Abstract

Kondisi ruas jalan Cadas Pangeran yang panjangnya sekitar dua kilometer saat ini, telah mengalami penurunan kondisi jalan sebesar 20%. Ditengarai bahwa pemicunya adalah hujan deras dan keadaan tebing yang labil, selain itu diketahui ada kelebihan tonase sekitar 90%, sehingga dapat mengancam infrastruktur jalan. Untuk menyelamatkan Cadas Pangeran tersebut, salah satu tindakan yang dilakukan oleh pemerintah adalah melarang kendaraandengan tonase di atas 8 ton melintasi Cadas Pangeran. Hal ini mengakibatkan pengalihan arus lalulintas ke beberapa jalur alternatif, dan berdampak pada biaya operasional kendaraan (BOK) yang langsung dirasakan oleh para pengguna jalan. Tujuan artikel ini adalah untuk mengetahui perubahan besaran BOK agregat akibat pengalihan arus lalu lintas dari ruas Cadas Pangeran ke jalur alternatif 1 (Bandung-Subang-Cikamurang-CijelagKadipaten-Palimanan) dan Jalur Alternatif 2 (Bandung-Subang-Pamanukan-LohbenerPalimanan). Pendekatan artikel dilakukan melalui pengamatan dan analisis terhadap datasekunder lalu lintas dan data primer terbatas yang berkaitan dengan kondisi lalu lintas, dalam hubungannya dengan pendekatan analisis BOK. Hasil analisis menunjukkan terdapat peningkatan besaran BOK agregat sebesar Rp.373,520,643,819.56 per tahun (16.65%). Kenaikan BOK tersebut disebabkan oleh peningkatan volume lalulintas pada jalur alternatif 1 dan 2 yang menerima limpahan kendaraan dari ruas Cadas Pangeran, sebagai akibat pengalihan arus lalu lintas dari ruas tersebut.Kata kunci: Biaya Operasional Kendaraan (BOK), jalur alternatif, lalu lintas, tingkat pelayanan jalan At the moment the condition of Cadas Pangeran road along two kilometres, has decreased around 20%. Presumed it is triggered by hard rain and unstable slope condition. It is also indicated there is tonnage surplus around 90 % that threatened the road infrastructure. For saving Cadas Pangeran, one of policies performed by government is forbiding vehicles with over 8 tons tonnage to pass the road. This matter, caused traffic shifting to some alternative routes, which influenced vehicle operating cost (VOC) experienced by the road users. The goal of the research is to know the changing of Vehicle Operating Cost (VOC) at Cadas Pangeran route as the result of traffic shifting to alternative route 1 (Bandung-SubangCikamurang-Cijelag-Kadipaten-Palimanan) and alternative route 2 (Bandung-SubangPamanukan-Lohbener-Palimanan). The research approach was done by observed and analysed secondary traffic data and limited primary traffic data, related to traffic condition, in correlation with VOC analysis approach. The analysis results shown aggregate vehicle operating cost, increasing from those three routes examined as Rp 373,520,643,819.56 (16.65%) annually. Those increasing are caused of traffic volume increase on alternative routes 1 and 2, which accepted vehicles overflow from Cadas Pangeran.Keywords: Vehicle Operating Cost (VOC), alternative routes, traffic, Level of Service (LOS)

Abstract

In a number of problem domains there is an increasing interest in exploring flow data, which is defined as data that captures movement between places on a given network, including most branch of engineering, transportation, telecommunication, social system, and economic geography;.. However, the current state of the art in exploratory spatial data analysis (ESDA,); which is largely dominated by geo-statistical and lattice data analysis, lack techniques and methodologies for the exploration of flow data. Although the general underlying concepts are largely the same, flow data requires a different set of specific methods for data exploration. In this paper I extend the methods of spatial stat is tic for identifying spatial clusters and outliers to work with flow data, and demonstrate the methods to detect spatial error dependence and heteroskedasticity  in the error term of spatial interaction models.

Abstract

Many problems are still encountered in spatial planning, from planning which is still oriented toward administrative region criteria, the lack legal instruments in spatial control, disparity perception between agencies over the importance of spatial plan pattern as the basis of development, the lack of basis data and accurate information, until the limited ability of spatial planning institutions. Efforts should be done to solve the problems are enhancing the quality and the ability of spatial planning apparatus. In accordance with those efforts, public and business sector participation in spatial planning should be enhanced. Also needed in these efforts is the strengthening of spatial planning control and information system in spatial planning.

