Abstract

This study explores the impact of Joint Decree (SKB) 3 Ministers 2022 on the neutrality of State Civil Apparatus (ASN) during social events, specifically weddings, amidst the political climate of the 2024 Indonesian elections. The findings reveal that SKB 3 Menteri has heightened awareness among ASN regarding the importance of maintaining a non-partisan stance, even in personal celebrations. The study identifies subtle behavioural shifts, such as avoidance of hand gestures or poses that could be perceived as political endorsements, demonstrating compliance with the directive. However, this heightened caution also created a palpable sense of restraint among wedding participants, leading to a more formal and less expressive atmosphere. The implications suggest that while SKB 3 Menteri has effectively curbed overt political signalling, it also highlights the complexities of enforcing neutrality in social contexts. Policymakers are encouraged to balance strict enforcement with clearer guidelines to avoid excessive restrictions on personal expressions while upholding the integrity of democratic processes.

Abstract

Penelitian ini bertujuan untuk dimensi budaya organisasi dalam inovasi pelayanan Pendidikan di Universitas Islam Negeri Sultan Syarif Kasim Riau. Metode penelitian dilakukan dengan pendekatan kualitatif. Pengambilan data diperoleh melalui wawancara mendalam terhadap key informan terpilih diantaranya Wakil rektor 1, Kepala PTIPD, Wakil dekan 1 fakultas Sain dan teknologi dan Mahasiswa UIN Suska Riau. Data penelitian juga diperoleh melalui observasi terhadap dokumen resmi yang dimiliki UIN Suska Riau. Setelah data penelitian terkumpul kemudian dianalisa dengan tehnik triangulasi meliputi; reduksi data, penyajian data dan penarikan kesimpulan.  Hasil penelitian menunjukkan impelementasi budaya organisasi di UIN Suska Riau belum secara maksimal bersinergi dalam pelayanan Pendidikan berbasis integrasi.

Abstract

The halal tourism program has the potential to positively impact tourist visits, both domestic and international. However, the community surrounding the Lake Toba tourist area has rejected the government's proposed halal tourism initiative. This study aims to explore the perceptions of the Lake Toba community regarding halal tourism, which have led to their resistance to its implementation. Employing a qualitative explanatory approach, the research utilizes Participatory Action Research (PAR) methods combined with a snowball sampling technique. This technique enables continuous data collection through referrals from initial informants to other relevant stakeholders. Data were obtained through observation and in-depth interviews with local residents, tourism practitioners, traditional leaders, government officials, and representatives from the Indonesian Ulema Council (MUI). This approach facilitates a deeper understanding of problem-solving strategies, community needs, and the dynamics of knowledge production and socio-religious change. The findings reveal a perceptual gap between the local community and the government's discourse on halal tourism. Many residents believe that halal tourism may undermine or even eliminate long-standing cultural traditions in the Lake Toba area.

Abstract

The present study explores the relationship between Islamic Leadership and Islamic Work Ethics, demonstrating how the two concepts are inextricably linked and both grounded in fundamental Islamic principles that advocate justice, integrity, and accountability. Islamic leadership, with its emphasis on the concept of adab (good character), serves as a framework for leaders to manage and apply ethical standards that the organisation seeks to uphold. This study aims to contribute to the existing body of research on Islamic Work Ethics by exploring it within the framework of Islamic Leadership. The analysis technique of this research is through bibliometric review related to Islamic Leadership and Islamic Work Ethics.The results of bibliometric visualisation show that Islamic Work Ethics (IWE) is a central concept that has a multidimensional influence on various aspects of management and organisations.Research over the past two decades indicates significant developments in the application of IWE, from normative approaches to practical dimensions, such as job satisfaction, knowledge sharing, and organisational performance. It is recommended that future research explore the application of IWE in a broader context, such as technology-based industries, in order to test the relevance of Islamic values in an increasingly globalised and dynamic work environment.

Abstract

Penelitian ini merupakan studi kualitatif yang bertujuan untuk mengetahui implementasi Fatwa Majelis Ulama Indonesia (MUI) Nomor 02 Tahun 2021 di Provinsi Riau. Responden dalam penelitian ini adalah masyarakat yang telah menerima vaksin Sinovac di Kota Pekanbaru, Kota Dumai, dan Kabupaten Kampar. Teknik pengumpulan data dilakukan melalui wawancara tatap muka dan observasi langsung di lapangan. Analisis data menggunakan pendekatan deskriptif kualitatif. Hasil penelitian menunjukkan bahwa implementasi fatwa tersebut dipengaruhi oleh beberapa faktor. Pertama, faktor komunikasi, yaitu upaya MUI dalam mensosialisasikan bahwa vaksin Sinovac suci, halal, dan aman digunakan. Kedua, faktor sumber daya, di mana pemerintah berkewajiban menjamin ketersediaan vaksin halal bagi masyarakat dengan bekerja sama bersama produsen vaksin, yaitu PT Bio Farma. Ketiga, faktor disposisi, yang merujuk pada ajaran Islam yang mendorong umatnya untuk menjaga kesehatan, termasuk melalui vaksinasi sebagai upaya preventif dan kuratif. Keempat, faktor struktur organisasi, yakni struktur internal dan eksternal MUI yang terdiri atas Badan Pengawas, Badan Pengurus, dan Badan Pelaksana Harian (BPH) sebagai elemen penting dalam mendukung implementasi fatwa tersebut.

Abstract

Digital transformation in public services is a strategic step in improving service quality and efficiency, including in the immigration sector. This study examines digital adaptation through the implementation of the E-Passport system at the Batam City Immigration Office using the Unified Theory of Acceptance and Use of Technology (UTAUT) approach. The UTAUT model evaluates four main constructs: performance expectancy, effort expectancy, social influence, and facilitating conditions that influence user acceptance of technology. The results showed that the M-Passport application and the digital infrastructure provided significantly increased users' perceived ease and trust in the service. In addition, social support and supporting facilities at the immigration office also strengthen the adoption of this system by the community. However, there are challenges for those with limited digital access. Therefore, an inclusive and educative service strategy is still needed to ensure the overall success of technology adaptation. This study recommends continuous evaluation and improvement of digital features to optimize public service transformation.

Abstract

This study aims to examine the participation of elderly residents in the Integrated Primary Health Services (ILP) Posyandu program at Simaung Indah ILP Posyandu, Talawi Mudiak Village, Talawi District. The ILP Posyandu is a government initiative designed to bring healthcare services closer to all stages of life. This research uses a descriptive method with a qualitative approach. The findings show that elderly participation in the ILP Posyandu activities remains low, mainly due to several factors: lack of information about the event schedule, changes in the service system that merge child, adult, and elderly services into a single session, and the elderly’s work commitments. Low attendance is also influenced by dissatisfaction with the new service system, such as the unavailability of medication on-site and an environment considered less comfortable for elderly individuals. To address these issues, Wilcox’s participation theory is applied, including steps such as improving information dissemination, direct consultation with the elderly, joint decision-making, collaboration in implementation, and providing ongoing support and motivation to participants. Through these strategies, it is hoped that elderly participation in the ILP Posyandu program can be increased, leading to better health monitoring among the elderly population in the area.
