Abstract

Millenium Development Goals (MDGs) Indonesia menetapkan “Penanggulangan Kemiskinan dan Kelaparan” sebagai target pencapaian yang pertama. Kendala utama adalah kurangnya kemampuan untuk keluar dari garis kemiskinan karena biasanya kelembagaan masyarakat di lingkungan tersebut kurang memberi akses bagi penyertaan sosial, pemberdayaan, maupun keamanan. Penelitian ini bertujuan, pertama untuk mencari Konsep Model Pemberdayaan Masyarakat Permukiman Kumuh Sebagai Upaya Pengentasan Kemiskinan Perkotaan Yang Berkelanjutan (PMPKB) dan kedua, untuk menerapkan konsep Model PMPKB. Metode yang digunakan adalah Participatory Action Research (PAR) yang menempatkan peneliti dan yang diteliti dalam satu kerangka proses. Model PMPKB diterapkan di 5 kelurahan di kota Surakarta. Hasil di kelurahan Joyosuran menunjukkan bahwa Model PMPKB yang dimulai dari pemetaan masalah partisipatif sampai dengan rencana tindak komunitas serta diakhiri dengan pengintegrasian dengan rolling plan perencanaan pada tingkat kota, bisa menjadi instrumen untuk mengakomodasi aspirasi masyarakat melalui perencanaan dari bawah (bottom-up planning) yang bisa menjamin dan memastikan terintegrasinya proses bottom-up planning pada level kelurahan (sub kota) di dalam dokumen perencanan pada level kotaKata Kunci: Perencanaan Partisipatif; Kelurahan; Kemiskinan; Pemukiman Kumuh; Perkotaan; Model ; Pemberdayaan Masyarakat The Indonesia’s Millenium Development Goals (MDGs) has designated “the Eradication of Poverty and Hunger” as the first target of achievement. The main obstacle is the lack of capability to escape from the poverty line because community institutions in the neighborhood do not sufficiently provide access for social inclusion, empowerment, and security. This research aims at, first, finding the Model of Slums Settlement Community Empowerment Concept as an effort for Sustainable Urban Poverty Alleviation (PMPKB), and second, implementing the PMPKB concept model. The method used in this research is Participatory Action Research (PAR) where the researchers and the object of research are put in one process framework. This model was implemented in 5 districts in Surakarta municipality. The implementation of the model at Joyosuran district shows that the PMPKB model which begins with the mapping of participative problems until community action plan and ends with the integration with the rolling plan at the municipality level, can become an instrument to accommodate community aspiration through bottom-up planning that can guarantee and ensure the integration of bottom-up planning at the district level in the planning document at the city level.Keywords: Participative planning, District, Poverty, Slums Settlement, Urban, Model, Community Empowerment

Abstract

This research explored the implementation of concept of Surakarta ecocultural city platform in the era of Pandemic Covid-19 in 2 case study areas of Balekambang Park as the Natural and Heritage Park and Jayengan Jewelry Kampung (JKP) as Heritage Creative Industry-based Kampung Tourism. Eco city is basically the concept to create new urban development to be more ecologically, liveable and Sustainable, while the cultural city refers to the city, which focusing on cultural and performance for branding the city.  Ecocultural city is mainly related to connectivity among people, place and culture and this concept is mostly applicated in the tourism world, where to maintain this sustainably, this has to address people, place and its cultural relationship with biophysical aspects. Therefore, in the era of disruption of COVID-19, the ecocultural based of tourist destination areas are highly affected due to the loss of tourists visiting the areas. The research found that the model of People, place, technology and government proposes for increasing adaptability of people to the disruption condition, initiating resilient, creative, healthy and smart places, exhalating technology for added value of tourism product and improving resilience  government to adapt, absorb the change, collaborating multi stakeholder partnerships

Abstract

This paper evaluated the Program of Substandard Housing (RTLH) Renovation proposed for the agenda of “Surakarta Informal Settlements Clearance 2015” for solving the problem of improving the quality of 6612 substandard houses.  This research took case study in the small-scaled area of poor settlements in the prone area along riverbank of Bengawan Solo River namely Kelurahan Ketelan. How could this outcome contribute to achieve Sustainable Development Goals (SDGs) in terms of providing housing security to establish inclusive, safe, resilient and sustainable city and human settlement as stated by SDGs? The case study research was conducted by multiple methods of qualitative and quantitative analysis. The results showed that the program had the highest contribution on the improvement of sanitation, in terms of the use of septic tank (change value of 0.5750) and the use of toilet (0.203)as one of priorities of SDGs. However,there was only little contribution in increasing access to land tenure security ( 0.002); It was surprising that the improvement of housing construction itself was not high. This program involved the collaboration among state-civil-society-community and other development parties and increased channeling assistance for settlements sustainability and poverty reduction

