Abstract

Economic crisis has created negative effects on users, owners, and drivers of urban public transit system. To analyze the impacts, a study was conducted for urban public transit system in Bandung. Respondents were asked various questions related to travel and other expences before and after the crisis. The results showed how the low income users were affected the most. They were captive users and had to sacrifice their meal expenses for transportation costs. The public transit’s drivers and owners were affected by the crisis as well, mostly by the increasing operational cost and spareparts. Some recommendations are presented to deal with these problems.

Abstract

Abstract. Social capital is a multi-faceted concept and is connected to all human interactions. We have simplified human interaction among three agents (young, adult, and old) and tried to develop an economic approach between social capital investment and migration decisions in rural areas in Indonesia. We divided the investment of social capital among human interactions of three agents living in three periods using overlapping generation theory. Social capital is made up of optimal individual investment decisions and accumulation processes. By utilizing a prototype of optimal individual investment decisions and the process of social accumulation, social capital is eventually produced. Social capital is the total stock of social capital of each agent in one period considering, the rate of discount and afterward using the relation to calculate the parameters to measure the social tie effect (strong and weak tie). The investment period in social capital has affected the parameters when the investment of time increases; in this situation, the social capital investment effect becomes smaller. The study shows that when social ties in a region are weak, all agents migrate to seek higher wages. Furthermore, all agents migrate abroad when social ties are weak. The model shows that the decision (to migrate or to stay) is influenced by social capital investment.Keywords. investment, migration, social capital, social tie.Abstrak. Modal sosial merupakan suatu konsep multifaset dan terkait dengan semua interaksi manusia. Kami telah menyederhanakan interaksi manusia di antara tiga agen (muda, dewasa, dan tua) dan mencoba mengembangkan pendekatan ekonomi antara investasi modal sosial dan keputusan migrasi di daerah pedesaan di Indonesia. Kami membagi investasi modal sosial di antara interaksi manusia dari tiga agen yang hidup dalam tiga periode dengan menggunakan teori generasi yang tumpang tindih. Modal sosial terdiri dari keputusan investasi dan akumulasi investasi yang optimal. Dengan memanfaatkan prototip keputusan investasi individu yang optimal dan proses akumulasi sosial, modal sosial akhirnya dihasilkan. Modal sosial adalah total stok modal sosial setiap agen dalam satu periode yang dihitung, tingkat diskon, dan kemudian digunakan relasi untuk menghitung parameter dalam mengukur efek ikatan sosial (ikatan kuat dan lemah). Periode investasi pada modal sosial telah mempengaruhi parameter ketika investasi waktu tengah meningkat; dalam situasi ini, efek investasi modal sosial menjadi lebih kecil. Studi tersebut menunjukkan bahwa ketika ikatan sosial di suatu wilayah lemah, semua agen bermigrasi untuk mencari upah yang lebih tinggi. Selanjutnya, semua agen bermigrasi ke luar negeri saat ikatan sosial lemah. Model tersebut menunjukkan bahwa keputusan (bermigrasi atau tinggal) dipengaruhi oleh investasi modal sosial.Kata Kunci. Abstract

Keterbatasan lahan di kota-kota besar mengakibatkanterjadinya pergeseran lokasi ritel modern (minimarket) ke pinggiran kota dan kota-kota kecil. Penelitian ini mengamati perkembangan minimarket pada kota-kota kecil di wilayah Bandung Metropolitan Area berdasarkan fungsi spesifiknya, yaitu sebagai kawasan pemerintahan (Soreang), kawasan pendidikan dan komersial (Tanjungsari) dan kawasan pariwisata (Lembang). Selain berdampak positif pada kondisi ekonomi kawasan, perkembangan sporadis minimarket juga berdampak negatif, seperti persoalan guna lahan, transportasi, dan persaingan ekonomi terhadap pasar tradisional. Penelitian ini bertujuan mengevaluasi dampak ekonomi keberadaan ritel modern di kota-kota kecil dengan mengidentifikasi sistem penyediaan (supply) dan permintaan (demand) pada wilayah studi. Hasilnya menunjukan bahwa terdapat tumpang tindih area pelayanan antara minimarket dan pasar tradisional; kedekatan lokasi minimarket dengan ritel tradisional telah memberikan dampak pada usaha dan kinerja ritel tradisional; perilaku belanja masyarakat di kota-kota kecil belum mengancam keberlangsungan ritel tradisional;serta ritel-ritel modern dengan jenis toserba dan supermarket memberikan peluang yang lebih besar dalam memberikan media pemasaran bagi produk masyarakat lokal dibandingkan dengan minimarket.Kata kunci: pengecer modern dan tradisional, system permintaan dan penawaran, perekonomian kota-kota kecil Limited land in large cities causes a shift of modern retail stores (minimarket) to the fringe areas and small cities. This study observed the development of minimarket in small towns around the Urban Area of Bandung Raya. Three areas were chosen based on their specific functions, i.e., administration (Soreang), education and commerce (Tanjungsari), and tourism (Lembang). In addition to positive impact to the economy of the region, the development of minimarket has negative impact such as problems in land use, transportation and economic competition with traditional market. This study aims at identifying the economic impact of modern retail development in small towns by identifying the supply and demand system of minimarket in selected cities. The results shows (1) the overlapping service area between minimarket with traditional market, (2) the proximity of minimarket with traditional market has affected the business performance of traditional markets, (3) shopping behavior of people in small towns has shifted from traditional market to minimarket -as a complementer market-and have not been a threat to the sustainability of traditional markets yet, (4) modern retailers in the form of convenience stores (toserba) and supermarkets have more opportunity to become outlets for local products compared with minimarket.Keywords: modern retail, traditional retail, supply and demand, small towns economic

