Abstract

This research discussed the work environment condition in supporting the performance of employees in PT. Hasjrat Multifinance.This research is based on both physical and nonphysical issues experienced by the employees while they are working. Noisy environment is one of the physical issues and relationship between the management and employees is one of the non physical issues. The aforementioned issues signified that PT. Hasjrat Multifinance has not yet created an ideal working condition for the employees.It is a qualitative research. The informants of this research are the employees of PT. Hasjrat Multifinance Manado. The data have been collected by interviews, observation and documentation. The researcher also discovered that in terms of nonphysical work condition, particularly one that deals with social relationship, the horizontal relationship is better than the vertical one because the effort to create conducive environment has been done more by employees who have so far established and maintained good relationship among them.Even though competition and personal issues are unavoidable but they did not affect the existing horizontal relationship in general. Therefore, the harmonious horizontal relationship has been providing comfort and secure feeling for the employees when working together. Key Words: Work Environment Support, Performance of Employees

Abstract

The provision of public services by government officials to the community (public) is the embodiment and the state apparatus functions as a public servant (servant), as well as serving the State. One of the public services provided by the district government is in the service of the deed of sale in execution of the deed of sale services to the community, there are still complaints from the public, that the performance of civil servants in the organization is quite slow, less efisein and effective and often complicate the affairs of society in particular in the service of the deed of sale and sometimes still the levies are not in accordance with provisions. The purpose of this study was to examine and explain how the Quality of Service of sale and purchase at the District Office Kema North Minahasa Regency The research methodology was qualitative research. Informants in this study was taken from the Government in the Village, Community Leaders and Communities in the District of North Minahasa Regency Kema total of 10 informants. Data were analyzed with measures of data reduction, data presentation and conclusion and verification. The results showed that the Quality of Service of sale and purchase at the District Office Kema North Minahasa Regency is quite satisfactory, wherein: the deed for the sale and purchase of service requirements imposed in accordance with the rules without any additional requirement that is intentionally added to complicate the management of the sale and purchase deed. In the management of the sale and purchase deed, if the proposed requirements are complete, it can be directly processed and can be completed in accordance with a predefined time. Purchase certificate issued by the government in the district has been able to provide legal certainty to the beneficiaries of services, because the government is very selective in assessing the validity of all documents used in the maintenance requirements of the deed of sale and purchase, if the document is invalid, the process to obtain the deed of sale and purchase directly terminated , For the cost of obtaining a deed of sale and purchase are set in accordance with the applicable legislation and the public does not charge beyond the cost already be in the process of service provision as a deed of sale all the procedures have been defined and the costs even socialized through tables placed in the waiting room when handling the sale and purchase deed so that the public already knows all the provisions in the deed of sale and purchase arrangement. In the service of the deed of sale the sub-district government did not discriminate between the position of society, because every society has an equal right to obtain services. If the management of the sale and purchase deed there are delays in obtaining, the government tells where the barriers that lead to the maintenance of the deed of sale and purchase late.   Key Word : Purchase Deed Service Quality

Abstract

This research was conducted in order to find out the public service management and community respond applied by Tongkaina Political District Office Bunaken Sub-district Manado City. This descriptive research is only to explain the situation of public service management in Tongkaina Political District Office Bunaken Sub-district Manado City. This research used descriptive analysis, to draw conclusion by in depth interview with secondary  information as supported data. Then, the data researched based on the existing concepts from library. The result showed that the public service in Tongkaina Political District Office Bunaken Sub-district Manado Citystill far from maximum satisfaction. Keyword: Public Service

Abstract

The purpose of this study was to assess the ability of the District Officers Working in Providing Administrative Services Purchase Deed Land to the People in District Tikala Manado City. The research methodology used is qualitative research. Informants in this study were taken from the public, community leaders and governments in Sub Tikala by 10 informants The results showed that in providing services deed of sale of land generally apparatus own technical abilities quite like the ability to use knowledge concerning administrative services deed of sale and purchase of land in terms of the process until the rules that must be met, with the knowledge it easier for employees to be able to work in providing administrative services deed of sale and purchase of land to the community, there is a portion of the apparatus that do not have adequate knowledge in the performance of its duties regarding the administrative services deed of sale and purchase of land, but coworkers are always trying to provide help, so that administrative services to the community is not disturbed. For social skills are good enough proven apparatus of the apparatus has the capability of other people's motives as well as collaborating with colleagues in performing the duties of administrative services deed of sale and purchase of land to the public. Conceptual abilities are good enough apparatus wherein the apparatus is enough to have the ability to understand the complexity of the organization as a whole. Keywords : performance, administration

Abstract

The purpose of this study was to analyze and explain the Community's Participation in Environmental Care Village Perkamil In the city of Manado. The research methodology used is qualitative research. The results showed that the participation of the community in the form of public attendance at the discussion meeting decisions about the environment and the maintenance strategy implementation plan environmental maintenance program is already quite good, there are some people who did not attend the meeting or meetings to program planning, but few. Public participation in the implementation of environmental care is the provision of self-help in the form of power when the implementation of programs and grants (non-governmental) to support the successful implementation of the program has been quite good, the implementation of the administration and coordination of program implementation has been quite good. Community participation in maintaining and continuing maintenance of the results of program execution environment is quite active, as people realize that with them keeping all the results of the implementation of the program, it will automatically impact of the program can continue to be felt by the community. The impact is felt by the community of the results of the implementation of the enormous environmental maintenance program including the environment becomes clean and healthy and comfortable place to live. Public participation in the evaluation of program implementation issues related to preservation of the environment as a whole is good enough, because the community participated in the evaluation program, the public may submit proposals for improvements if the program found to be less successful. Abstract

