Abstract

Penelitian ini bertujuan untuk mendapatkan deskripsi tentang karakteristik kepemimpinan Kiai generasi ketujuh di Pondok Pesantren Riyadlul Ulum Wadda'wah Tasikmalaya. Deskripsi tersebut meliputi: kepribadian, motivasi, keterampilan, dan karakteristik dominan. Penelitian ini adalah penelitian fenomenologi dengan pendekatan kualitatif. Pengumpulan data dilakukan dengan wawancara, observasi, dan dokumentasi. Teknik analisis data menggunakan model interaktif Miles Huberman. Hasil penelitian: (1) Karakteristik kepribadian kepemimpinan kiai yaitu tawadhu, dibuktikan dengan sikap kiai yang tidak ingin diposisikan sebagai orang yang memiliki otoritas penuh terhadap segala sesuatu, seperti mengizinkan santrinya untuk menjadi imam shalat fardhu dan khatib shalat Jum’at. (2) Karakteristik motivasi kepemimpinan kiai meliputi motivasi intrinsik dan ekstrinsik. Motivasi intrinsik yaitu kewajiban untuk terus berdakwah lii’laikalimaatillah. Motivasi ekstrinsik yaitu untuk menjalankan amanat dan kepercayaan masyarakat. (3) Keterampilan yang dikuasai oleh kiai meliputi: keterampilan teknis, seperti mengajar, bertani/berkebun, dan beternak; keterampilan interpersonal seperti menjadi teladan dalam beribadah; keterampilan konseptual seperti memunculkan gagasan-gagasan baru dalam pendidikan dan pengajaran. (4) Karakteristik dominan kiai yaitu: tawadhu dan amanah. Kata Kunci: karakteristik kepemimpinan, kepemimpinan kiai THE CHARACTERISTIC OF THE SEVENTH GENERATION KIAI’S LEADERSHIP IN RIYADLUL ULUM WADDA'WAH ISLAMIC BOARDING SCHOOL TASIKMALAYA Abstract This research aims to obtain a description of the characteristics of the seventh generation Kiai’s leadership in Islamic Boarding School of Riyadlul Ulum Wadda'wah Tasikmalaya. The descriptions include: personality, motivation, skills, and dominant characteristics. This is empirical research with a qualitative approach with phenomenology. Data were collected by interviews, observation, and documentation, and then analyzed using data analysis Miles Huberman interactive model techniques. The results of this research are: (1) The characteristic of leadership personalities of Kiai is tawadhu. It is evidenced by kiai’s attitude that doesn’t want to be positioned as a man has a full directionary to the everythings, such as allowing his santri to become fardhu prayer leader and khatib in Friday prayer. (2) Leadership characteristics motivation of Kiai includes intrinsic and extrinsic motivation. Intrinsic motivation occurs because the obligation to continue to preach lii'laikalimaatillah. The extrinsic motivation are to execute the mandate and public confidence. (3) The skills that are mastered by Kiai include: technical skill, such as teaching, farming/gardening, and livestock; interpersonal skills as an example in worship; conceptual skills as bring new ideas in education and teaching. Abstract

