Abstract

South Bolaang Mongondow is one of the regencies located in North Selawesi Province which is one of the regencies that is growing rapidly. Along with the increase in population, inadequate infrastructure, facilities and public utilities have resulted in many people in this district living in places that do not meet the standards, which are slums. Slum areas in South Bolaang Mongondow Regency according to the 2016 South Bolaang Mongondow Regency slum decree, there are 23 villages that are included in slum areas, these slums have three classifications, namely, heavy slums, medium slums and light slums. Based on this classification, it is combined with land status and other considerations so that a priority scale for handling slum settlements can be drawn up and how the pattern of handling slum settlements in Bolaang Mongondow Selatan Regency can be. The method used is a multi-criteria analysis method with 9 indicators, namely building conditions, environmental road conditions, environmental drainage conditions, drinking water supply conditions, wastewater management conditions, waste management conditions, fire protection conditions and land status and other considerations. Based on the results of the study, it was found that 16 villages would be treated with a rejuvenation pattern, 1 village would be resettled and 6 villages would be treated with a restoration pattern.Keyword  : Slums, Slum Level, Priority Scale, slum settlement pattern

Abstract

Through a 2020 study, Winda Palindang¹, Octavianus HA Rogi² & Johannes Van Rate³, "Analysis of Tomohon City Transportation Policy Based on Community Movement Plans as an Indicator of City Spatial Structure" researchers identified the type of spatial structure of the city of Tomohon through a dynamic density approach with indicators of people's daily movement patterns as a result. the tendency of a polycentric spatial structure. From this statement, the researcher feels interested in developing this research, still with the same indicators, but by comparing the three periods that are currently happening, namely the period before, during and after the COVID-19 pandemic began to be under control. The purpose of this study is to see whether the state of the COVID-19 pandemic affects the shape of the existing spatial structure as well as to elaborate on the choice of the type of transportation network policy that is compatible with the identified spatial structure. The methods used are quantitative techniques and profit tabulation of origin-destination matrix development with a structured questionnaire or interview format, as well as visualization of the origin-destination matrix in the form of a desire line map or called a "desire line map". The conclusions of this research are; (1) The form of the spatial structure of the city of Tomohon in three types of periods, namely before, during, and after the COVID-19 pandemic has not changed, namely in the form of polycentric. (2) The transportation network policies that need to be considered include: accelerating the execution of the transportation network development plan according to the RTRW of Tomohon City, namely the plan for a type B terminal at the gates of the city of Tomohon, accelerating the procurement of transportation routes between sub-districts. Then the need to strengthen the carrying capacity of local service centers that can be an alternative for community activities to minimize the accumulation of trips to one area. It is recommended for the main corridor of the city of Tomohon to use the concept of a larger mass transportation considering that so many people travel using the main corridor of the city of Tomohon, as well as optimizing microbuses as a mode of transportation for inter-district destinations. And the last is improving the quality of the transportation network for the convenience of its users. Keywords: Spatial Structure, Movement Pattern, Origin-Destination Matrix, Transportation Network

Abstract

Disaster is an event or series of events that threaten and disrupt people's lives caused by both natural and/or non-natural factors including human actions, resulting in human casualties, environmental damage, property losses and psychological impacts. The traumatic experience as a result of the disaster can basically change the perception of the local community regarding the existence of their place of residence where the disaster has occurred. The analytical method used is the Likert scale, simple description, Spearman rank test and chi square test. Liker scale analysis is used for manual calculations using a formula to measure the opinions of each respondent, simple description analysis makes conclusions from the results of the questionnaire. Meanwhile, the chi square test and the rank of separman are used to find out how far the consistency of people's answer choices is related to perceptions, preferences and affection. The results of the study show that they can still survive or habituated in the city of Palu as long as the community can support each other, then they still choose to stay in the city of Palu by having the ability to seek mitigation properly and correctly. Keywords:Public perception, Likert scale, Spearman rank test and chi square test.

