Each article entered in the JISIP journal will be sent to the editors section through the Initial Review process. After that, the articles will be sent to peer reviewers to get the Double-Blind Peer Review Process. JISIP will be published papers chosen under the a Creative Commons Attribution-ShareAlike 4.0 International License.

The Smart Indonesia Program is a program created by the government by providing cash assistance to students who come from underprivileged families. This writing uses the literature review method. The results of the analysis of the implementation of the PIP program with a good governance perspective in Madrasahs are considered to have met the requirements and are considered effective in accordance with the guidelines or technical guidelines in the perspective of good governance according to UNDP namely participation, legal certainty, transparency, responsibility, agreement-oriented, fairness, effectiveness and efficiency, accountability, strategic vision. The recipients of the PIP program are right on target, namely students who come from underprivileged families. The use of funds from the PIP program disbursed through the Indonesia Smart Card (KIP) from the government is in accordance with technical guidelines, the funds are used for the needs of students while studying at Madrasah.Program Indonesia Pintar merupakan program yang dibuat oleh pemerintah dengan memberikan bantuan berupa uang tunai kepada peserta didik yang berasal dari keluarga kurang mampu. Penulisan ini menggunakan metode kajian pustaka. Hasil analisis penerapan program PIP dengan perspektif Good governnace di Madrasah dinilai sudah memenuhi syarat serta dinilai sudah efektif sesuai dengan buku pedoman atau juknis dalam prespektif good governance menurut UNDP yakni Partisipasi, Kepastian hukum, transparansi, tanggung jawab, berorientasi pada kesepakatan, keadilan, efektifitas dan efisiensi, akuntabilitas, visi strategik. Penerima program PIP sudah tepat sasaran yakni peserta didik yang berasal dari keluarga tidak mampu. Penggunaan dana dari program PIP yang dicairkan melalui kartu Indonesia Pintar (KIP) dari pemerintah sudah sesuai dengan ketentuan juknis, dana tersebut digunakan untuk keperluan peserta didik selama menempuh pendidikan di Madrasah.

The declaration of victory for the presidential and vice presidential candidates Prabowo Subianto-Sandiaga Uno before the KPU centrally counted and officially announced the vote acquisition became interesting material to be constructed into the news.. However, the result of news construction carried out by the media differ from one another. The type of research used is descriptive qualitative with a framing approach to the Robert N. Entman model. The results show that Kompas.com defines Prabowo Subianto-Sandiaga Uno's declaration of victory as a unilateral victory claim with an estimated source of trouble (causal interpretation) of the results of the BPN internal vote count and evidence of fraudulent efforts in various regions. From a moral evaluation point of view, this is an inappropriate decision. The Prabowo-Sandiaga pair need to wait for the official results from the KPU and have legally protested to the court although in the end they could not change the result of the winner of the 2019 Presidential Election. Meanwhile, Cnnindonesia.com sees (problem identification) the incident as a morality problem with an estimate of the source of the problem. (causal interpretation) which is the same as Kompas.com. From a moral evaluation point of view, the Prabowo-Sandiaga camp does not believe in the 2019 Presidential Election voting process. Therefore, the recommended solution is to wait for the KPU's official results and file a procedural lawsuit regarding evidence of fraud. The direction of framing that was built by both Kompas.com and Cnnindonesia.com both directed the event to an unwise decision.Deklarasi kemenangan pasangan Calon Presiden dan Wakil Presiden Prabowo Subianto-Sandiaga Uno sebelum KPU secara terpusat menghitung dan mengumumkan perolehan suara menjadi bahan yang menarik untuk dikonstruksi ke dalam berita. Namun demikian, hasil konstruksi berita yang dilakukan oleh media berbeda satu sama lain. Jenis penelitian yang digunakan adalah kualitatif deskriptif dengan pendekatan framing model Robert N. Entman. Hasil penelitian menunjukkan bahwa Kompas.com mendefinisikan deklarasi kemenangan Prabowo Subianto-Sandiaga Uno sebagai klaim kemenangan sepihak dengan perkiraan sumber masalah (causal interpretation) hasil penghitungan suara pihak internal BPN dan ditemukannya bukti usaha kecurangan di berbagai daerah. Dari sisi moral evaluation, hal tersebut merupakan keputusan yang kurang tepat. Pasangan Prabowo-Sandiaga perlu menunggu hasil resmi dari KPU dan telah melakukan protes secara hukum ke pengadilan meski pada akhirnya tidak bisa merubah hasil pemenang Pemilu Presiden 2019. Sementara itu, Cnnindonesia.com melihat (problem identification) peristiwa tersebut sebagai permasalah moralitas dengan perkiraan sumber masalah (causal interpretation) yang sama dengan Kompas.com. Dari sisi moral evaluation, kubu Prabowo-Sandiaga tidak percaya pada proses pelaksanaan pemungutan suara Pemilu Presiden 2019. Oleh sebab itu, penyelesaian yang direkomendasikan adalah menunggu hasil resmi KPU dan melakukan gugatan prosedural terkait adanya bukti kecurangan. Arah framing yang dibangun baik Kompas.com maupun Cnnindonesia.com sama-sama mengarahkan peristiwa tersebut pada keputusan yang kurang bijakasana.

