktur Organisasi, Lembaga Penelitian dan Pengembangan, Penataan dan Penguatan Organisasi, Reformasi Birokrasi

Abstract

This study attempts to examine the influence of fiscal decentralization and regional autonomy on regional economic growth in Indonesia by using panel data analysis and the Hodrick-Prescott (HP) filter. This study takes sample at provincial level (selected 19 provinces) in Indonesia in the period of 1994-2010. Furthermore, to represents the fiscal decentralization this thesis uses three indicators, namely expenditure share, revenue share, and local government's own revenue share. Further, regional autonomy is treated as dummy variable with base year of 2004. The result demonstrates that fiscal decentralization is positively associated with economic growth in Indonesia, especially from the revenue side and own revenue side. The findings further strengthens the decentralization theorem and previous studies that mentioned fiscal decentralization play a role in foster the economic growth. In addition, it is also found that the implementation of regional autonomy policy (aggregate decentralization effect) presents positive relationship to economic growth.Keywords : Fiscal Decentralization; Regional Autonomy; Economic GrowthStudi ini mencoba untuk menguji pengaruh desentralisasi fiskal dan otonomi daerah terhadap pertumbuhan ekonomi daerah di Indonesia dengan menggunakan metode analisis data panel dan analisis Hodrick-Prescott (HP) filter. Studi ini mengambil sampel pada level provinsi (19 provinsi terpilih) di Indonesia pada periode 1994-2010. Indikator yang digunakan untuk mewakili pengukuran desentralisasi fiskal ada tiga, yaitu indikator rasio pengeluaran, indikator rasio pendapatan, dan indikator rasio pendapatan asli pemerintah daerah. Sedangkan otonomi daerah diperlakukan sebagai dummy variable dengan acuan tahun 2004 sebagai tahun dasar. Hasil analisis menunjukkan bahwa desentralisasi fiskal secara positif turut mempengaruhi pertumbuhan ekonomi di Indonesia, terutama dari sisi pendapatan dan dari sisi peningkatan pendapatan asli daerah. Temuan ini semakin memperkuat decentralization theorem dan studistudi sebelumnya yang menyebutkan bahwa desentralisasi fiskal cukup berperan penting dalam mendorong pertumbuhan ekonomi. Selain itu, juga ditemukan bahwa implementasi kebijakan otonomi daerah (aggregate effect desentralisasi) menunjukkan adanya hubungan positif terhadap peningkatan pertumbuhan ekonomi daerah.Kata Kunci : Desentralisasi Fiskal; Otonomi Daerah; Pertumbuhan Ekonomi

Abstract

The purpose of decentralization is to improve the welfare of local communities, public services, and regional competitiveness mandated by Law 32/2004 on Regional Government. However, in the context of good local governance, a task of achieving the public welfare is not only carried out by local governments, but also supported by two other pillars in good governance, the business community and civil society at the local level. Thus, in terms of good corporate governance, it is known as corporate social responsibility (CSR), a form of corporate responsibility to the local community. The experience of the East Kutai Regency - East Kalimantan is an inspiration for other regions to initiate the formation of multi-stakeholder corporate social responsibility (CSRMSH). Keywords: decentralization, public welfare, corporate social responsibility, good corporate governanceTujuan desentralisasi adalah untuk meningkatkan kesejahteraan masyarakat, meningkatkan pelayanan publik, dan meningkatkan daya saing daerah. Hal ini merupakan amanat yang tertuang dalam UU No. 32 Tahun 2004tentang Pemerintahan Daerah. Kendatipun demikian, dalam konteks kepemerintahan daerah yang baik/good local governance (GLG), tugas dankewajiban peningkatan kesejahteraan tersebut bukan hanya menjadi tugas pemerintah daerah, tetapi juga menjadi tugas dua pilar lain yakni kalangan dunia usaha dan masyarakat madani di tingkat lokal. Karenanya, dalam konteks pengelolaan perusahaan yang baik yang dikenal istilah tanggung jawab social perusahaan atau Corporate Social Responsibility (CSR) dalam bentuk pertanggungjawaban sosial perusahaan kepada masyarakat lokal di sekitar peruahaan. Pengalaman Kabupaten Kutai Timur - Provinsi Kalimantan Timur merupakan inspirasi bagi kabupaten lainnya dalam menginisiasi terbentuknya forum multistakeholder CSR (MSH-CSR).Kata Kunci : otonomi daerah, tanggung jawab sosial perusahaan, pengelolaan perusahaan yang baik.
