Abstract

Entering  the  21st  century,  the  world  is  undergoing  a  rapid  change  in  many  aspects  of  life.  The emergence of a knowledge-based global economy has undermin ed old realities throughout the world, creating opportunities as well as problems. Without more effective urban planning, world cities will not  be  able  to  fully  benefit  from  these  opportunities.  More effective urban planning, as an integral component of urban management, is essential to avoid the breakdown of world cities.This  article  is  trying  to  present  the  fallacies  and  limitations  of  current  urban  planning  practice against  current  and  future  conditions,  and   to  provide  a  recipe  for  reinventing  effec tive  urban planning.

Abstract

Sebagai kota besar DKI Jakarta memiliki beberapa masalah perkotaan, salah satu diantaranya adalah masalah kemacetan lalu lintas di jalan raya. Pertambahan jumlah kendaraan pribadi di Jakarta mencapai 1.117 per hari atau sekitar 9 persen per tahun. Untuk mengatasi semakin meningkatnya kemacetan dan semakin buruknya sistem transportasi yang ada di Kota Jakarta, maka pemerintah menggagas untuk membangun BRT (Bus Rapid Transit) atau yang dikenal dengan sebutan busway atau bus Transjakarta. Metode analisis dalam artikel ini terbagi menjadi tiga bagian. Bagian pertama adalah analisis deskriptif kebutuhan pengguna transportasi. Bagian kedua adalah analisis ketersediaan pengguna kendaraan pribadi untuk berpindah ke transportasi publik. Bagian ketiga aalah analisis kinerja transportasi public Transjakarta berdasarkan pada persepsi pengguna terhadap kualitas, kuantitas, dan eksternalitas yang timbul dari operasional Transjakarta. Kesimpulan yang dapat ditarik dari studi ini yaitu bahwa kinerja pengoperasian Transjakarta sudah cukup optimal. Tingkat kebersediaan pengguna untuk beralih moda ke angkutan Transjakarta tergolong tinggi. Hal ini menunjukan peluang pengoperasian Transjakarta berdasarkan pandangan pengguna moda angkutan Transjakarta semakin diterima oleh pengguna.Kata kunci: Studi Persepsi, TransjakartaJakarta as a major city has some urban problems; one of them is the problem of traffic congestion on the highway. The number of private vehicles in Jakarta reached 1117 per day or about 9 percent per year. To cope with the increasing congestion and the poor transportation system in Jakarta city, the government initiated to build a BRT (Bus Rapid Transit) or known as busway or bus Transjakarta. The method of analysis in this article is divided into three parts. The first part is a descriptive characteristics analysis of public transport users need. The second part is an analysis of users of private vehicles and public transport willingness to switch to the public transport. The third part is an analysis of the performance of public transport Transjakarta based on user perceptions on quality, quantity, and externalities arising from the operation of Transjakarta. A conclusion of this article is that the performance of Transjakarta is optimal. The level of users’ willingness to switch modes to Transjakarta is high. The operation of Transjakarta based on the view of transport users is increasingly accepted.Keywords: Perception Study, Transjakarta

Abstract

The development of information technology offers various capabilities for us to exchange information more effectively and cheaper. This article discusses the development of planning catalog, i.e. a site in Internet where we can get access to various sources of planning information which are spread geographically and institutionally .The application of a catalog model that has succeeded in spreading the geographical information has become an alternative for information exchange among the governmental agencies and between the government and the general public.

Abstract

Developments permit of a zone in various stages related to the last two scopes of spatial planning, spatial use and control in spatial use. This article review some example of development permits recognized today, after explaining the position of permit in spatial planning. As an illustration, an example of a permit procedure in industrial zone is given. On the basis of the illustration, the correlation between the permit issue with the spatial planning is shown. The correlation between various hierarchical spatial planning product and environmental study or plan with hierarchical permit issue, will be the main focus of this article. So, this hierarchical correlation is still not well recognized, so that through this understanding it is mode full that spatial planning can be made more effective. It is also hopeful that this review can enhance public participation in spatial planning.