Penelitian ini bertujuan untuk mengetahui pengaruh kepemimpinan kepala sekolah, profesionalisme guru, dan pelatihan guru secara bersama-sama terhadap implementasi Kurikulum 2013 di lima SMK Negeri Kota Yogyakarta. Penelitian ini menggunakan pendekatan kuantitatif dengan desain korelasional. Dari populasi sejumlah 600 guru, diambil sampel sejumlah 234 guru dengan menggunakan teknik proportional random sampling. Analisis data penelitian menunjukkan: kepemimpinan kepala sekolah berpengaruh terhadap implementasi Kurikulum 2013 di SMK Negeri Kota Yogyakarta (p 0,05). Profesionalisme guru berpengaruh terhadap implementasi Kurikulum 2013 di SMK Negeri Kota Yogyakarta (p 0,05). Pelatihan guru berpengaruh terhadap implementasi Kurikulum 2013 di SMK Negeri Kota Yogyakarta (p 0,05). Kepemimpinan kepala sekolah, profesionalisme guru, dan pelatihan guru secara bersama-sama berpengaruh terhadap implementasi Kurikulum 2013 di SMK Negeri Kota Yogyakarta (p 0,05). Kata kunci: kepemimpinan, profesionalime guru, pelatihan, kurikulum 2013 THE EFFECT PRINCIPAL’S LEADERSHIP, PROFESSIONALISM AND TEACHER TRAINING ON THE IMPLEMENTATION OF CURRICULUM 2013 IN SMKN YOGYAKARTA Abstract This study aimed to determine the effect of school leadership, teacher professionalism and teachers’ training together towards the implementation of Curriculum 2013 at five of SMK Negeri Yogyakarta. This study uses a quantitative study with a co-relational design. The research population were 600 teachers, 234 teachers were drawn as sample by using proportional random sampling technique. The data analysis showed that: school leadership affect the implementation of Curriculum 2013 in SMK Kota Yogyakarta (p0.05).Keywords: Leadership, Professionalism teacher, Training, Curriculum 2013

Abstract

Penelitian bertujuan untuk: (1) mendeskripsikan proses perumusan visi dan misi sekolah; (2) mendeskripsikan strategi yang dibuat sekolah dalam upaya mewujudkan visi dan misi; (3) mendeskripsikan gambaran ketercapaian dari visi yang telah dibuat sekolah; (4) mengidentifikasi faktor yang mempengaruhi sekolah dalam upaya mewujudkan visi dan misi selama ini; dan (5) menemukan strategi yang efektif dalam mewujudkan visi dan misi yang telah dirumuskan sekolah. Penelitian menggunakan pendekatan kualitatif dengan jenis fenomenologi. Data dianalisis melalui proses pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan: (1) proses perumusan visi dan misi sekolah dilakukan melalui rapat internal yang dibuat oleh kepala sekolah dengan memperhatikan visi lembaga di atas sekolah, nilai-nilai dalam masyarakat, dan relevansi dengan perkembangan zaman; (2) strategi yang dibuat ketiga sekolah memang sedikit berbeda-beda namun pada dasarnya dapat dianalisis dengan dimensi proses, konten, dan konteks; (3) visi ketiga sekolah dapat dikatakan belum tercapai karena beberapa unsur yang ada di dalam visi belum sepenuhnya terwujud; (4) sumber daya manusia, pendanaan, metode, sarana prasarana, kepemimpinan sekolah, dan komunikasi mempengaruhi ketercapaian dari visi dan misi sekolah; dan (5) strategi yang efektif dalam upaya mewujudkan visi dan misi sekolah dapat dilakukan dengan cara membangun harapan individu menjadi visi bersama, membuat prioritas pembangunan dengan indikator ketercapaiannya, membangun motivasi berprestasi, meningkatkan partisipasi orang tua, dan membangun kemitraan dengan berbagai pihak. Kata kunci: strategi mewujudkan visi dan misi STRATEGIES IN ACTUALIZING VISION AND MISSION SENIOR HIGH SCHOOL IN DISTRICT KASIHAN, BANTUL Abstract This study aims to: (1) describe the formulation of schools’ vision and missions; (2) describe the schools’ strategies to actualize the vision and mission; (3) describe the illustration of vision and missions achievement formulated by schools; (4) identify factors that affect the schools in actualizing their visions and missions; and (5) find an effective strategy to actualize the vision and mission. The study used a qualitative approach with the type of phenomenology. Data were analyzed through the process of data collection, data reduction, data presentation, and conclusion. Results of the study: (1) the process formulation of schools’ vision and missions was done by internal meeting conducted by the headmaster by considering higher institution’s vision, values in society, and relevance of current development (2) strategies designed by those three schools are little bit different and can be basically analyzed with the dimension of process, content, and context (3) the schools’ visions were said to be not yet achieved since some elements/components of vision and mission have not been completed (4) human’s resource, funding, methods, facility and infrastructure, leadership in school, and communication affect the actualization of schools’ visions and missions, and (5) effective strategy to actualize vision and missions of schools can be done by uniting individual expectation into shared vision, creating development priority along with its achievement indicator, building achievement motivation, increasing parent’s participation, and building partnership with any stakeholders. Abstract

