The Indonesia Government has commitments to organize inclusive education, that is to give the widest chance and access to all children including children with special needs to receive good quality of education dan appropriate to the need of student individual without discrimination. But on the reality, there are still lot of school-aged children with special needs haven’t got chance to receive education yet. This conditions are caused by many barriers including the social conditions of the civilizations. Another barriers come from schools who organize inclusive education still unable to organize inclusive education optimally. So that these inclusive education organizer isn’t yet unable to well developed at present. This research aims to analyze the implementation of inclusive education policy in Galuh Handayani School Surabaya and analyze factors that affect the implementation of inclusive education in creating quality of education in Galuh Handayani School Surabaya. This research focuses are, to observe the behavior of implementor from City Education Office and implementor school institution in socializing inclusive education policy, to observe the execution of working program from teachers in learning process in Galuh Handayani inclusive school Surabaya, to observe execution of inclusive education learning process and to observe execution of evaluation and inclusive education management monitoring. Qualitative descriptive is used to analyze datas. This research results show: first, that implementation of inclusive education in Galuh Handayani isn’t optimal or well performed yet. That can be reflected from indications like: (1) not all teachers able to perform inclusive education well, (2) not all parents understand knowledges about inclusive education. Second, factors that affect the success or failure of inclusive education policy implementation are communication factor: that is socialization only held two encounters in one semester. Resources factor include: not all teachers have ability and understanding about inclusive education and fund limitation to develop inclusive education. Disposition factors include: not all teachers have good attitude and behavior in performing their tasks and functions. Also bureaucracy structure factors from implementor: well rated because they perform their tasks based on operational standard and their organization structure is lean.Keywords: Policy Implementation and Inclusive Education

This research deeply discusses about implementation of community participation in the education management in Primary Shool (SD) and Islamic Primary Shool (MI) in Sidoarjo District, in East Java especially related to the participation processes, forms or models, levels or strata and functions, the obstacles or problems and the supports factors, and how to overcome all problems, and to find alternative participation implementation models. Moreover, this research follows Moeover, this research infolved School Commite, Head Master, and Community leader in 18 Sub Distrcts in Sidoarjo District of East Java Indonesia. The conclusion and suggestions, of the research can be seen as follow : Community Participation in Edication Management has functions as : (1) Community fund rising; (2) the improvement of community attention and commitment; (3) the improvement of parent and community participation to make a better quality of education; and (4) the evaluation and supervision of education policy and the product of education. The opstacles of the community participation in education management are : (1) In Planning; (2) In Organizing and implementing; and (3) In monitoring and evaluation. The supporting factors are : (1) In planning and monitoring by using School Website; (2) BOS/BOSDA (School Operatinal Fund) very helpful for the poor parents to reduce the school payment; (3) Teacher Sertification Programe give positif impact to increase the spirit of teaching and learning process in the shool. Suggestions/Recommendations are : (1) School Commity needs reposition; (2) School need democracy improvement; (3) School needs improvement of tranparancy, acuntability, and responsiveness; (4) School needs improvement of cooperation with Higher Education; (5) District Government should give Recommendation Easily for the CSR (Corporate Social Responsibility) programe; (6) School Commity needs  support from everybody to the positif effort for better quality of education; (7) To know deeper about the positive impacts of Website or the development of Information, Communication, and Technology (ICT) in Education Management, needs further and deeper research mus be done. In accordance with Article 3 of the Minister of Manpower Regulation No. 05/1996, the Disaster Management Agency of the Sidoarjo Regency began introducing Occupational Health and Safety (K3) activities starting with introducing K3 management in 2000 who had obtained SMK3 certification. During the process of using internal auditors, companies also use external auditors every 3 years with fairly good results. This research is phenomenology using quantitative methods. The Number of samples in this studied 55 employees from the Sidoarjo Regional Disaster Management Agency population. From Knowledge Management variables, the Attitudes and Subjective Norms together towards Intentions were found to be 85.2%. While the remaining 14.8% is influenced by other variables not examined in this study, every increase in Knowledge Management (X1) of 1 unit, it will increase Intention (Y) by 0.325 units. Every increase in Attitude (X2) of 1 unit, it will increase Intention (Y) of 1,116 units. Each increase in Subjective Norms (X3) is 1 units, it will increase Intention (Y) by 0.203 units.

