Abstract

Mobile technology that is much-loved today is a smartphone. This is due to the ability and intelligence of these mobile devices in helping human life. One area of life that can use mobile devices to help get things done is the world of agriculture. In the agricultural world, one of the problems faced is determining the quality of agricultural crops, especially rice crops. Sometimes it is difficult to see the quality of the rice crop. The disease in rice suffered is one of the main factors to inhibit the production and quality of rice harvest. It takes a long time to detect rice diseases using traditional diagnostic approaches, so farmers often lost the best time to prevent and treat disease. The introduction of rice disease by image is an important research topic in the field of computer vision, where the main task is to find an effective way to represent the sick rice image. In this study, based on image processing techniques and pattern recognition methods, the method of introducing rice disease is proposed. The color transformation structure for RGB input (Red, Green and Blue) is designed first and then the RGB model is converted to HSI (Hue, Saturation and Intensity), YUV and gray models. Thebackgroundwasremovedbasedonaspecific threshold value, and then the disease spot image was segmented with region growing algorithm (RGA).   Thirty-eight classifying features of color, texture and shape were extracted from each spot image. To reduce the dimensions of the feature space and improve the accuracy of the most valuable feature rice disease identification is selected by combining genetic algorithms (GA) and selection of correlation-based features (CFS). Abstract

Public Universitiesand Private Universities are recently contesting each other to improve their qualities and facilities in order to attract new students to come in. The high quality and the number of facilities belonging to universities are not a guarantee to get prospective students as they are targeting. This phenomenon occurs due to many factors. One of the factors causing the matter is that the way in delivering information to the prospective students and their parents is not right and not compatible with their needs so that the prospective students and their parents do not know the quality, the educational programs, the facilities, and another information which belong to the universities. It also occurs in IBI Darmajaya, one of the top private universities in Lampung. According to the obtaineddata of this research, the number of the new students who joinedgenerally decline compared with the previous year; while, the number of students who did not finish theirstudy was high enough. One of the solutions to overcome these problems was by providing information through the exact media which provided the needs of the prospective students and their parents. By using this way, it was expected to convince the prospective students to join and to finish their study.In order to provide the information which was compatible with the needs of the prospective students and their parents, the E-CRM system equipped by the data mining was developed. The database which was provided in IBI Darmajaya was processed by the data mining in order to be used as an input for the E-CRM system. This system providedthe information for the relevant unit about what the informational media which had to be used were and what information which should be given to the prospective students and their parents was. To find out the successfulness of the implementation of this system, the Critical Success Factor (CSF) was carried out. Abstract

Village Allocation Funds and Rural Fund to improve the Community Economic Growth in Sub Ledo Bengkayang. This study Aimed to find out how big a contribution Village Allocation Fund and the Village Fund, in enhancing the economic growth of rural communities as well as obstacles in the face. The collection of data was done by library research, field research such as observation, interviews and document verification. This study uses qualitative analysis of data. Abstract

Motor vehicles are a modern transportation that is still in use today. Each motor vehicle has a unique code bone code and machine code, and this code combined with the area code where the vehicle is registered and save in vehicle number letter (STNK). Each vehicle registration number is unique for each vehicle. This paper propose a method to detect the license plate of vehicles by using smearing and Maximally Stable Extremal Regions (MSER) detection. This paper uses private vehicle number plate as test data because on private vehicle number plate in Indonesia has high-level contrast between background and foreground. By using the smearing algorithm, the level of contrast colour that can be in a licence plate region can detected. An image area that has a high contrast level is then re-analysed using MSER. Areas with detection results that have characters of more than two will selected as the number plate area. The data used in this paper is randomly drawn car image data using a digital camera. Based on the available test results of 80% made on the area identified as the number plate. The test results show the method that is classified as the number plate area on the car image that has the license plate. Keywords : Smearing Algorthm, MSER, and Lisence Plate Detection.

Abstract

MAN 2 North Lampung is a State Madrasah Aliyah or equivalent to Senior High School which has implemented poor student assistance (BSM),  system by considering the economic condition of the students or the criteria that have been set. Selection of  BSM acceptance is a semi-structured problem type meaning that this process is not a routine agenda of a school but the agenda held at a certain time that is when students are in class X. Determined the BSM recipient candidate must collect the data file of candidate selection of BSM recipients from students’ data coming from poor family to very poor family. So it takes a relatively long time, as well as high accuracy in making decisions. In predicting students who receive BSM, the authors apply the data mining process using the Naive Bayes method, Decision Tree, K-NN. The attributes used consist of siblings, Parent Occupation, parental income, smart indonesian card (KIP) recipients or not, the status of the family as an orphan or not. To perform the process of data mining in need of tools aids that is RapidMiner 5. The Implementation of data mining using a comparison of  3 methods can be seen based on the sample number of 393 students. the results of the precision value of the Naive Bayes method are better used for this study compared to other methods. While based on recall and accuracy values, Decision Tree is better used than other methods. But when viewed from the overall results of BSM receiver predictions, the most influential variable is parent income and receiver the KIP card.Keywords: Data Mining , Decision Tree, Naive Bayes, and K-NN

