Abstract

South Korea is one of the countries that has successfully controlled Covid-19. The successes obtained by implementing policies, namely: tests, tracking, treatment, and social distancing. This success invited other countries to adopt policies. Policy adoption needs to be done by considering the policy context through three perspectives, namely rationality, organizational, and political. This research will reveal the context of South Korean policy from each perspective. The research method used to discuss the topic is document analysis. From a rationality perspective, the South Korean Government's policy has potent correlation both theoretically and empirically in controlling Covid-19. From an organizational perspective, the determination of South Korean government policy is limited by the rules apply in the organization. From a political perspective, the determination of the policy of the South Korean Government is limited by political pressure on policy makers. This condition is the reason the South Korean Government tends chooses policies for conducting tests, tracking, maintaining, and social distancing over other policies to control Covid-19. Although other policies have a better ability to control Covid-19, those who wish to adopt the policy of the South Korean Government can seek and take advantage of other policy alternatives. Especially, not experiencing organizational and political boundaries as happened in South Korea. Keywords: Covid-19, South Korea Government, Policy, Control Abstrak Korea Selatan menjadi salah satu negara yang berhasil mengendalikan Covid-19. Keberhasilan tersebut diperoleh dengan melaksanakan empat kebijakan, yaitu: pelaksanaan tes, penelusuran, perawatan, dan menjaga jarak fisik. Keberhasilan ini mengundang negara lain untuk melakukan adopsi kebijakan. Adopsi kebijakan perlu dilakukan dengan memperhatikan konteks kebijakan melalui tiga perspektif, yaitu rasionalitas, organisasional, dan politik. Penelitian ini akan mengungkap konteks kebijakan Korea Selatan tersebut. Metode penelitian yang digunakan untuk membahas permasalahan tersebut adalah analisis dokumen. Dari perspektif rasionalitas, kebijakan Pemerintah Korea Selatan tersebut memiliki korelasi yang kuat, baik secara teoritis maupun empiris dalam mengendalikan Covid-19. Dari perspektif organisasional, penentuan kebijakan pemerintah Korea Selatan dibatasi oleh aturan yang berlaku dalam organisasi. Dari perspektif politik, penentuan kebijakan Pemerintah Korea Selatan dibatasi oleh adanya tekanan politik kepada pembuat kebijakan. Kondisi tersebut menjadi alasan mengapa Pemerintah Korea Selatan cenderung memilih kebijakan untuk pelaksanaan tes, penelusuran, perawatan, dan menjaga jarak fisik dibandingkan kebijakan lain guna mengendalikan Covid-19. Walaupun kebijakan lain tersebut memiliki kemampuan yang lebih baik dalam mengendalikan Covid-19. Untuk itu bagi para pihak yang ingin mengadopsi kebijakan Pemerintah Korea Selatan dapat mencari dan memanfaatkan alternatif kebijakan lain. Abstract

This article discusses the efforts of the Indonesian Government in handling the outbreak of Corona Virus Disease-19 (COVID-19). The handling strategies assessed by understanding the efforts, steps, and policies formulated and implemented by the government while the analysis used a deliberative policy analysis approach was used. This approach analyzes the narratives and arguments of the authorities to understand the decision making and policy implementation. The research used a qualitative approach by utilizing descriptive analysis methods. Then the data collection technique used literature studies. The findings found that, first, negative narratives and the slow response of the government. Before COVID-19 approached Indonesia, narratives delivered by the elite government showed that there was no sense of crisis so that it slow-down decision making. Second, weak coordination, especially between the central government and regional governments. This asynchronous coordination created uncertain handling for the control of Coronavirus. Third, citizen ignorance or disobey government instruction. The impact is, the handling effort has stalled because it is not supported by the wider community. The combination of these three factors complicates the government's efforts to control the outbreak of COVID-19 in Indonesia. Keywords: Indonesia, COVID-19, Coronavirus, Handling, Policy Abstrak Artikel ini mendiskusikan mengenai upaya Pemerintah Indonesia dalam menangani kasus penyebaran virus korona (Corona Virus Disease-19 (COVID-19). Dengan memahami upaya, langkah, dan kebijakan yang diformulasi dan diimplementasikan oleh pemerintah maka dapat dinilai strategi penanganan tersebut. Untuk menganalisis kasus ini, pendekatan deliberative policy analysis digunakan. Pendekatan ini menganalisis narasi dan argumentasi pihak berwenang untuk memahami pembuatan keputusan dan pelaksanaan kebijakan. Penulisan artikel ini menggunakan pendekatan kualitatif dengan memanfaatkan metode deskriptif analisis. Sementara itu, teknik pengumpulan data yang digunakan adalah studi kepustakaan yang memanfaatkan buku, artikel jurnal, surat kabar, berita online, serta website lembaga-lembaga otoritatif. Temuan penting dari tulisan ini adalah, pertama, narasi negatif dan lambannya respons pemerintah atas penyebaran COVID-19. Narasi-narasi yang disampaikan oleh elite politik sebelum COVID-19 masuk ke Indonesia menunjukkan nihilnya perasaan adanya krisis (sense of crisis) yang mengancam sehingga memperlambat pengambilan keputusan. Kedua, lemahnya koordinasi antar-stakeholder, khususnya antara pemerintah pusat dan pemerintah daerah. Ketidaksinkronan koordinasi ini mengakibatkan pengendalian virus korona menjadi terkatung-katung. Ketiga, ketidakacuhan atau ketidakpatuhan warga atas himbauan pemerintah. Impaknya, upaya penanganan menjadi tersendat karena tidak didukung oleh masyarakat luas. Kombinasi dari ketiga faktor inilah yang memperumit upaya pemerintah untuk mengendalikan penyebaran COVID-19 di Indonesia. Kata Kunci: Indonesia, COVID-19, Virus Korona, Penanganan, Kebijakan