Penelitian ini bertujuan untuk mengetahui persepsi guru dan persepsi kepala sekolah terhadap keefektifan supervisi akademik kepala sekolah yang meliputi perencanaan, pelaksanaan, tindak lanjut supervisi akademik terhadap kinerja guru. Penelitian ini bersifat deskriptif kuantitatif. Populasi penelitian ini adalah kepala sekolah dan guru pada 4 (empat) Sekolah Menengah Kejuruan Negeri Kelompok Teknologi dan Rekayasa di Kabupaten Kebumen. Semua kepala sekolah dijadikan subyek penelitian. Sedangkan untuk guru diambil dengan teknik simple Random Sampling sejumlah 142 orang. Pengambilan data pada penelitian ini dengan angket dan wawancara sebagai pendukung atau cross check. Uji validitas instrumen dengan menggunakan Pearson Correlation. Data kuantitatif diolah secara deskriptif dengan bantuan SPSS 16.0 for window. Hasil penelitian menunjukkan bahwa: (1) Perencanaan supervisi akademik menunjukkan sangat efektif, (2) Pelaksanaan supervisi akademik menunjukkan kategori efektif, (3) Tindak lanjut supervisi akademik menunjukkan kategori efektif. Kata kunci: kepala sekolah, supervisi akademik, Sekolah Menengah Kejuruan THE EFFECTIVENESS OF SCHOOL PRINCIPAL ACADEMIC SUPERVISION OF STATE SMK AT ENGINEERING AND TECHNOLOGY DEPARTMENT AT KEBUMEN REGENCY Abstract This research aimed to know perceptions of teachers and principals perceptions of the effectiveness of school principal academic supervision which covers planning, implementing, following-up academic supervision on teacher is performance. This research has a quantitative descriptive characteristic. This research population was principals and teachers of four State Vocational Schools at Technology and Engineering Department at Kebumen Regency. All school principals became the subject of the research. Meanwhile the teacher is taken by Simple Random Sampling technique of 142 people. The data sampling at this research is with questionnaire and interview as support or cross check. The instrument validity test is by using Pearson Correlation. The quantitative data is processed descriptively by the help of SPPS 16.0 for window.The result of research shows that: (1) Academic Supervision Plan shows very effective category, (2) Academic supervision implementation shows effective category, (3) Academic supervision follow-up shows effective category. Abstract