Abstract

South Bolaang Mongondow Regency is one of several regencies in North Sulawesi province, where this area is often referred to by observers as a non-zom area or there is no precise season to predict. So that hydrometeorological disasters, especially floods, are very likely to occur if there is no prevention stage in disaster management. The flood incident that submerged almost all areas in the sub-district on July 24, 2020 proved that preparedness was needed in dealing with the flood disaster which caused 93 houses to be heavily damaged and 165 people evacuated (DIBI, 2020). The level of disaster risk looks at how the index of the hazard, vulnerability, and capacity of a disaster can be, so that the level of risk of a flood disaster can be known. In determining disaster risk, using the policy of the Regulation of the Head of the National Disaster Management Agency Number 2 of 2012 concerning General Guidelines for Disaster Risk Assessment. The results of the existing risk level will then be used as recommendations for later flood disaster mitigation, both structurally and non-structurally. The level of flood risk resulted in 3 villages with a high level of flood risk, 14 villages with a moderate level of flood risk, and 42 villages with a low level of flood risk. Disaster mitigation that adapts to the level of risk from disasters where villages with high flood risk are recommended to make plans for physical (structural) development in an effort to reduce the danger from flooding, then villages with moderate flood risk are recommended for additions or improvements regarding physical form ( structural) flood control that already exists or does not exist, and areas with low flood risk, it is recommended to improve the physical (structural) form of existing flood control, but not optimal in the implementation system.KEYWORDS : Mitigation, Flood Disaster, Structural, Non-Structural, Risk Level

Abstract

Bitung City, as an urban area, is characterized as a cluster of built-up areas that are relatively dense and has several residential concentration clusters and high-density service centre points scattered in several zones. So, in theoretical understanding, the city of Bitung is allegedly identified as a Polycentric city. However, when the covid-19 pandemic occurred, the city of Bitung became one of the affected. The spread of exposed areas in the city was relatively fast and provided a traumatic experience for the community. This traumatic experience also encourages changes in people's perceptions, preferences, and behaviour in travelling both within the city and in and out of the city. Undoubtedly, there has been a significant change in the daily movement patterns of local people during this pandemic in the city of Bitung. Changes in the pattern of a community movement that occurred must have impacted changes in the spatial structure of Bitung City. The purpose of the study was to identify whether or not there was a change in the type of spatial structure in Bitung City based on indicators of daily movement patterns of local people in the Period before the pandemic, the peak of the pandemic, and after the peak of the pandemic whether the change will be permanent or temporary, and identify problems based on existing conditions and associative spatial policies with the type of spatial structure of Bitung City in the future in the post-pandemic era. The analysis method was the Origin-Destination Survey method with the division of the Travel Destination Survey questionnaire and comparing based on 3 (three) pandemic times such as 1) The Period Before the Pandemic; 2) The peak of the pandemic; and 3 (three) Period After pandemic peak. The results showed that (1) The shape of Bitung city space structure in the Period before the pandemic and after the peak of the pandemic tended to be in the form of a polycentric model, while at the peak of the pandemic, the city of Bitung tended to be in the form of a Monocentric model; (2) There were several urban problems that the city of Bitung must face as a city with a tendency of Polycentric Cities based on existing conditions, and some problems during the covid-19 pandemic but not continuously. Keywords : Spatial Structure, Daily Movement Patterns, Origin Destination

Abstract

Talawaan District. Kalawat, and Tombulu are sub-districts located on the outskirts of Manado City which are affected by Manado City, one of which is the increase in housing and settlements. In the Regional Spatial Plan of the three sub-districts, development is directed into new settlements that are able to accommodate the shortage of houses in Manado City. This study aims to identify the physical conditions in the rural urban fringe area and analyze the development pattern of fringe settlements in the rural urban fringe area. The survey method used in this research is descriptive and qualitative which is supported by quantitative analysis to analyze the data in digital form and can also be measured based on the standard used and also using spatial analysis spatial analysis by using descriptive qualitative method and a map of the use of land for settlements, with the aim of describing the development and expansion that has occurred, which is then analyzed for the pattern of distribution of settlements that occurs using the closest-neighborhood analysis. The results of the analysis are expected to be a reference for the government to treat development restrictions and supervision so as not to interfere with spatial patterns and spatial structures in the three sub-districts in the next few years. Keywords: Rural Urban Fringe, Fringe Settlements
