Abstract

This study aims to determine the social conditions in education and health as well as the economic conditions on the income of the oil palm plantation workers of PT. TamacoGrahaKrida. This research was conducted at PT. Tamaco Graha Krida Desa Ungkaya, Witaponda Subdistrict, Morowali Regency from February to May 2020. This research used descriptive analysis method, the sample of respondents was taken using purposive sampling method and calculated using the Slovin formula as many as 76 respondents of oil palm plantation workers PT. TamacoGrahaKrida. Based on the results of research on 76 employees of PT. TamacoGrahaKrida, it is known that workforce education is categorized as good, because 65.78% of respondents have attended 12 years of compulsory education, which is categorized as secondary or moderate education, and education in children is categorized as good because as many as 18.86% have attended college, whereas in the workforce's health, 1.31% of respondents had a history of comorbidities with chronic gastritis and diabetes and were declared unhealthy, while respondents who did not have a history of comorbidities and only had minor complaints were 98.68% and declared healthy, and in this condition. the average income received by the respondents is Rp. 3,247,368 per month and it is said to be good because it is higher than the Minimum Wage (UMK) of Morowali Regency in 2020 amounting to Rp. 2,768,593 / month.

Abstract

The theoretical basis used is Stephen Robbins (1996: 20) to see the Effect of Employee Performance at the Department of Manpower and Transmigration in Central Sulawesi Province using four indicators, namely effective thinking in making decisions, communicating thinking results, increasing participation in problem solving, exploring and increasing creativity . This type of research is descriptive which seeks to interpret and interpret data that is pleasing to the facts, using purposive methods, data collection and discussion with a qualitative analysis approach to collecting data and materials through observation and interviews with a total of 5 (five) informants. Based on the results of the interview, it was found that leadership in the influence of employee performance at the Central Sulawesi Provincial Office of Manpower and Transmigration was based on indicators of effective thinking in deciding decisions, communicating thinking results, maximizing participation in problem solving, and exploring and increasing creativity. due to lack of motivation carried out by the Head of the Manpower and Transmigration Office to employees.

Abstract

The Research aimed to analyze the employee effectiveness of Information Division and Employee Mutation at Staffing Agency and Human Resource Development of Palu. The main theories that become the reference in this research are the effectiveness theory by Richard M. Steers (1980: 192), in measuring the effectiveness of employee's work includes 3 aspects: 1) adaptability; (2) work performance; and (3) job satisfaction. The research method used descriptive-qualitative approach. The location of this research is in the Staffing Agency and Human Resource Development of Palu with informants amounting to 5 people who were selected purposively. The data collection was conducted through interview, observation, and documentation. The data analysis techniques used the Interactive model of Miles and Huberman. Based on the results of the research by looking at the effectiveness of the performance of employee in Information Division and Employee Mutation at Staffing Agency and Human Resource Development of Palu can be seen from 3 aspects, it was adaptability, work performance and job satisfaction aspects, in which the overall performance of employees in Information Division and Employee Mutation at Staffing Agency and Human Resource Development of Palu has been effective.

Abstract

This reseach aims at finding out the role of village head in improving the performance of Village Apparatus in Sidera Village, Sigi Biromaru Sub-District, Sigi Regency. The problem in the village office was the competence of the village apparatus in doing the job related to government adminitration and strengthen the society’s participation was still not effective. Therefor, the leadership of village head plays an important role in realizing the good performance of the apparatus in giving good service to the society. This is qualitative descriptive research using prequency table and percentage. The research population were 26 apparatus at Sidera village office, Sigi Biromaru sub-district. The sample was taken through saturated sample or set all the population as samples. The data were collected through observationm, interview, questionnaire, and documentation. The results show that the role of leadership of head village on the improvement of village apparatus’ performance at Sidera village office, Sigi Biromaru sub-district, in relation to the productivity indicator, service quality, and responsiveness are still not effective. It is caused by the inability of village apparatus to give nice response toward the complain and the needs of the society. Furthermore, related to then leadership function of the head village, such as taking decision, instructive function, consultative function, and participative function are very well.

Abstract

The reseach aims: 1) to find out the effectiveness of performance function to public service on public relationship division at regional secretariate of Sigi regency. 2) to find out barrier factors and support factors and its alternative solution. The research was basically survey and the type was descriptive quantitative. The sample was selected using purposive sampling technique. The population was 100 people with sample numbered 31 people. The author used a survey method using frequency table and percentage. The research findings show that indicator of physical ability, menthal and emotion, high work motivation, knowledge, acuracy, and friendliness are already well while indicator of skill fastness is still unwell because of the barrier. The barrier factors are where the officers have not owned a specific skill and inavailability of the facility.

