Jurnal Administrasi Negara menyediakan media untuk mempublikasikan artikel asli berupa pengetahuan baru yang unik dalam bidang administrasi negara. Jurnal ini membuka kesempatan seluas-luasnya untuk publikasi dan berbagi penelitian serta pengembangan upaya berkelanjutan di bidang administrasi. Jurnal Administrasi Negara menerbitkan artikel di bidang admnistrasi negara dengan pendekatan antar disiplin dengan berbagai topik kajian yang meliputi tata pemerintahan, organisasi publik, kebijakan publik pelayanan publik, manajemen, etika birokrasi, serta hukum administrasi/tata pemerintahan. Artikel harus dikirim ke kantor redaksi. Informasi lengkap mengenai cara mengirimkan artikel dan petunjuk untuk penulis tersedia di setiap edisi. Semua artikel yang disampaikan akan diseleksi oleh mitra bebestari (peer reviewed) dan dapat diedit oleh redaksi. Sejak tahun 2014 jurnal ini akan dipublikasikan tiga kali dalam setahun yaitu pada bulan April, Agustus, dan Desember. Tidak ada biaya yang dikenakan untuk publikasi dalam jurnal ini.

Abstract

Policewomen who carry out two roles, namely as a woman's nature and also her duties as a police officer are certainly not easy. Being a good housewife and being a good policewoman is a role that must be carried out. Two roles carried out by a woman often experience dual role conflicts which result in work stress and will affect the performance of the policewoman. Based on these problems, this study aims to determine the description of work stress in terms of the dual role conflict of Polwan Polda South Sulawesi. The research method used in this research is descriptive qualitative method. Data collection techniques were carried out by interview, observation and documentation methods. The results showed that the dual role conflict affected the work stress of the Polwan Polda South Sulawesi. Work stress causes performance to decline by continuing to buy time in completing work, conflicts within oneself and makes a person more emotional, becomes lazy to attend morning apples and does not focus on work, affects job satisfaction, work stress causes work to be neglected and reduced work productivity.

Abstract

Effectiveness is the determining factor in achieving a predetermined goal or target in an agency, activity, or program is. The community's economy has suffered a lot as a result of the Covid-19 pandemic. The Cash Social Assistance Program aims to improve the well-being of the community and to help the community's economy recover from the Covid-19 pandemic. This study applied a descriptive qualitative approach. The data in this study were obtained from interviews, document review. There were eight informants of the study, consisting of the employee of the unproperous people division, the head of Kalabbirang Village and the employee of Kalabbirang Sub-District Data Section and five targeted receiver of cash social assistance. This study provided nine questions to government agencies regarding indicators of the effectiveness of distribution and five questions on monitoring the Cash Social Assistance program. The result of the study showed that implementation of the Cash Social Assistance program during the Covid-19 pandemic in Kalabbirang Village, Takalar Regency was effective and proceeded as planned. This nation is supported by a number of indicators, including the accuracy of program targets, achievement of program objectives, and programs monitoring that have been accomplished as planned. During the Covid-19 pandemic, the Takalar Regency and Kalabirang Village social service offices were active participants in the cash social assistance program in the Kalabirang Village.

Abstract

The authority of the village government in managing the Village Fund in principle is the right of the village government which is adjusted to the priority needs of the community based on the principle of justice. The village government is given full authority every year to set priorities for the use of village funds for the development and empowerment of village communities. Therefore, collaboration is an absolute thing for village government do considering all limited resources and capabilities and networks they have to support the implementation of programs or policies. The purpose of this research is to illustrate the collaborative governance process in managing village funds that focuses on Face to Face Dialogue, Trust Building, Commitment to Processes, Shared Understanding, and Intermediate Outcomes. The method used is qualitative with the support of data analysis techniques, including data collection, data reduction, and data presentation, as well as conclusion drawing. The significance of this research is expected to be able to contribute to the development of collaboration   theory in village government management while, practically it is expected to contribute ideas, especially regarding the management of village funds carried out by collaborative governance. The results of the study show that the established dialogue, both formally and informally, builds mutual trust with each other so as to generate benefits for the community. This is based on a commitment to share understanding and knowledge about village fund management.

