Abstract

Abstract.The rapid use of technology has made the digital community easier to carry out activities. Technological developments also have an impact on the use of mass media, especially social media. The mass media is indeed like a double-edged knife. On the one hand it provides tremendous benefits to the development of information for the community. On the other hand, it is easier for someone to provide information on social media that has a negative impact, so that one can easily do hate speech on social media. Freedom of opinion and criticism of someone who is deemed not to violate any laws and regulations, because it is considered to have no direct physical contact with other people. Therefore, ethics in the online world today needs to be upheld to prevent even greater crimes and violations, considering that the online world has become an important part of communication and information infrastructure, especially as more and more parties abuse the virtual world to spread displeasure with one thing which concerns ethnicity, religion, and race.Keywords: Hate Speech, Social Media. Abstrak. Melesatnya penggunaan teknologi menjadikan masyarakat digital semakin mudah dalam menjalankan aktifitas. Perkembangan teknologi juga berdampak pada penggunaan media massa terutama media sosial. Media massa memang bagaikan pisau bermata dua. Di satu sisi memberikan manfaat yang luar biasa terhadap perkembangan informasi bagi masyarakat. Di sisi lain memudahkan seseorang memberikan informasi di media sosial yang memiliki dampak negatif, sehingga dengan mudahnya seseorang dapat melakukan ujaran kebencian (hate speech) di media sosial. Kebebasan berpendapat maupun mengkritik seseorang yang dianggap tidak akan melanggar hukum dan aturan apapun, karena dianggap tidak adanya kontak fisik langsung dengan orang lain. Karena itu, etika dalam dunia online saat ini perlu ditegakkan untuk mencegah terjadinya kejahatan dan pelanggaran yang lebih besar lagi, mengingat dunia online yang telah menjadi bagian penting dari infrastruktur komunikasi dan informasi, terlebih semakin banyak pihak yang menyalahgunakan dunia maya untuk menyebarluaskan  ketidaksenangan terhadap satu hal yang menyangkut suku bangsa, agama, dan ras.Kata Kunci: Hate Speech, ujaran kebencian, Media Sosial.

Abstract

Abstract: Pragmatism of Hajj in Indonesia. Haji interpreted as an intention to do something honorable. While according to Islamic law is the intention of visiting a particular place (the House of al-Haram and Arafat) at a particular time (in the months of Shawwal) to perform certain deeds are standing at Arafat, Tawaf, sa'ī by certain conditions. As for the maintenance from time to time carried by various groups. During the reign of the Dutch East Indies was conducted by an independent maintenance of the Hajj. However, there are many interest in some quarters, maintenance of the Hajj taken over by the government. Similarly, during the reign of the Republic of Indonesia, a lot of interest happens until finally the government established under the direct authority Directorate of General of Islamic Community Guidance and Hajj Maintenance of Religious Affairs. Keyword: Pragmatism, Hajj Maintenance Abstrak: Pragmatisme Penyelenggaraan Ibadah Haji di Indonesia. Haji diartikan sebagai berkehendak untuk melakukan sesuatu yang dimuliakan. Sedang menurut syara’ ialah niat mengunjungi tempat tertentu (Baitullah al-Haram dan Arafah) pada waktu yang tertentu (pada bulan-bulan Shawal) untuk melaksanakan segala amalan yang tertentu yaitu wuquf di Arafah, tawaf, sa’i dengan syarat tertentu. Adapun penyelenggaraannya dari masa ke masa dilakukan oleh berbagai kalangan. Pada masa pemerintahan Hindia Belanda penyelenggaraan dilakukan bebas, tetapi karena kepentingan beberapa kalangan diambil alih oleh pemerintah. Begitu pula pada masa pemerintahan Republik Indonesia, banyak kepentingan yang berjalan hingga akhirnya pemerintah menetapkan kewenangannya langsung di bawah Direktorat Jenderal Bimbingan Masyarakat Islam dan Penyelenggaraan Haji Kementerian Agama. Kata Kunci: Pragmatisme, Penyelenggaraan HajiDOI:10.15408/sjsbs.v1i1.1532