Abstract

The financial crisis starting from July 1997 has become an unparalleled problem for the New Order government, leading to its down falL Before the crisis, Indonesia did not have a reliable regime of accumulation. At the same time, rapid engagement with globalization was not accompanied by adjustments in modes of regulation. External and internal factors have contributed to the current crisis which cannot be resolved without a ma/or overhaul in the national system. It requires total changes in the paradigm and culture.

Abstract

Historical buildings in the City of Bandung are facing several problems in their functionality changes, physical and the architecture/design changes, neglect, absence of local regulations on historic building conservation and lack of spatial information systems of assets. The city has tried to control through licensing, control over city planning, and assistance. However, the fact that problems still occur in the field showed the government’s efforts  are not yet effective. This paper aims to propose the use of management assets as a tool to conserve the historical building in Bandung. Employing the approach in assest management, all historical buildings in Braga area in City of Bandung are assessed and categorized. Using the five stages of asset management the result shows that managing and conserving historical building will be much more systematically easier. It is recommended that asset management as an approach need to be employed in the effort to preserve historical buildings.

Abstract

Selama ini, para perencana dan arsitek cenderung melihat fenomena lingkungan buatan (built environment) lebih sebagai ”produkjadi", yang dihasilkan dari satu tahap pembangunan yang sederhana. Berbagai kebijakan dan program pembangunan perumahan juga cenderung menganut apa yang disebut oleh Lim sebagai one-step regularization, yang melihat housing delivery system atau sistem penyediaan perumahan hanya dalam satu tahap (Lim Gill-Chin, 1987). Kebijakan ini didorong oleh obsesi untuk mensuplai kebutuhan perumahan ”hanya” melalui satu mekanisme pembangunan "formal” yang terkontrol organized) baik persyaratan teknis maupun prosedure pembangunannya (Doebelle, 1987). Penjabaran dari obsesi ini bahkan terkadang terlalu jauh dengan berbagai program penggusuran ataupun pemindahan pemukiman-pemukiman “informal” atau seringkali dikonotasikan sebagai "pemukiman kumuh". Kebijakan ini, jelas mengabaikan apa yang sesungguhnya terjadi di dalam sistem penyediaan perumahan di indonesia, yang sangat dinamis dan kompleks.Studi oleh Struyk dan kawan-kawan menjelaskan bahwa sekitar 80% dari penyediaan perumahan di Indonesia disediakan oleh mekanisme "informal" (Struyk, 1991). Kebijakan yang lebih menekankan pada mekanisme formal dari proses produksi dan konsumsi perumahan tentunya kurang tepat. Yang menjadi masalah adalah bahwa mekanisme yang kompleks dari sektor informal itu sendiri tidak banyak kita ketahui, studi-studi empirik mengenai delivery system perumahan di sektor informal ini sangat sedikit sekali dilakukan. Pemahaman yang baik mengenai hal ini akan memberikan masukan yang berharga bagi upaya pemecahan persoalan pemukiman (Dowall dan Leaf, 1991).Tulisan ini menggambarkan model hipotetis dari sistem penyediaan perumahan di kawasan Code, Yogyakarta, serta implikasinya terhadap kebijakan pengembangan perumahan kota. Dikembangkan dari pengamatan penulis di kawasan ini sejak tahun 1984, tulisan ini juga didasarkan pada dua studi kasus yang penulis lakukan di kampung Gemblakan tahun 1987 dan Blimbingsari tahun 1988 (keduanya di kawasan Code). Tiga aspek utama dalam sistem penyediaan perumahan akan dibahas yakni: (1) pola pemilikan dan penguasaan tanah; (2) variasi rumah yang disediakan; dan (3) status hunian.
