Abstract

The art changing and development of the information technologies, mainly Internet, have to be responded quickly by Indonesian government bypreparing a set of new policies to reduce its negative impacts. This idea is driven by the fact that many problems experienced by the Internet users, so far, cannot be solved by the laws and regulations which already existed before i.e. LawNo 36/1999 andNo. 9/ 1999. Therefore, the author suggests in this article that more pressures and intensive political lobby are needed to convince the DPR that it is very urgent to take immediate action i.e. to discuss the Tekmatika bill and then legalize it to become the law.

Abstract

The Minimum Service Standard is a benchmark to measure (assess) the performance of the Local Governments in providing the basic services to the public as the obligatory function of the Local Governments. In addition to this standard, Local Governments in fact have been given autonomy to set up their own benchmark to measure the performance of the additional services, which they deliver to thepublic. The Minimum Service Standards should be dynamic and should be reviewed and updated from time to time according to the change of the regional needs and capacities. The dynamic then is reflected in the improvement of the level of performance of the basic services delivered to the public (the minimum service targets), which will be achieved evegyear by the Local Governments. The Minimum Service Standard is different from the Technical Standard In health, for example, the Minimum Service Standard is defined as to provide immunization to 80% of the total children, while the technical standard will specify the number of doses of each antigen, e.g., BCG, OPV, DP7; Measles and Hepatitis, and the ages of the children who should be registered. The Concept of Minimum Service Standard in health for the Local Government of Kulon Progo in this article is defined as how to usefunds obtained from various sources, both from central as well as local, to provide basic health services to thepublic.

Abstract

The village social and political development nowdays tend to show in the uncertain condition and mistrack. On one side, in the rural community there is much basic weakness such as the low degree of human resource, natural resource, culture, financial, and political and the economic infrastructure. The commitment of elite leadership (Village Legislative Body , Head of Village and its personnel) tend to be weak hear the village community aspiration. On other side, the centralgovernment (including localgovernment) articulate that the decentralisation process, democrag and village autonomy is also show the mistrack The attempt to impelement tightly the legislation of the village autonomy that must be obeyed and the legislation homogeni# for at least a district/ city is dearly the betrayal" to nature of autonomy itself. In such condition so the short term attempt that could be immediately done to reduce the problem is to make arrangement (sense straighting), consciuosness, and the political empowerment both for the village community and the central and local government. In addition, the misperception and unconciousness on decentralization, democrag and the village autonomy could be done 6y understanding the decentralization, democrag and the village community active participation in the real meaning that become the main pole of decentralization success and village autonomy. This writing contains the strategic management and suplementary and barrier factors in impelementing the village autonomy.
