ABSTRACT This study aims to offer an overview of the factions of the Partai Keadilan Sejahtera (PKS). The theories used in this study are the Theory of factions by Belloni and Beller. According to Belloni and Beller, the emergence of factions is divided into four, inclauding the differences in values, strategies,economic conditions, and personal loyalty. This study uses descriptive qualitative methods to determine and describe various attitudes and phenomena that exist. The findings of the research conducted are first, factions within PKS internally emerged since the 2004 presidential election known as the keadilan and sejahtera factions. Second, subsequently there was a conflict between the PKS leaders and Fahri Hamzah. Third, one of the effects of the factions that appeared and finally causing conflict was that many cadres and administrators withdrew from PKS. One of the affected areas is the Province of Bali. ABSTRACT Social capital has a three main concept which are: trust, interrelation and similiar code of conduct. These three conceptions could be blended in with the character of the political actor. Direct interaction between actor and society create emotional bounding and trusting. The Habitus becoming the fundamental movement of actor’s action angd thought which is combinated disposition as tendency of behaviour and generative clarification scheme in order to be a bases of people’s assessment. The field in this case becoming a battle arena of social capital of actor and Actor’s habitus creator on the election zone 1 with social interactions. The actor's who competed in political arena is supported by social organization and the ability to adapt with society to fighting for position as the people's representatives. The final result of the social capital contention led Masduki Toba as the aclamation candidate of PKB party of electoral zone 1 which coming from the support of society. Perception of male legislative members towards gender mainstreaming in Bali Provincial DPRD Period 2014-2019 used the theory of female existentialism, Simone de Beauvoir. The method used is a sequential explanatory design by cencus sampling technique. The findings if this study, firstly: variable x it was found rejection if female legislators become leaders with 73% percentage, because female legislators are considered not wise. Second; variable y it was found that male legislators considered women legislators to have performed in the legislative functions properly and seriously. Third; the patriarchal culture in Bali is not a problem of the lack of women who plunge in the legislative institution, but the strategy of women in showing their existence. Based from the data, author found that the strategy of gender mainstreaming had been work well in parlement and need to improved in legislative function so thet the whole concept of gender mainstreaming can work effectively in the council of Bali Province for the period 2014-2019. ABSTRACT The research was based on the strong position of a group of elite in a village in Karo Tribe called "Simantek kuta". Position is Obtained through elite role when Reconstructing a culture called "Ingot-ingot" meaning returning the favor. The purpose of this research was to know and describe the role of the elite in the reconstruction of the local culture Ingot-ingot in the village of Panribuan, Simalungun Regency. The theory used is the elite theory and the theory of cultural studies. The methods used by qualitative research. The technique of collecting data through observation, interviews, literature and documentation. This study yields findings where the reconstruction is done by doing a social approach, cultural hegemony and build relations of power in society. The culture of Ingot-ingot is a culture that is very sacred because when a debt of gratitude to appear then this debt is not just a personal debt but also debt into spirit, family debt, and debt of the ancestors, so that if not paid or dibalaskan then it can be a catastrophe. This definition is used by the elite through the power of capital in the form of material wealth and knowledge of the cultural aspects to revive culture of ingot-Ingot in an attempt to menghegemoni the community. Social approach undertaken to understand culture in a diverse community in the Batak tribe. This approach then yields the reconstruction of Ingot-ingots that was built through the existing cultural concept that already exist namely the awarding of "Jabatan" as the Organization of indigenous institutions, the granting of "Marga" as a form of tribal identity and "Perkawinan" in the concept formation of kinship. Elite calculations appear on each value from the third awarding it. On the other hand, the concept of marriage even produce power relations in the system of kinship. ABSTRACT The Political history of the government was intervend of Political Actors in custom tradition is a problem inherent in the district of Rote Ndao, NTT Province. The research is to find out the role of Political Actors in playing the traditional ritual of Belis in DPRD and government political legitimacy and knowing the existence of interest and the power relations in Belis are useful for building a network in the Rote Ndao district of NTT Province. The theory used is Patron Klient theory, Identity Politics, and Power Networks. This research method is qualitative descriptive. Result collection techniques with in-depth interviews, observations, and documents. The