Abstract

The purpose is to map the research on the bureaucratic topics in Indonesia and get a development description of its changes from the bureaucratics reform and achievements of its changes in Indonesia. The study obtained from 105 articles published on journal accredited Sinta 1 and 2 from 2010 to 2020. Based on the amount, it showed that from 2010 to 2014 was relatively stable, from 2015 to 2019 were fluctuated with an increase in 2016 followed by continued decline. Research on bureaucratic reform has covered the institutions/organizations, governance, apparatus and public services including achievement of eight change areas. . However, there is still less research that discusses about political-bureaucratic relations, cultural and efforts to change mind set and culture set of apparatus. There are 17 researches about central government bureaucracy, 44 researches relate to regional bureaucracy, 43 researches of government organizations, and 1 research about village bureaucracy. This study showed that the agenda of bureaucratic reform has not yet reached the expected significant effectiveness. Future bureaucratic reform can discuss the topics that lack or earn non-optimal results and received less attention from previous research. In short, it needs synchronization between the research of bureaucratic reform with the Grand Design of Bureaucratic Reform 2010 to 2025 Keywords: Research Mapping, Bureaucratic Reform, Indonesia Abstrak Tujuan dari studi ini melakukan pemetaan terhadap riset reformasi birokrasi di Indonesia untuk mendapatkan gambaran perkembangannya, baik dari aspek-aspek reformasi birokrasi maupun capaian perubahannya. Studi dilakukan pada artikel-artikel yang dipublikasi pada jurnal yang terdata pada Sinta 1 dan 2 dari tahun 2010-2020 dan diperoleh 105 artikel. Dari jumlah penelitian, periode 2010-2014 relatif stabil, sementara tahun 2015-2019 terjadi fluktuasi dengan peningkatan jumlah riset tahun 2016 dan selanjutnya terjadi penurunan. Topik riset reformasi birokrasi sudah mencakup semua aspek, yaitu kelembagaan/organisasi, tata laksana, aparatur dan pelayanan publik termasuk capaian delapan area perubahan. Akan tetapi, sedikit sekali riset yang membahas tentang hubungan politik–birokrasi, aspek budaya dan upaya mengubah mind set dan culture set aparatur. Terdapat 17 riset tentang birokrasi pemerintah Pusat, 44 riset birokrasi daerah, 43 riset organisasi pemerintahan secara umum, dan 1 riset birokrasi desa. Studi ini menunjukan bahwa agenda reformasi birokrasi belum mencapai efektivitas yang signifikan. Riset reformasi birokrasi ke depan dapat diarahkan pada topik-topik yang kurang atau belum menunjukkan hasil yang optimal dan yang sedikit mendapatkan perhatian pada riset sebelumnya. Perlu ada sinkronisasi antara riset reformasi birokrasi dengan Grand Design Reformasi Birokrasi 2010-2025. Kata Kunci: Pemetaan Riset, Reformasi Birokrasi, Indonesia

Abstract

The idea of “development from below” (bottom up development planning) has been widely believed as the single answer for the dysfunctional of “development from above” (top-down development planning). Such understanding is not applicable for all cases, however. Empirical evidence shows that the main source of development failures is incompatibility of people’s needs and wants with elite’s decision. In such a case, public participation in the development process has been neglected. As a matter of fact, active participation from the people constitutes one of key successes for the development activities in many countries. Being learnt from the model of “two-stages development planning” in Kutai Kartanegara called Gerbang Dayaku, it can be recapitulated that reciprocal development planning is a requirement to mend the development mechanism stipulated in the Law No. 25/2004 concerning National Development Planning System.