Abstract

The majority of Arabic reference books in Arabic writing without a vowel/harakat cause students to have difficulty in learning Arabic. Reading Arabic Script without harakat requires an understanding of the science of Nahwu-Sharf (Arabic Grammar) to be able to understand its contents. Therefore, in this study the science of Nahwu-Sharf has been translated into an algorithm that can be used to provide an automatic harakat on Arabic script (without harakat). The generated algorithm has been examined using cyclomatic complexity and results in accordance with Nahwu-Sharf science, through an 9-path test case examination. It means that the algorithm is assumed to be well-structured, highly testable and maintainable. Keywords : Arabic, Harakat, Nahwu-Sharf, Algorithm, and Cyclomatic Complexity Testing.

Abstract

The phone number is one of the supporting factors are important in running a business. Besides being used to ask for information, the phone number can also be used as a means of reservation and confirmation. Phone number search is difficult and still use the manual search of some communities, especially in the city of Bogor trouble finding the phone number of a business entity. The number of business entities will also make public the difficulty in storing data either manually or electronically. Therefore, we need a dialer program that can provide the mobile phone number data is structured in one application. Mobile dialer is a mobile application that stores data business phone number in Bogor making it easier for people to directly make a phone call without exiting the application. Mobile dialer is built using the Java programming language and platform Android Studio. Abstract

Universities hold a strategic role in society as the teaching university, the research university, and the bastion of civilization. In this decade, the challenges of the universities become more complex where a paradigm shift in the universities occur such as: (1) the shifting of the role of the universities due to the influence of the globalization; (2) the scarcity of resources in response to changes with the proper way; (3) the development of the science and technology which accelerates rapidly; and (4) the development of the rapid entrepreneurial culture. Some important and fundamental issues facing the universities college in Indonesia today is that the existence of the universities college in Indonesia still faces a number of obstacles in the policy, the implementation, the monitoring, and the evaluation. Moreover, the issue of quality and the relevance of outputs of the universities have not contributed optimally in the world of industry and society. The universities have not optimally been able to become the important sectorwhich can produce a significant number of entrepreneurs with the orientation of job creation and self-reliance. Based on the background of this grant research above, it can be concluded that the strategy of private universities towards the world class or high quality is studied. The method used was a qualitative research consisting of studying literature, conducting interviews, and distributing questionnaires to the informants in the universities in four provinces or cities in the area of The coordinator of The Private UniversitiesII of the southern sumatra and the analysis models. The following method used a quantitative method to measure the parameters of the performance of the universities and entrepreneurial growths of the universities. According to the results of the research in the first, second, and third year, a model to improve the e-governance-based quality to the universities through the research focus, the entrepreneurship, and the development of the resources was developed in the area of The coordinator of The Private Universities II of the southern sumatra. The final result of the improvement of e-governance-based quality in the universities in southern sumatra was the manifestation of the policy of the ministry of the higher education and research in implementing the management of the world-class universities, the scientific publications, and the reference textbooks. KEYWORDS: Quality, E-Governance, Research, Enterprise and Development

Abstract

This paper proposed an evolutionary approach for mobile robot path planning. The proposed method combines the Ant Colony Optimization algorithm as a local search procedure and the Evolutionary Programming algorithm to optimize the feasible path found by a set of local procedures. It explores the Ant Colony Optimization algorithm to determine the shortest feasible path from any current position to the target position in unknown environment with static obstacles. Criteria used to measure planning effectiveness include the path length and the smoothness of planned paths.Keywords : Mobile robot, path planning, Ant Colony Optimization, and Evolutionary Programming.

Abstract

Iridology as a science is based on an analysis composition of iris. In particular organ rather iris have specific advantages, which can record all the conditions of the organs, body construction, as well as psychological conditions. Trace records related to the intensity levels or deviations organs caused by disease recorded in a systematic and patterned on the iris of the eye and surrounding area. It can be used as a practical guideline for the diagnosis of the various diseases. Therefore, further research needs to be done about the condition of the organ diagnosis by looking at image of the iris. In this research, the software is able to perform classification using edge detection and segmentation floating. Eye image to be processed first separated from the image of the eye and then changes to the gray level image and the image quality improvement using adaptive histogram. The next process is to change the image of iris into rectangular form and making the Region Of Interest eye image associated with the kidneys, the last step is to detect the edge of the iris image ROI, and turn it into a binary image for the calculated area of wounds on iris image ROI. From the test results, it can be concluded that the iris recognition system shows good recognition results. There are several factors that influence the recognition process Noise of the input image, color image of the iris of the eye, the lighting in the input image. Of 20 tested iris image, the program can recognize 19 of image, so the program can recognize of 95%. Keyword :   Iridology, digital image processing, edge detection.
