Abstract

Collaborative governance has received massive public administration attention by scholars and practitioners in the last decade as a theory and practice. Even so, in its application, collaboration often fails due to the inability of stakeholders to build mutual understanding. This study aims to describe and analyze the causes of failure of stakeholders at the Collaboration Forum in creating a mutual understanding of the Child-Friendly City of Padang City. This research uses the descriptive qualitative method. The data were collected by interviews, field observations, and document review. Interviews were conducted individually and semi-structured with state and non-state stakeholders. The results showed that the collaboration forum did not work effectively because of the failure of stakeholders to integrate into building mutual understanding caused by sectoral egos, lack of mutual understanding between stakeholders, and lack of involvement of non-state stakeholders.

Abstract

This study aims to explain bureaucratic reform in the field of human resources at the Regional Office XII Pekanbaru. This research uses the descriptive qualitative method. Data were collected through interviews, observation, and documentation. Research informants include structural officials, the Bureaucratic Reform Team, the HR Management Structuring Working Group, and a number of related functional officials. The results of the study indicate that in the process of transforming the bureaucracy from manual to digital which runs at Regional Office XII BKN Pekanbaru, it is closely related to the development of human resources for the apparatus as one element in bureaucratic reform. The Smart ASN profile is formed through the development of the ASN management system that leads to the development of digital talent. The Smart ASN development strategy is carried out to overcome a number of problems that occur in the ASN management process.

Abstract

This research was carried out at the Indragiri Rokan Watershed and Protected Forest Management Center. The objectives of this study are: 1) To determine the quality of work of employees at the Center for Watershed Management and Protection Forest Indragiri Rokan. 2) To find out efforts to improve the quality of work of employees at the Indragiri Rokan Watershed Management Center. This type of research uses qualitative research with descriptive methods. There are 10 key informants, 7 employees and 3 community members. The results of the study indicate that the quality of work of employees in general is good, when viewed from the work results, work processes and enthusiasm of employees. Because most of the activities are carried out in teams, the weaknesses of each employee can be assisted by employees who have more abilities, namely the team leader. Meanwhile, the indicators of self-potential and employee enthusiasm are suggested to be improved for various reasons. Then there are the four things mentioned above, first: informal training (learning together) among work teams, Second: formal education and training that is carried out on a scheduled basis. Third: ensuring payment of incentives (tunkin and others) that are fair and in accordance with the quality of work of employees. Fourth: ensuring that computer applications (Sikadir, and E-kinerja) can run effectively is an effort to improve the quality of employees at BPDASHL Indragiri Rokan.

Abstract

Penelitian ini bertujuan untuk menganalisa hegemoni elita agama (kyai) dalam pemilihan walikota (pilwali) Pasuruan 2020 . Studi ini menggunakan pendekatan kualitatif berbasis analisis hegemomi dari Antonio Gramsci. Selain menggunakan  data sekunder seperti informasi tertulis di media online, jurnal dan buku, studi menggunakan data primer melalui wawancara mendalam terhadap  4 informan-yang berasal dari beberapa unsur- Pengurus NU Kota Pasuruan, Pengurus Muhammadiyah Kota Pasuruan, Santri dan tokoh masyarakat. Penelitian ini berpendapat elit agama (kyai) mempunyai pengaruh politik dalam pemilihan walikota (pilwali) Pasuruan 2020. Pengaruhnya dapat terbukti dengan adanya Saifullah Yusuf (Gus Ipul) dan Adi Wibowo, pasangan yang didukung oleh kyai,  menjadi pemenang dalam pilwali 2020 di Kota Pasuruan.  Keberhasilan  menjadikan Saifullah Yusuf (Gus Ipul) dan Adi Wibowo memenangkan kontestasi pilwali tidak bisa dilepaskan dari kemampuan para kyai melakukan hegemoni kepada masyarakat dan santri agar memilih pasangan tersebut. Tulisan ini menyimpulkan bahwa elit agama (kyai) dapat melakukan hegemoni , karena pengetahuan agama yang dimilikinya. Hegemoninya menjadi lebih kuat, karena  keterlibatan kyai untuk menyelesaikan persoalan warga, serta adanya integritas moralnya serta karisma yang dimiliki kyai.

Abstract

Penelitian ini bertujuan untuk mengetahui Implementasi Program Kota Layak Anak (KLA) Kota Pekanbaru dan apa hambatan yang ditemui dalam Implementasi Program Kota Layak Anak (KLA) Kota Pekanbaru. Metode yang digunakan dalam penelitian ini adalah deskriptif kualitatif, pengumpulan data dengan cara wawancara, observasi, dan dokumentasi dengan Informan kunci dan informan susulan dari Program KLA. Hasil Penelitian menunjukkan berdasarkan Indikator Komunikasi berada pada kategori kurang terimplementasi, Sumber daya masih belum adanya anggaran yang mencukupi dalam implementasi program, disposisi terlihat bahwa komitmen dari implementor kebijakan sudah terlaksana namun belum maksimal, dan Struktur Birokrasi perlunya penguatan kelembagaan dalam implementasi program Kota Layak Anak.

Abstract

Kebijakan pemerintah Thailand belum dapat berjalan sesuai harapan dikarenakan ditanggapi secara berbeda oleh masyarakat Muslim sehingga berdampak pada sistem pendidikan di Thailand. Situasi ini mencerminkan dinamika kepentingan dalam arah yang berbeda antara pemerintah dengan masyarakat. Oleh karena itu, artikel ini akan mengidentifikasi perkembangan minoritas Muslim di Pattani, Thailand. Penulisan ini menggunakan metode literature review, yang menceritakan tentang ulasan, rangkuman, dan pemikiran tulisan tentang berbagai sumber kepustakaan.  Komunitas Muslim di Thailand menghadapi dinamika dalam mempertahankan kepercayaannya. Pemerintah secara tidak langsung menyusun kurikulum dan kebijakan untuk mengintegrasikan antara agama Islam, Nasionalisme dan budaya Budha.

