Abstract

Though many researchers haue been incorporated enaironment and natural resources aspects in their analysis to understand prolong conflict in Papua-Indonesia, their reports seem flaw and vogue in determining the linkages between enaironment (and natural resources) and aiolent conflicts. It creates ambiguous and weak proposals to resolae complex and multidimensional conflict in Papua. This article propose theoretical framework, often used in developing countries, to understand and interprete empirical phenomenon on enaironmental induced conflict in Papua. Enaironmental scarcity theory elaborates the causes of environmental induced conflict in three dimensions: the causes of environmental scarcity, the social effects, and the type of conflicts.

Market-oriented exploitation in managing lndonesian forest has led to the enaironmental problems. Such process has also created economic problems for local people who live around the forest as their economic resources are declining significantly. Abstract

Regional autonomy has been said as the key factor affecting forest degradation in Muna Regency. Local government policy in allowing both local community and bussines actors to exploit Jati forest in the name of local government income mirrors the domination of the logic of rational-anthropocentrism over local wisdom in managing natural resources. This paper suggests to bring back traditional values, root in the Local society, in managing the forest. Such way is believed to balance the need of economic resources and natural preservation.

Abstract

For many years flood has been annual problem in Jakarta. Apart from seeing flood as a natural dissaster brought by climate change and global zaarming effect, this paper argues that flood in Jakarta indicates a collective failure in urban development planning. Further this paper proposes a more comprehensive approach in anticipating the dissaster involving political, economical, technological, and ecological dimmensions.

Abstract

Current approach of the government on managing waste is still focused on localizing waste by implementing method of TPA (Final Disposal Site), in which waste materials are collected and disposed in a certain area. This approachhas receiaed wide criticisms since it failed to anticipate the ecological and environmental degradation. This paper argues that the approach in waste management should not only focused on the end of pipe method but also increasing the effort of clean production mechanism. Using the case of waste management in Yogyakarta, this paper suggests some steps to synergizing the approaches and highlights the important of stakeholders participation in optimizing waste management while preserving the environment.

Abstract

This paper aim to understanding a tranformation of deliberative democracy installation in Indonesia. The measure of succestfully democratic society based on two tradition, first from liberal society and second, from communitarian society. This paper claim that deliberative categorized are sufficiently in Indonesian politics and have a good modality, This paper explored a local modality called permusyawaratan (deliberated) and perwakilan (representation) and comparison that with universal terms which came from western tradition. The main focus is political system which deliberative democracy making a good home ground. Especially in structural context in Indonesian state body.

Abstract

Currently, the procedural democracy has been institutionalizing around developing countries whose lslam is major belief. Human rights also become main issues among each Islamic developing country. lslamic value produced historical background of Islamic leadership, the concept of human relation; theological transcendence, individuality, and sociality. Democracy also produced their regulation of power relation, freedom, equality, humanity and sociality. In those democratic countries, human right also produced the practical conceptualization of human right values of individuality and sociality. The philosophical and theological contestntion has been standing different interpretation and belief among lslamic values, democracy and human rights of political actors. This paper will explore the philosophical and theological contestation of Islamic value, democracy and human rights.

Abstract

This article asses the implication of direct local executive election (Pilkada Langsung) toward deepining democracy in Indonesia. Based on rapid appraisal study on the first wave of Pilkada Langsung in Indonesia during 2005, this paper argues that the free, fair and non violence process in the series of Pilkada Langsung to some extent indicates a maturity in Indonesian democraacy. The weakness on regulations and lack of managerial skills of local electoral commissions are still major obstacle that prevent further development of democracy. Furthermore,this paper suggests that Pikada Langsung should be placed not only in procedura; processes but to promote democracy in a more substantive way and as a strategy to develop effective local governance