This research aims at describing the conflict's political elite in the general election the Governor and Vice Governor of North Maluku province in 2007. The method of research used the qualitative method. Data was collected through in-depth interviews, direct observation, and study the documentation. The research results show that in the implementation of the general election governor and the vice governor of North Maluku 2007 found: First, conflict start seen since stage registration candidates, in which couples H. Mudaffar Syah-H. Rusdi Hanafi cancelled of his preferred candidate by KPUD provincial North Maluku because they did not fulfill regulation the 15 % to the votes and support seats. Second, stage campaign period, conflict can also be seen start hardened because third candidate couple and team the success of protest against the schedule some of which day has fallen during Ramadan and Eid, and when socialization stage the schedule is accepted all parties well. Third, calculation stage and recapitulation the ballot, where conflict is more open and prolonged caused the political elite prefer the interests of each as to be almost no space negotiations to conflict resolution. Fourth, stage conflict resolution, done through state apparatus with the approach security, negotiations, and dialogue. Abstract

As a matter of fact, public relation perseptions and stigmatization commonly become obstacles for the Public Relation Division of City Secretariat of Tidore Island. The aim of this research is to know the form of  building capacity reinforcement through education and training in public information service at House of Representative of Tidore Island City. The method applied in this research is descriptive qualitative. Observation, interview, and documentation research were the techniques in collecting the data as the research subject divided into key informants and prime informants in total of eight people. The descriptive data anlysis technique described phenomenons based on the field following the steps as follow: data reduction phase, data presentation, and data verification or conclusion. Based on the filed reserach showed that in capacity building of House of Representative public relation division officilas of Tidore Island City are highly depended on education and training to raise the service in the organization public information, therefore the substantive item seen by the society was the less maximal effort shown caused by the unprofesional human resources. The efforts toward the building capacity had not been done by the officials to answer the demand and need in community service of public relation division officials at House of Representative of Tidore Island City. Based on the findings, it can be concluded that the building capacity by education and training of public relation officials at House of Representative Secretariat of Tidore Island City is an urgent thing to reach the aim of the organization. Fungtional training such as public relation technique, jurnalism technique, seminars, discussion that relate to the responsibilities are needed tobe possesed. Abstract

Subdistrict Pineleng entrance and exit for the flow of goods, people and traffic will be heading to Manado and Minahasa district to the capital. As the District that is located directly adjacent to the city of Manado where it is known as the capital of North Sulawesi province, thus requiring apparatus that has a high performance in providing public services. With high performance and good public services provided will be maximized. Therefore, the problem in this research is "Why does the performance of employees in providing public services in the District Office Pineleng Minahasa not running optimally?". This study aims to find answers related to the academic performance of Employees in providing public services in the District Office Pineleng Minahasa regency. This study used a qualitative approach with descriptive analysis method. The results using the indicators of employee performance 1) Quality of work; 2) Pomptness; 3) Initiative; 4) Capability; 5) Communication, it is known why the employee's performance is not maximized because: 1) Lack of employees at the District Office Pineleng; 2) An employee in performing the tasks of public service, is still a lack of discipline; 3) Human resources (HR) at the Head Office Pineleng have low competence. 4) Supporting facilities and infrastructure for public services available memperancar still lacking. Abstract

The aim of this study "Evaluating Policy Assistance Mina Rural Enterprise Development (PUMP) in South Minahasa Regency". This study used a qualitative approach with descriptive analysis method. Sources of primary data obtained through interviews with a purposive sampling techniques and secondary data from documents, files, internet, and other sources associated with the research. The survey results revealed Implementation Program Direct Community Assistance (BLM) Mina Rural Enterprise Development (PUMP) in South Minahasa Regency has gone well. All processes are carried out in compliance guidelines. All of these mechanisms have been implemented according to their respective authorities ranging from the establishment of a technical team to the receiver group selection. Since the program was rolled in South Minahasa Regency (years 2011-2015), as many as 73 groups have received this assistance and has been used for business development in the field of fisheries, aquaculture, processing and marketing of fishery products. Implementation of this program has had an impact on the implementation of this program. The perceived impact of fish production increased compared to before receiving this assistance. Likewise with income, an increase when compared with the initial conditions before granting aid. Keywords: Evaluation, Policy

Abstract

Pendidikan kesetaraan adalah pendidikan yang berlangsung di luar sistem persekolahan  pada pengelolaannya dilakukan melalui Pusat Kegiatan Belajar Masyarakat yang dalam penyelenggaraan program pendidikan non formal termasuk Paket C yang merupakan  pendidikan berjenjang setara Sekolah Menengah Atas. Tujuan penelitian ini adalah untuk mengetahui dan menganalisis implementasi kebijakan penyelenggaraan pendidikan Paket C yang dilakukan oleh Pusat Kegiatan Belajar Masyarakat di Kota Manado. Melalui penggunaan desain kualitatif penelitian ini menemukan bahwa  implementasi kebijakan penyelenggaraan pendidikan kesetaraan Paket C di Kota Manado berdasarkan aspek pengorgansiasian, interpretasi dan aplikasi belum sepenuhnya berjalan dengan baik. olehnya disarankan untuk  melakukan perekrutan Tutor yang sesuai dengan kompetensi pembelajaran yang dibutuhkan,  mengusahakan sumber pendanaan lainnya dan tidak tergantung pada bantuan operasional dari pemerintah, melakukan perbaikan dan penambahan sarana dan prasarana pembelajaran menjalankan fungsi evaluasi dan pengawasan terhadap berjalannya kegiatan Pendidikan Kesetaraan Paket C.