Marketing language literacy is a communication skill that must be mastered by business people in Kalanganyar tourist village. UMKM business from processed fish becomes a product that can have high competitiveness if it has a good marketing method to consumers. Kalanganyar tourism village is a fostered area or cooperation partner who will implement an international standard tourist village and language literacy is the answer to the problems of people who do not master this marketing language literacy. Community service in the tourist village of Kalanganyar aims to create a community of business people who can practice the language of communication in English in sales and purchasing activities. In addition, knowledge of an effective marketing system is given to business people to equip the community in marketing processed products online and offline with special language literacy, namely marketing English. With the strengthening of language literacy and a reliable marketing system, the vision and mission of an international tourist village can be realized gradually and is expected to encourage Kalanganyar community to realize the tourism village program.

The internet technology currently in demand is Instagram. This technology is able to provide and as a medium of information as fast as lightning with a blend of video, audio and visual. So it attracts the audience to use Instagram. In the current condition of the COVID-19 pandemic, Instagram is able to be a place for sharing information and being a marketing medium. As done by OVO. Companies in the field of fintech, which are incessantly using social media Instagram as a product marketing media. OVO first posted the "Myths About Corona Virus" during the COVID-19 pandemic. So the purpose of this study is to describe the ovo persuasive communication strategy in the COVID-19 pandemic through Instagram @ovo_id. This study uses persuasive communication theory with qualitative research methods. The findings of this study show that: firstly the credibility of the information provided by OVO was confirmed by trusted online newspaper media and official government media related to COVID-19, secondly the attitudes given by the audience towards followers posting "Myths About Corona Virus", based on cognitive attitudes, the third form of persuasive communication used by OVO is advertising. The consequence of this research finding is that it is necessary to consider using clickbait in the title of the post during the current COVID-19 pandemic conditions, where COVID-19 is a new virus so information about COVID-19 is needed.Teknologi internet yang saat ini diganderungi yaitu instagram. Teknologi ini mampu memberikan dan sebagai media informasi secepat kilat dengan perpaduan video, audio dan visual. Sehingga menarik khalayak untuk menggunakan instagram. Pada kondisi saat sekarang ini pandemi COVID-19, instagram mampu menjadi wadah untuk sharing informasi serta menjadi media pemasaran. Seperti yang dilakukan oleh OVO. Perusahaan dibidang fintech, yang sedang gencar-gencarnya menggunakan media sosial instagram sebagai media pemasaran produk. OVO memposting pertama kali mengenai “Mitos Seputar Virus Corona” disaat pandemi COVID-19. Sehingga tujuan penelitian ini yaitu untuk mendeskripsikan strategi komunikasi persuasif ovo dalam pandemi COVID-19 melalui instagram @ovo_id. Penelitian ini menggunakan teori komunikasi persuasive dengan metode penelitian kualitatif. Temuan dari penelitian ini memperlihatkan bahwa: pertama kredibilitas informasi yang diberikan oleh OVO terkonfirmasi oleh media koran online terpercaya dan media resmi pemerintahan terkait COVID-19, kedua sikap yang diberikan oleh khalyak (followers) terhadap postingan “Mitos Seputar Virus Corona”, berdasarkan sikap kognitif, ketiga bentuk komunkasi persuasif yang digunakan oleh OVO yaitu iklan. Konsekuensi dari temuan penelitian ini yaitu perlu pertimbangan untuk menggunakan clickbait pada judul postingan pada saat kondisi pandemi COVID-19 seperti saat sekarang ini, yang mana COVID-19 merupakan virus baru sehingga informasi mengenai COVID-19 sangat dibutuhkan.

