Abstract

Jabodetabekjur Megapolitan issue which was launched at the same time with the revision of Law No. 34/1999 concerning The Government of DKI (Daerah Khusus Ibukota, Special District Region) Jakarta has raised pros and cons from different parties. Regencies and municipalities next to the DKI Jakarta immediately support this concept, while the Province of West Java and the Province of Banten respond differently against the concept. The emergence of pro and con, and inappropriate perception and responds toward this concept mainly come from lack of understanding of the concept, undeliverable the content of megapolitan concept completely, and lack of communication between the Province of DKI Jakarta and related provincial and regency/municipal authorities. The issue can be discussed from three different views. First, as rapidly developed urban areas growing into a large continuous urban area, the Jabodetabekjur region requires the megapolitan management concept to manage development within a large scale urban area. Second, as the implementation of „ lex specialis derogat legi generalis‟ principle of the Law No. 32/2004 concerning Regional Government, the revision of Law No. 34/2999 concerning the Government of DKI Jakarta should focus on the internal governmental system within the DKI Jakarta only, separated from the megapolitan issue. Megapolitan issue should be regulated by a specific regulation based on the Law No. 24/1992 concerning Spatial Planning, Government Regulation No. 47/1997 concerning National Spatial plan, or Presidential Decree draft of Jabodetabekpunjur. Third, in responding to the reactions of immediate regencies and municipalities of DKI Jakarta toward the Jabodetabekjur megapolitan issue, the Province of West Java and Banten should improve their governmental service performances and develop a breakthrough thinking based on West Java public interest and public welfare in general, and the people living around DKI Jakarta in particular.Keywords: Megapolitan, Jabodetabekjur, development management, Regional Government Law, Regional Government Law of DKI Jakarta.

Abstract

The meaning of community participation in Indonesian development history at New Era and Reformation has many been changed. The evolution of the meaning is the implication of the dynamic economic and political changing in Indonesia. It is also the consequence of its interaction with neo-liberal and post-Marxism that is promoted by international development institution and other development actors. Abstract

In Indonesia, the study on the correlation between land-use and transportation was started 21 cyears ago following similiar studies conducted by developed countries 43 years ago. The main purpose of these studies was to prepare an efficient transportation plan for a city or region in order to facilitate the increase in the traffic as the result of the growth of social-economic activities in the city in the future Due to inconsistency between plan and reality in the implementation phase, in the developed countries critiques on the failures of these studies emerged in the middle of 1970′s, at the time when the methods and technologies were being imported by developed countries, and in Indonesia, there has been a crisis in urban transportation planning. This article tries to look back at history of the implementation of similar studies in large cities of Indonesia and in the neighboring countries. Some weaknesses of the studies and the modeling will be identified. At the end, the article discusses the weaknesses in the implementation phase of urban transportation plan in Indonesia and alternative policies for the future.

Abstract

Gunung Padang adalah salah satu cagar budaya yang berada di Kabupaten Cianjur. Situs ini masih dalam tahap perencanaan destinasi wisata. Namun jumlah kedatangan pengunjung meningkat tajam dari tahun 2010. Pengunjung yang mendatangi situs ini mempunyai tujuan yang berbeda-beda, mulai dari melakukan ritual kepercayaannya sampai pengunjung yang hanya ingin tahu bentuk situs ini. Salah satu stakeholder yang membawa pengunjung dating ke Gunung Padang adalah komunitas kreatif. Komunitas kreatif ini mengembangkan produk wisata yang berbeda sesuai dengan target peserta tur tersebut. Komunitas kreatif ini mengadakan tur ke situs Gunung Padang namun situs tersebut masih dalam tahap perencanaan. Belum matangnya perencanaan pariwisata di wilayah ini, kemungkinan kerusakan pusaka budaya yang menjadi daya tarik pariwisata budaya itu sendiri. Komunitas kreatif memiliki peran dalam pengembangan pariwisata budaya namun belum teridentifikasi. Peran ini perlu diidentifikasi karena dapat menjadi potensi dalma pengembangan pariwisata budaya Situs Gunung Padang itu sendiri.Kata Kunci: pengembangan pariwisata, pariwisata budaya, komunitas kreatif, stakeholder, Gunung Padang Mount Padang is one of the cultural heritage that is in Cianjur. The site is still in the planning stages tourist destinations. However, the number of visitor arrivals increased sharply from 2010. Visitors who come to this site have different purposes, ranging from performing a ritual belief to visitors who just want to know the form of this site. One of the stakeholders that take visitors come to Mount Padang is a creative community. This creative community to develop tourism products that differ according to the target audience of the tour. This creative community toured Mount Padang site but the site is still in the planning stages. Immaturity of tourism planning in the region, the possibility of damage to cultural heritage tourism is the main attraction of the culture itself. Creative community has a role in the development of cultural tourism has not been identified yet. This role needs to be identified because of the potential of cultural tourism development Dalma Mount Padang site itself. Abstract