results of this Belis tradition relationship in Rote could not be separated with that ethnic and religious identity factors.This study also received intervention from political actors in the Belis tradition who were interested in building a useful power relationship in Rote Ndao district. ABSTRACT This study aims to determine the community resistance groups behind the construction of the New Yogyakarta International Airport, by answering the failure of resistance groups in rejecting the construction of new airports in Kulon Progo Regency. This study uses the theory of the New Social Movement with the concept approach of Political Opportunity Structure and the Framming Process (Snow & Benford). This study used descriptive qualitative method. Data collection techniques used were observation and in-depth interviews. This research shows that: First, the failure of the resistance group in the constuction of the New Yogyakarta International Airport due to the chairman of Wahana Tri Tunggal. Second, systemic deprivation carried out by the Yogyakarta government and the airport. Third, horizontal conflict caused the membership of the resistance group the fade. One form of public service needed by the public is public transport services. But this time, in Tabanan regency that public transportation tends to be abandoned by the public due to the low level of service provided by the government. Seeing the condition of urban transport services is decrease, affecting students who prefer to use motorcycles when they go to school instead of using urban transport. The increasing number of students who ride motorcycles cause higher number of traffic violations and accident rates. Responding to the phenomenon, the Department of Transportation Tabanan District providing free school transportation called Trans Serasi which target the school students, especially junior high school students in Tabanan regency. This research was conducted using descriptive qualitative data collection techniques such as in-depth interviews. The indicators used to discuss the results of the research is (1) communication indicators, (2) resource indicators, (3) disposition indicators, and (4) indicators of bureaucratic structures which is used to view the Implementation of Trans Serasi Transportation Program in Tabanan District. The results of this study indicate Trans Serasi in Tabanan regency is still not running optimally. It is seen from the four indicators that only communications indicators that have been implemented properly, while the indicators of resources, dispositions, and bureaucratic structures are still not running maximally Keywords: Implementation, Service, Transportation of Trans-Serasi Student

The study aims to determine the relations between social media to the chances of winning the candidate pairs of governors of DKI Jakarta in the first round election 2017 in North Jakarta Region. As a research frame, author use New Public Sphere theory by Karssen Mossberger. The method in this research is descriptive quantitative. The research instrument is a questionnaire which distributed to 400 respondents with a MoE of 5%. Determination of respondents using Multi-Stage Random Sampling technique. Based on the research, the author founds are: 85% of people in North Jakarta have social media and 335 respondents agree that social media can influence the chances of victory of candidate pair of governor of DKI Jakarta in elections 2017. Based on these findings, it can be concluded that social media can positively influence on the chance of winning the candidate pair of governor of DKI Jakarta in the 2017 election. ABSTRACT Incumbent Political Party Strategies Maintaining the Voters after Moving Political Parties In the legislative elections with a case study AANG Widiada reelected Post Moving from the Golkar Party to Nasdem as legislators Denpasar period 2014-2019. This research has been done in north Denpasar District. This research using qualitative method with descriptive type of analysis. Primary data was collected through interview technique purposive sampling and snowball sampling. Secondary Data obtained from news articles, the Internet, and books related to the study. The study refers to offensive and defensive strategies by Peter Schroder. The findings research is the offensive strategy implemented through Political Socialization Program and Performance Dharma Discourse at Pura Desa in Peguyangan village. Defensive strategies implemented through a mass ceremony of Memukur and Mesangih ceremony in Puri Peguyangan. Both of these strategies are winning strategies to pass the legislative elections in north Denpasar election area for the period 2014-2019. ABSTRACT This study aims to provide an overview of the setting agenda in the regional regulation policy number 2 of 2016 concerning halal tourism in NTB. Province NTB is the first area in Indonesia that succeeded in formulating a regional regulation of halal tourism. The theory used in this study Setting Agenda Theory from John Kingdon. Acording to John Kingdon , The Setting Agenda Theory is divided into three stream, consisting of the flow of problem, the flow of policy and the political flow. This study uses descriptive qualitative. The results of the research found are first,the lack of public understanding of halal tourism and the conflict between community groups. Second, the lack of socialization from the Department of Tourism to the public about halal tourism.