Indonesia merupakan negara dengan jumlah penduduk yang relatif tinggi yang menduduki posisi keempat dengan jumlah penduduk terbanyak di dunia. Jumlah penduduk yang tidak terkendali dapat menimbulkan masalah-masalah baru bagi negara berkembang, seperti: tingkat pengangguran yang tinggi dan angka kemiskinan yang meninggi pula. Masalah kependudukan tersebut telah diperparah dengan munculnya virus Covid-19 pada akhir 2019 yang lalu. Kampung KB merupakan salah satu program prioritas pemerintah yang sengaja dibentuk untuk memperkuat Program Kependudukan Keluarga Berencana dan Pembangunan Keluarga. Penelitian ini dilakukan di Kampung KB Desa Sidoarjo-1 Jati Baru Kecamatan Pagar Merbau Kabupaten Deli Serdang dengan menggunakan metode deskriptif kualitatif dengan jumlah informan sembilan orang yang ditentukan dengan teknik sampling purposif. Kesimpulan penelitian ini ialah implementasi program Kampung KB di Desa Sidoarjo-1 Jati Baru sudah berjalan dengan baik yang menunjukkan standar dari implementasi program terbagi menjadi tiga. Pertama, pengorganisasian yang memiliki empat indikator, yaitu: struktur organisasi, sumber daya manusia, sumber dana dan sarana dan prasarana. Kedua, yaitu interpretasi yang terdiri dari tiga indikator: sesuai dengan peraturan, sesuai dengan petunjuk pelaksanaan dan sesuai dengan petunjuk teknis. Ketiga, yaitu penerapan yang terdiri dari tiga indikator: memiliki program kerja, memiliki prosedur kerja dan memiliki jadwal kegiatan.Indonesia is a country that has a relatively high population as the fourth largest in the world. An uncontrolled population caused new problems in developing countries, such as high unemployment and rising poverty rates exacerbated by the emergence of the Covid-19 virus at the end of 2019. Kampung KB is one of the priorities of the programs the government deliberately established to strengthen the Family Planning and Family Development Population Program. This research takes place in the Kampung KB Sidoarjo-1 Jati Baru, Pagar Merbau District, Deli Serdang Regency. This study uses a qualitative descriptive method interviewing nine informants selected by a purposive sampling technique. This study concludes that the implementation of the Kampung KB program in Sidoarjo-1 Jati Baru Village has been going and divided by the three standards of program implementation. Firstly, organizing has an organizational structure, human resources, funding sources, and facilities and infrastructures. The second is the interpretation indicating three: regulations, implementation instructions, and technical instructions. The last is the application indicating three: having a work program, work procedures, and a schedule of activities.