Abstract

AbstractThe world is confronted with the COVID-19 pandemic which devastated social activities, the economic sector, politics, and even education. Countries that are threatened by the effects of the COVID-19 pandemic are making various efforts to tackle the outbreak of the deadly virus. The concept of government transparency plays a key role in providing effective decision making for public policy outputs in rapid response to COVID-19 response. Transparency Analysis in this research is public policy in various countries, such as China, South Korea, Taiwan, Vietnam, and Canada, which have successfully applied the concept of transparency to realize a system of good governance. This research aims to be lessons from other countries for national strategies, especially Indonesia in tackling the COVID-19 Pandemic. This research method is a comparative study with learning experience as a media analysis with a literature review.Keywords: Transparency, Public Policy, National Strategy, Pandemic, COVID-19 AbstrakDunia sedang diperhadapkan dengan pandemi COVID-19 yang meluluhlantakkan aktivitas sosial, sektor ekonomi, politik, bahkan pendidikan. Konsep transparansi pemerintah memainkan peran kunci dalam memberikan decision making yang efektif bagi output kebijakan publik dalam aksi cepat tanggap penanggulangan COVID-19. Analisis Transparansi dalam penelitian ini adalah kebijakan publik di berbagai negara, seperti Tiongkok, Korea Selatan, Taiwan, Vietnam, dan Kanada yang berhasil menerapkan konsep transparansi untuk mewujudkan sistem good governance. Penelitian ini bertujuan menjadi lessons dari negara lain bagi strategi nasional, khususnya Indonesia dalam menanggulangi Pandemi COVID-19. Abstract

Abstract:This study aims to describe the application of Law Number 14 of 2008 concerning Public Information Openness at the State Islamic Higher Education (PTKIN) with a case study of the Syarif Hidayatullah State Islamic University in Jakarta. UIN Syarif Hidayatullah Jakarta was chosen because among PTKIN throughout Indonesia, only UIN Jakarta has an Information and Documentation Management Officer (PPID). The research method used is action research by observing public bodies in the field of education namely UIN Jakarta by mapping public information services by PPID based on KMA Number 200 of 2012 concerning Information and Documentation Management Officials (PPID). Based on the research conducted it is known that PPID as the manager of public information services has not been optimal in providing public information services according to the mandate of Law Number 14/2018. The contributing factors are: First, the leaders at the level of the Bureau, Section, and Subbag many who do not know the obligations and urgency of the public body that must have a PPID to carry out public information management and services. Secondly, the incomplete list of public information that has been displayed on the UIN Jakarta website includes its supporting documents. Third, there is no infrastructure support, funds, adequate information officers so that the performance of the PPID can run simultaneously and continuously, given the PPID task is an additional task.Keywords: PPID, Public Information Disclosure, PTKIN. AbstrakPenelitian ini bertujuan mendeskripsikan penerapan Undang-Undang Nomor 14 Tahun 2008 tentang Keterbukaan Informasi Publik di Perguruan Tinggi Agama Islam Negeri (PTKIN) dengan studi kasus UIN Syarif Hidayatullah Jakarta. UIN Syarif Hidayatullah Jakarta dipilih karena diantara PTKIN seluruh Indonesia, baru UIN Jakarta yang telah memiliki Pejabat Pengelola Informasi dan Dokumentasi (PPID). Metode penelitian yang digunakan action research dengan melakukan observasi badan publik bidang pendidikan yakni UIN Jakarta dengan memetakan layanan informasi publik oleh PPID berdasarkan KMA Nomor 200 tahun 2012 tentang Pejabat Pengelola Informasi dan Dokumentasi (PPID). Berdasarkan penelitian yang dilakukan diketahui bahwa dari PPID sebagai pengelola layanan informasi publik belum optimal dalam memberikan layanan informasi publik sesuai amanat UU Nomor 14/2018. Faktor penyebabnya adalah: Pertama, para pimpinan pada level Biro, Bagian, dan Subbag banyak yang belum mengetahui kewajiban dan urgensi badan publik yang harus memiliki PPID untuk melakukan pengelolan dan pelayanan informasi publik. Kedua, belum lengkapnya Daftar Informasi Publik yang telah ditampilkan di website UIN Jakarta termasuk dokumen-dokumen pendukungnya. Ketiga, belum adanya dukungan prasarana, dana, petugas informasi yang memadai sehingga kinerja PPID dapat berjalan secara simultan dan kontinyu, mengingat tugas PPID adalah tugas tambahan.Kata Kunci: PPID, Keterbukaan informasi Publik, PTKIN.

