Abstract

This article is based on research aiming at identifying typology of infrastructure development area in Yogyakarta Special Province. Data collecting is performed through field and institutional surveys. Field survey is carried out by means of direct observation and interviews to local people. Relevant institutions were visited in the period of institutional survey. Descriptive analysis is used in this study. The method to iden4fy the typology of infrastructure development area combines two versions of typology i.e. sub-district as economic growth (KPPE = Kecamatan sebagai Pusat Pertumbuhan Ekonomi) formulated by BAPPEDA and competitive sub-region (sub kawasan Andalan) proposed by Pusat Penelitian Perencanaan Pembangunan Nasiona l(P4N,) UGM The outcome of the research shows that in Yogyakarta Special Region there are eight typologies of basic infrastructure development area. These typologies are: Yogyakarta City (tipology 1); Pakem, Turi, Tempel (tipology 2); Kasihan, Piyungan, Prambanan, Godean, Mlati (tipology 3); Sedayu, Sentolo (tipology 4); Pundong, Imogiri, Srandakan, Kretek, Galur, Temon (tipologv 5); Kokap, Samigaluh (tipology 6); Ponjong, Semanu, Semin, Playen, Gedangsari (tipology 7); and Rongkap, tepus (tipology 8).

Abstract

Perencanaan non-statutory dipandang sebagai solusi terhadap kompleksitas dan dinamika yang terkait dengan pelaksanaan perencanaan formal (statutory) yang harus dihadapi oleh pemerintahan daerah di wilayah tertentu. Di negara maju, misalnya Inggris, perencanaan non-statutory digunakan sebagai instrumen pemanfaatan dan pengendalian ruang atau spasial pada tataran lokal dalam bentuk pengendalian pembangunan, penggunaan lahan, dan pengembangan sektor ekonomi seperti industri, pariwisata, perumahan, dan bisnis. Artikel ini membahas mengenai perencanaan partisipatif yang dilakukan lembaga-lembaga kuasi publik di wilayah Provinsi Jawa Tengah, yang diejawantahkan melalui kombinasi antara temuan dari praktek tersebut dengan studi pustaka. Praktek ini, yang termasuk ke dalam perencanaan non-statutory, dilakukan melalui Forum Pengembangan Ekonomi Sumber Daya (FPESD) Jawa Tengah, Forum for Economic Development and Employment Promotion (FEDEP) kabupaten/kota, dan juga Forum Rembug Klaster (FRK). Perencanaan non-statutory terbukti efektif mendukung kegiatan perencanaan pembangunan di Jawa Tengah, khususnya di bidang pengembangan ekonomi lokal dan regional. Dalam konteks perencanaan pembangunan di Indonesia pada umumnya dan Jawa Tengah pada khususnya, ini dapat menjadi bukti bahwa perencanaan non-statutory merupakan instrumen yang efektif dalam mendukung rencana pembangunan formal (statutory) di tingkat lokal dan regional.Kata kunci: perencanaan non-statutory, perencanaan lokal, pengembangan ekonomi lokal, partisipatif Non-statutory planning is viewed as a solution to the complexities and the dynamic related to the implementation of statutory (formal) planning faced by local government in certain area. In developed countries (e.g. the United Kingdom,) non-statutory planning is used as an instrument for physical or spatial plans implementation at local level in the form of development control, land use, and development of economic sectors, such as industry, tourism, housing, and business. This paper discusses participatory practices conducted through several public-quasi institutions in Central Java Province, manifested through the combination of findings in practices and literature study.The practice, defined as a non-statutory planning,is conducted by Forum Economic Development Resources (FPESD) of Central Java Province, Forum for Economic Development and Employment Promotion (FEDEP) at regency/city level, and also the Cluster Round tableForum (FRK). Non-statutory planning is proven to be effective in supporting the development planning activities in Central Java Province, particularly in the field of local and regional economic development. In the context of development planning in Indonesia in general and Central Java in particular, this can be evidence that non-statutory planning is an effective instrument in supporting the statutory (formal) development plan at the local and regional level.Keywords: non-statutory planning, local planning, local economic development, participatory

Abstract

In the future, there will be a shift in the pattern of managing urban development activities. Conventional method that is oriented more on the physical aspect relied more on the government ideas and initiative, referred more on the historical development trend and more “inward looking” toward the country, will not be appropriate to be used as the basis of urban development management in the future. To face all those challenges, a new breakthrough in managing urban development is needed.

