Abstract

This paper aims to evaluate the implementation of the Maritime Security Policy in Indonesia. While the issues of maritime security vary, this paper focuses only on three issues in maritime security, which include maritime delimitation, Illegal Unreported, and Unregulated (IUU Fishing) and Piracy. It is argued that IUU Fishing as well as piracy and any other maritime security threats emerged due to unclear maritime delimitation. Indonesia is the biggest archipelagic state in the world neighboring by ten coastal states, which each of them needs clear maritime delimitation. While Indonesia has done much in fixing its maritime delimitation, yet much remains to be done. Furthermore, while a various international legal framework has been established relating to IUU Fishing, unfortunately, national laws concerning IUU Fishing still recall for never-ending debates. Similar to this, national laws in piracy are still out of date since such laws still regulated under Criminal Laws Code/ Kitab Undang-Undang Hukum Pidana (KUHP), which was adopted from Dutch laws many decades ago. Such conditions lead to insufficient policy implementation. This paper adopts a qualitative research method. Data collected from relevant informants and will be analyzed using policy implementation theory. It is submitted that in ensuring policy implementation, existing policies relating to maritime security, especially IUU Fishing as well as piracy needs to be revisited and revised to be in accordance with international policies and legal framework.

Abstract

The purpose of this study was to examine and explain transformational leadership variables that affect job satisfaction variables, transformational leadership variables that affect organizational citizenship behavior, job satisfaction variables that affect organizational citizenship behavior. The population of this study was all nurses in four (4) private hospitals in the city of Manado as many as 522 people. Sample size 227 people. The sampling technique uses Proportional Random Sampling. The data analysis technique used is Generalized Structured Component Analysis (GSCA). GeSCA Analysis Tool. The results of this study state that Transformational leadership has a positive effect on job satisfaction and transformational leadership has a positive significant effect on organizational citizenship behavior. Job satisfaction has a positive significant effect on organizational citizenship behavior.

Abstract

The outbreak of the COVID-19 caused educational institutions to cancel regular on-campus classes and forced them to initiate online learning with enhanced technology. This study aimed to explain how the concept of online learning was implemented as distance learning or Pembelajaran Jarak Jauh (PJJ) amid the COVID-19 crisis. This study used a qualitative method with a literature study. Findings revealed that the concept of online learning amidst pandemic as a crisis-response and emergency migration method is different from contemporary online learning. Emergency remote learning (ERL) has challenges and opportunities. The biggest challenge is logistic and internet connectivity. Moving forward, government, telecommunication companies, and educational institutions should cooperate and put an effort in developing internet infrastructure across the country as online learning will be the new norm in the foreseeable future.

Abstract

This research aims to analyze the success of the ServiceDesk Information System at Institut Teknologi Sepuluh Nopember (ITS) using An updated DeLone and McLean model approach. Data collection techniques are using questionnaires. The object of this research is the ITS ServiceDesk Information System. The subjects of this study are ITS Stakeholders, namely Lecturers, Students, Employees, and General Public, with a population of 1463 users, with 93 samples obtained from the Slovin technique. Analysis using Structural Equation Modeling (SEM) and Amos as a tool. The results showed that there was an influence between System Quality, Service Quality, and Information Quality on Use. Similarly, there are significant effects in System Quality, Service Quality, and Information Quality on User Satisfaction. Use is not affected by User Satisfaction because the System is Mandatory, this means the system is the only complaint system that exists without any other alternative. The significant influence is also shown by the Use and User Satisfaction with the greatest value on Net Benefits, this means that in an information system, User Satisfaction is proven to greatly affect the work of users, as well as the performance of the organization.

Abstract

The study aims to analyze and identify the impact of the Covid-19 pandemic on the performance of the Regional Public Hospital "X" based on a balanced scorecard. The author analyzes performance using a balanced scorecard measuring instrument. Where the balanced scorecard has four perspectives, namely the perspective of finance, customers, internal business processes, and learning and growth. These perspectives can measure performance comprehensively. The type of research used is descriptive with a qualitative approach. The results show that hospital performance is measured by the perspective on the balanced scorecard, there is a significant impact of the Covid-19 pandemic on performance seen from four perspectives. From a financial perspective it is affected by a decrease in income and the large amount of expenditure. The customer perspective shows a decrease in the number of patients caused by restrictions on admission. The internal perspective of the business process has operational constraints. Meanwhile, the learn and growth perspective experiences an impact due to the high stress experienced by employees.

Abstract

Penelitian ini bertujuan untuk mengetahui apa dan bagaimana implementasi akuntansi nilai-nilai budaya pada industri kecil menengah Etnis Tionghoa dengan kasus pada toko hobi yang ada di kota Malang.  Peneliti ingin mengetahui apakah  Etnis Tionghoa di Indonesia masih menggunakan warisan budaya leluhurnya dalam proses pencatatan akuntansi atau sudah cenderung mengalami pergeseran profesionalisme yang hanya mementingkan keuntungan. Penelitian ini menggunakan analisis data interaktif oleh Miles dan Hubermann (1984), dengan lokus atau tempat penelitian sebanyak 4 (empat) toko hobi yang ada di Kota Malang.  Hasil penelitian ini menunjukkan bahwa terjadi pergeseran nilai budaya dikarenakan Etnis Tionghoa yang ada di Indonesia khususnya daerah Kota Malang, pemilik objek penelitian tersebut merupakan generasi ke-3 sehingga tidak terlalu akrab dengan budaya leluhur mereka sendiri, yaitu Guan xi dan Xin yang.  Perubahan makna tersebut yang semula berarti kekeluargaan yang masih memiliki hubungan darah sekarang menjadi kolega-kolega terdekat.  Hal unik  ini yang ingin ditunjukkan oleh peneliti dari Etnis Tionghoa dalam berdagang.

