Abstract

The City of Sawahlunto was previously recognized by its coal mining activities. Since the decline of mining production in Sawahlunto, the city became a new administrative area which is divided into old and new town areas. This paper discusses the changing identity of Sawahlunto. Urban involution characterizes the town condition; the population number increases but without the expansion of urban character. Some parts of the town are small settlements with strong local identity. Thus, this condition affects “the breakdown” or “the duality” of Sawahlunto identity represented by old town and Talawi city.Keywords: town, Sawahlunto, mining, colonial town, identity, local, urban involution, Talawi

Abstract

Local Economic Development (LED) approach is an alternative for development country like Indonesia. Strategy, programe, and activity of LED have strength besides its weaknesses of the implementation. LED have five fundamental constrain in its implementation, such as politics, strategics, expertises, finance, and operational.  All of these should be concerned on its implementation, not only in formulating but also in implementing and controlling of LED programes. Some important weakness at implementation of LED are needs of thought and action commitment such as priority scale tasks, bridging gap of idea and activity, elimination gap of administrators and politician, adjustment of internal institution, and sustainability of activity. Weaknesses have to be identified from three aspects as strategic and initiatives aspect, institutional aspect, planning and implementing aspect of LED. Strength of LED that have to concerned as LED implementation signal such as policy reformation, encourage economical cooperation that profitable for backward and forward linkages, urban and rural linkage, added value of comodity and bussiness diversification. Besides, LED emerge strategic vision of economic development, role of coordination, private participation, regional perspective, creativity, and political commitment for economic development.

Abstract

Investment and operation of water infrastructure is expensive. In order to prevent the failure of investment and operation caused by unpredictable cost, cost estimation before the development of water infrastructure is very important. Theories and concept in water supply engineering show that environmental condition has an important role in determining cost variation of water infrastructure. This article explores to what extent environmental condition was considered in empirical cost studies. It reveals that environmental condition has not been considered comprehensively in empirical cost studies, especially cost estimation studies.Keywords: water infrastructure, cost estimation, environmental condition

Abstract

Public participation has become an important part in development, including urban deve1opnent. This participation is important because development is from the people, by the people and for the people. Only people who know exactly what they want and need. Indonesia already has two general regulations concerning public participation, Law No. 24/1992 on Spatial Planning and Government Regulation No. 6911996 on the Implementation of the Public Rights and Obligation, and the Format and Procedure for Public Participation in Spatial Planning. This article discusses the experience of The Hague, The Netherlands in implementing public participation in urban development through Project The Hague 2025. It is hoped that through the experience of The Hague, Indonesia can learn important lessons for public participation in urban development in Indonesia.