Abstract

If we cannot reduce the waste that we produce, automatically, it will be accumulated in a very great amount and will always be a problem, especially when we are not handling it well. The optimalization of waste management such as the handling and reduction of waste will not work properly if they are not supported and  being held together. Abstract

Development and public policy are two things that can not be separated. Among various choices of public policy instruments, local governments have to cope with difficult tasks in order to bring equitable regional development and prosperity to society. This paper aims to evaluate the performance of local governments in East Kalimantan Province through the variables of economic growth, poverty alleviation and unemployment, and the quality of human resources. Governments' capacity to manage these indicators indicates the achievement in regional development. By using rank analysis, it can be seen the strength and the weaknesses each regency/ city in order to accelerating socio- economic development in East Kalimantan. The analysis showed that on average, the regions that have superior performance in pro-growth, pro- poor, and pro-human development policy are Balikpapan City and Paser Regency; while Tana Tidung Regency gets the lowest rank and need to accelerate the social-economic development in its region rapidly. However, in each development indicators that are used in this article also showed that there are city/ regency that experience the highest rank and the lowest rank. Thus, the findings demonstrate that particular city/ regency in east Kalimantan Province has better-quality in specific development policy, and it can be replicated to other regions (specifically for least development region)  Keywords: Development Policy, Economic Growth, Poverty and Unemployment Rate, HDI.Pembangunan dan kebijakan publik merupakan kondisi yang tidak dapat dipisahkan. Upaya menghadirkan kemakmuran bagi masyarakat melalui pembangunan daerah yang merata dengan tatakelola yang baik adalah tugas berat yang dijalankan oleh pemerintah daerah diantara berbagai pilihan instrument kebijakan publik. Tulisan ini mencoba untukmelihat kinerja Pemerintah Daerah Kabupaten/ Kota di wilayah Kalimantan Timur melalui pendekatan kebijakan pencapaian pertumbuhan ekonomi; penurunan angka kemiskinan dan pengangguran; serta peningkatan kualitas sumberdaya manusia. Kemampuan pemerintah daerah mengelola indikator-indikator tersebut dapat mencerminkan keberhasilan pembangunan daerah. Dengan menggunakan analisis ranking, dapat diketahui keunggulan dan kelemahan masing-masing kabupaten/ kota dalam peningkatan pembangunan sosial-ekonomi di Kalimantan Timur. Hasil analisis menunjukkan bahwa secara rata-rata daerah yang memiliki kinerja pro- growth, pro-poor, dan pro-human development terbaik di Provinsi Kalimantan Timur adalah Kota Balikpapan dan Kabupaten Paser. Sedangkan daerah yang memerlukan akselerasi kebijakan pembangunan sosial-ekonomi daerahnya adalah Kabupaten Tana Tidung. Meskipun demikian, dalam setiap elemen kebijakan pembangunan tersebut, terdapat daerah dengan peringkat tertinggi dan daerah dengan peringkat terendah. Temuan ini menunjukkan bahwa Kabupaten/ Kota di Provinsi Kalimantan Timur memiliki keunggulan pada kebijakan pembangunan tertentu, sehingga upaya replikasi kebijakan pada daerah yang masih tertinggal layak untuk diterapkan.  Kata kunci : Kebijakan Pembangunan Daerah, Pertumbuhan Ekonomi, Tingkat Kemiskinan dan Pengangguran, IPM

Abstract

The Implementation of decentralization policy in Indonesia has been entering the second stage of governance reform, i.e. since the enactment of Law No. 32 and 33 of 2004. Undoubtedly, the whole stakeholders expect that the execution of regional autonomy would be much more rewarding in this period compared to the previous one (1999-2004). Highlight on two dimensions of decentralization are particularly required, those are, administrative decentralization and fiscal decentralization. This paper attempts to describe the implication of decentralization policy on the financial relationship between central and local government. The following crucial points are going to be discussed in this paper: future framework of decentralization and new structure of local government, stages of the implementation of regional autonomy, reform regarding central-local government relation, and internal-external implication of financial relationship between central and local government.Keywords: desentralisasi, otonomi daerah, hubungan keuangan Pusat-Daerah.
