Abstract

This study considers an operational decision in the maritime inventory routing problem considering the maintenance schedules of the ships. The problem is to determine the exact number of ships serving to distribute bulk cement product. The problem is complex due to the uncertainties in demand, travel time, loading time, and unloading in each port so that exact optimization methods or mathematical formulations are difficult to do. Therefore, discrete-event simulation method is proposed to solve the problem. In determining the number of vessels to note the external factors that affect the performance of the ship in distributing. One of the activities undertaken to maintain the condition of the ship is maintenance. With the maintenance activities there is a possibility of increasing the number of boats to distribute bulk cement to avoid shortage. The results show that simulation module built can be used to determine the number of vessels and their capacity to determine the optimal number of ships to avoid shortage. From the research work also obtained the effect of maintenance activities in determining the optimal number of vessels. With the arrangement of maintenance schedules made at the time of cement demand is down then the number of ships with a capacity of 3,200-4,500 does not require any additional fleet. But for vessels with a capacity above 4,500 it is necessary to add one fleet of vessels to avoid shortage in unloading portsKeywords: Bulk Cement Product, Maritime Transportation, Disruption of Maintenance, and Discrete Simulation.

Abstract

One of face recognition method that has been developed to overcome the problem of illumination variation is the Robust Regression. This method uses the Histogram Equalization technique in the pre-processing stage, which is used to reduce the effects of illumination factors on face images. The results of previous research show the face recognition performance of the Robust Regression method (which uses Histogram Equalization technique in the pre-processing stage) is very high. In this research, the Contrast-limited Adaptive Histogram Equalizaton (CLAHE) technique will be used in the pre-processing stage to replace the Histogram Equalization technique. The research was conducted to find out how the effect of pre-processing technique changes on face recognition performance. The empirical experiment was conducted using one of the standard face database data i.e the Extended Yale Face Database B. Based on the experimental results, the average accuracy of face recognition where in the pre-processing stage using the CLAHE technique is 98.06%. This result is better than face recognition performance using the Histogram Equalization technique at the pre-processing stage, where the average accuracy of facial recognition is 96.17%. Keywords: Face Recognition, Robust Regression, Contrast-limited Adaptive Histogram Equalizaton, and Extended Yale Database B.

Abstract

Education is very important for the formation of a developed country with HR (Human Resources) were superior. Education is also a provision to compete in the world of work, especially in higher education. But education at the college level, both public and private sector can not be felt by all citizens of Indonesia who have graduated from educational level of SMA / SMK / MA this Sederajat.Saat IBI Darmajaya not yet have a facility that serves the community outside the campus IBI Darmajaya, especially graduates SMA / SMK / MA who want to learn more about the lecture material corresponding departments in IBI Darmajaya, but they do not have the opportunity to come and study at the campus IBI Darmajaya. Therefore, the need for an online instructional media (E-learning) that can facilitate them to learn and gain knowledge as male and female students who enrolled diperguruan particularly high in IBI Darmajaya. Media teaching online (e-learning) is built using PHP, MySQL, and while the bootstrap method is the prototype development. Medias online resource will provide convenience for those who want to learn and acquire materials and communicate with faculty who are competent in their field.KEY WORDS: Instructional Media Online (E-learning), Education, Prototype.

Related to that, Siger Tower Manager needs to build electronic commerce facility for international marketing of Lampung commodity. Methods / Statistical Analysis: After studying the details of existing commodity snippets only handicraft, selfie booth, rest area with Sumatera zero km point that can be facilitated it also requires preparation and arrangement of electronic business with priority on coffee commodities and derivatives in all stake holders. Test samples in the form of questioners to determine the preparedness of technology stakeholders, controlling the approach used compare the results obtained. Findings: UPTD Siger Tower needs preparation to welcome the opening of JTTS in the midst of land constraints where the tower positions belong to PT ASDP while the tower building belongs to the Lampung Provincial Government. This finding locks the development of management so that there is no form of cooperation that mentions the rights and obligations of the parties. It can be said that the minimum allocation of APBD for the care and development of Tower Siger. Its existence has a crucial position for the image of Lampung because: 1) Located at the point of 0 km Sumatra, near the Port of Bakauheni; 2) Siger Tower Tower landmark of Lampung; 3) Illustration Tower Siger used the community of Lampung as a symbol of Lampung. Phillip Kotlers marketing mix consists of four things that need to be considered to support marketing to answer consumer demand: product, price, place, and promotion, to consider the development of Siger Tower as a tourist destination and icon of Lampung. Local products come from the regions main commodities, coffee (mostly highland robusta) sold in the form of seeds, powder in various brands because of the variety of producers. Abstract