Abstract

Keberadaan Kampung Toddabojo di jalur wisata Makassar-Tana Toraja di Km 175 dan berjarak 25 Km dari pelabuhan laut Pare Pare merupakan alternatif bagi wisatawan karena memiliki potensi agro wisata dan sekaligus potensi desa wisata. Tantangan utama adalah belum adanya kapasitas yang cukup pada masyarakat untuk secara mandiri dapat mengelola pembangunan di daerahnya termasuk pembangunan Pariwisata. Penelitian ini bertujuan mengidentifikasi cara meningkatkan kesejahteraan masyarakat Kampung Toddabojo melalui konsep pemberdayaan masyarakat pada umumnya. Dengan produk wisata yang ditawarkan, maka arahan yang paling tepat adalah mengangkat karakter asli Kampung Toddabojo dalam strategi pengembangan produk wisatanya, dan kemudian disusun kerangka pengembangannya, sehingga kegiatan pariwisata di Kampung Toddabojo dapat menjadi bentuk pariwisata yang berkelanjutan. Untuk mendukung hal tersebut peningkatan kualitas masyarakat harus menjadi perhatian utama, agar masyarakat mampu menciptakan produk-produk kepariwisataan yang mempunyai keunggulan kompetitif dan komparatif di pasar internasional sehingga mampu meningkatkan dan mewadahi potensi masyarakat dan potensi pariwisata di Kampung Toddabojo untuk peningkatan kesejahteraan masyarakat yang selama ini mengandalkan pendapatan dari sektor pertanian.Kata kunci: pariwisata, pengembangan masyarakat, Kampung Toddabojo The existence of Kampung Toddabojo in Makassar-Tana Toraja tourist route at Km 175 and within 25 Km from the sea port of Pare Pare is an alternative for tourists because it has the potential of agro-tourism and rural tourism potential as well. The main challenge is the absences of sufficient capacity in the community to be able to independently manage the development in the area, include the development of tourism. This study aims to identify ways of improving the welfare of society through the concept of empowerment Toddabojo village society in general. With the tourism products on offer, then the most appropriate referrals are the original character of the village raised Toddabojo in tourism product development strategy, and then compiled development framework, so that tourism activities in Kampung Toddabojo can be a form of sustainable tourism. To support this public improvement should be a major concern, so that people are able to create tourism products that have competitive and comparative advantage in international markets so as to enhance and facilitate the potential for community and tourism potential in Kampung Toddabojo to improving the welfare of the community that has relied income from agriculture.Keywords: tourism, society development, Kampung Toddabojo

Abstract

Urban land policy and management in Indonesia are very weak; some problems can be identified i.e. problems in land tenure system, land registration systems, land delivery and acquisition, land use planning, land taxes, and land ceiling. At the same lime, the process of urbanization and urban growth are increasing and the problem of urban land is getting more complex and capable of creating conflicts. Considering the importance of the efficient use of land and its equal distribution for a sustainable development, this paper argues that reformation in land policy and management in Indonesia is needed both at the level of policy guidelines and at the level of implementation.

Abstract

Kabupaten Subang sebagian besar merupakan wilayah perdesaan yang masyarakatnya masih kesulitan mengakses air bersih. Persoalan tersebut mendorong masyarakat untuk membuat sistem penyediaan air besih komunal. Umumnya kemampuan masyarakat perdesaan sangat terbatas sehingga memerlukan dukungan finansial maupun non-finansial. Oleh karena itu, sebagian besar Sistem Penyediaan Air Minum (SPAM) Perdesaan tidak dihasilkan hanya oleh masyarakat, melainkan bekerjasama dengan pemerintah atau pihak swasta. Tujuan studi ini adalah untuk menentukan model sistem penyediaan air minum perdesaan yang berkelanjutan. Tujuan ini akan dicapai menggunakan pendekatan Analytic Network Process (ANP) yang merupakan pengembangan dari Analytic Hierarchy Process (AHP) oleh Saaty. Hasil akhir analisis yang merupakan sintesis keseluruhan model jaringan menunjukkan bahwa SPAM Desa Ponggang merupakan model SPAM Perdesaan yang dinilai paling berkelanjutan dibandingkan SPAM Desa Legonwetan dan SPAM Desa Batusari yang dijadikan objek studi karena memenuhi parameter dengan lebih baik pada hampir semua faktor yang berprioritas tinggi.Kata kunci: Kabupaten Subang, Penyediaan Air Komunal, SPAM Perdesaan, Prioritas Faktor Keberlanjutan, Analytic Network Process (ANP). Subang Regency is rural areas where people are still having trouble accessing clean water. The problem encourages people to make the system of communal clean water supply. Generally, the ability of rural communities is very limited and requires financial and non-financial support. Therefore, most of the rural drinking water supply system (SPAM) is not generated only by the public, but working with the government or private parties. The purpose of this study was to determine the model of sustainable rural drinking water supply system. This goal will be achieved using the approach of Analytic Network Process (ANP), which is a development from Analytic Hierarchy Process (AHP) by Saaty. The result is a synthesis of the overall analysis shows that Ponggang Village SPAM is a Rural SPAM model which considered the most sustainable compared Village Legonwetan SPAM and Batusari village SPAM which is used as the object of study because it meets better parameters in almost all high-priority factors.Keywords: Subang Regency, Communal Water Supply, Rural SPAM, Sustainability Factors Priority, Analytic Network Process (ANP).