Penelitian ini bertujuan untuk mendeskripsikan proses need assessment dalam pengembangan pegawai dan strategi pengembangan pegawai yang dilakukan di Dinas Pendidikan Kabupaten Bantul dan Dinas Pendidikan, Pemuda, dan Olahraga Kabupaten Sleman. Penelitian ini menggunakan pendekatan kualitatif dengan jenis penelitian fenomenologi. Informan utama dalam penelitian ini adalah kepala dinas, kepala sub bagian kepegawaian, dan staf. Teknik pengumpulan data menggunakan teknik wawancara dan analisis dokumentasi. Teknik analisis data menggunakan model interaktif Miles Huberman, yang meliputi pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan.Hasil penelitian menunjukkan bahwa pengembangan pegawai baik di Dinas Pendidikan Kabupaten Bantul dan Dinas Pendidikan Pemuda, dan Olahraga Kabupaten Sleman tidak terlepas dari peran Badan Kepegawaian Daerah (BKD): (1) proses need assessment dilakukan secara top down dan bottom up, dengan menggunakan tiga analisis yaitu analisis organisasi, analisis tugas, dan analisis individu dan (2) strategi pengembangan pegawai yang dilakukan baik di Dinas Pendidikan Kabupaten Bantul dan Dinas Pendidikan Pemuda, dan Olahraga Kabupaten Sleman meliputi pendidikan dan pelatihan yang dapat berupa bimbingan teknis, workshop, tugas belajar, dan izin belajar; promosi atau kenaikan pangkat; mutasi atau perpindahan jabatan; dan pembinaan. Kata kunci: need assessment, strategi pengembangan pegawai THE EMPLOYEE DEVELOPMENT STRATEGY OF EDUCATION DEPARTMENT OF BANTUL DISTRICT AND EDUCATION DEPARTMENT OF SLEMAN DISTRICT Abstract This study aims to know the process of need assessment in the employee development and the employee development strategy which was applied in Education Department of Bantul District and Education, Youth, and Sport Department of Sleman District. The study carried out through a qualitative phenomenological approach. The key informants of this study were the head of department, the head of the sub-section of personnel, and the staff. The techniques of data collecting were in-depth interview and document review. The data analysis technique applied was related to Miles Huberman interactive model whose major phases were data collection, data reduction, data display, and conclusion.The results show that the employee development in Education Department of Bantul District and Education, Youth and Sport Department of Sleman District was influenced by Local Employment Agency (BKD): (1) need assessment process is done through top down and bottom up by applying three kinds of analysis, namely organisation analysis, tasks analysis, and individual analysis and (2) employee development strategy done in both Education Office of Bantul District and Education, Youth, and Sport Department of Sleman District includes education and training such as technique guidance (bimtek), workshop, study assignment, study permission, job promotion, job assignment, job transfer, and choaching. Abstract

Penelitian ini dilaksanakan berdasarkan pada ketertarikan peneliti terkait dengan pengelolaan di UPT perpustakaan UNY, yaitu belum adanya penelitian pengelolaan perpustakaan digital yang dijalankan di UPT perpustakaan UNY. UPT perpustakaan UNY sudah ada layanan perpustakaan digital. Untuk mengetahui pengelolaan perpustakaan digital, maka peneliti bermaksud mengadakan penelitian untuk dapat mengetahui implemantasi perpustakaan digital yang dijalankan di UPT perpustakaan UNY. Tujuan penelitian ini untuk: (1) Mengetahui kesiapan hardware dalam mendukung perpustakaan digital di UPT Perpustakaan UNY; (2) mengetahui kesiapan software dalam mendukung perpustakaan digital di UPT Perpustakaan UNY; (3) mengetahui kesiapan SDM (Pustakawan, Teknisi, dan lain-lain) pendukung perpustakaan digital di UPT Perpustakaan UNY; dan (4) mengetahui proses pengolahan data yang diperlukan dan dimana data tersebut diperoleh guna perpustakaan digital di UPT Perpustakaan UNY. Hasil penelitian ini adalah hardware untuk mendukung operasional perpustakaan digital terdiri dari berbagai macam komputer dengan terpasang pada jaringan WAN dan LAN. Software dalam mendukung perpustakaan digital di UPT Perpustakaan UNY didukung oleh perangkat lunak komputer dengan versi yang baru sehingga dapat mendukung pelaksanaan perpustakan on-line. Brainware (Pustakawan, Teknisi, dan lain-lain) pendukung perpustakaan digital sudah memiliki keterampilan dalam menjalankan aplikasi yang digunakan dalam pelaksanaan perpustakaan digital karena sudah mendapatkan pelatihan. Kata kunci:pengelolaan perpustakaan digital DIGITAL LIBRARY MANAGEMENT IN UPT LIBRARY YOGYAKARTA STATE UNIVERSITY Abstract This study was conducted based on the interest of researcher with the management of UPT library Yogyakarta State University, namely the lack of research management of digital libraries that carried out UPT library YSU. UPT library YSU existing digital library services. To find out the digital library management, the researcher intend to conduct research to ascertain Implemantation digital libraries that carried out UPT library YSU. The purpose of this study to: (1) Determine hardware readiness to support digital libraries in the Library Unit YSU; (2) Determine the readiness of software to support digital libraries in the Library Unit YSU; (3) Determine the readiness of human resources (librarians, technicians, etc.) digital library advocates in YSU Library Unit; and (4) Determine the data processing is required and where the data is obtained for digital libraries in the Library Unit YSU. The result of this research is the hardware to support the operation of the digital library consists of a variety of computer is on a network with WAN and LAN. Software in supporting digital libraries in the Library Unit YSU supported by computer software with the new version so that it can support the implementation of on-line library.Brainware (librarians, technicians, etc.) digital library advocates already have skills in running applications that are used in the implementation of digital libraries because they get training. Abstract