This paper describes local government innovations that are part of the Civil Service and Civil Registry (Dukcapil) reform. Arrangement of birth certificate and death certificate integrated village fund is an innovation policy in West Aceh Regency which is abbreviated as Aklamasi Dansa. The issue of legal identity is still a problem in Indonesia, many people do not have a legal identity so it impacts all services provided by the government to the community. The policy of integrating birth certificates and death certificates is an innovation that brings government and society closer together. The Aklamasi Dansa has been running since 2017 and operates in the assisted village. This study uses a qualitative method with a case study approach. The informant of this research is the community as the recipient of services, the government of West Aceh as an innovator. The results showed that the Aklamasi Dansa policy have shown that they are capable of significantly increasing the percentage of ownership, as can be seen from the percentage of birth certificates in 2016, only 86% after the Aklamasi Dansa was implemented to be 94% in 2019. The same thing happened with the death certificate issued by Disdukcapil in West Aceh in 2016 only 86 death certificates after the aklamasi dansa went on to 1629 in 2019. The Aklamasi Dansa as one of the innovations in service to the community went very well in improving village data administration and making it easier for citizens to receive services in taking care of birth certificates and death certificates.

Departing from a Policy Implementation Act No. 38 of 2014 Latest Chapter IV of the registration of nurses , Licensed Practice and Re-registration of the Permits and Implementation of Practice Nurses . Renewal Requirements Competency certificate is nurse must gather Profession Credit Units (SKP) SKP at 25 for 5 years in accordance with the provisions PPNI , SKP obtained through participation activities of Education / Training and Nursing Scientific activities more .This study aimed to explore the relationship of the renewal policy implementation registration of nurses and nurse competence . This research is analytic survey research with cross sectional approach with quantitative approach. with tehnic random sampling (random sampling area). To test the relationship pattern researchers used an analysis tool chi square test. The results showed that : 1) it is connection between the practice of professional nursing with the level of competence, 2) was no relationship between continuing education by the nurse's competence , 3) there is a relationship between the professional development of science with the level of competence, 4) it was relationship between community service with nurse competence.Keywords : Nurse Registration Renewal, Professional Practice, Continuing Education, Development Of Science, Community Service, Nurse Competence.

Indonesia's Long-Term Development Plan of 2025 resulted in The Undang-Undang Nomor 23 Tahun 2014 about Regional Government and The Peraturan Pemerintah Nomor 18 Tahun 2016 concerning Regional Apparatuses. Nowadays, the paradigm of pharmacy services has began into patient orientation and known as Pharmaceutical Care. The role of pharmacist is giving a consultation, information, and education related with medical therapy to patient, directing patient to do healthy lifestyle therefore it will supporting the medical process. Besides, it could monitor the medical theraphy’s result by the patient and also collaborate with other healthy proffesional to improve quality life of the patient. The objective of this research is to explore APA’s factor that affects the quality pharmacy services of pharmacies which has not been done at Bangkalan District by the pharmacist that the manager of the pharmacy (APA) and to determine the variables of APA’s factor the most influence on quality pharmacy services of pharmacies. This research used an observational framework of cross-sectional analytic and sample collecting methode by Simple Random Sampling towards 52 pharmacies at Bangkalan District. Type of data has been used was primary data based on give questioner and observation towards APA at Bangkalan District. The results using multiple linear regression. The results showed that the partial all of APA’s factor that tangible, reliability, responsiveness, assurance, and emphaty had a significant impact on quality pharmacy service of pharmacies with level of significance under of α = 0,05. While simultaneously the APA’s factor significant influence on quality pharmacy service of pharmacies at Bangkalan District.Keywords: the Manager of the Pharmacy (APA), quality pharmacy service of pharmacies