Abstract

The second theme of the UN Conference on Human Settlements II in Istanbul in 1996 was sustainable human settlements development in an urbanizing world, which stated that waste is among ten important issues needing to be addressed. Apart from that the Post Agenda 2015 Goal 6 was to ensure availability and sustainable management of water and sanitation for all. Indonesia, where urbanization has grown significantly over recent years, is facing a waste problem. The central government released Sanimas program, which aimed to build sanitation infrastructure to upgrade its provision in urban settlements and to improve settlements’ environmental quality. Sanimas specifically targeted dense and poor urban settlements. In Surakarta, the program was implemented in 2006, Sanimas constructed public toilets and a communal wastewater treatment facility at Kelurahan Sangkrah,. This paper was designed to identify Sanimas’ implementation process and the networks of the related institution. This inductive research was based oninstitutions related to the program’s implementation and triangulation with secondary data.The research found that the implementation of the Sanimas Program has established a Community-based Organisation named KSM, which mediates between the local government and the community. Through KSM, inter-organisational networks have been developed, which indicated expanding linkages of the community to several organisations, and to higher level government and foreign agencies. Inter-organisational networks sustain the program, improve the quality of environment as well as increase community capacity.

Abstract

This research isconducted based on high poverty rates in Indonesia (17,4% in 2003) as well as in  Surakarta (14,1% in 2009). This is an urban phenomenon indicating the poverty, where in fact most of urban poors live in slums area, characterized by substandard houses with inadequate infrastructure and urban services. The approach of housing policy has shifted from provision approach  to sustainable development and recently to integration with poverty alleviation strategy. Community-based Housing Development is one of Housing Delivery Systems in Indonesia , which is based on Community Empowerment. This is believed to be the instrument for poverty alleviation as housing sector contributes in alleviation of poverty in terms of increasing access to housing and shelter ;  increasing access to services and infrastructure; social development and eradication of poverty; Environmental management; Economic development and governance. Objectiveof this research was to analyzethe contribution on CBHD-based programs toward poverty alleviation in Surakarta. Results of the research showed that higher contribution of poverty alleviation of CBHD Programs was access to housing due to higher intervention of the program in housing improvement. Relocation Program had higher contribution to poverty alleviation for the most components had been significantly increased:  condition of house construction, land secure tenure, water supply, sanitation condition, eventhough the program had displaced the people from previous location and increased transportation costs.

Abstract

Local-based tourism becomes one of economic development strategies of the area based on local potency. Sustainable tourism can be defined as ‘tourism, which takes into account of its current and future economic, social and environmental impacts’, addressing the demands of visitors, the environment, the industry and local communities as the host of development. KampungJayengan Surakarta is the traditional settlement located in the downtown, which spontaneously developed by Banjar Community, that arrived in Surakarta in 1746 as jewelry traders. Right now, the existence and the identity of Kampung Jayengan as Kampung of Jewelry has been lost its attraction, constrained by development of modern public facilities and services in the city center. This study analyzed the challenge faced by Kampung Jayengan to develop its potencies as Jewelry Industrial Kampung-based Tourism becoming a part of tourist destination in Surakarta as a creative city. The research type was predictive research by using mixed methods. Several analysis have been conducted from identification of the potencies of kampung. It consisted of analysis comformity of the area to the spatial structure general plan policy; analysis of demographic; analysis of economy, analysis of availability of public infrastructure; analysis of building and environment and analysis of land use suitability.  Results of analysis shows that the area has a great challenge for Jewelry Industrial Kampung-based Tourism development, which will have multiplier effect on increasing economic development of the area as well as economic development and welfare of the local community.

