Abstract

The mangrove forests in the Prigi Gulf located in Damas beach and Cengkrong beach. In one decade, the mangrove forest area has decreased quite dramatically. The decreasing is the result of land conversion activities as oil plantations. This study aimed to describe the management of mangrove forests, the identifying mangrove vegetation, and analyze the mangrove-based business opportunities that can be developed.Mangrove fruit actually can be used as syrup’s ingredient. But it’s at an early stage. In order to reduce the destruction of forests mangrove, several things as introduces mangrove functions as coastal life support and mangrove benefit directly as a material that can be developed for productive business. Based on the data, mangrove can be used for making some product such as batik, brownies and crackers. Feasibility analyses show that batik mangrove have an NPV value of Rp. 73,101,417, IRR 352.79%, Net B/C 19.93 and Pay Back Period 0.8. Brownies has a value of Rp 8,413,444 NPV, IRR 29.01%, Net B / C 1.78 and Pay Back Period 3.18. Crackers have a value of Rp 8,094,869 NPV, IRR 62.21%, Net B / C 3.54 and 1.59 Pay Back Period. Based on these values, the mangrove processing business is feasible and can be developed for productive business.Keywords: land use, mangrove-based business feasibility

Abstract

The successful development of the tourism industry creates direct and indirect economic impact, as well as spillover, that drives the SMEs and the economy. In 2011, tourism became the fifth largest contributor of foreign exchange, consequently increasing the tourism sector is also expected to grow the SME sector. Stakeholders involved include the government as a regulator policy, community, and SMEs to support the tourism sector. This study aims to determine the implementation of tourism policy in Banyuwangi and the impact of these policies on the SME sector. This study used a qualitative approach; data collection is by interview, documentation, and literature. The results show that the cornerstone of the planning and implementation of tourism programs in Banyuwangi covers the tourism industry, tourism destinations, and tourism institutions; tourism and marketing have been executed better. The implementation of the demarketing strategy brings positive impact on the preservation of nature, so the concept of responsible and sustainable tourism can be realized. In addition, based on the data of SMEs rural areas, tourist sites show positive trend from year to year. The demarketing strategy is successful in supporting the potential of SMEs to thrive in Banyuwangi.Keywords: Implementation of Demarketing, SME Development, Tourism Development

Abstract

The existence of coconut commodity abundance in the district of West Sei Kepayang of Asahan regency of North Sumatra province has not been utilized to the fullest. Though the potential of this commodity can be the basis of local economic development (LED). Of some its derivative products, coconut sugar has the economic potential to improve farmers welfare due to various advantages as well as a good market share prospect.This study aims to analyze the potential for the farm manufacture of coconut sugar to be used as a base of LED in the district of West Sei Kepayang. Data collected by survey method and then analyzed by descriptive quantitative by a financial feasibility analysis those are the Net Present Value (NPV), Net Benefit Cost Ratio (NBCR), Internal Rate of Return (IRR) and Payback of Period (PP) and by descriptive qualitative. The results of a financial feasibility analysis showed that the NPV is positive, NBCR is greater than one, the IRR is greater than the actual interest rate and PP can be restored in a relatively short time.Keywords: Local Economic Development, Coconut Sugar, Financial Feasibility Analysis.

Abstract

This research was aimed to analyze and to understand (1) factors influencing local economic development of coconut sugar cluster in Banyuwangi Regency; (2) the function of coconut sugar cluster establishment for local economic development, especially for workers absorption and for increasing people income and product innovation in Banyuwangi Regency. Analysis method was quantitative with AHP analysis. The result of research indicated several findings (1) Natural resource was the most influential factor for local economic development in Banyuwangi Regency if compared to human resource, government role, and output. In natural resource, the most determining sub-factor was raw material. For human resource, the most influential sub-factor was worker skill. For the factor of government role, the most influential sub-factor was capitalization. This sub-factor was more advantageous than training and infrastructure. For output factor, the most influential sub-factor was product quality. (2) It must be useful to increase participation, to improve income, and to produce innovation to local communities of Banyuwangi Regency.Keywords: Local Economic Development, Clusters, Coconut Sugar

Abstract

Indonesian bureaucracy reform has been widely conducted since 1997. However, the reform is still not able to fix the bureaucratic corruption culture. This paper proposes sufi government approach as an alternative approach to reform corruptive culture within Indonesia’s bureaucracy. This study used a qualitative research approach. The use of qualitative research methods is aimed to describe and analyze the phenomenon of development of personnel resources in a sufi government perspective related to the prevention of corruption by bureaucrats concerning three issues. Result or finding of t this research is sufi government as an approach relies on true monotheism which is used to strengthen internal control system in poor bureaucracy contexts. The basic argument in this approach is that monotheism is true and therefore bureaucrats in charge of serving the community should carry out their duties in a comprehensive manner. As which ones have been listed in the code of ethics of the bureaucracy. In this approach, bureaucrats should see the task as a trust rather than a means to accumulate wealth and depriving the people they serve. Keywords: Sufi Government, corruption, bureaucracy