Abstract

Abstract.The controversy between Islamic law and universal human rights continues to roll. Apart from universal claims to human rights principles, when he saw that the concept came from the West, some Muslims were suspicious and considered it an attempt to secularize Islamic law. As a result, conservative Muslims continue to reject the application of Western standards, even in the name of universal human rights, to legal problems in Muslim societies. Based on this research, it can be concluded that the Islamic response to human rights is a reflection of global, lasting and fundamental demands. By not intending to have anology, in fact Islam has first taught humanity about concepts that are egalitarian, universal and democratic. This concept that is so beautiful and comprehensive is allegedly adopted by the West through the emergence of universal ideas standardized in the convention of the Universal Declaration of Human Rights. Islamic teachings cover all aspects of human life, and of course they have included rules and high respect for human rights. But it is not in a structured document, but is spread in the holy verses of the Qur'an and the Sunnah of the Prophet Muhammad. The birth of the UDHR and the Cairo Declaration on Human Rights in Islam (CDHRI) endorsed by the OIC was an attempt to clarify the actions of Muslim countries on arrogant, authoritarian and arbitrary Western claims.Keywords: Islamic law, human rights Abstrak.Kontroversi antara hukum Islam dan hak-hak asasi manusia universal terus bergulir. Meskipun telah melekat klaim universal pada prinsip-prinsip HAM, ketika melihat bahwa konsep tersebut berasal dari Barat, sebagian umat Islam curiga dan menganggapnya sebagai usaha untuk mensekulerkan hukum Islam. Karena itu, kalangan Muslim konservatif tetap menolak penerapan standar-standar Barat, meskipun atas nama HAM universal, terhadap persoalan-persoalan hukum pada masyarakat Muslim. Berdasarkan penelitian ini diperoleh kesimpulan bahwa respon Islam terhadap hak asasi manusia adalah cerminan dari tuntutan global, abadi, dan fundamental. Dengan tidak bermaksud untuk berapologi, sesunguhnya Islam telah terlebih dahulu mengajarkan umat manusia tentang konsep yang egaliter, universal, dan demokratis. Konsep yang sedemikian indah dan komprehensif ini disinyalir diadopsi oleh Barat melalui pemunculan ide-ide universal yang dibakukan dalam konvensi Universal Declaration of Human Rights. Ajaran Islam meliputi seluruh aspek dari sisi kehidupan manusia,dan tentu saja telah tercakup di dalamnya aturan dan penghargaan yang tinggi terhadap hak asasi manusia (HAM). Namun memang tidak dalam satu dokumen yang terstruktur, tetapi tersebar dalam ayat-ayat suci al-Quran dan Sunnah Nabi Muhammad SAW. Kelahiran UDHR dan Cairo Declaration on Human Rights in Islam (CDHRI) yang diratifikasi oleh OKI merupakan upaya penjernihan yang dilakukan oleh negara-negara Muslim atas klaim Barat yang arogan, otoriter dan semena-mena.Kata kunci: Hukum Islam, Hak Asasi Manusia