Abstract

This study aims to analyze and describe the role of school committee as a mediator or intermediary between educational institutions and village communities in Gabus Sub-District, Grobogan Regency, Central Java. This research was conducted in Madrasah Tsanawiyah in Gabus Sub-District, Grobogan Regency. The research used qualitative method with phenomenological approach. The informants selected using purposive sampling technique and data collected by interviews. The data analysis technique used inductive thinking framework analysis. The Findings indicate that the school committees at Madrasah Tsanawiyah in Gabus sub-District, Grobogan Regency, have carried out its duties properly according to the law's mandate, namely as an advisory, supporting, mediating and controlling agency in the administration of education at the secondary level. There are still some obstacles faced in optimizing their role, especially in fulfilling the administrative completeness of the school committee's organization. The existince of school committees as new institutions will certainly make alteration and maybe even spur some conflicts and innovations at the school level. The school committee has not been fully optimized by the education unit and the surrounding community in improving the quality of education in their environment.

Abstract

E-government is a milestone for the government's use of information technology, requiring bureaucrats to shift from a bureaucratic paradigm to an e-government paradigm in order to   effectively utilize information technology. This study intends to describe the implementation of the e-government paradigm at the Pesisir Selatan District Department of Communication and Information Office. Observation, interviews, qualitative documentation materials with personnel and stakeholders of the Communication and Information Office of Pesisir Selatan District are utilized to collect descriptive qualitative data. Several research indicators, including orientation, organizational processes, management principles, leadership style, internal communication, external communication, and the service delivery, indicate that the implementation of an electronic-based government system by the Department of Communication and Information Office of Pesisir Selatan District has utilized the e-government paradigm. This study concludes that the implementation of the e-government paradigm in the implementation of an electronic-based government system by the Communication and Information Office Pesisir Selatan District has a positive effect on government-held public services, the process of completing tasks through the use of technology, and the relationship between stakeholders and the Communication and Information Office Pesisir Selatan District.

Abstract

This study seeks to investigate in further detail the Implementation of Banyumas Regency Regulation No. 6 of 2019 on the Detailed Spatial Planning of the Purwokerto Urban Area. This study was cunducted in Banyumas Regency utilizing qualitative method with a case study approach. This study found that in the idealized policy aspect, spatial planning policies is used to regulate space utilization, spatial and environmental planning, and that includes fundamental materials for example program provisions related to buildings and the environment as a guide for the design of buildings in a region. Next in the aspect of target group, the implementation of spatial planning policies tries to engage all stakeholders through deliberative forums and public hearings. Moreover, in the implementing organization aspect, it demonstrates that the parties involved in the implementation of urban spatial planning policies are the local government of Banyumas Regency, Banyumas Regional People's Representative Council, the community, the private sector, the head of sub-district, the head of village. Lastly, in the environmental factor aspect, it was identified that the Purwekerto regency’s urban spatial planning policies was successfully implemented in terms of the social environment and the bureaucracy environment.