The Central Bureau of Statistics report reveals that Gen-Z dominates Indonesia's population today. This data is necessary considering that in 2024 a general election will be held. The votes from gen-z will undoubtedly be a bone of contention for competing politicians and political parties. In political communication, research is often focused on strategies for compiling narratives that can be converted into vote gains or political image management to attract sympathy. These two things can only be done when they know the perspective of the target public. Therefore, this study aims to determine the perspective of Gen Z. This qualitative study uses the focus group discussion method to obtain in-depth data. There are three interesting findings: Gen-Z is highly interested in politics but feels uninformed. Second, Gen-Z sees the existence of political parties in a negative light due to the high number of corruption cases. Third, Gen-Z urges for political education. Each finding is elaborated on in this research paper.

There are cases where the legislature appears to be "relenting" and ignoring the people's interest in the executive because of the similarity of the background of the political party's origin. Bali Governor Wayan Koster is a cadre of PDI Perjuangan and 33 of the 55 members of the Bali Provincial Parliament come from PDI Perjuangan so that because of the similarity of political party backgrounds, it eliminates dialectics and legislative criticism that should represent the interests of the people towards executive policies that are not on the side of the people. This is a defect in the function of legislative representation. The case of rejection of the Liquefied Natural Gas (LNG) terminal project is one example of the case. This research uses a qualitative approach with data collection techniques through interviews and documentation studies. The rejection of the project arose after a discourse on moving its development position from Benoa Port to the coastal area of Sidakarya Village. This has led to rejection from various elements of the community because of the coast of Sidakarya Village, which is a mangrove area. His refusal was conveyed to the Bali Provincial Parliament through several mass actions. However, on the other hand, the Bali Provincial Legislature actually processed the revision of Regional Regulation No. 3 of 2020 concerning the Regional Spatial Plan (RTRW) requested by the Bali Provincial Government which was allegedly to accommodate the transfer of the Liquefied Natural Gas (LNG) terminal construction project.Terdapat beberapa kasus dimana legislatif terlihat “mengalah” dan mengabaikan kepentingan rakyat terhadap eksekutif karena kesamaan background asal partai politik. Gubernur Bali Wayan Koster merupakan kader PDI Perjuangan dan 33 dari 55 anggota DPRD Provinsi Bali berasal dari PDI Perjuangan sehingga karena kesamaan background partai politik, menghilangkan dialektika serta kritisisme legislatif yang seharusnya merepresentasikan kepentingan rakyat terhadap kebijakan-kebijakan eksekutif yang tidak berpihak pada rakyat. Hal tersebut menjadi sebuah kecacatan fungsi representasi legislatif. Kasus penolakan proyek terminal Liquefied Natural Gas (LNG) menjadi salah satu contoh kasusnya. Penelitian ini menggunakan pendekatan kualitatif dengan teknik pengumpulan data melalui wawancara dan studi dokumentasi. Penolakan akan proyek tersebut muncul setelah adanya wacana pemindahan posisi pembangunannya dari Pelabuhan Benoa ke daerah pesisir Desa Sidakarya. Hal tersebut mendatangkan penolakan dari berbagai elemen masyarakat karena pesisir Desa Sidakarya yang merupakan kawasan mangrove. Penolakannya disampaikan kepada DPRD Provinsi Bali melalui beberapa aksi massa. Namun, di sisi lain DPRD Provinsi Bali justru memproses revisi Peraturan Daerah No. 3 Tahun 2020 tentang Rencana Tata Ruang Wilayah (RTRW) permintaan Pemprov Bali yang disinyalir untuk mengakomodasi pemindahan proyek pembangunan terminal Liquefied Natural Gas (LNG).