Abstract

Analisis Penerimaan Retribusi Sampah oleh Masyarakat dalam Upaya Peningkatan Pelayanan Pengelolaan Persampahan di Kota Bandung Bagian Timur Rencana Pembangunan Jangka Menengah Daerah (RPJMD) 2014-2018 merupakan dasar pada perencanaan pembangunan dalam rangka mewujudkan Kota Bandung yang Bersih Makmur Taat dan Bersahabat, atau yang disingkat Bermartabat. Berdasarkan slogan “Bermartabat” tersebut, maka kebersihan dan sistem pengelolaan persampahan adalah hal yang harus dikelola dengan baik sehingga pembangunan Kota Bandung yang akan dicapai adalah pembangunan yang berwawasan lingkungan. Salah satu hal yang menjadi kendala dalam pengelolaan persampahan di Kota Bandung adalah partisipasi masyarakat yang rendah dalam aspek pembiayaan. Hal tersebut dibuktikan dengan masih besarnya beban subsidi dari Anggaran Pendapatan dan Biaya Daerah (APBD) Kota Bandung yang mencapai 80% dari total biaya yang dibutuhkan, sementara penerimaan iuran sampah dari masyarakat Kota Bandung hanya mencapai 20% dari total biaya pengelolaan sampah. Besarnya beban subsidi APBD untuk pengelolaan sampah tersebut dapat mengganggu jalannya pelaksanaan pembangunan. Di sisi lain, rendahnya penerimaan iuran sampah dari masyarakat membuat PD Kebersihan selaku lembaga pengelola persampahan di Kota Bandung tidak dapat memberikan pelayanan optimal dan selalu bergantung kepada subsidi yang diberikan oleh Pemerintah Kota Bandung. Untuk itu perlu dilakukan analisis terhadap hal-hal yang menyebabkan rendahnya penerimaan iuran sampah tingkat kota tersebut. Tujuan penelitian ini adalah untuk mengetahui variabel-variabel apa saja yang mempengaruhi nilai kesediaan membayar (willingness to pay = WTP) dan tingkat kemampuan membayar (ability to pay = ATP). Penelitian ini menggunakan metode contingent valuation methode (CVM) dengan sistem bidding game (tawar menawar) dan analisis crosstab untuk mengetahui ketergantungan nilai kesediaan membayar masyarakat. Analisis cluster dan analisis diskriminan dilakukan untuk mengetahui pembagian responden ke dalam kelompok berdasarkan kedekatan variabel serta mengetahui perbedaan antar kelompok yang terbentuk. Untuk mengetahui karakteristik masyarakat, 400 kuesioner dibagikan. Hasil penelitian menunjukkan bahwa nilai rata-rata WTP responden berada di bawah nilai rata-rata ATP. Hal ini berarti bahwa masyarakat Kota Bandung Bagian Timur mampu untuk membayar iuran sampah kota. Pelayanan pengelolaan persampahan yang tidak memuaskan menjadi penyebab utama rendahnya penerimaan iuran sampah.Kata kunci. ATP, bidding game, cluster, CVM, WTP. The Regional Medium Term Development Plan of Bandung Municipality 2014 - 2018 is a basis for development planning in an effort to create Bandung Municipality: Clean, Prosperous, Obedient, and Friendly, which becomes the Bandung Municipality slogan “Bermartabat (Bersih Makmur Taat dan Bersahabat)”. Based on the slogan "Bermartabat", the cleanliness and solid waste management system is something that must be managed properly so that the development of Bandung to be achieved is environmentally sound. One of the obstacles in the management of solid waste in the city of Bandung is the low public participation in the financing aspects. This is evident from the large subsidy from the APBD of Bandung Municipality, which reached 80% of the total cost required, while the reception solid waste fees from people in Bandung only reached 20% of the total cost of solid waste management. The amount of the subsidy budget for solid waste management could disrupt its implementation. On the other hand, due to the low amount of solid waste fees from the PD Kebersihan as the waste management company of Bandung Municipality cannot provide optimal service and always depends on the subsidies to be granted by the Government. Therefore, it is needed to analyze what causes the city’s low solid waste fees collection. The purpose of this study was to determine the variables that influence the value of willingness to pay (WTP = willingness to pay) and the level of ability to pay (ability to pay = ATP). This study uses a contingent valuation method (CVM) with a bidding games system and crosstab analysis to determine the dependence of the value of the publics willingness to pay. Cluster analysis and discriminant analysis were conducted to determine the division of respondents into groups based on the proximity of variables and to know the differences between groups. To know the characteristics of the community, 400 questionnaires were distributed for data retrieval. The research showed that the average value of WTP from the respondents was below the average ATP value. This means that people in Eastern Bandung Municipality are able to pay solid waste fees. Low solid waste fees collection is primarily caused by unsatisfactory solid waste management service.Keywords. ATP, bidding game, cluster, CVM, WTP.

Abstract

Desentralisasi dan otonomi yang Iebih besar kepada daerah-daarah, diperkirakan akan semakin memperkuat fungsi dan peranan kota-kota menengah dan kecil, termasuk dalarn proses migrasi. Dari hasil penetitian di Kabupalen Tasikmafaya disimpulkan bahwa kota—kata menengah cukup berarti sebagai tujuan migrasi yang berasal dari dalam kabupaten. Disamping itu juga terdapat petunjuk bahwa kota-kara tersebut sudah berfungsi dengan baik sebagai ruang kehidupan. Hal ini nampaknya mempengaruhi orang untuk bermigrasi keluar, lebih jauh lagi investasi untuk memperluas kesempatan ekonomi yang lebih besar ke kota-kota tersebut, nampaknya memiliki peluang untuk membiaskan arah migrasi yang selama ini banyak menuju kota-kota besar.

Abstract

At  the  end  of  the  Second  Long -Term  Development  Plan  (2020),  the  percentage  of  urban population  in  Indonesia  will  be  greater  than  rural  population.  This  phenomenon  will  put tremendous  pressure  on  the  provision  of  physical  infrastructure  to  the population. Physical infrastructure is strongly related to Civil Engineering. Entering the 21st century and beyond, the  development  of  civil  engineering  will  be  greatly  influence  by  Material  Science  and Computer Science.The increase of infrastrucure development in the next 25 years will also increase the need for Civil Engineering Human Resources. The quality and quantity of Civil Engineers in Indonesia are  still  relatively  low.  To  anticipate  the  need  of  infrastructure  development  in  The  Second Long-Term Development Plan, the quality and the output of Civil Engineering graduates need to be increased.