Abstract

This paper will discuss the integration between the government and the ulama in handling Covid-19 in Aceh. Integration becomes a complete unity if it is involved by multi stakeholders, especially the ulama. Ulama are the most important unifying factor in overcoming differences in public understanding of the Covid-19 in Aceh. This research method uses a description of qualitative analysis, which in this paper aims to find the relationship between the ulama actor network and the government in forming social constructions as an effort to deal with Covid-19 in a preventive, educational and repressive. The findings show that the ulama are considered important because they have charisma and are able to carry fatwas of truth according to the Quran and have a large mass. Characteristically, the people of Aceh have a close relationship with the ulama so that the religious approach is easier to rationalize than the normative, regulatory, and budget-based government approach. For this reason, the ulama are considered to be more capable of controlling the situation in influencing the community to ward off various phenomena so far, such as the Acehnese people do not believe in Covid-19 and still ignore the recommended health protocol from the government.

Abstract

Penelitian ini bertujuan untuk menganalisa pelaksanaan fungsi Dinas PUPR Kota Pekanbaru dalam pengembangan jaringan distribusi Sistem Penyediaan Air Minum (SPAM) di Kecamatan Rumbai, Pekanbaru. Teknik pengumpulan data penelitian ini adalah teknik observasi, wawancara dan dokumentasi. Sampel yang digunakan teknik purposive sampling. Sedangkan jenis dan sumber data yaitu data primer dan data sekunder. Kemudian teknik analisis data menggunakan deskriptif kualitatif. Informan dalam penelitian ini berjumlah 6 orang. 2 orang dari Dinas PUPR Kota Pekanbaru, 1 orang dari PDAM, dan 3 orang dari masyarakat kecamatan Rumbai Kelurahan Sri Meranti. Berdasarkan hasil penelitian menunjukkan bahwa pelaksanaan fungsi Dinas PUPR Kota Pekanbaru dalam pengembangan jaringan pipa distribusi SPAM di Kecamatan Rumbai Kelurahan Sri Meranti sudah sesuai dengan Peraturan Walikota Pekanbaru Nomor 94 Tahun 2016 Tentang Kedudukan, Susunan Organisasi, Tugas dan Fungsi Serta Tata Kerja Dinas PUPR Kota Pekanbaru. Adapun faktor penghambat program pengembangan jaringan distribusi SPAM di Kecamatan Rumbai yaitu Dana, hilangnya pompa/meteran jaringan pipa distribusi SPAM, pipa rusak atau bocor, musim hujan dan jika pemasangan di jalan besar akan mengganggu arus lalu lintas.

Abstract

Penelitian ini bertujuan untuk menganalisa modal sosial yang dimiliki oleh masyarakat Desa Wonomerto dalam penerapan CBT di wisata Sumber Biru Kecamatan Wonosalam Jombang. Modal sosial tersebut berupa peran tokoh masyarakat dan tokoh agama dalam mengembangkan wisata Sumber Biru, ditengah-tengah kemajemukan yang ada. Studi ini adalah penelitian kualitatif dengan pendekatan fenomenologi. Penelitian ini memperoleh data primer melalui wawancara mendalam terhadap 5 informan yang berasal dari beberapa unsur, yakni kepala desa, ketua BUMDes, tokoh pemuda, tokoh masyarakat dan tokoh agama. Sedangkan data sekunder diperoleh dari informasi tertulis di media online, jurnal dan buku. Penelitian ini berpendapat bahwa penerapan CBT dalam mengembangkan obyek obyek wisata Sumber Biru adalah tepat, karena selain dapat membuat lingkungan menjadi sehat dan asri namun dapat meningkatkan perekonomian warga lokal setempat. Berdasarkan hasil penelitian menunjukkan bahwa penerapan CBT obyek wisata Sumber Biru dapat berkembang karena adanya kesadaran, kepedulian dan tanggung jawab dari penggiat lingkungan dan masyarakat. Selain itu, kekompakan tokoh agama yang terbina secara turun-temurun menjadi unsur penting dalam menciptakan kehidupan bertoleransi antar umat beragama untuk mendukung pembangunan desa melalui pariwisata.

Abstract

Universities as institutions that provide higher education have the responsibility to prepare most of their graduates to become qualified, professional and competent graduates. Riau University as a higher education institution within the Ministry of National Education which organizes academic and/or professional education programs in the field of science, including: creation, application, and development of science, technology, and/or arts. The Postgraduate Program of the University of Riau is required to be able to create an academic atmosphere that is more conducive to scientific activities, and to create a management and service system whose quality is increasing as well as developing an improving teaching and learning process. Indicators in order to assess the success of achieving the mission of developing the Postgraduate Program comprehensively. This study aims to analyze Academic Administration Services in the Postgraduate Program at the University of Riau by using qualitative research methods (Qualitative Research) to describe and analyze phenomena, events, social activities, attitudes, beliefs, perceptions, thoughts of people individually and in groups.The results showed that administrative services in the Postgraduate Program at the University of Riau ranging from New Master Admissions, New Student Re-registration, Online KRS Filling, Lectures, Additions/cancellations of courses, Determination of supervisory commissions, Research Proposal Seminars, Research Results Seminars, and Examinations Thesis trial has been going well. The seriousness of the Postgraduate Program at the University of Riau in the implementation of services and other tasks has almost no significant obstacles, it's just that there are some shortcomings that need to be addressed such as facilities that support optimally, good communication with students. In addition, in terms of service, it can be seen from the responsiveness, responsibility, and accountability that it is classified as good.