Abstract

Knowledge Management is an important part of governance, particularly when the organization changes into a company. In managing company based on the National Committee on Governance Policy which has issued the guidelines for good corporate governance implementation in 2006, in a condition of competition and governance crisis, it requires GCG as a fundamental principle of company to face crisis, such as Covid-19 pandemic. GCG principles based on National Committee on Governance Policy (transparency, accountability, responsibility, independence, reasonableness, and equality) are required to achieve sustainability of corporate business by considering stakeholders. Research problem is the implementation of knowledge management in Good Corporate Governance (GCG) values in Indonesian Bureau of Logistics in Central Kalimantan Regional Division. A reason to choose research locus in Indonesian Bureau of Logistics in Central Kalimantan Regional Division is good implementation of corporate governance which is continuously improved and perfected in line with government assignment in the field of food and commercial business demand and commitment, to see whether or not GCG implementation in Indonesian Bureau of Logistics reaches regional division level, particularly in Central Kalimantan Regional Division.This study applied a combination of descriptive methodology and development study methodology. This research shows the result that knowledge management in GCG values has been applied in Indonesian Bureau of Logistics in Central Kalimantan Regional Division, as proven by 1) communication which is established well in every personnel in the office of Indonesian Bureau of Logistics in Central Kalimantan Regional Division,  2) decision making as an authority of top management, but the process of policymaking also involves every aspect in the company, and 3) wide access availability to information from knowledge assessed with high percentage by employees of Indonesian Bureau of Logistics in Central Kalimantan Regional Division.

Abstract

The specialty of Aceh, which is closely related to the strength of Islamic values and norms, emphasizes the vital role of Teungku (Ulama) Aceh in maintaining the practice of these values and norms. This local wisdom has also become a dilemma for local government officials in Aceh in the context of preventing the Covid-19 pandemic in Aceh, even though various policy products have been created. This dilemma can be seen from the difficulty in realizing the responsibility of local government officials who are members of the Covid-19 Pandemic Handling Task Force, given the people's trust, which is more dominant Teungku's in their village in understanding and believing in the Covid-19 pandemic phenomenon itself—which of course has a dominant emphasis on conformity with Islamic values (one of which is seen in the difficulty of implementing congregational 'shaf shalat (prayer)' protocols in the pandemic era). Using Max Weber and John Locke's framework of thinking about legitimacy, this study seeks to answer why the implementation of the Covid-19 pandemic prevention health protocol is not working well in Aceh? The results of this study, which are guided by qualitative methods, indicate that the low legitimacy of local government officials is none other than due to the Acehnese public's low trust in the government in dealing with the Covid-19 pandemic itself, as well as showing the central role of Teungku in framing the understanding of the pandemic. The dominance of Teungku's understanding, which is contradictory to the understanding built by the government, has increasingly created momentum for people who did not comply with health protocols in the pandemic era, so it is not surprising then when mosques and stalls (cafes/restaurants) in the scope of the Aceh region are hardly implementing these health protocols, and where they exist, tends to be only part of maintaining the necessary formality. The government apparatus that is adhered to with the responsibility to protect society - with all the legal-formal policies that support it, is seen in a position of less power in framing the public's trust, so it requires a separate strategy to continue to prove its commitment to carrying out its duties and functions properly, but without straddle the values and norms of local wisdom inherent in Aceh.

Abstract

Higher education management program is required to optimize the services. Implementation of this service requires management that can use programs that are created in accordance with the stated objectives. Management needs in Educational Institutions Therefore, it is necessary to change service programs from conventional to online application-based programs in their application. This study discusses about supporting system for services optimizing in higher education through management programs that utilize online application-based technology. Qualitatively related is applied in this study to obtain data more related to the management program through observation, interviews with key informants and documentation. The results of the study show how to use information technology that is sustainable in implementing programs in the field of education that facilitate information management, supporting business processes and optimizing the services. This needs to be supported by efforts to empower management functions in managing online application-based programs.

Abstract

The objective of this study was to describe the impacts of intensification on the indigenous community in West Kalimantan, using the Dayak Desa community in Ensaid Panjang as a case study. The resilience-vulnerability concept was utilized in analyzing the decline of swiddens in which a value-based approach to vulnerability and adaptation necessitates an analysis of values affected. The findings suggest that swidden agriculture is no longer integral but supplemental to local community livelihood where a more permanent way of cultivating is getting more prevalent. Along with this shift is the demise of some value-laden rituals and practices traditionally associated with shifting cultivation. The findings reinforce widely held views that global economic change and government‘s policy interventions have dramatically impacted the livelihood of the indigenous communities to the point where traditions and cultural values are at stake.
