Abstract

Social equity in urban infrastructure planning is important, especially where the infrastructure investment is high, and charging systems are applied: this will lead some people could not afford a fair delivery of services. The role of the planners is important to secure infrastructure delivery for the poor within the adopted and applied planning system in a respective country to anticipate the trend of privatization in production and delivery of infrastructure and services.

Abstract

Terbatasnya cakupan pelayanan Perusahaan Daerah Air Minum (PDAM) di Kota Bandung, menuntut adanya partisipasi aktif masyarkat dalam penyediaan air bersih. Sarana air bersih komunal muncul sebagai satu alternatif penyediaan air bersih yang berbasiskan masyarakat. Tantangannya ialah kemampuan dan kapasitas masyarakat yang terbatas baik secara ekonomi maupun sosial. Sampai saat ini masih belum diketahui bagaimana ketercapaian pelayanan yang dihasilkan oleh sarana air bersih komunal di Kota Bandung. Dengan demikian studi ini dilakukan untuk mengevaluasi kinerja pelayanan sarana air bersih komunal yang terdapat di permukiman penduduk di Kota Bandung. Identifikasi kinerja pelayanan dilakukan melalui evaluasi terhadap kinerja dari lima komponen pelayanan, yaitu: kuantitas air, kualitas air, kontinuitas air, tarif air, dan penanganan keluhan. Setiap komponen memiliki tolok ukur kinerja masing-masing. Kemudian penilaian kinerja didasarkan pada ketercapaian tolok ukur tersebut dengan melakukan evaluasi secara formal melalui pendekatan supply dan demand yang dianalisis melalui metoda analisis deskriptif-analitis dan kuantitatif. Hasil yang diperoleh ialah sarana air bersih komunal yang terdapat di lokasi studi seluruhnya memiliki kinerja pelayanan air bersih komunal yang baik. Persepsi masyarakat menunjukan kepuasan terhadap pelayanan sarana air bersih komunal. Hal tersebut didukung oleh ketercapaian kinerja dari pelayanan air bersih komunal, yakni mayoritas ketercapaian pelayanan memenuhi standar pelayanan yang ada.Kata Kunci: evaluasi, pelayanan, air bersih, komunal, Bandung The limited range of services in the City PDAM Bandung, requires the active participation of community in the provision of clean water. Communal water supply emerged as an alternative to the provision of community-based clean water. The challenge is the ability and the limited capacity of the community both economically and socially. Is still not known how the achievement of service generated by a communal water supply in the city of Bandung. This article evaluated service performance of the communal water supply located in residential areas in the city of Bandung. Identification of the performance of services is conducted through evaluation of the performance of the five service components, namely: water quantity, water quality, water continuity, water rates, and complaints handled. Each component has its own performance benchmark - each. Performance assessment is based on the achievement of the benchmarks with supply and demand approaches to did the formal evaluation which was analyzed by descriptive-analytic and quantitative methods. The result is, all have good service performance. Show the publics perception of satisfaction with the service of communal water supply. This is supported by the achievement of the performance of communal water services, where the majority of the achievement of service standards of existing services.Keyword: evaluation,  service, clean water, communal, Bandung

Abstract

Abstract. Based on Mayoral Decree No. 610 Year 2016 on the Procedure of New Students Admissions (PPDB), the municipal government of Bandung uses a clustering system for the process of student admission. This research was aimed at producing a description of issues related to school capacity and the mapping of school facility distribution based on quality. This is considered important in order to be able to see the capability of Bandung’s clustering policy to give the school age population a chance to obtain qualified education. This research used a descriptive spatial analytical method with the GIS application to analyze the adequacy of state high school capacity in Bandung using weighting to determine the distribution of state high school quality in Bandung. The spatial analysis could determine the distribution of state high school facility locations in Bandung, the scope of state high school service areas based on district division, the number of the school age population within the area of the facilities, the number of the school age population that is not accommodated by a school, and the mapping of state high school quality based on passing grade score, the average national examination score, and school accreditation score. The comparison of high school capacity and quality in Bandung showed that the clustering policy does not pay attention to these two aspects comprehensively. From the capacity side, the area of Bandung City that is within the scope of state high school facilities is only 79.25% with a total of 169,538 students school age students living in this area. However, the total capacity of state high school facilities in Bandung is only 30,751 students. As for the quality aspect, highly qualified state high schools tend to be located in the center of Bandung while low quality high schools tend to be located in the fringe areas.Keywords. Berdasarkan Keputusan Walikota Bandung No. 610 Tahun 2016 tentang Tata Cara Penerimaan Mahasiswa Baru (PPDB), Pemkot Bandung menetapkan sistem rayonisasi dalam proses penerimaan mahasiswa baru. Penelitian ini bertujuan untuk menghasilkan gambaran masalah yang berkaitan dengan kapasitas sekolah dan pemetaan distribusi fasilitas sekolah berdasarkan kualitas. Hal ini dianggap penting untuk melihat kemampuan kebijakan rayonisasi di Bandung dalam memberikan kesempatan bagi populasi usia sekolah untuk memperoleh layanan pendidikan yang berkualitas. Penelitian ini menggunakan metode analisis spasial deskriptif dengan aplikasi GIS untuk menganalisis kecukupan kapasitas sekolah dengan menggunakan metode weighting untuk mengetahui distribusi kualitas SMA negeri di Bandung. Analisis spasial dengan menggunakan aplikasi GIS dapat menentukan distribusi lokasi fasilitas SMA negeri di Bandung, ruang lingkup pelayanan SMA negeri berdasarkan pembagian kabupaten, jumlah penduduk usia sekolah di wilayah pelayanan fasilitas, jumlah populasi usia sekolah yang tidak tertampung di sekolah, dan pemetaan kualitas SMA negeri berdasarkan nilai kelulusan, skor rata-rata ujian nasional, dan skor akreditasi sekolah. Perbandingan kapasitas dan kualitas SMA di Bandung menunjukkan bahwa kebijakan rayonisasi belum memperhatikan dua aspek secara komprehensif. Dari sisi kapasitas, luas Kota Bandung yang berada di dalam jangkauan layanan sekolah hanya 79,25% dengan jumlah total 169,538 siswa yang tinggal di daerah tersebut. Namun, kapasitas SMA Negeri di Bandung hanya 30.751 siswa, sedangkan dari sisi kualitas, SMA negeri yang berkualitas cenderung ditempatkan di pusat kota Bandung, sedangkan sekolah dengan kualitas rendah cenderung ditempatkan di daerah pinggiran kota.Kata Kunci: fasilitas SMA Negeri, rayonisasi, kapasitas, kualitas, efektifitas, sistem informasi geografis