Penelitian ini mengkaji tentang mekanisme pemberian insentif dan dampaknya terhadap kinerja tenaga akademik di UNY. Dampak insentif ini dilihat secara umum dan pasca- lahirnya kebijakan baru tentang penghentian beberapa insentif finansial dosen tahun 2013. Penelitian ini menggunakan metode kualitatif, pengumpulan data melalui wawancara mendalam, observasi dan studi dokumentasi, dengan sampel purposive dan teknik snowball. Pembahasan hasil penelitian dilakukan dengan analisis induktif interpretatif komponensial yang dikembangkan berdasarkan model Spradley. Hasil penelitian menunjukkan bahwa, (1) UNY tidak memiliki satu aturan khusus dan integral yang mengatur mekanisme pemberian insentif untuk tenaga akademik, baik pada tingkat universitas maupun fakultas. (2) Insentif finansial, non-finansial dan perverse incentives yang ditemukan dari hasil penelitian memiliki pengaruh terhadap kinerja tenaga akademik. Tetapi insentif finansial memiliki pengaruh lebih signifikan dibanding kedua bentuk insentif lain. Hal ini ditunjukkan dengan tingkat kehadiran dosen mengajar dan mengawas ujian mahasiswa di kelas yang tinggi saat ada insentif dan menurun saat insentif tersebut dihilangkan. Kata kunci: insentif, dampak insentif, tenaga akademik THE MECHANISM OF INCENTIVE DISTRIBUTION OF ACADEMIC STAFF AT YOGYAKARTA STATE UNIVERSITY Abstract This study reveals the mechanism of incentive distribution and its impact on the performance of academic staff at UNY. Its impact is seen in general and after the issuing of a new policy that stopped the financial incentives of lecturer in 2013. The research used a qualitative method. Data were collected through depth interview, observation, and review of documents, with purposive sampling based on snowball technique. The data was analyzed using componential interpretative inductive analysis developed by Spradley’ model. The result shows, (1) UNY does not have the specific and integral rules that regulate mechanism of incentive distribution for academic staff, both at the university and faculty level. (2) Financial, non-financial and perverse incentives found from the research have an influence on the performance of academic staff, but financial incentive has more significant effect than the two other incentives forms. It is shown by the lecturers presence for teaching and supervising students examination in the class which is high when there is a financial incentives and decreases when there was no financial incentives. Abstract

