Abstract

This paper begins with a mandate of law (UUPR 26/2007) on the approval of the technical substance by holding ministerial affairs in the field of spatial planning before the local draft regulation (raperda) on Spatial Planning (RTRW) set to local regulations (perda). The necessity was contained in the Ministry Law (Permen PU N0. 11/ 2009). This rule is a guideline in determining the substance of the agreement on draft of Regency Spatial Planning (RTRW-Kab/Kota) and Province Spatial Planning (RTRWP). Conformity substance intended for government regulation of National Spatial Planning (PP RTRWN), local regulation (perda) RTRWP and perda RTRW-Kab/Kota established in accordance with the technical rules of the field of spatial planning to realize an integrated spatial plans and complementary to the spatial hierarchy of planning. The purpose of this research is to measure the level of substance compliance of perda RTRW-Kab againts perda RTRWP Lampung, PP RTRWN and Permen PU No.11/2009. Overall, the analysis was performed by using the comparative method, comparing substance of perda RTRW-Kab with the substance contained in perda RTRWP Lampung, and PP RTRWN as well as to compare the content of perda RTRW-Kab fit in writing systematic of Permen PU No.11/2009 to find conformity-nonconformity. The analysis technique used is content analysis or study of the content. The study shows that the level of perda RTRW-Kab conformity in Lampung province average is very high at 92.1%. Conformity with the substance of perda RTRWP Lampung and PP RTRWN is 92%, and the content according Permen PU No.11/2009 is 93%..Keywords: Level of conformity, Substance, Regency Spatial Planning.

Abstract

The splitting of Southwest Maluku District from the central district has been encouraging the increase of marine transport services demand. The condition of the region consisted of islands whose main access is by the sea and the low level of economic are the reasons why people prefer cheap rates rather than security and comfort in traveling. This can be seen in pioneering fleet cruise route (KM. Sabuk Nusantara 31) with a capacity of 400 passengers and 50 tons of goods covering 3.096 mile distance by 10 harbors on West Southeast Maluku route and 12 harbors on Southwest Maluku. Therefore, based on previously describred condition, the aim of this research was to investigate the loading condition by comparing existing supply and supply demand according to the existing movement data projected using trend projection method by liniar trend equation and forecasting accuracy assessment by squared error average value (MAPE). Consequently, this would lead to the finding of movement value in the next 10 year used to determine the type, number and capacity of the appropriate fleet. As a result of this study, fleet services condition of KM. Sabuk Nusantara 31 was not optimal based on capacity and range of services so that it required 1 additional pioneering fleet, 2000 type with the capacity of 2000 passengers, operated specifically to serve B route (Southwest Maluku District).Keywords : Forecast, Movement, Capacity, Southwest Maluku.

Abstract

Unbalance condition between land supply and the growth of urban activities will cause a settlement problem. This conditions also happened in coastal zone of Tarakan which resulting the slum areas. The purposes of this research are to indentify the characteristics, to evaluate the vulnerability of fire hazard and find the solutions for the slum problem in Lingkas Ujung, Tarakan. The research uses descriptive- evaluative approach, and the main analysis is the ‘scoring method’ for identifying the slum and fire hazard areas. The results are 1) The slum areas of Lingkas Ujung Tarakan are classified into coastal slum area, which most of them are floating houses. 2) The areas which calssified into slum area have high vulnerability of fire hazard. This condition affected by the building density and building structure. The area categorized the worst slum are block (rukun tetangga) 6 and 11, and the other categorized medium slum. Block 1 is not categorized into slum area, because this block has low population and density bulding.The vulnerability of fire hazard in Lingkas Ujung affected by building density, accessibility, building structure and water resource. The block categorized into high risk of fire hazard are block 2, 3, 8, 14, 16 and 18. 3) The solutions of slum area in Lingkas Ujung Tarakan are; short term approach purpose to solve the fire risk, waste management and sanitation, long time approach purpose to redesign the area, using land consolidation.Keywords: Slum Area, Fire Hazard

Abstract

The expansion and development requires infrastructures in order to serve and support the activities in various sectors between regions. Integrated infrastructure system serves as the wheels of activities to spread and serve the needs of the region. The successful of regional development could be visible from the spreading infrastructure to serves region needs. The South Tangerang City as the new city should pay attention to the expansion basic needs of water as a basic infrastructure. Identification of spreading water could be visible from the amount of infrastructure require needs. The purpose of this study are to identify spread of the water infrastructure, to evaluate the availability of the water infrastructure, to analyze the access to the water infrastructure. The methods of this study is using the digitization of the water supply in South Tangerang City, calculating the spread and availability of water infrastructure based on population and spatial analyzing to access point and service areas. The results of the analysis show the spreading and the availability of water infrastructure in services area of South Tangerang City: the spreading of water infrastructure only in two region, the availability of water infrastructure in The South Tangerang has not meet the region.Keywords: Spreading, Availability, Water Infrastructure.