Abstract

Abstract2020 is a worrying year for all countries, including Indonesia. This is due to the emergence of the Corona virus outbreak, which originated in Wuhan City of China, and spread throughout the world. Initially the government did not follow the method used by several other countries related to information provided about the corona covid-19 virus, namely by conducting a quick reaction of prevention socialization. The reason is so that the Indonesian people are not worried about issues that are worrying, other than to minimize the existence of Hoax news from a handful of irresponsible people. Finally the covid-19 outbreak also became a concern for the community, because many Indonesians were affected by the transmission of this virus. Therefore, the government took the initiative to take a lockdown policy for 14 days to anticipate the transmission of this corona outbreak. The study uses qualitative research methods with a literary and empirical approach. The data obtained comes from several regulations, such as the Governor of DKI Jakarta and several other regulations and policies, as well as phenomena that occur in the field. The results of the study stated that Indonesia had experienced a condition where the community's concern about Covid-19 was quite large, so that a government policy to lockdown was needed, as an effort to break the chain of the spread of the Corona Covid-19 virus.Keywords: Corona Virus, Lock Down, Government Policy AbstrakTahun 2020 merupakan tahun yang mengkhawatirkan seluruh negara, tanpa terkecuali negara Indonesia. Hal itu disebabkan munculkan wabah virus Corona, yang bermula dari Kota Wuhan China, dan menyebar ke seluruh penjuru dunia. Awalnya pemerintah tidak mengikuti cara yang digunakan oleh beberapa negara lainnya terkait informasi yang diberikan mengenai virus corona covid-19, yaitu dengan melakukan reaksi cepat sosialisasi pencegahan. Penyebabnya, agar masyarakat Indonesia  tidak khawatir dengan isu yang mengkhawatirkan, selain untuk meminimalisir adanya berita Hoax dari segelintir orang yang tidak bertanggung jawab. Akhirnya wabah covid-19 ini juga menjadi hal yang mengkhawatirkan bagi masyarakat, karena banyak warga Indonesia yang terkena dampak penularan virus ini. Oleh karenanya, pemerintah berinisiatif untuk mengambil kebijakan lockdown selama 14 hari guna mengantisipasi penularan wabah corona ini. Penelitian menggunakan metode penelitian kualitatif dengan pendekatan literatur dan empiris. Data yang didapat berasal dari beberapa Peraturan, seperti Peraturan Gubernur DKI Jakarta dan beberapa peraturan dan kebijakan lainnya, serta fenomena yang terjadi di lapangan. Hasil penelitian menyatakan bahwa Indonesia sudah mengalami kondisi dimana kekhawatiran masyarakat terhadap covid-19 cukup besar, sehingga diperlukan kebijakan pemerintah untuk melakukan Lockdown, sebagai upaya memutus mata rantai penyebaran virus corona Covid-19Kata kunci : Virus Corona, Lock Down, Kebijakan Pemerintah

Abstract

AbstractThis study examines the effect of the Regional Budget and Budgetary Slack on the Level of Corruption in Indonesia by using the budgetary slack variable as an intervening variable. Corruption at the district / city government level is still very high. One of the sources of funds being the target of corruption is the regional budget, which is driven by the opportunistic behavior of the executive in the form of slacking off the budget. This is in accordance with what is stated in Agency Theory. There are seven hypotheses in this study which will be tested using the path analysis method. The results showed that only the amount of the budget for Social Assistance and Employee Expenditures has an effect on budgetary slack. The effect of budgetary slack on the higher level of corruption in Indonesia is also proven empirically. In addition, there is an effect of Grants, Social Assistance, Personnel Expenditures, Goods and Services Expenditures, Capital Expenditures on the Level of Corruption in Indonesia with Budget Slack as a moderator. Thus, budgetary slack can create corruption in the regional budget.Keywords: regional spending, budgetary slack, corruption, integrity AbstrakPenelitian ini mengkaji tentang pengaruh Anggaran Belanja Daerah dan Senjangan Anggaran terhadap Tingkat Korupsi di Indonesia dengan menggunakan variabel senjangan anggaran sebagai intervening variable.Korupsi di tingkat Pemerintah daerah Kabupaten/Kota masih sangat tinggi. Salah satu sumber dana yang menjadi sasaran korupsi adalah anggaran belanja daerah yang didorong oleh perilaku oportunistik pihak eksekutif berupa tindakan membuat senjangan anggaran. Hal ini sesuai dengan apa yang disebutkan dalam Agency Theory. Terdapat tujuh hipotesis dalam penelitian ini yangakan diuji menggunakan metode analisis jalur (Path Analysis). Hasil penelitian menunjukkan bahwa hanya besarnya anggaran Bantuan Sosial dan Belanja Pegawai yang berpengaruh terhadap Senjangan Anggaran. Pengaruh Senjangan Anggaran terhadap semakin tinggi Tingkat Korupsi di Indonesia juga terbukti secara empirik. Selain itu, terdapat pengaruh Belanja Hibah, Bantuan Sosial, Belanja Pegawai, Belanja Barang dan Jasa, Belanja Modal terhadap Tingkat Korupsi di Indonesia dengan Senjangan Anggaran sebagai pemoderasi. Sehingga, Senjangan Anggaran dapat menciptakan terjadinya Korupsi pada Anggaran Belanja Daerah.Kata kunci: belanja daerah, senjangan anggaran, korupsi, integritas

