Abstract

The decentralization of educational functions is one of crucial issues in the current era. The practice of centralized education management in the previous period constituted the main obstacle in recuperating educational quality nation-wide, and simultaneously, has tended to weaken the capacity of local government. In line with the policy of extended decentralization, most of education authorities are supposed to be reassigned to the District/City Government, or even to the school. It is believed to be the best way to generate the following advantages: improving decision-making process; promoting education management based on local content and local characteristics; and empowering the potency of local people. As one of the richest provinces in Indonesia, East Kalimantan Province is demanded to realize such education reform. The main challenge is how to strengthen the role of education in budding quality, relevance, management efficiency, and equity of education access for all community members. How does East Kalimantan Province implement such challenges, and what does decentralization of educational functions look like? This paper tries to scrutinize those queries.

Abstract

The main purpose of regional autonomy is delivering better, faster, cheaper and closer public services as well as improving public welfare. To adroitly provide high-quality public service, both government officials and community members need to comprehend the basic concept and scope of services, and the principles of performance measurement regarding deliverance of public service. Besides, philosophical grounds on why government should carry out public services tasks are really matter to be recognized. Based on such common understanding, this paper offers some strategies concerning capacity building for service provider, i.e. government apparatus.   Keywords: pelayanan publik, kapasitas aparatur, desentralisasi.

Abstract

The major spirit of the regional autonomy laws of 1999 and 2004 is to empower local potencies. The content and implementation of the laws, however, is perceived to be incompatible to the efforts of promoting people’s engagement in the development processes. The autonomy of arranging household affairs, in fact, goes primarily to and conducted by local authorities. Consequently, the laws have failed to realize the idea of community-centered local government. In the future, therefore, public participation should be reconfirmed not as political opportunity offered by government’s compassion, but as basic service embedded in the government’s functions. Based on theoretical framework, this paper elucidates how could regional autonomy law be an enabling instrument of advancing public participation.  Keyword: pemerintahan daerah, partisipasi publik

Abstract

The basic functions of the state are improving well-being of and delivering services to the public. In the context of regional autonomy framework, such functions are becoming much more essential. Unfortunately, empirical evidences show that public service performance is still far from being satisfying. Using NPM (New Public Management) approach, this paper analyses the policy implementation on enhancing service effectiveness in some district/city government in Kalimantan region. Abstract

Empirical phenomena show that public accountability and government performance is moderately weak. In that sense, the superlative accomplishment of the state bureaucracy in implementing its task and responsibilities depends not only on the intellectual and managerial capacity, but also on the behavior and organizational culture. This implies that capacity building process has to embrace effort of constructing knowledge and skills as well as good attitude, evenly. In order to strengthen the dimension of work culture in a government institution, State Minister for Apparatus Empowerment (MENPAN) has released many policies, particularly Decree No. 25/KEP/M.PAN/4/2002 concerning Guidance of Extending Work Culture for State Apparatus, from which this paper identifies the current condition and analyses the implementation of work culture principles in the local government institutions in Kalimantan region. Abstract

The promulgation of extended-decentralization policy has brought about the competition climate among district/city governments in delivering public services. The capacity to accomplish public tasks, however, tends to be insufficient. That’s why, regional-cooperation-based management is believed as the paramount mode to minimize local government’s shortage on the one hand, and to improve public accountability and performance on the other hand. In the East Kalimantan case, the tradition of conducting public affairs through collaborative management seems to be disregarded. Nevertheless, the prospect to intensify regional cooperation is fairly promising. This paper examines the likely development cooperation among three autonomous regions, i.e. Bontang City, East Kutai District, and Kutai Kartanegara District, the Bosanggarong (Bontang, Sangatta, and Tenggarong) Development Forum. The study has been highlighted on three dimension of development: provision of basic infrastructure facilities (public works), environmental management, and garbage / waste-disposal services.  Keywords: Otonomi / desentralisasi, kerjasama antar daerah, pelayanan masyarakat

Abstract

Since the last five decades, the behaviourist have scientifically analyzed the implementation of leadership within organizations, and found that leadership is a complicated process that can be described in various theories and models. However, there are a lot of contradictive and over-lapped hypotheses and types of leadership. Hence, it’s difficult to define the ideal leadership. The difficulty is due to the misunderstanding of leadership concept, started from the idea that leadership is something that you own or gain-the same as a certain position in the structure of organization. However, if you have the desire and willpower, no matter who you are and where you work, you can become an effective leader through a never ending process of self-study, education, training, and experience. To inspire your workers into higher levels of teamwork, for example, there are certain things you must learn, understand, and do. These do not come naturally, but are acquired through continual work and study. Abstract

Matters related with regional borders have become part of the core issues of Indonesian incumbent-government. The government efforts to deal with the developing issues haves continuously been made. There are at least two fundamental matters that have drawn the attention of government, i.e. physically determination of state borders and the management of territorial borders development. In relation to the latter, it is a right time for the government to not only studying but also initiating a specific government institution that will be in charge of managing the potencies and complexities of the territorial borders. At present it is deemed necessary for the central government to facilitate the establishment of such institution to promote the development of border areas. Therefore, this is an important agenda that should be carried out soon. Moreover, local governments along the border areas, in general, require support and facilitation from the central government in developing their region.   Keywords: kapasitas kelembagaan, daerah perbatasan.

Abstract

Salah satu implementasi otonomi daerah adalah untuk menumbuhkan partisipasi aktif dari masyarakat, karena dalam keberhasilan pembangunan dan pengembangan daerah tidak hanya berada ditangan pemegang kebijakan. Akan tetapi masyarakat secara luas termasuk masyarakat adat juga turut andil dalam  menyukseskan daerah. Pemerintah sebagai fasilitator dan mitra kerja agar dapat menjadi stimulan/pendorong bagi masyarakat dalam meningkatkan partisipasi, justru tidak menjadikannya sebagai alat untuk mendapatkan kekuasaan atau kepentingan-kepentingan oleh pihak tertentu. Dalam membangun partisipasi, tidak terlepas dari pemberdayaan masyarakat dimana hal ini akan menumbuhkan motivasi, kemampuan dan keberanian untuk dapat bersikap kritis terhadap kondisi yang dihadapi. Namun dalam meningkatkan partisipasi masyarakat terdapat hambatan-hambatan klasik yang penyelesaiannya merupakan tanggung jawab semua pihak untuk.  One of the implementation of the autonomy is to improve the active Community Participation. Abstract

East Kalimantan’s natural resources have been the main sector in terms of financial contribution to the national income. Reforestration fund, provision of forest resources, export taxes, and other significant levies, have taken essential part in bearing the national development processes. This implies the positive roles of Kalimantan forest, for which it should be properly managed. Until recently, unfortunately, forest management has been observed to be unsuccsesful as indicated by depletion and degradation of forest areas during the first period of the implementation of regional autonomy (2001-2005). Under the new vision “forest management for the shake of resource sustainability and people’s wellbeing”, the following efforts are truthfully required: reassessment of performance measurement, revitalization through soft landing, reinforcing forest rehabilitation movement, reevaluation of policies concerning administrative approval (perijinan), etc. The ultimate goal of such endeavors is to achieve the optimum equilibrium of the forest function, i.e. between economic interest and ecological interest.   Keywords: kinerja kehutanan, kapasitas kelembagaan, restrukturisasi dan revitalisasi, peranan ekologis dan sosial ekonomi hutan.