Abstract

Forming standard unit price of goods and services is an activity survey to collect data required in Local Government and State requirements. Goods and services are under control of the Department or institution by the local government. Standards Unit Price of Goods and Services assist in preparing the Budget Requirement Plan, the regional work units and the Budget Implementation Document. Standards Unit Price of Goods and Services is to guide the preparation of the Budget Requirement Plan, the regional work units and the Budget Implementation Document work unit East Java Provincial Government. Data and information collection techniques are done by conducting market surveys, through distributors and the highest retail prices in stores and markets. The data types of goods and price list are based on the standard of the goods provided the provider distributors and stores. The interviews involves distributors, sellers to consumers. It also involves the data from Related Work Unit in cooperation with the Government of East Java to obtain secondary data. Conclusions are based on the description and presentation of data on survey results as the preparation of this Book Standard Unit Price of Goods and Services. This book is a guide to the standard unit price of goods and services that are indispensable in East Java Provincial Government work units.Keywords: standard unit price, goods and services, the province of East Java

Abstract

Information and Communication Technology (ICT) based empowerment is a kind of empowerment that can used as an approach to solve various rural development problems. Theoritically, the success of various empowerment is significantly depend of social capital  factor. This study aimed to analyze  the role of social capital againts the success of ICT based empowerment, from the point of view of 3 parameters, that are : trust, norms and networks. The result showed that : 1) trust play a role in pushing society participation on ICT based empowerment program, that are : (i) trust on the empowerment organizers credibility, (ii) trust on the usefulness of ICT based empowerrment; 2) norms as daily customs, customs and individual character play a role to ease ICT based empowerment, that are: (i) individual character of community figures in the society have a role to build society trust on the ICT based empowerment; (ii) norms as customs have a role in the success of implementation of socialization about the existence of telecenter; and (iii) norms as  daily customs have a role to ease the socialization about  the usefulness  of ICT based empowerment; 3) networks  play an  important role againts the success of ICT based empowerment. The role of networks was to fund the development of telecenter building and facilitate the implementation of socialization activities.

Abstract

One of the producers of apple dodol in Batu is SMESBrosem, which applies a supply chain system consisting of the supplier, producer, and retailer. This application carries potential risks, such as apple supply delay, production delay, and competitors. Therefore, there is a need for alternative strategies in order to reduce these risks. This study aims to organize a strategy that can be applied in SMESBrosem using Analytical Hierarchy Approach (AHP). The proposed strategies that potentially reduce the risks include making a production plan, conducting a workshop for employees, improving information access and collaboration.Keywords: Apple dodol, Strategy, Supply Chain

Abstract

The purpose of this research is to determine the grouping of SMEs apple dodol in Batu and to determine an appropriate development strategy for each cluster. The method of grouping using K-means clustering which is integrated with the Analytical Hierarchy Process (AHP) method to determine the priority of the development strategy for each cluster. Variables used in grouping include the production capacity per month (X1), long of operation (X2), investment value (X3), the average sales revenue per month (X4), the amount of assets of SMEs (X5) and number of labor (X6). Factors to determine the development strategies are industry cluster, government also related and supporting industries. The number of sample for SMEs apple dodol consisted of five units. The result showed formed 2 clusters of SMEs apple dodol are created by k-means clustering method. The result of AHP method indicates the priority of development strategy for SMEs dodol apples, in cluster 1 is improving the quality and standardization of product and cluster 2 is increasing marketing access.

Abstract

Disparities in economic growth across the region in East Java, especially regions in the North of East Java and the South of East Java is still quite striking. The fact shows that the Region in the North of East Java is still dominating in term of sectoral contribution compare to South Regions. This condition occurs due to a policy that only oriented on the development of industrial zones in the North regions, but not for the South. Meanwhile, the Small and Medium Scale Enterprises (SME's) in the South East Java shows growth rapidly. This study aims to identify the potential of Small and Medium Scale Enterprises (SME's) in the South Regions of East Java. Using sample of Regency/City level, the research methods are (i) mapping the potential sector using Location Quotient (LQ) and (ii) conduct a Shift Share analysis. The results showed that there are 9 of 17 sectors in Regency/City in East Java as the basis sector or has the potential to be developed. Meanwhile, the Shift Share analysis for both region shows that there is any shift in economic structure. Then, we can conclude that the emphasizing policy to encourage the development of SME’s will be able to drive the regional growth.Keywords: Small Medium Enterprises, Shift-Share analysisÂ