Abstract

The objectives of this research are: (1) to find out the effectiveness of the performance function of public services in the Secretariat Public Relations Division of Sigi Regency (2) to find out the inhibiting and supporting factors and alternative solutions. The basis of the research is a survey and the type was qualitative descriptive. The informants totaled 6 people consisting of officials/employees at the Secretariat of the Office of Food Crops, Horticulture and Plantation of Sigi Regency who were selected purposively. The data were collected through observation, interview and documentation then analyzed through qualitative analysis. The results of the research show that the performance of apparatus in the Secretariat in carrying out the job is very good but still not optimal due to the lack of communication and coordination with the fields so that the implementation of the work seemed long, and there was still discrimination in the fields, this can be seen from the time of completion of the work and the level of satisfaction of the apparatus themselves and also for the public who came to the Office of Food Crops, Horticulture and Plantation of Sigi Regency. If there is the delegation of authority and duties to the apparatus that is given authority, then the work will be able to run effectively. As well as the apparatus it should also be in carrying out their duties always refer to the Standard Operational Procedures that are owned so that the work can be completed promptly and there is no buildup of work on certain people only.

Abstract

The policy of warrant pay issuance is one of the state finance management policies to increase the awareness of budget use that sourced from State Budget, and a document issued, used by budget user, the authority of budget user of the signing budget of a warrant pay to withdraw funds allocated by source from DIPA or other equivalent documents. The aims of this research is to analyze the implementation of the policy of issuing a warrant paying financial aid sourced from the state budget. (Regulation of the Minister of Finance of the Republic of Indonesia Number 250/PMK.05/2010). This was a descriptive qualitative research. Data were collected through observation, interviews, and documentation. The theory used was adopted from Rippley and Franklin, since Rippley and Franklin's implementation theory model emphasized the content aspect of the policy. According to Rippley and Franklin where the success of program policy implementation is viewed from three factors, namely: a) a compliance perspective that measures the implementation from the apparatus obedience apparatus; b) the success of the implementation is measured by the smoothness of the routine and the absence of problem, and c) successful implementation leads to the satisfactory performance of all parties, especially beneficiary groups. The results of the research indicate that the implementation of the policy on payment letter issuance of State Budget Division aid to the Education and Culture Deoartment of Central Sulawesi Province has been well implemented.

Abstract

The aims to determine and describe the effectiveness of mobile car services for A and C driving licenses extention on the satisfaction of the applicant so that it is found a strategy to improve the quality of the mobile car services for A and C Dr200iving licenses extention,. To find out the factors that are inhibiting and supporting as well as alternative solutions. The basis of the research was survey and the type of research was descriptive qualitative. The sampling technique used purposive sampling. The population in this research amounted to 100 people with sample of 31 people. Data collection techniques used observation, interviews, quistionnares, and documentation. Data Analysis techniques used qualitative analysis techniques using frequency and percentage tables. reseacher used independent variable with indicators from Sondang P. Siagian which are 1. Timelines, 2. Accuracy, 3. Style of providing informant services, as well as dependent variable indicators are 1. Tangibles, 2. Reliablity, 3. Responsiveness, 4. Assurance, 5. Emphaty. The Results of the reseach on the indicators of timelines, accuracy and style of service delivery are good while the indicators of responsiveness and direct evidence are still not good because there are still obstacles. The inhibiting factor is that the are still officers who have the task of not being responsive in serving the community of applicants by extending a Driving License and the available facilities are inadequate.

Abstract

The purpose of this study was to analyze the work discipline of the USN Postgraduate Program at Tadulako University. The main theory that became the reference in this study by Soejono (2000: 67), where in this study measuring the work discipline of ASN includes 4 aspects: (1) Timeliness, (2) Using office equipment properly; (3) High responsibility; and (4) Compliance with office rules. The research method uses a qualitative-descriptive approach. The location of this study took place at the Tadulako University Postgraduate Program with 6 (six) informants. Data collection is used by conducting interviews, observation, and documentation. Data analysis techniques are used through: (1) data reduction, (2) data presentation, (3) conclusion. The results showed that the USN discipline of the Tadulako University Postgraduate Program was good enough to be seen from the 4 aspects studied, only two aspects that were classified as optimal, namely: aspects of using office equipment properly and adherence to office rules were optimal. One aspect is quite optimal, namely: high responsibility, and one aspect that is not optimal, namely timeliness.

Abstract

This research was made to answer the research problem that is concerning implementation of policy of curriculum 2013 related with applying of regulation of education and culture minister number 160 year 2014 about 2006 curriculum implementation and curriculum 2013 at SMK Negeri 2 Palu. The method used in this research is. Qualitative with the type of descriptive research and the determination of informants using purposive sampling. Data collection in this study used indepth interview and accompanied secondary data such as research records and documents / archives. The technique of processing and analyzing this research using qualitative data processing and analysis technique which is grouped into 3 process, that is: Data Reduction, Data Presentation, and Drawing Conclusion. The field findings from this research are that the implementation of the 2013 curriculum policy based on the application of permendikbud number 160 of 2014 on the implementation of the 2006 curriculum and the 2013 curriculum in SMK Negeri 2 Palu has been running quite well. It is based on 6 variables, namely: Implementation of Policies, Policy Standards and targets, Resources, Characteristics of Implementing Agents, Attitudes of Trends in Implementers, Inter-Organizational Communication and Implementing Activities.The resources owned by pilotproject schools have only required the endorsement of technology for human resources to add learning facilities. The attitude of the implementor shows a positive attitude so that for the implementation of the task.