Abstract

Posisi Propinsi DKI Jakarta sebagai pusat dalam metropolitan Jabodetabek menyebabkan terjadinya pergerakan penduduk perhari yang sangat besar dari wilayah sekitar Jakarta ke pusat kota Jakarta. Penyebab utama kemacetan adalah dominasi moda angkutan pribadi pada jaringan jalan tersebut. Adapun alternatif cara mengurangi volume kendaraan yang besar dan menampung jumlah pergerakan yang tinggi tersebut adalah dengan pengoptimalan penggunaan angkutan umum (public transport). Oleh karena itu, studi ini bertujuan untuk menjajaki terjadinya peralihan penggunaan moda dari angkutan pribadi ke moda angkutan umum (bus dan KRL) untuk perjalanan Depok – Jakarta. Dari hasil analisis diketahui bahwa pelaku perjalanan yang menggunakan angkutan pribadi baik mobil pribadi maupun sepeda motor pada umumnya mempunyai minat yang besar untuk beralih menggunakan angkutan umum. Untuk mendukung peningkatan kualitas pelayanan angkutan umum yang bisa dilakukan adalah penetapan standar pelayanan minimal (SPM), keandalan pelayanan, dan penguatan sistem integrasi jaringan antar moda angkutan (feeder and transfer) perjalanan Depok – Jakarta. Serta, diperlukan adanya hubungan antara pemerintah kota Depok dengan propinsi DKI Jakarta dalam merumuskan kebijakan untuk menyelesaikan masalah transportasi Depok – Jakarta.Kata kunci: moda transportasi, angkutan umum, angkutan pribadi Position of DKI Jakarta Province as the center of Jabodetabek metropolitan resulted a very large population movements per day from area around Jakarta to downtown Jakarta. The main cause of traffic jams is the dominance of private transport modes on the road network. There are alternative ways of reducing the volume of vehicles and accommodate a high amount of movement is by optimizing the use of public transport (public transport). Therefore, this study aims to explore the use of the transition mode of personal transportation to the public transport modes (buses and electric trains) to travel Depok - Jakarta. From the analysis note that travelers who use private transport both private cars and motorcycles in general have a great interest to switch to using public transport. To support improvment the quality of public transport services, things that can be done is by the establishment of minimum service standards (SPM), reliability of service, systems integration and strengthening of inter-modal transport network (feeder and transfer) trip Depok - Jakarta. Abstract

Abstract. Community-Driven Development is a social planning concept aimed at changing the behaviour and attitude of marginalized communities in other to empower them. This means with their own ability they can collectively solve social and economic problems in their environment. By using various participatory approaches, that are considered most suitable in the postmodern planning era, this development concept is expected to increase the welfare of underprivileged communities. This concept is also applied in the development of traditional communities, especially for customary tradition communities, but has not yet had a significant impact. This study uses existing literature to show the general results of community-driven development in traditional communities, especially traditional communities in Papua. Many development programmes were run by the government using participatory approaches. The study shows that the desired social change is not yet observed for traditional communities in Papua, who have obtained community-driven development programmes for so many years.  These communities still have the lowest level of welfare in Indonesia. The social learning that was expected to happen in any community-driven development program with participatory approaches happens very slowly in Papua. Pembangunan berbasis pemberdayaan masyarakat sebenarnya merupakan suatu konsep perencanaan sosial yang bertujuan untuk mengubah perilaku dan sikap sosial masyarakat yang termarjinalkan agar dapat menjadi lebih berdaya, yang artinya dengan kemampuannya sendiri secara bersama-sama dapat menyelesaikan masalah-masalah sosial dan ekonomi di lingkungannya. Dengan menggunakan berbagai pendekatan partisipatif, yang dianggap paling sesuai pada era ‘postmodern planning’ ini, konsep pembangunan tersebut diharapkan dapat meningkatkan  kesejahteraan masyarakat yang berada  pada level bawah. Konsep ini juga diterapkan dalam pembangunan masyarakat tradisional, khususnya komunitas adat, tetapi belum memberikan dampak yang berarti. Kajian ini  menggunakan literatur  yang ada  untuk menunjukkan bagaimana hasil pembangunan berbasis pemberdayaan masyarakat secara umum pada komunitas adat, khususnya komunitas adat di Papua. Program-program pembangunan tersebut banyak dijalankan oleh pihak pemerintah dengan menggunakan pendekatan-pendekatan partisipatif. Hasil kajian menunjukkan bahwa perubahan sosial yang diinginkan ini belum terlihat pada komunitas adat di Papua yang telah sekian tahun memperoleh program-program pembangunan berbasis masyarakat. Komunitas tersebut masih memiliki tingkat kesejahteraan terendah di Indonesia. Pembelajaran sosial yang diharapkan dapat terjadi dalam setiap program pembangunan berbasis pemberdayaan masyarakat dengan pendekatan partisipatif berjalan sangat lambat di Papua.Kata kunci. pemberdayaan masyarakat, komunitas adat, perubahan sosial