Abstract

Recently, the phenomenon of climate change effect has been clearly seen. Green city as concept of development have been initiated in several countries in the world with the expectation to contribute to the mitigation of global warming impact. Green City is the city that prioritizes the balance of bio-ecosystem with the environment to create comfortableness for the city residents and visitors (Yunus, 2012). Attributes of green city is related with the concept of sustainable architecture as the effort to minimize the negative impact towards the environment to address environmental problems caused by architectural complications. This paper focuses on the implementation of sustainable architecture in supporting the effort to achieve green city. This research conducted exploration in the aspect of planning and implementation that accommodate the concept of green city in architectural aspect based on the city planning in Surakarta City. This research is conducted in several locations in Surakarta City such as Kampung Iklim Sekip Kadipiro, Selasar Budaya Kampung Jagalan, and Mojosongo. The three locations develop the planning and implementation of design with the principles of low cost, simple technology and low impact to the environment. Those efforts support the program to realize green city through sustainable architecture implemented in the building and simple supporting element of environment with low cost.  Keywords: green city, sustainable architecture, eco-friendly, climate change

Abstract

Tujuan kegiatan pengabdian kepada masyarakat ini adalah memperkuat kapasitas aparat Kelurahan Mojo, Kecamatan Pasar Kliwon, Kota Surakarta, dalam melakukan pelayanan publik melalui pelatihan pemetaan berbasis sistem informasi geografis (SIG). Keterbatasan kapasitas aparat kelurahan dalam penguasaan teknologi berbasis geospasial mendorong pengabdi untuk menerapkan suatu proses transfer teknologi dengan user interface yang mudah dipahami dalam bentuk pelatihan dan bimbingan teknis penggunaan teknologi geospasial. Metode yang digunakan adalah pemetaan berbasis SIG dan pelatihan kepada aparat Kelurahan dan wakil masyarakat selaku pengguna SIG. Tujuan dicapai melalui 3 tahapan, yakni (1) identifikasi kebutuhan mitra terhadap data spasial, (2) Penyusunan dan pembaharuan data spasial yang terintegrasi berbasis SIG, dan (3) Pelatihan dan bimbingan teknis penggunaan dan pembaharuan data spasial dengan menggunakan perangkat lunak ArcGIS. Luaran dari kegiatan pengabdian ini adalah (1) Daftar kebutuhan data spasial di Kelurahan Mojo, (2) Tersusunnya data spasial pada sistem informasi geografis Kelurahan Mojo, dan (3) Peningkatan kemampuan aparat Kelurahan untuk menggunakan dan membaharui data spasial dengan menggunakan perangkat lunak ArcGIS. Hasil kegiatan pengabdian ini diharapkan mita dapat memperbaharui dan memanfaatkan data spasial berbasis SIG secara berkelanjutan untuk pelayanan publik dan perencanaan pembangunan spasial.

Abstract

Usaha Mikro, Kecil, dan Menengah (UMKM) memiliki pengaruh yang signifikan terhadap perekonomian kota terutama dalam menunjang pendapatan asli daerah. Keputusan berlokasi oleh UMKM berhubungan dengan karakteristik ruas jalan karena UMKM membutuhkan aksesibilitas dan visibilitas tinggi untuk menunjang kegiatannya. Penelitian ini menggunakan konektivitas dan integritas yang berasal dari teknik Space Syntax untuk menilai jaringan jalan di Kota Depok. Meningkatnya mobilitas seiring bertambahnya jumlah UMKM pada suatu lokasi mengindikasikan karakteristik dan perkembangan pada UMKM. Ketidaksesuaian lokasi UMKM dapat menjadi hambatan baik pada aksesibilitas maupun perkembangan UMKM. Tujuan dari penelitian ini adalah untuk menganalisis hubungan karakteristik berlokasi UMKM di Kota Depok dengan konektivitas dan integritas jaringan jalan di Kota Depok. Penelitian ini menggunakan metode kuantitatif dengan pengumpulan data menggunakan kuesioner, data instansi dan observasi yang dianalisis dengan teknik Analisis Space Syntax, Analisis Superimpose dan Analisis Deskriptif Spasial. Hasil dari penelitian ini menunjukkan bahwa UMKM di Kota Depok dengan dominasi jenis usaha kuliner memiliki pola beragam pada level kecamatan, seperti pola tersebar, acak dan mengelompok. Analisis jaringan jalan menunjukkan ruas jalan di Kota Depok memiliki konektivitas yang sama, yaitu rendah. Sementara Integritas didominasi oleh nilai tinggi pada lebih dari 80% wilayah. Analisis superimpose menunjukkan tidak ada kesimpulan hubungan yang dapat ditarik pada karakteristik konektivitas, karena seluruh wilayah memiliki konektivitas sama namun memiliki pola sebaran yang beragam. Sementara, karakteristik integritas menunjukkan bahwa terdapat 4 kecamatan dengan pola mengumpul yang berada pada wilayah dengan integritas tinggi.
