Jurnal Administrasi Negara menyediakan media untuk mempublikasikan artikel asli berupa pengetahuan baru yang unik dalam bidang administrasi negara. Jurnal ini membuka kesempatan seluas-luasnya untuk publikasi dan berbagi penelitian serta pengembangan upaya berkelanjutan di bidang administrasi. Jurnal Administrasi Negara menerbitkan artikel di bidang admnistrasi negara dengan pendekatan antar disiplin dengan berbagai topik kajian yang meliputi tata pemerintahan, organisasi publik, kebijakan publik pelayanan publik, manajemen, etika birokrasi, serta hukum administrasi/tata pemerintahan. Artikel harus dikirim ke kantor redaksi. Informasi lengkap mengenai cara mengirimkan artikel dan petunjuk untuk penulis tersedia di setiap edisi. Semua artikel yang disampaikan akan diseleksi oleh mitra bebestari (peer reviewed) dan dapat diedit oleh redaksi. Sejak tahun 2014 jurnal ini akan dipublikasikan tiga kali dalam setahun yaitu pada bulan April, Agustus, dan Desember. Tidak ada biaya yang dikenakan untuk publikasi dalam jurnal ini.

Abstract

Law Number 20 of 2023 concerning Civil Servants (ASN) mandates competence development through work-integrated learning. As learner behaviors evolve and the implementation of integrated learning becomes mandatory, the approach to civil servant competence development is transforming. This includes the adoption of experiential learning and learning in the flow of work.  Given the large number of civil servants and the limitations of traditional classroom training capacity and budget, a more flexible approach to learning innovation is needed.  This study analyzes the implementation of integrative and collaborative workplace learning within government agencies, using the Indonesian Food and Drug Authority (BPOM) as a case study.  The methodology used includes literature review and focus group discussions (FGDs). The research findings indicate that integrative and collaborative learning, when designed with the support of workplace facilitators and a system for recognizing learning achievements, can be an effective alternative to traditional classroom training.  This approach enables adaptive and continuous learning, aligning with the competency needs of functional positions. This study recommends the government to systematically adopt this learning model, provide supporting infrastructure and an ecosystem, and conduct regular evaluations to ensure program alignment with organizational needs.

Abstract

Indonesia's public service digital transformation has seen continuous development over the last five years, from 2020 to 2024. Digitalization is being applied across various sectors, including health, immigration, public service malls (MPP), local government, and the energy and financial sectors. This research aims to analyze the development of technology utilization in public services, identify the most frequently used analytical methods in studies related to public service applications over the past five years, and determine the factors influencing user satisfaction with public service applications. This study employs a Systematic Literature Review (SLR), guided by the PRISMA (Preferred Reporting Items for Systematic Reviews and Meta-Analyses) approach. It gathered and analyzed various research works related to technology implementation in public services to identify development patterns, dominant analytical methods, and key factors in assessing user satisfaction with applications. The research findings indicate that the Technology Acceptance Model (TAM) has remained the most dominant method over the past five years (2020-2024). The most influential factors affecting user satisfaction with applications are system quality, information quality, perceived ease of use, and service quality. The main challenges in digital transformation implementation include lack of information dissemination, the digital divide, infrastructure limitations, and resistance to change. With the increasing adoption of technology, research on public services is now shifting from user acceptance analysis towards the evaluation of implementation success and the impact of digitalization policies.

Abstract

Enhancing apparatus competence is an urgent and crucial matter to address the challenges of modern bureaucracy, which demands rapid adaptation in the digital era. This research aims to comparatively analyze the 70-20-10 and ADDIE learning models for enhancing apparatus competence. The research employs a qualitative approach using the Systematic Literature Review (SLR) method, based on PRISMA. The research results indicate that the 70-20-10 Model, which emphasizes a learning proportion based on experience (70%), social interaction (20%), and formal training (10%), is considered flexible and effective in informal learning and leadership development. However, it’s difficult to be measured and evaluated. Meanwhile, the ADDIE Model, with its systematic stages (Analysis, Design, Development, Implementation, Evaluation), is considered superior in structure and measurability. However, it's less flexible and requires substantial resources. Integrating both models into a hybrid learning approach, which combines the strengths of each, can offer a transformative solution for enhancing apparatus competence and create a holistic approach. The ADDIE model is used to design formal learning that is measurable and systematic, supported by thorough planning, competent facilitators/mentors, digital infrastructure, and a comprehensive evaluation system. Meanwhile, the 70-20-10 model, with its flexibility, will enrich contextual learning through experience and collaboration. The integration of these models will create an inclusive training design through the development of adaptive, efficient, and sustainable apparatus competence, thereby improving the quality of public services.

Abstract

This research  was prompted by the suboptimal work environment issues in Garut Regency, which have led to low employee productivity. The purpose of this research is to determine the effect of the work environment on employee productivity and to identify the aspects of the work environment that contribute the most. This research uses a quantitative approach with a survey method, involving 50 respondents working in various business sectors in Garut Regency. Data was collected through a closed-ended questionnaire designed based on indicators of the work environment and productivity, and then analyzed using the Partial Least Square Structural Equation Modeling (PLS-SEM) method. The results of the research show that the work environment has a positive effect on employee productivity, both from physical aspects, such as lighting, temperature, and workspace comfort, and non-physical aspects, such as social relationships, communication, and support from superiors. These findings confirm that a conducive work environment can improve overall employee motivation and performance. In conclusion, increased employee productivity can be achieved by creating a physically comfortable and psychologically supportive work environment. Therefore, companies and government agencies in Garut Regency need to develop integrated work environment management strategies to create a healthy, harmonious, and productive workplace.