Abstract

Abstract. As educators we seek to set up meaningful graduate attributes to encourage creativity and a drive for innovation among our graduates in order to produce professionals not content with learning how to do more of the same, but who have the courage to push the boundaries of their profession and innovate. Referring to preparatory research on work in progress at Curtin University, we explored the capacity of team teaching using online gaming platform technology. We investigated the feasibility of engaging teams of students in practical applications of theoretical concepts of communicative and collaborative planning and decision-making, along with the dynamics and politics of community consultation in a pluralistic society. We ascertained the potential of developing students’ interpersonal and intercultural skills to develop collaborative partnerships through engagement with fellow students and a wide range of stakeholders/partners, simulating real-life situations using serious gaming platforms. It is contended that through a collaborative and experiential learning-approach to teaching and by employing state-of-the-art online gaming/teaching platforms, we could enable students to deal with real-life issues in simulated and sufficiently supervised conditions to encourage creativity and risk taking. This would encourage students to strive for creativity in solving contextual problems in their search for innovative solutions to complex and wicked problems. It is also contended that state-of-the-art delivery of curricula could free up academics during teaching sessions to concentrate on inspiring students to explore innovative and creative solutions for these problems.Keywords. Creativity, innovation, collaborative learning and teaching, online gaming platform, wicked problemsAbstrak.Sebagai pengajar kita berupaya membentuk lulusan yang berkarakter dengan mendorong upaya kreatif dan inovatif pada siswa sehingga terbentuk lulusan profesional yang tidak hanya ahli dalam melakukan hal yang sama secara berulang, tetapi juga memiliki keberanian untuk berinovasi dan mendobrak batas-batas profesi mereka. Mengacu pada persiapan pekerjaan yang sedang berjalan di Curtin University, kami meneliti kapasitas pembelajaran berkelompok dengan menggunakan platform teknologi permainan daring. Kami menyelidiki potensi pelibatan kelompok-kelompok siswa secara langsung dalam penerapan konsep teoetisi perencanaan komunikatif dan kolaboratif, serta pengambilan keputusan dalam dinamika dan politik musyawarah pada kelompok masyarakat yang bersifat majemuk. Kami meneliti bagaimana potensi pengembangan keterampilan interpersonal dan interkultural masing-masing siswa dapat berkontribusi dalam pengembangan kemitraan kolaboratif melalui pelibatan antar sesama siswa dengan berbagai pemangku kepentingan dalam simulasi situasi kehidupan nyata menggunakan platform game yang serius. Melalui pembelajaran dengan pendekatan yang kolaboratif dan eksploratif, serta pemahaman pengalaman pengajaran menggunakan platform teknologi permainan daring, siswa diharapkan sapat lebih memahami maslaah di lapangan. Dalam kondisi yang disimulasikan dan diawasi dengan baik, siswa didorong untuk lebih kreatif dan berani dalam mengambil risiko. Kondisi ini diharapkan mampu mendorong siswa untuk berupaya lebih keras untuk memecahkan masalah kontekstual secara kreatif dan menemukan solusi yang inovatif untuk masalah yang kompleks. Penyampaian materi kurikulum dan pengalaman tentang  pembelajaran dengan platform teknologi permainan daring ini diharapkan memberi kebebasan yang lebih bagi pengajar untuk fokus pada siswa yang menginspirasi dalam lebih menggali solusi yang inovatif dan kreatif untuk masalah tersebut.Kata kunci. Abstract

Large scale land development in outer skirt of a city brings some impacts in its surrounding areas. One of them is related to the per-urbanization process. The development in not only transforming its own area, but also changing its surrounding. The development changes the land uses, creates certain concentrations and changes the surrounding area from predominantly rural characteristics, to peri-urban characteristics, an area with combination of rural and urban characteristics. This study explains the socio-economic transformation of the people living close to large scale land development of BSD. The result shows that socio-economic conditions of the people have been significantly transformed, especially in migration, jobs, income and spending of household’s variables. The transformation can be seen from increase of the proportion of migrants; change in the job’s structure; the increasing number of secondary and tertiary sectors jobs, the increasing household’s income, and the increasing of household’s spending for non-primary needs. The transformation is triggered by land development in BSD, such as the growth of industries and commercial activities in BSD which create job opportunities and attract people to migrate the surrounding of BSD.Keywords: large-scale land development, peri-urban, socio-economic transformation, BSD

Abstract

Regional development practices, which adopted “Spatial Planning System” concept, have been considered less effective and at the expense of underdeveloped regions. Therefore, underdeveloped regions empowerment has become a very important issue. The concept of Local Resources-based Regional Development has the potential as regional development practices reference. This concept emphasizes local empowerment and places local people as the key element in development, where local people are assigned a pivotal role in the regional development process through active participation. In rural West Java cases, Rural Development experiences have shown that Community Participation has improved rural development achievement. Community participation has not been affected by the distance of villages to the nearest town. The improving of community involvement system and shifting of village leader‟s mindset are the prerequisite of community participation enhancement.Keywords: regional development, community participation, local empowerment.