Abstract

Pelayanan lintas batas saat ini masih menjadi sebuah permasalahan yang menarik untuk dikaji, selain dikarenakan kurangnya sorotan pemerintah terhadap dinamika pelayanan lintas batas, juga dikarenakan minimnya kajian yang dilakukan para pakar terhadap permasalahan tersebut. Penelitian ini bertujuan untuk mengetahui, memahami, dan menganalisis implementasi pelayanan lintas batas di Kecamatan Marore, Kepulauan Sangihe Sulawesi Utara, serta faktor-faktor yang mempengaruhinya. Permasalahan utama terkait lingkup penelitian ini, yakni tidak adanya waktu yang konsisten dalam pelayanan lintas batas, sehingga pelayanan seringkali justru dilakukan di luar jam kerja; fungsi pelayanan lintas batas yang signifikan justru tidak menjadi bagian dalam struktur pemerintahan Kecamatan, sehingga turut mempengaruhi legalitas pelaksanaan tugas pokok dan fungsi; yang turut diperparah dengan tidak adanya dukungan insentif atas beban kerja di luar yang semestinya. Dimensi implementasi pelayanan lintas batas dalam penelitian ini ditelaah berdasarkan asas-asas pelayanan yang diungkapkan Mahmudi. Penelitian ini menggunakan pendekatan kualitatif, dengan metode pengumpulan data berupa wawancara, observasi, dan telaah dokumen. Data dianalisis menggunakan model analisis interaktif Miles dan Huberman. Hasil penelitian menunjukkan bahwa dari lima aspek yang menjadi fokus telaah dimensi implementasi pelayanan lintas batas, yang terdiri dari transparansi, akuntabilitas, kondisional, tidak diskriminatif, serta keseimbangan hak dan kewajiban, kesemuanya telah diimplementasikan dengan cukup baik. Temuan menarik lainnya adalah adanya pengaruh faktor geografis dan cuaca/iklim dalam pelayanan lintas batas di Kecamatan Marore yang berbeda dengan kondisi pelayanan pada umumnya, dalam hal ini kondisi cuaca yang tidak menentu turut mempengaruhi wilayah perairan yang dilintasi, sehingga waktu pelayanan menjadi tidak konsisten dan turut mengakibatkan seringnya pemadaman listrik. Cross-border service is currently quite an interesting problem to study, apart from the lack of government attention on the problem, it is also due to the lack of studies conducted by experts on this topic. This study aims to identify, understand, and analyze the implementation of cross-border services in Marore District and the factors that influence them. The main problem related to this research, namely the absence of consistent time in cross-border services, so that services are often actually carried out outside working hours; the function of significant services is actually not part of the sub-district government structure so it also influences the legality of the implementation of main tasks; which is also exacerbated by the absence of incentive support for workloads. Implementation of cross-border services in this study is examined based on the service principles expressed by Mahmudi. This study uses a qualitative approach, with data collection methods in the form of interviews, observation, and documentation. Data were analyzed using Miles and Huberman's model. The results show that of the five aspects of the implementation of cross-border services, which consist of transparency, accountability, conditionality, non-discrimination, and the balance of rights and obligations, all of them have been implemented quite well. Another interesting finding is the influence of geographical and weather/climate factors in Marore District which is different from common conditions. In this case, it is the erratic weather conditions, so that the service time becomes inconsistent and results in frequent power outages.

Abstract

Direktorat Jenderal Bea dan Cukai (DJBC) memiliki fungsi pengawasan, termasuk pengawasan di wilayah perairan dan/sungai, atau disebut dengan pengawasan laut. Dalam rangka melaksanakan kegiatan pengawasan laut tersebut, DJBC melakukan patroli laut. Seluruh rangkaian kegiatan patroli laut yang terdiri dari tahapan persiapan, pelaksanaan, dan pengakhiran patroli laut diadministrasikan dan didokumentasikan. Seiring dengan perkembangan teknologi saat ini, pengadministrasian kegiatan patroli laut yang semula dilakukan secara manual, saat ini telah dimodernisasi dengan menggunakan Aplikasi Manajemen Patroli Laut. Penggunaan Aplikasi Manajemen Patroli Laut, atau yang disebut dengan Customs-Excise Information System and Automation (CEISA) ini telah diterapkan secara penuh kepada seluruh satuan kerja yang memiliki proses bisnis pengawasan laut mulai tanggal 30 Juni 2019 melalui KEP-107/BC/2019. Tujuan penelitian ini adalah untuk menganalisis implementasi Aplikasi Manajemen Patroli Laut dalam mendukung kegiatan patroli laut DJBC, serta menganalisis hambatan-hambatan yang terjadi sekaligus upaya mengatasi hambatan tersebut. Metode penelitian ini adalah penelitian kualitatif deskriptif. Peneliti menguraikan kinerja implementasi kebijakan berdasarkan 4 (empat) faktor yang mempengaruhi implementasi kebijakan menurut Edwards III. Hasil penelitian mengungkapkan bahwa faktor komunikasi, sumber daya, disposisi, dan struktur birokrasi saling berkaitan dan memberikan pengaruh pada implementasi Aplikasi Manajemen Patroli Laut. Berdasarkan hambatan yang dianalisis dengan fishbone, diketahui bahwa hambatan pada implementasi kebijakan ini paling banyak terkait dengan kekurangan pada indikator sumber daya berupa Aplikasi Manajemen Patroli Laut tersebut sendiri serta telah dilakukan upaya dalam rangka mengatasi hambatan tersebut. Directorate General of Customs (DJBC) has a supervisory function including supervision in water and/or river areas, also referred to as maritime surveillance. To carry out these maritime surveillance activities, DJBC conducts maritime patrols. The whole series of maritime patrol activities consists of the preparation, implementation, and termination stages of marine patrols. All stages are administered and documented. Along with current technological developments, the administration of maritime patrol activities, which was originally done manually, has now been modernized using the maritime patrols Management Application. With this application, all maritime patrol administration activities are ensured to be more effective and efficient. The use of the maritime patrols Management Application has been mandated for all work units that have maritime surveillance business processes starting on June 30th, 2019 through KEP-107/BC/2019. The purpose of the study was to analyze the implementation policy of using the maritime patrols Management Application in supporting DJBC maritime patrols activities, analyze the obstacles that occur, as well as efforts to overcome these obstacles. The research method used descriptive qualitative research. The researchers described the policy implementation performances based on 4 (four) variables that influence policy implementation according to Edwards III, communication, resources, disposition, and bureaucratic structure. Based on the obstacles analyzed by the fishbone diagram, it is known that the obstacles in implementing this policy are mostly related to the lack of facility resource variables, such as the maritime patrols Management Application itself. Efforts have been made to overcome these obstacles.