Abstract

Perubahan iklim global diperkirakan akan mempengaruhi penawaran dan permintaan pariwisata di Kawasan Pantai Pangandaran. Dari segi penawaran, perubahan iklim diprediksi akan mengakibatkan kerusakan sumber daya alam dan budaya yang menjadi produk utama pariwisata. Sedangkan, dari sisi permintaan, perubahan iklim akan memengaruhi pola kunjungan wisatawan serta persepsi dan preferensi wisatawan. Studi ini bertujuan untuk menemukenali pengaruh dari iklim dan perubahannya terhadap destinasi pariwisata Pantai Pangandaran, khususnya pada perubahan kondisi fisik (lingkungan) daya tarik wisata serta pola kunjungan, persepsi, dan preferensi wisatawan. Penelitian ini mencoba mengidentifikasi dampak potensial dari perubahan iklim terhadap variabel penawaran (supply) dan permintaan (demand) dalam sektor pariwisata. Pengidentifikasian dampak perubahan iklim terhadap variabel penawaran (supply) dapat dilihat dari dampak potensial yang ditimbulkan perubahan iklim pada kondisi fisik daya tarik wisata yang berimplikasi pada perubahan pengelolaan destinasi pariwisata. Sedangkan, pengidentifikasian dampak perubahan iklim terhadap variabel permintaan (demand) dapat dilihat melalui pengidentifikasian relevansi faktor iklim sebagai faktor penarik suatu destinasi pariwisata.Kata kunci: perubahan iklim, destinasi, permintaan, penawaran Global climate change is expected to affect the supply and demand for tourism in Pangandaran beach area. In terms of supply, climate change is predicted to result in damage to natural resources and cultural tourism as its main product. Meanwhile, from the demand side, climate change will affect the pattern of tourist arrivals, perceptions and preferences. This study aims to identify the influence of climate change on Pangandaran beach tourism destinations, especially on changes in physical conditions (environment), tourists’ attraction, as well as visit patterns, perceptions, and preferences of tourists. This study sought to identify potential impacts of climate change on supply variables and demand in the tourism sector. Identifying the impacts of climate change on supply variables can be seen from the potential impacts of climate change posed to the physical condition that implicates a major tourist attraction in tourism destination management changes. Meanwhile, identification of climate change impacts on the variable demand can be seen by identifying relevance of climatic factors as a tourism destination pull factors.Keywords: climate change, destination, demand, supply

Abstract

This paper discusses the relationship between tourism and tourist’s impression on its environment. It argues that tourists are willing to have and observe a comprehensive tourism activities in which more Contact & understanding on local people and possible participation in their daily lives is preferable than merely visit and see the tourist object. Decision makers could consider this approach in developing any local tourism activities.

Abstract

The import substitution strategy and continuous efforts to promote foreign investment, capital and advanced technology tends to concentrate the industrial investment in the core of region. Although varied in degree and in a broad sense. the strategy of growth-pole theory is an inevitable approach in regional planning for many developing countries facing the challenge of global economic. The serious consequences of this approach is the ever widening regional disparities and polarization of capital, industries and conglomeration in one or few elite group. Evaluation and re-examination of this strategy for the regional development in Indonesian are important. Exploration of a new paradigm in regional planning is challenging and re-orientation to the rural development strategy is not a faulty thought.

Abstract

Berdasarkan Rencana Pembangunan Jangka Menengah (RPJM) Kota Palembang Tahun 2004-2008, persoalan ketenagakerjaan merupakan bagian dari rencana pembangunan. Jika fenomena tingkat pengangguran ini tidak diatasi maka akan timbul permasalahan sosial ekonomi. Artikel ini bertujuan untuk mengidentifikasi upaya dalam mengatasi masalah pengangguran untuk mendukung pembangunan di Kota Palembang. Metodologi yang digunakan adalah system dynamics. Hal ini dikarenakan tidak hanya komponen permintaan akhir sebagai determinan tingkat pengangguran melainkan juga tingkat teknologi proses produksi dan tingkat migrasi masuk. Tingkat pengangguran diperkirakan akan semakin meningkat apabila perkembangan ekonomi sosial mengikuti kecenderungan yang sedang terjadi. Untuk menghindari permasalahan tersebut, diperlukan suatu kebijakan yang mampu mengubah kecenderungan perkembangan tersebut agar masalah pengangguran dapat dikurangi seperti yang diharapkan. Berdasarkan temuan studi, kebijakan yang paling efektif dan efisien adalah kebijakan komprehensif, yaitu dengan menerapkan kebijakan pada berbagai variabel determinan secara bersamaan. Kebijakan terbaik adalah dengan menggabungkan secara bersamaan kebijakan perubahan permintaan akhir dengan kebijakan perubahan teknologi proses produksi dan pembatasan migrasi masuk.Kata Kunci: masalah penganggguran, perubahan permintaan akhir, perubahan teknologi proses produksi, pembatasan migrasi masuk, system dynamics Based on Palembang Middle Range Development Plan (RPJM) Year 2004-2008, employment issues are part of the development plan. If unemployment is not addressed properly there will be serious social economic problems. This article aims at identifying measures to overcome the problem of unemployment to support development in the city of Palembang. The methodology used is the system dynamics. It is because not only the components of final demand as the determinant of the unemployment rate but also the level of production process technology and level of in-migration. The rate of unemployment is expected to further increase if the social economic development following the trend that is happening. To avoid these problems, a policy is needed which is capable of reversing the trend of these developments so that the problem of unemployment can be reduced as expected. The most effective policies are comprehensive and efficient manner, namely by applying policies on various determinant variables simultaneously. Therefore, the best policy is to combine the final demand changes in policy with policy changes in technology and production processes and restrictions of in-migration.Keywords: unemployment problem, final demand changes, production process technology changes, in-migration restrictions, system dynamics