Dalam masalah pengaturan lalu lintas, masalah parkir bukan merupakan sesuatu yang baru. Terlebih di kawasan pusat kota, peningkatan kegiatan bisnis dan perkantoran telah membawa dampak pula terhadap masalah perngaturan parkir. Tempat parkir menjadi salah satu sarana yang sangat menunjang berlangsungnya berbagai kegiatan di kawasan pusat kota.Pengelolaan perparkiran tentunya bertujuan menyediakan prasarana dan sarana parkir yang memadai sesuai kebutuhan, di samping juga dapat diarahkan untuk membatasi pergerakan kendaraan, khususnya kendaraan pribadi, di kawasan pusat kota.Dengan demikian, pengelolaan perparkiran diharapkan dapat menunjang ketertiban kegiatan dipusat kota serta kelancaran laiu lintas di kawasan bersangkutan.

Abstract

Infrastructure, unemployment, and other social issues in Jatinangor may potentialy reduced the image of Jatinangor as a university town and implied the decline of the land value. Many concepts have been tried to solve the problems declining image Jatinangor. One of the concept that can be applied on Jatinangor is city marketing, a concept introduced by Philip Kotler and also Ashworth and Boogd. City marketing is a private sector's concept which is adapted to public sector. This paper proposes a city marketing's approach to solve the problem of Jatinangor by exploring the perception of university's student in Jatinangor based on two criteria: performance and importance.

Abstract

Land-use strategies for a sustainable Greater Jabotabek focus attention on balancing economic and social requirements with those for maintaining the integrity of the natural environment. Two levels, region—wide planning and community—level land—use planning, are included. Region-wide land—use planning seeks to guide the direction and from of urban expansion lo minimize impacts on environmentally sensitive areas, notably uplands and coastal zones, to maintain sufficient natural amenities such as open spaces, and to provide land for environmental infrastructure and services. A critical need at the community level is to provide sufficient supplies of serviced land for housing to keep pace with the rapidly growing residential population of Jabotabek. Both scales of planning can be enhanced by expanding local and regional scale capacities for planning and monitoring land development.

Abstract

Kualitas kesehatan penduduk Indonesia mengalami peningkatan seiring dengan bertambahnya Angka Harapan Hidup (AHH) penduduk Indonesia. Dengan meningkatnya AHH tersebut pertumbuhan jumlah penduduk usia lanjut juga mengalami peningkatan dari tahun ke tahun. Perspektif dan stereotype yang terbentuk di Indonesia mengenai lansia adalah lansia merupakan kelompok yang rentan, tergantung, lemah dan kurang mandiri, tidak produktif, dan menjadi beban tanggungan. Pada kenyataannya, masih banyak lansia yang aktif melakukan kegiatan-kegiatan tertentu, baik di dalam lingkungan tempat tinggalnya maupun di luar lingkungan tempat tinggal mereka. Artikel ini bermaksud untuk mengidentifikasi karakteristik kegiatan yang dilakukan dan yang dibutuhkan oleh lansia, khususnya kegiatan rekreasi serta mengidentifikasi pula faktor-faktor apa yang mempengaruhinya. Diasumsikan bahwa tingkat kesejahteraan lansia dan lokasi tempat tinggal menjadi faktor yang mempengaruhi kegiatan rekreasi yang dilakukan dan yang dibutuhkan oleh lansia. Studi ini mengambil Kota Bandung sebagai lingkup wilayah studi serta dilakukan dengan metode pendekatan demand dan pengambilan sampel dengan pertimbangan tertentu. Hasil penelitian yang diperoleh menunjukkan bahwa faktor tingkat kesejahteraan dan lokasi tempat tinggal tidak terlalu mempengaruhi lansia dalam melakukan kegiatan rekreasi.Kata kunci: lansia, kebutuhan, rekreasi Health quality of Indonesias population has increased along with the increasing of Indonesias population Angka Harapan Hidup (AHH). With the increasing growth of AHH the elderly also increased from year to year. Perspectives and stereotypes in Indonesia about the elderly are a group who are vulnerable, dependent, weak and less independent, unproductive, and burden. In fact, many elderly are active in certain activities, both within the neighborhood and outside of their neighborhood. This article intends to identify the characteristics of activities performed and needed by the elderly, especially recreational activities and also identify the factors influencing it. It is assumed that the level of elderly welfare and residence’s location into the factors that affect the recreational activities performed and needed by the elderly. This article takes Bandung City as the scope of the study area with demand approach method and sampling with particular consideration. The results obtained showed that welfare levels factor and residence’s location did not significantly affect the elderly recreational activities.Keywords: elderly, needs, recreation