Abstract

Penanganan permasalahan sosial ekonomi masih menjadi fokus perhatian baik pemerintah maupun masyarakat terutama di masa pandemi COVID-19 dan semakin meningkatnya angka masyarakat miskin di Kota Serang. Program UMKM model social enterpreneurship bertujuan tidak hanya fokus pada keuntungan ekonomi akan tetapi memecahkan permasalahan sosial. Penelitian ini bertujuan untuk mengetahui bagaimana partisipasi dan dampak sosial ekonomi dari program UMKM dengan model social enterpreneurship di Kota Serang khususnya pada jenis usaha design and fashion, crafting (handmade aksesoris dan supply bahan-bahan kerajinan), dan tour and travel. Metode penelitian yang digunakan pada penelitian ini adalah metode deskriptif kualitatif. Hasil dari penelitian ini menunjukan bahwa penelitian ini menunjukan bahwa partisipasi aktor UMKM kewirausahaan sosial sudah menunjukkan capaian yang efektif melalui keterlibatan mental dan emosi individu dalam melakukan aktivitas kelompok, motivasi individu untuk memberikan kontribusi dan rasa tanggung jawab dalam diri individu terhadap aktivitas kelompok dalam usaha pencapaian tujuan. Selain itu dampak sosial ekonomi dalam konteks kewirausahaan sosial telah menghasilkan kapasitas dan kemandirian dalam membuka peluang usaha. Temuan penelitian menunjukkan pentingnya dukungan pemerintah Kota Serang dan kebijakan yang mampu mengakomodir peluang ekonomi dan merepresentasikan nilai-nilai sosial kewirausahaan di masa depan secara berkelanjutan.  Rekomendasi penelitian ini adalah mendorong peningkatan UMKM melalui model kewirausahaan sosial sebagai upaya memecahkan permasalahan sosial dan ekonomi masyarakat, peningkatan kemitraan dengan kewirausahaan yang lebih besar dan mendorong regulasi pemerintah untuk mengakomodir peluang dan partisipasi masyarakat dan dampak ekonomi dalam kewirausahaan sosial. Socioeconomic problem handling and the increasing number of poor people in Serang City are still the focus of attention of both the government and the community, especially during the COVID-19 pandemic. The Small, Micro, and Medium Enterprises social entrepreneurship model program aims not only to focus on economic benefits but also to solve social problems. This study aims to find out how the participation and socio-economic impact of the MSME program with the social entrepreneurship model in Serang City, especially in the types of business design and fashion, handcrafting, and tour and travel. The research method used in this study is qualitative descriptive. The results of this study indicate that the participation of MSME actors in social entrepreneurship has shown effective achievement through the mental and emotional involvement of individuals in group activities, individual motivation to contribute, and a sense of personal responsibility towards group activities to achieve goals. In addition, the socio-economic impact in the context of social entrepreneurship has resulted in capacity and independence in opening up business opportunities. The research findings show the importance of Serang City government support and policies that can accommodate economic opportunities and represent the social values ​​of entrepreneurship in a sustainable future. The recommendation of this research is to encourage the improvement of MSMEs through the social entrepreneurship model as an effort to solve social and economic problems of the community, increase partnerships with greater entrepreneurship and encourage government regulations to accommodate opportunities and community participation and economic impact in social entrepreneurship.