Abstract

The rural road is expected to alleviate the rural poverty in IDT (presidential Decree for Undeveloped Village) programme. Although this programme is still running during the economic crisis (namely Social Safety Net Programme) there are some questions of the effectiveness of the programme. Rural road development and rural transportation system should be designed well to meet this objective. What is necessary is an understanding of the interaction of rural roads, transportation modes and socio-economic factor of rural development. Even the uses of participatory planning programe in deciding the rural roads programme, may not solve the problem of targeting benefit to the poorest segments of rural society.

Abstract

Millenium Development Goals (MDGs) Indonesia menetapkan “Penanggulangan Kemiskinan dan Kelaparan” sebagai target pencapaian yang pertama. Kendala utama adalah kurangnya kemampuan untuk keluar dari garis kemiskinan karena biasanya kelembagaan masyarakat di lingkungan tersebut kurang memberi akses bagi penyertaan sosial, pemberdayaan, maupun keamanan. Penelitian ini bertujuan, pertama untuk mencari Konsep Model Pemberdayaan Masyarakat Permukiman Kumuh Sebagai Upaya Pengentasan Kemiskinan Perkotaan Yang Berkelanjutan (PMPKB) dan kedua, untuk menerapkan konsep Model PMPKB. Metode yang digunakan adalah Participatory Action Research (PAR) yang menempatkan peneliti dan yang diteliti dalam satu kerangka proses. Model PMPKB diterapkan di 5 kelurahan di kota Surakarta. Hasil di kelurahan Joyosuran menunjukkan bahwa Model PMPKB yang dimulai dari pemetaan masalah partisipatif sampai dengan rencana tindak komunitas serta diakhiri dengan pengintegrasian dengan rolling plan perencanaan pada tingkat kota, bisa menjadi instrumen untuk mengakomodasi aspirasi masyarakat melalui perencanaan dari bawah (bottom-up planning) yang bisa menjamin dan memastikan terintegrasinya proses bottom-up planning pada level kelurahan (sub kota) di dalam dokumen perencanan pada level kotaKata Kunci: Perencanaan Partisipatif; Kelurahan; Kemiskinan; Pemukiman Kumuh; Perkotaan; Model ; Pemberdayaan Masyarakat The Indonesia’s Millenium Development Goals (MDGs) has designated “the Eradication of Poverty and Hunger” as the first target of achievement. The main obstacle is the lack of capability to escape from the poverty line because community institutions in the neighborhood do not sufficiently provide access for social inclusion, empowerment, and security. This research aims at, first, finding the Model of Slums Settlement Community Empowerment Concept as an effort for Sustainable Urban Poverty Alleviation (PMPKB), and second, implementing the PMPKB concept model. The method used in this research is Participatory Action Research (PAR) where the researchers and the object of research are put in one process framework. This model was implemented in 5 districts in Surakarta municipality. The implementation of the model at Joyosuran district shows that the PMPKB model which begins with the mapping of participative problems until community action plan and ends with the integration with the rolling plan at the municipality level, can become an instrument to accommodate community aspiration through bottom-up planning that can guarantee and ensure the integration of bottom-up planning at the district level in the planning document at the city level.Keywords: Participative planning, District, Poverty, Slums Settlement, Urban, Model, Community Empowerment

Abstract

The implementation of physical development does not always in harmony with the spatial plan. Diversion in function or spatial use can occur due to various factors such as operational factor, administrative/political factor and market development. This condition indicated that spatial use control is needed in order to achieve consistency between spatial use and spatial plan. This article will discuss practical approach n actions needed in monitoring and controlling spatial use, including the granting of development permit. Since the scope of discussion is intended for Kabupaten Dati II understanding the object of control which has different levels becomes important. Those, levels are: block plan, site plan, zoning and pattern and structural plan. The control should start from the lowest to the highest level, strictly and consistently. The agency responsible for the control should be chosen based on the levels: therefore, should there be any diversion, the responsible agency can be known immediately. The control is conducted through inspection and investigation on the spatial diversion. The sanction can be administrative or criminal. This control and sanction will be effective if conducted by a Special Team involving related agencies.