Abstract

Abstract. Indonesia has experienced seven developmental phases of the social system (ideology), i.e. (1) the old phase of Javanese villages  (809 AD); (2) the kingdom era (1044-1886); (3) the colonial Dutch East Indies (1853 AD); (4) the Japanese occupation (1942-1945); (5) the settling period from 1945 to 1965; (6) the New Order (1965-1998); and (7) The Reform Era. This ideology affects the development system, which in turn affect the relationship between government and people, such as on the position, rights, and roles of the people in influencing and determining the direction, content and development priorities. Meanwhile, democracy as a political system will affect the development system. Likewise, the decision-making system for developments is strongly influenced by the political system. This paper aims to retrace the democracy in the social system of the “Old phase of Javanese Villages in Indonesia,” to understand and rediscover its values. Many Dutch and British officials admired and recognized these values as the most suitable social system for our nation. Unfortunately, after the kingdom age, the Dutch colonial era and later times, the concept of village democracy has been erased and replaced with a system that was more favorable for the ruling regime. Therefore, this study is expected to remind, enhance and complement the repertoire of knowledge that can be developed and can influence thinking to the enrich and improve democracy in the context of development, especially to build the concept of participatory planning as a medium of education and as a vision to unite the nation. The method used is literature study to discover and understand the historical situation. The village is chosen as a unit of study because it was the forerunner of the traditions and culture of community life as a reflection of the unity of thought and action that determine the direction, content, and priorities of collective action. The village is an entity on the smallest scale in the nation. The village is a “cell” that forms an entity in the administration, law, and resources of the nation.Keywords. citizen participation, social system, system of government.Abstrak. Di Indonesia ada tujuh fase perkembangan sistem (ideologi) kemasyarakatan, yaitu (1) masa desa Jawa kuno  (809M); (2) masa kerajaan (1044-1886); (3) masa kolonial Hindia-Belanda (1853M); (4) masa pendudukan Jepang (1942-1945); (5) masa pengaturan tahun 1945-1965; (6) masa Orde Baru (1965-1998); dan (7) masa Reformasi. Ideologi itu kemudian mempengaruhi sistem pembangunan yang digunakan bangsa Indonesia karena ideologi mempengaruhi hubungan antara pemerintah dan rakyat. Misalnya pada bagaimana posisi, hak dan peran rakyat dalam mempengaruhi dan menentukan keputusan untuk memilih arah,  isi dan prioritas pembangunan. Sementara itu, demokrasi sebagai suatu sistem politik akan mempengaruhi sistem pembangunan. Demikian juga dengan sistem pengambilan keputusan dalam pembangunan akan sangat dipengaruhi oleh sistem politik yang diterapkan. Tulisan ini bertujuan untuk membuka kembali demokrasi dalam sistem kemasyarakatan  pada“Masa Desa Jawa Kuno”, dengan cara memahami dan menemukan kembali nilai-nilainya, yang oleh banyak petinggi dan pemikir bangsa Belanda dan Inggris dikagumi dan diakui paling cocok untuk bangsa kita. Sayangnya di masa kerajaan, Kolonial Belanda dan masa-masa selanjutnya, konsep demokrasi desa telah dihapus dan diganti dengan sistem yang lebih menguntungkan penguasa pada setiap rezim saat itu.Oleh karena itu, kajian ini diharapkan bisa mengingatkan, menambah dan melengkapi khasanah pengetahuan yang bisa dikembangkan dan mempengaruhi pemikiran bagi pengkayaan pengembangan demokrasi dalam pembangunan terutama untuk pengembangan konsep perencanaan partisipatif sebagai media edukasi dan mempersatukan visi bangsa. Metode yang digunakan adalah studi literatur, sebagai cara untuk menemukan dan memahami fakta-fakta di masa lalu. Sebagai unit kajian adalah desa karena desa merupakan cikal-bakal tumbuhnya tradisi dan budaya hidup bersama sebagai suatu cerminan kesatuan antara pemikiran dan tindakan yang menentukan arah, isi dan prioritas tindakan bersama sebagai entitas dalam skala terkecil bangsa. Desa sebagai “cell” yang membentuk entitas dalam administrasi, hukum dan sumber-daya bangsa. Kata kunci. partisipasi warga, sistem kemasyarakatan, sistem pemerintahan.