Poverty is a social problem that is multidimensional, and therefore requires a comprehensive treatment. Central Java Governor gives a high priority to the problem of handling poverty reduction, according to RPJMD Central Java in 2013-2018. In March 2014 the number of poor people reached 4.836 million (14.46%) with distribution in rural areas as much as 2,891 million (59.78%) and in urban areas as many as 1.945 million people (40.22%). Given the number of poor people in rural areas more than urban areas, and therefore poverty reduction in rural areas needs to be addressed and handled more conceptual, systematic and sustainable. In accordance with the Regulation of the Central Java Governor Number 11 in 2015 on the Financial Aid To the Village Administration To Pioneer Village Model Berdikari In Central Java province Year 20015, then to tackle poverty in Rural Blora been appointed village: Temulus, Sumberejo and Pilang subdistrict of Randublatung as Pilot Model Village Berdikari. Types of Activities chosen to reducing poverty is a goat farm, paving and batik printing. The purpose of this study to determine the extent of the implementation of poverty reduction policies through Pioneer Village Model Berdikari. The method used in this research is qualitative descriptive model. In    analyzing the data obtained in the field by using the theory of Van Meter and Van Horn. Results of this study, that the implementation of the policy of program Pioneer Village Model of Self-reliance can run well, while necessary improvements in terms of regulation, implementation, coordination, communication, synchronization and synergy program between Central Java Provincial Government and District Blora.

Batik is one of the Indonesia characteristics and cultural heritages. It is the Government’s responsibility to develop batik in accordance with the local characteristics of each region. At the same time, it is the opportunity for the batik producers around the archipelago to utilize the moment. The purpose of these activities are: the procurement of printing equipment and a table cap in accordance with the desired design pattern; skills training using the tool, with the direct learning methods applied; training and helping for business management and simple bookkeeping; assisting the marketing process through training techniques and marketing strategy; making the media marketing.The applied methods are: identifying the problem and needed equipment, such as: a molding tool/ stamp, tasting table for batik, stove to the tasting table, printer wok batik; skills training in using the tools, forming the simple bookkeeping, making media marketing. The taken approach is a direct method of learning and working with participatory methods.Results and implications: the procurement of 4 printing tools following the pattern of SMEs, provision of 2 sets consisting of: Tables stove, printer wok, gas stove, regulator, gas hose, 12 Kg LPG Tube, a marketing tool. They have been handed over to the SMEs. It had been done the technical training activities and business management training and simple bookkeeping. Local elections directly elected by the people who provide its own color pattern or against the government, especially the enactment of Act No. 32 of 2004, stated that people have the power to elect the Governor / Deputy Governor, the Regent / Deputy Regent or mayor / deputy mayor. This study aimed to analyze the characteristics of visionary local leadership and resources to analyze the function of supporting the visionary leadership elections of regional heads directly. Furthermore, the focus of this study, are as follows: (a) observed karaktetristik leadership candidate regional head / mayor in the election of local leadership in Surabaya, (b) observing the support resources that influence the selection of areas that include leadership, attitudes and behavior in support of a worthy candidate to lead the area, and (c) observing the behavior of the people in the choice of the Candidate Head of Region at the time of implementation of local elections. While the analysis of the data using descriptive qualitative approach.The first results show, for the implementation of direct elections held, the reality has yet to produce an appropriate regional head leader societal expectations, it is because regional head candidates elected not reflect the characteristics of a visionary leader. This is because local elections are no longer an effective means, there is an issue in many ways, many people believe that elections merely as a means for someone who has a particular interest to achieve their own interests, not the interests of the people again, and second, the results of research indicate that the function of supporting resources to the elected leadership is influenced by regional heads: the level of public trust, the quality of candidate the personality of the candidate and the head area. Three aspects are used as a factor for consideration in selecting candidates for regional leadership.Key Words: Head of Regional Election and Visionary Leadership