Abstract

Plastik sampah yang semakin menumpuk setiap harinya serta sifat plastik yang membutuhkan waktu beratus-ratus tahun lamanya menyebabkan kondisi lingkungan yang tidak sehat, Maka dari itu usaha Pemerintah DKI Jakarta untuk mengurangi plastik dengan menciptakan peraturan kewajiban penggunaan sampah plastik pada pusat perbelanjaan, toko swalayan, dan pasar rakyat. Kebijakan ini kelak akan bermanfaat bukan hanya untuk mengatasi persoalan lingkungan, namun juga untuk mengatasi persoalan pemerintah bagaimana mengelola sampah yang semakin menumpuk. Sehingga harus ada kajian yang mendalam agar dapat menjadi kritik dan saran untuk lebih baik lagi dalam mengajak masyarakat untuk berpatisipasi dalam pelaksanaan kebijakan. Tujuan dari penelitian ini adalah untuk mengetahui tingkat partisipasi masyarakat dalam menerapkan kewajiban penggunaan Kantong Belanja Ramah Lingkungan (KBRL) di Kecamatan Cilandak. Penelitian ini menggunakan teori partisipasi masyarakat menurut Keith Davis dan John W Newstrom dengan 3 indikator, yaitu keterlibatan mental serta perasaan, dorongan motivasi, dan tanggung jawab. Metode yang digunakan pada penelitian ini yaitu kualitatif dengan. Teknik pengumpulan data wawancara, observasi, dan dokumentasi. Teknik analisis yang digunakan yaitu pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian ini menunjukkan bahwa partisipasi masyarakat dalam penerapan kebijakan kewajiban penggunaan KBRL sudah cukup baik, namun masih terdapat beberapa kendala diantaranya, pada pasar tradisional masih banyak pedagang yang menyediakan plastik, masyarakat sering lupa untuk membawa KBRL, sosialisasi yang dilakukan oleh Pemerintah untuk masyarakat kurang, dan pengawasan yang dilakukan oleh Sudin LH Jakarta Selatan belum optimal karena terhalang pandemi Covid-19. Plastic rubbish that piles up every day takes hundreds of years to cause unhealthy environmental conditions. Therefore the DKI Jakarta Government's efforts to reduce plastic are by creating prohibiting regulations on the use of plastic bags in shopping centers, supermarkets, and traditional markets. This policy will be useful not only for solving environmental problems but also for solving the public issue of how to manage the increasing amount of rubbish. So, there must be an in-depth study so to provide criticism and suggestions for alleviating public participation in the implementation of the policy. The purpose of this study was to determine the level of community participation in implementing the mandatory use of environmentally friendly plastic bags (KBRL) in the Cilandak District. This study follows the theory of community participation according to Keith Davis and John W Newstrom with 3 indicators, namely: Mental and Feeling Involvement, Motivation, and Responsibility. The method used in this study is qualitative. Data collection techniques include interviews, observation, and documentation. The analysis technique used is data collection, data reduction, data presentation, and conclusion. The results of this study indicate that community participation in implementing the mandatory use of KBRL policy is quite good, but there are still several obstacles including, in traditional markets, there are still many traders who provide a common plastic bag, and some people often forget to bring KBRL, socialization carried out by the government for fewer people, and the supervision carried out by the South Jakarta LH Sub-Department that has not been optimized due to the Covid-19 pandemic.