Media plays an important role in spreading ideas about popular culture because popular culture requires media to distribute ideas. The Gudang Garam “Jungle” advertisement and the Ms Glow for men ad “Akbar Rais, Arif Muhammad, and Verrel Bramasta” are advertisements for cigarettes and facial care products that emphasize masculinity. Both of these advertisements feature urban men in a casual style. Masculinity is a gender-based trait that is attached to men. The mass media, in this case television advertising, apparently also played a role in confirming this view. Based on semiotic analysis using the Roland Barthes model in the ad impressions of Gudang Garam "Jungle" and Ms Glow For Men "Akbar Rais, Arif Muhammad, and Verrel Bramasta" as research subjects, this study concludes as follows: Representation of masculinity in Gudang Garam and Ms. Glow For Men is, Masculine is described as brave and likes challenges, Masculine is described as caring about appearance, and Masculine is concerned with their partner and family. In this case, the Gudang Garam and Ms Glow For Men advertisements have the characteristics of new masculinity. At the end of the 1900s to the 2000s a new term emerged in the construction of the male self, namely new masculinity (the concept of new masculinity). This new figure presents a unique and interesting blend that opens the world's eyes to the stereotypes of masculine images that have been formed so far. The character of this masculinity is different from the initial masculinity.Media memegang peranan penting dalam penyebaran gagasan tentang budaya populer karena budaya populer memerlukan media untuk mendistribusikan ide. Iklan Gudang Garam “Jungle” dan Iklan Ms Glow for men “Akbar Rais, Arif Muhammad, dan Verrel Bramasta” merupakan salah satu iklan rokok dan produk perawatan wajah yang mengedepankan maskulinitas. Kedua iklan ini menampilkan laki-laki perkotaan dengan gaya yang kasual. Maskulinitas adalah sifat-sifat berdasarkan gender yang dilekatkan pada laki-laki. Media massa dalam hal ini iklan televisi rupanya juga berperan dalam pengukuhan pandangan tersebut. Berdasarkan analisis semiotika dengan menggunakan model Roland Barthes pada tayangan iklan Gudang Garam “Jungle” dan Ms Glow for Men “Akbar Rais, Arif Muhammad, dan Verrel Bramasta” sebagai subjek penelitian, penelitian ini menyimpulkan sebagai berikut: Representasi maskulinitas dalam iklan Gudang Garam dan Ms Glow for Men adalah, Maskulin digambarkan Berani dan Menyukai Tantangan, Maskulin digambarkan peduli akan penampilan, dan Maskulin Perhatian terhadap pasangannya maupun keluarga. Dalam hal ini iklan Gudang Garam dan Ms Glow for Men terdapat karakteristik new masculinity. Akhir tahun 1900-an menuju tahun 2000-an munculah istilah baru dalam konstruksi diri laki-laki yaitu new masculinity (konsep maskulinitas baru). Sosok baru ini menyajikan sebuah paduan unik dan menarik yang membuka mata dunia atas stereotype imaji maskulin yang selama ini dibentuk. Karakter maskulinitas ini berbeda dengan maksulinitas pendahuluannya.