The implementation of quality assurance is based on documents, namely academic documents and quality documents. Academic documents as a plan or standard. The academic document contains the direction/policy, vision-mission, educational standards, research, and community service, as well as academic rules. In contrast to academic documents, quality documents as instruments to achieve and meet established standards. The quality documents consist of quality manuals, procedure manuals, work instructions, supporting documents, and forms. [6] University Quality Assurance It is a Stakeholder concept where university quality assurance system is performed on the basis of internal quality assurance, external quality assurance and program implementation permit. Internal quality assurance is quality assurance conducted by university institution in the way that defined by implementing university. The parameters and methods of measuring the results are determined by the college according to its vision and mission. By carrying out internal quality assurance, the higher education institution should conduct an internal evaluation called periodical self-evaluation. Self-evaluation is intended to seek Guidance of Quality Assurance System of Higher Education with continuous quality improvement. Keywords : Quality Assurance System, Achievement, and College.

Abstract

Rainfall is an important factor in agrarian countries such as Indonesia. Rainfall prediction has become one of the most challenging technological challenges and challenges in the world. And also the most significant and difficult task for researchers in recent years. In Data Mining, the classification algorithm is primarily used to predict rainfall, temperature, various methods of available rainfall estimation that will be used to determine the cultivation time for a particular crop, a particular crop varieties. The reliability of this prediction depends on accuracy in choosing correlated variables. If existing historical databases fail to record the most correlated variables, then the reliability of these data-driven forecast approaches is questionable. In this paper, an attempt has been made to develop a methodological framework that leverages the power of a predefined data mining analysis (decision tree). The decision-based rainfall prediction model developed maps climate variables, namely; a) temperature, b) humidity, and c) wind speed over the observed rainfall database. This paper uses data mining techniques such as Clustering Technique, Decision Tree and classification for rainfall prediction. Keywords: Rainfall,  Rainy Season, Data Mining,  Classification, Decision Tree, Bayesian Technique.

Abstract

Generally, waste management in major cities in Indonesia are still relying on landfilling that requiring large land and continue to grow along with the increasing volume of waste generation from day to day. Meanwhile the land where the final disposal (landfill) of waste in large cities increasingly limited. This study aims to develop a model of waste management through waste reduction, ranging from the source. There are several criteria and sub-criteria that should be considered in developing a model that negative impacts arising can be minimized.Based on the results of previous studies, using Analytical Network Process (ANP), the chosen model for the handling of waste is individual models on a scale of RT/RW. In order to implement this model required an appropriate institutional because it involves community participation as the key to success. By using  Interpretive Structural Modeling (ISM) showed that the treatment of urban waste must be oriented on raising awareness of the public to maintain cleanliness and environmental health through the concept of 3R (reduce, reuse and recycle). To overcome the obstacles faced during the Local Government should need to restructure the organization of waste management by establishing a Public Service Board/BLUD business Waste and Waste ManagementCommissionoftheCity/KPSK.KEYWORDSVolume of waste generation, Public Service Board

Abstract

Procurement planning is integral aspect in any organization operations. It has seen many organizations succeed and others get extinct from the way it is planned, carried and implemented. It is an area that is prone to business cartels and corruption, hence no single day passes without a headline on the global dailies about a corrupt procurement deal. Procurement planning is the primary function that stage for subsequent procurement activities. The objective of this study is to examine the effects of procurement planning on organizational performance at the Kenya Methodist University (administration, human resource, ICT, internal audit, procurement and Finance) The independent variables in this study are, staff competence, top management support and management information systems. The dependent variable is growth and development of the organization. The literature review explains theories that relate to procurement planning and its effect on organizational growth and development. These theories include, the agency theory and the stewardship theory. The paper ends with an analytical summary of the two theories and how they relate with the modern procurement of resources in organizations. Keywords : Procurement, Agency Theory, Stewardship Theory.