Abstract

Critical Watershed in the Brantas Hulu, is constantly increasing. Its impact on the environment are various disasters and critical conditions such as erosion, flooding, landslides, until the loss of spring water sources, drought and land-use changes. It is necessary to plan the space in an area for the function of preservation area and development area. Analisys methods that had used are analyzing of erotion danger level (TBE), the determination of critical lands analysis with scoring techniques, analysis of land capability class classification with map overlay techniques, and analysis of existing land use suitability with land capability with matching methods. The results of this analysis show that the 4813,34 hectares or 27,75 % of the Sub DAS Brantas Hulu is a critical area. While the ability of land shows that the Sub DAS Brantas Hulu is on land capability class III to class VIII, is dominated by class VII (44,91%). The use of existing land in Sub Watershed Brantas Hulu that is not categorized according to the ability of the land area is 9984,89 ha (57,57 %). Spatial planning based on land capabilities in the Sub DAS Brantas Hulu is 2916,65 ha of preservation area, 964,54 ha of forest plantation, 399,53 ha of reforestation, 8724,32 ha of agroforestry ,1856,85 ha of settlement area, 606,66 ha of plantation, 824,92 ha of fields, and 710,14 ha of agricultural land.Keywords : DAS, Critical Lands, Land Capability

Abstract

The settlement order is affected by non-physical aspects of the residents, one of which is the culture and beliefs. This condition occurs also in the Java community, which has unique characteristics, which is referred to as community aboge (Alief-Rebo-wage). Embodiment neighborhoods in Javanese culture is divided into components longkangan, palungguhan, panepen and panggonan, while community characteristics that affect the space between the other side of the trust, social ties, personal expression and meaning.Using a descriptivequalitative analysis tools, mental mapping and behavior mapping approach, it can eventually be known to the unique characteristics of its people, and of course the settlement pattern is formed. The purpose of this paper is to formulate the settlement patterns formed in the village Petungsewu, which is associated with the unique aspects of the characteristics of the population and community beliefs. Based on existing studies found that at least the character of the existing society is divided into three communities, namely kejawen aboge, community of santri, and ordinary kejawen, which is spreading on the West side, Central, and East Village. Special characteristics of the community kejawen aboge main puller factor of this study is the use of a calendar that affect the use of time, and in turn also affects the fabric of space. Each community has a specification of the characteristics, the one that belongs to the kejawen (regular or aboge) is of the belief in pedhanyangan space, and also the conception sedulur / keblat papat lima pancer, as well as the principles of neighberhood harmonization, namely moncopat. Settlement pattern which is formed from the merger of clusters and linear patterns, formed by the linkage between the various components of the type of longkangan space, palungguhan, panepen and panggonan in a variety of scales, linear orientation toward the west-to-Srandil Panderman Mountain and the direction of Qiblah, and also the hierarchy existing space to put the home space aboge figures, pedhanyangan space, and fields loom as the most important space-forming pattern of the village space.Keywords : Settlement Patterns, aboge Javanese community, Petungsewu Village

Abstract

The growth rate of population increase will be directly proportional to the increase in waste disposal. Increasing the volume of waste that is not followed by proper management can pose problems in handling waste. Bio Reactor Mini is one of the waste processing technology to reduce the volume of waste disposed to the landfills. This study aims to identify the operational performance of waste management on Bio Reactor Mini in Kelurahan Manjahlega Bandung City using Bio Reactor Mini erformance analysis, level of community participation analysis, institutional analysis, and level of community satisfaction using Important Performance Analysis (IPA). Based on the analysis of compliance with SNI 3242:2008, known that waste management using Bio Reactor Mini in Kelurahan Manjahlega obtain classification scores 20 are classified as Fit Waste Processing Standard In Settlement. Based on participatory analysis, derived categories partnership and co-learning. Based on the result of IPA, obtained by variable levels of perceived low community satisfaction. The result of this research is the recommendation about improvement Bio Reactor Mini performance, which consist of community participation,institutional, waste management system, so that the Bio Reactor Mini can be a system of community-based waste management.Keywords: Waste Management, Bio Reactor Mini, Community Participation

Abstract

This study aimed to evaluate the condition of existing land use in years 2010 with the Spatial Plan Batu years 2003 to 2013 to determine the effect of land use on infiltration in Batu City. The method used in this study is regression analysis and Analysis Hierarky Proces. The results showed there is a dominant influence of land use on infiltration and analysts have a different outcome each district. Existing land use conditions in 2010 have an influence on the decline in power of absorbing rainwater into the soil. It can be seen from the declining value of the infiltration in Batu declined 34.915.235 m³ / year or 13% of land use in 2003. To ensure the conservation of water resources in terms of preventing the destructive force of water, the ground water reserves in 3 (three) districts in the town of Batu need to consider land use contained in the spatial plan that no longer have the conversion of land to land up which can lead to reduced capacity and water potential capacity.Keywords: conservation, land use, infiltration.

Abstract

House is one of the basic human need for survival. However, not all individuals have the same ability to comply housing needs. The aim of this study was to evaluate the mechanism of BSP2S system in Malang. The research method used are descriptive analysis method to describe the mechanism of the housing stimulant grants and Important Performance Analysis (IPA) to evaluate the performance of the housing stimulant finance program . The housing finance programs with a pure grant mechanism is an effort in complying the housing backlog besides mortgages mechanisms. Utilization of the housing stimulant grants through the home construction was able to reduce approximately 0.23% backlog (43 930 units) of housing need in 2011. Some things that need to be improved in housing finance programs are coordination aspect, the grants amount, improving the quality of human resources and the quality of infrastructure.Keywords: self-built housing, housing finance, backlog.