Abstract

This research aims to analyze the effectiveness of public service collaboration in the fields of health and civil administration. The study focuses on a case involving children born at the La Mappapenning Regional General Hospital (RSUD) in Bone Regency, South Sulawesi Province, Indonesia. The collaboration between the RSUD and the Civil Registration Office (Dukcapil) of Bone Regency is designed to facilitate the direct issuance of civil documents (Birth Certificates, Family Cards, and Child Identity Cards) at the hospital, eliminating the need for a separate visit to the Dukcapil office. This study employs a descriptive qualitative approach using Huxham's theory of Collaborative Advantage, which includes four dimensions: managing goals, managing trust, managing culture, and managing leadership. Data were collected through interviews, observations, and documentation with fifteen informants. The results indicate that while the collaboration is effective due to the convenience and efficiency it provides, its implementation still faces challenges. Those challenges are differences in goals, an imbalance of roles, limitations of integrated information systems, and a lack of clarity in the leadership structure for decision-making. By adaptively managing the dynamics of trust, organizational culture, and the active participation of leaders from both institutions, this collaboration has the potential to become an innovative model for inclusive and effective public service. This research contributes theoretically to the practice of collaborative governance and offers practical recommendations for optimizing cross-sector partnerships in hospital-based public services.

Abstract

The transformation of urban governance toward smart governance has become a strategic agenda for building responsive, transparent, and inclusive cities. Surabaya, as one of Indonesia’s leading smart cities, has demonstrated various digital innovations that require in-depth analysis from an institutional and adaptive governance perspective. This study aims to analyze the implementation of Smart Urban Governance in Surabaya using the Dynamic Governance framework, which emphasizes the principles of Thinking Ahead, Thinking Again, and Thinking Across. A qualitative research approach was employed, utilizing in-depth interviews, field observations, and document analysis. The study examined seven key indicators of smart governance: inclusiveness, responsiveness, transparency and accountability, data governance, collaborative governance, digital infrastructure and capacity, and institutional adaptability. The findings reveal that Surabaya has successfully implemented most of these indicators through various innovations such as the WargaKu application, e-Peken platform, Command Center 112, and a paperless bureaucracy system. However, challenges remain in ensuring the inclusion of vulnerable groups and in addressing complex complaints across sectors. The study concludes that the principles of Dynamic Governance are reflected in Surabaya’s digital policies, although improvements are still needed in citizen participation and cross-sectoral integration. This research recommends expanding digital literacy, conducting continuous evaluations of digital platform performance, and undertaking comparative studies with other cities to strengthen smart governance policies in Indonesia.

Abstract

Public services in Indonesia still face challenges, including lengthy, complex, and inefficient bureaucracy. To address this, the government initiated the Public Service Mall (Mall Pelayanan Publik/MPP) as an integrated solution to improve efficiency and ease of access to services for the public. However, the implementation of MPPs in various regions, including Rembang Regency, still faces obstacles, especially in optimizing digital services. Examples include the absence of an online queuing system, incorrect operating hours on social media platforms, and a lack of website maintenance, all of which should be making services easier. This study aims to analyze the level of public adoption of digital public services at the Rembang Regency MPP. This research uses quantitative approach with the Unified Theory of Acceptance and Use of Technology (UTAUT), adding the variables of digital literacy and diffusion of innovation, which can predict the intention and use of information systems and help understand the factors that influence technology adoption. The results of this study show that digital literacy and diffusion of innovation together have a positive and significant effect on the public's acceptance of digitalization. These findings indicate that increasing digital literacy and accelerating the adoption of innovation are strategic factors in strengthening the success of digital public services. Therefore, the local government needs to strengthen the digital ecosystem, provide technical training, and promote innovation to continuously improve the effectiveness of the MPP.

Abstract

Selection constitutes the initial stage (Alpha) of an efficient, effective, accountable, and sustainable management process for medicines and consumable medical supplies (CMS) in hospitals. This article details the selection phase that precedes the planning phase as part of the overall management process for medicines and CMS at La Mappapenning Hospital. The data was gathered through observation, interviews, and documentation of medicine and CMS management practices. Data analysis followed an interactive model: data collection, data condensation, data presentation, and verification/conclusion. The results indicate that the selection of medicines and CMS is carried out in an efficient, effective, accountable, and sustainable manner, serving as the alpha process or management system at La Mappapenning Hospital. Medicines and CMS are selected prior to procurement planning, based on proposals from users and reference to the national formulary, while considering their efficacy, safety, quality, and cost. The selection process involves medical staff, pharmacists, and employees from related management units. The outcome of this selection serves as the input for the medicine and CMS planning phase, which is regularly updated based on utilization evaluation at La Mappapenning Regional General Hospital in Bone Regency.

Abstract

Micro, Small, and Medium Enterprises (MSMEs) are a vital pillar of the Indonesian economy, contributing 61 percent to the Gross Domestic Product in 2024. However, the reality shows that MSME empowerment policies are shifting away from the spirit of the People's Economy (Ekonomi Kerakyatan). Existing policies tend to prioritize market efficiency and procedural ease, largely disregarding the principles of social justice and people's economic sovereignty. This study aims to critically analyze the normative misalignment between the regulatory framework for MSME empowerment, specifically Law Number 20 of 2008, or the Job Creation Law (Undang-Undang Cipta Kerja), and Government Regulation Number 7 of 2021, and the principles of the People's Economy and good public governance. Using a qualitative method through regulatory analysis, this research finds that the policy direction has shifted from substantive empowerment to administrative facilitation. Key findings indicate the dominance of a market efficiency paradigm that trivializes the meaning of empowerment, alongside a lack of space for public participation in policy formulation. As an implication, this study recommends a policy reconstruction that is affirmative towards strengthening collective economic institutions and implementing participatory governance to pursue holistic MSME empowerment.