Penelitian ini bertujuan untuk mengetahui: (1) perencanaan, (2) pelaksanaan, (3) pengawasan dan evaluasi pengelolaan, serta (4) pelaporan dana Bantuan Operasional Sekolah (BOS) pada Sekolah Dasar Negeri dengan jumlah siswa sedikit dan jumlah siswa banyak di wilayah UPT Pelayanan Pendidikan Kecamatan Moyudan. Jenis penelitian ini adalah studi kasus. Responden penelitian ini yaitu kepala sekolah, bendahara, guru, komite sekolah, dan orang tua siswa. Data dikumpulkan melalui wawancara, observasi dan studi dokumen. Hasil penelitian ini menunjukkan bahwa: (1) perencanaan pengelolaan dana BOS diprioritaskan untuk peningkatan mutu, namun partisipasi warga sekolah kurang optimal. (2) Pada pelaksanaan: (a) penyaluran dana dilaksanakan di awal triwulan, (b) proses pembukuan dilaksanakan secara rutin, dan (c) prinsip akuntabilitas dan keterbukaan telah dilaksanakan dengan baik. (3) pengawasan dilakukankan oleh kepala sekolah dan pengawas sekolah dengan memeriksa SPJ BOS; evaluasi dilakukan dengan mengisi angket pelaksanaan sekali dalam setahun oleh TIM Manajemen BOS Kabupaten. (4) Pelaporan penggunaan dana BOS dalam bentuk SPJ dilaksanakan setiap triwulan kepada Tim Manajemen BOS Kabupaten melalui UPT Pelayanan Pendidikan. BOS FUNDS MANAGEMENT ON STATE ELEMENTARY SCHOOLS IN THE DISTRICT MOYUDAN EDUCATION SERVICES UNIT SLEMAN REGENCY Abstract This study aims to reveal: (1) the planning, (2) implementation, (3) monitoring and evaluation, and (4) reporting of the management of School Operational Fund (BOS) on public elementary schools whcihhas small and a big number of students in the District Moyudan Education. Respondents were the principals, treasurers, teachers, school committees, and parents of students. Data collection techniques were interviews, observation and document study The results of this study indicate that: (1) the fund was prioritized for student activities to improve the quality of education but community participation were limited. (2) The implementation which includes: (a) the distribution of funds is done in the beginning of the quarter, (b) accounting process is carried out on a regular basis, and (c) the principles of accountability and transparency has been implemented properly. (3) monitoring is conducted by the principal and school superintendent; evaluation of the implementation is done by filling the questionnaire once a year by the District Management BOS Team. (4) reporting is done every three months to the BOS Management Team. Keywords: Management, School Operational Fund

Abstract

Penelitian ini bertujuan mengungkap: (1) kompetensi pedagogik guru agama katolik SD di Kabupaten Bantul, (2) mengetahui bagaimana kaitan latar belakang profil guru dengan kompetensi pedagogik guru agama katolik SD di Kabupaten Bantul. Penelitian ini menggunakan pendekatan kuantitatif jenis deskriptif. Penelitian ini dilakukan pada bulan November dan Desember 2013. Data dikumpulkan melalui angket isian pertanyaan dan tes. Populasi penelitian ini adalah 28 orang guru agama Katolik Sekolah Dasar di Kabupaten Bantul. Hasil analisis deskriptif menunjukkan bahwa: (1) kompetensi pedagogik guru agama katolik Sekolah Dasar di Bantul dalam kategori cukup; (2) latar belakang pendidikan belum berkontribusi meningkatkan kompetensi pedagogik guru; (3) latar belakang masa kerja menjadi guru belum berkontribusi meningkatkan kompetensi pedagogik guru; (4) tingginya pangkat golongan ruang belum berkontribusi meningkatkan kompetensi pedagogik guru agama katolik SD di Bantul; (5) latar belakang pendidikan, lamanya masa kerja, pangkat golongan ruang guru, belum berkontribusi meningkatkan kompetensi pedagogik guru agama katolik SD di Kabupaten Bantul. Kata Kunci: Kompetensi pedagogik, latar belakang guru THE PEDAGOGIC COMPETENCY OF CHATOLIC RELIGION ON ELEMENTARY SCHOOL OF BANTUL REGENCY Abstract This research is aimed to: (1) reveal the pedagogic competency of chatolic religion on elementary school of Bantul regency, (2) know the relationship between the profile background of teacher with the the pedagogic competency of chatolic religion on elementary school of Bantul regency. This reasearch was carried out on November and December 2013. The collecting data technique used is questionnaire and test. It is a research of quantitative descriptive. The population of the research is all teachers of chatolic religion on elementary school in Bantul regency. There are 28 teachers of chatolic religion on elementary school in Bantul regency. The descriptive analysis shows that: (1) the pedagogic competency of chatolic religion on elementary school of Bantul regency is in the category adequate or satisfactory; (2) the education background does not automatically enhance pedagogic competency, (3) the background of long working period does not automatically contribute to the pedagogic competency; (4) the level of position does not automatically contribute to the pedagogic competency of catholic teachers of elementary school in Bantul regency, (5) the education background, the working period, the working position rank do not automatically enhance the pedagogic competency of catholic teachers in Bantul regency.