The problem of malpractice is still a political work in the election process. Therefore, increasing public participation in the election process has an important and strategic role to improve the quality of Bawaslu. The political process is said to be a democracy if the involvement of the community has a supervisory role together with Bawaslu to participate in supervising the election, both during the campaign, calm period, election day until the election of people's representatives. This study aims to improve the integrity and oversight of Bawaslu as regulated in Law No. 7 of 2017 concerning Elections. This research wants to reveal how the efforts made by Bawaslu to realize democratic elections. This study uses a qualitative method with a descriptive approach. The collection process is carried out by library research which is analyzed by interactive model. The results of the study show the performance and concrete efforts made to realize the democratic elections in 2024. Permasalahan malpraktik masih menjadi pekerjaan politik dalam proses Pemilu. Oleh karenanya peningkatan partisipasi masyarakat dalam proses Pemilu memiliki peran penting dan strategis guna meningkatkan kualitas Bawaslu. Proses Politik dikatakan demokrasi apabila keterlibatan masyarakat mempunyai peran pengawasan secara bersama-sama dengan Bawaslu untuk turut sera mengawasi jalannya Pemilu baik masa kampanye, masa tenang, hari pemilihan sampai terpilihnya wakil rakyat. Penelitian ini bertujuan meningkatkan integritas dan pengawan Bawaslu sebagaimana diatur dalam UU No 7 Tahun 2017 Tentang Pemilu. Penelitiann ini ingin memunculkan bagaimana usaha yang dilakukan Bawaslu mewujudkan Pemilu demokratis. Penelitian ini menggunakan motode kualitatif dengan pendekatan deskriptif. Proses pengumpulan dilakukan dengan library reaserch yang dianalisis dengan interactive model. Hasil penelitian menunjukan kinerja dan upaya konkrit yang dilakukan guna terwujudnya Pemilu demokratis tahun 2024
POLITIK LUAR NEGERI INDONESIA DALAM KEPEMIMPINAN RETNO MARSUDI (STUDI KASUS KONFLIK ROHINGYA 2016-2019)

In 2014, Retno Marsudi was elected as Indonesia's first female Foreign Minister. During her leadership period, acts of violence against the Rohingya escalated in 2016 and 2017. The Minister of Foreign Affairs, Retno Marsudi, carried out her foreign policy to deal with the Rohingya problem. This study discusses Indonesia's foreign policy during 2016-2019 under Retno Marsudi's leadership. To answer Indonesia's foreign policy, the author uses decision-making theory that analyzes policy formulation to determine the direction of foreign policy as the basis for implementing Indonesia's foreign policy. The theory of women's political leadership is used to analyze the characteristics of Retno Marsudi's leadership in carrying out her foreign policy. The method used is a qualitative research method using sources of data and documents from official sources, books or journal articles, official websites, and credible and trusted online news sites. The results of this study found that Indonesia's foreign policy was carried out based on the Preamble to the 1945 Indonesian Constitution and the second principle of Pancasila which resulted in the direction of foreign policy by using a soft power base approach. Meanwhile, when carrying out her foreign policy as Minister of Foreign Affairs of Indonesia, Retno Marsudi demonstrated a transformational leadership style that was identical to the characteristics of women's leadership.Pada tahun 2014, Retno Marsudi terpilih sebagai Menteri Luar Negeri Indonesia perempuan pertama. Dalam periode kepemimpinannya, aksi kekerasan terhadap etnis Rohingya mengalami eskalasi di tahun 2016 dan 2017. Menteri luar negeri Retno Marsudi melaksanakan politik luar negerinya untuk menghadapi permasalahan Rohingya. Penelitian ini membahas politik luar negeri yang dilakukan Indonesia selama tahun 2016-2019 dalam kepemimpinan Retno Marsudi. Untuk menjawab kebijakan luar negeri Indonesia yang dilakukan, penulis menggunakan teori pengambilan keputusan yang menganalisis perumusan kebijakan untuk menentukan arah kebijakan luar negeri sebagai landasan pelaksanaan politik luar negeri Indonesia. Kemudian teori kepemimpinan politik perempuan digunakan untuk menganalisis karakteristik kepemimpinan Retno Marsudi dalam menjalankan politik luar negerinya. Metode yang digunakan adalah metode penelitian kualitatif dengan menggunakan sumber data-data dan dokumen dari sumber resmi, buku atau jurnal artikel, website resmi, dan situs berita online yang kredibel dan terpercaya. Hasil penelitan ini ditemukan bahwa kebijakan luar negeri Indonesia dilakukan berlandaskan Pembukaan UUD Indonesia 1945 dan sila kedua Pancasila yang menghasilkan arah kebijakan luar negeri dengan pendekatan menggunakan basis kekuatan soft power. Sementara saat menjalankan politik luar negerinya sebagai Menteri Luar Negeri Indonesia, Retno Marsudi menunjukkan gaya kepemimpinan transformasional yang identik dengan karakteristik kepemimpinan perempuan.