Abstract

AbstractIn response to the spread of Covid-19, which reached the Republic of Indonesia, the Indonesian Ulema Council (MUI) released Fatwa Number 14 of 2020 on the application of Worship in a Covid-19 Outbreak situation. This was achieved as a constructive and anticipatory move for the MUI Institute, which serves as a fatwa contributor in Indonesia. This study uses a qualitative research method with a literature approach, especially in the Fatwa section of the Indonesian Ulema Council. The results of this study show that the steps taken by MUI are deemed acceptable as this organization is perceived to have a significant role to play in society. In addition, the measures taken by the Indonesian Ulema Council are aimed at preserving health and preventing exposure to disease. Hasil penelitian ini menyatakan bahwa langkah yang dilakukan MUI dianggap tepat karena Lembaga ini dipandang memiliki peran penting di masyarakat. Selain, langkah yang diambil Majelis Ulama Indonesia merupakan upaya menjaga kesehatan dan menghindari dari paparan penyakit. Abstract: Zakat is one of the major economic sources for Islamic countries. The efficiently and systematically of zakat management able to propel it’s potential as an instrument of human development especially among Muslims. The optimum utilization of zakat funds is essential to improving the quality and potential of every Muslim. In Malaysia, zakat is administrated by the Islamic Religious Council (IRC) in every state. The IRC is responsible for determining the beneficiary's qualification and the type of relief that is appropriate based on the background of each recipient so that the relief can be utilized to fulfill their needs. This study aims to assess the potential of zakat in developing the quality of Muslims in Malaysia by highlighting the practice of each IRC in distributing relief to each qualified zakat recipient. The distribution statistics and the form of programs provided by the IRC were analyzed descriptively to see the potential of zakat itself practically in improving the quality of Muslims. The study found that the IRC has provided various programs aimed at improving the quality of asnaf through equitable distribution of economics, social welfare distribution, human capital production and upgrading of education. Thus, every Muslim, especially zakat payers, should take the opportunity to equally engage with the IRC to ensure that zakat funds can be optimized for the development of Muslims in Malaysia.Keywords: Zakat, Human Development, Collection, Distribution, IRC Abstrak:Zakat adalah salah satu sumber ekonomi utama bagi negara-negara Islam. Pengelolaan zakat yang efisien dan sistematis dapat mendorong potensi itu sebagai instrumen pengembangan manusia terutama di kalangan umat Islam. Pemanfaatan dana zakat yang optimal sangat penting untuk meningkatkan kualitas dan potensi setiap Muslim. Di Malaysia, zakat dikelola oleh Dewan Agama Islam (IRC) di setiap negara bagian. IRC bertanggung jawab untuk menentukan kualifikasi penerima dan jenis bantuan yang sesuai berdasarkan latar belakang masing-masing penerima sehingga bantuan tersebut dapat digunakan untuk memenuhi kebutuhan mereka. Penelitian ini bertujuan untuk menilai potensi zakat dalam mengembangkan kualitas umat Islam di Malaysia dengan menyoroti praktik setiap IRC dalam mendistribusikan bantuan kepada setiap penerima zakat yang berkualitas. Statistik distribusi dan bentuk program yang disediakan oleh IRC dianalisis secara deskriptif untuk melihat potensi zakat itu sendiri secara praktis dalam meningkatkan kualitas umat Islam. Studi ini menemukan bahwa IRC telah menyediakan berbagai program yang bertujuan untuk meningkatkan kualitas asnaf melalui distribusi ekonomi yang merata, distribusi kesejahteraan sosial, produksi sumber daya manusia dan peningkatan pendidikan. Dengan demikian, setiap Muslim, terutama pembayar zakat, harus mengambil kesempatan untuk secara setara terlibat dengan IRC untuk memastikan bahwa dana zakat dapat dioptimalkan untuk pengembangan umat Islam di Malaysia.Kata kunci: Zakat, Pengembangan Manusia, Pengumpulan, Distribusi, IRC

Abstract

In recent years, the news about Umrah is adorned with the phenomenon of howchaotic the Umrah system, fraud, pilgrims abandoned by the organizers in Indonesia,transit country or Saudi Arabia, lodging facilities, consumption, and tariff war betweentravel that are very unfair competition. In this situation, the pilgrims are the mostdisadvantaged people. The knowledge of the rights of Umrah pilgrims today is still lowconcern wich is very easy to be the object of exploitation of the organizers who onlyprioritize profit (profit oriented). Umrah is an important duty for Muslims because they arethe majority of the population in Indonesia.
