Populasi is a journal discussing population and policy issues. Populasi is published regularly twice a year in June and December. The Editorial Board receives manuscripts based on research, both on theoretical and empirical, related to population, policy, poverty, family planning, reproduction health, employment, environment and population, migration, crime, juvenile delinquency, and other issues related to the big theme in population and policy.

Although the government of Binjai City has included health as its priority, the size of expenditure budget allocation for this sector did not show the same picture. The proportion of budget allocation on basic health service is smaller for the poor. The local autonomy policy had an impact in reserving budget to expense the programs in health office. This condition created an sectoral ego of health office which cut the operational expense of puskesmas in Binjai City. Although the operational fund from puskesmas was decreasing, the fact was the contribution of puskesmas to the local revenue of the government in Binjai City was increasing. These are things to be done by the government: 1) the improvement of budget policy formulation mechanism for the poor, 2) DPRD should force bigger allocation to the service on basic health, and 3) the implementation of rule regarding the share of puskesmas in basic health service with local incomeMeskipun Pemerintah Kota Binjai telah memasukkan kesehatan sebagai salah satu prioritasnya, besarnya alokasi anggaran untuk sektor ini tidak menunjukkan hal yang sama. Tampak bahwa proporsi anggaran sektor ini untuk penduduk miskin masih sangat kecil. Adanya kebijakan otonomi daerah menyebabkan pembagian anggaran dilimpahkan kepada Dinas Kesehatan. Namun kondisi ini justru menimbulkan ego sektoral pada Dinas Kesehatan yang memotong dana operasional puskesmas di Kota Binjai. Walaupun dana operasional puskesmas mengalami penurunan, pada kenyataannya kontribusi puskesmas terhadap pendapatan daerah di Kota Binjai meningkat. Berikut ada beberapa hal yang perlu dilakukan oleh Pemerintah Kota Binjai. 1) memperbaiki mekanisme formulasi kebijakan anggaran untuk penduduk miskin, 2) DPRD sebaiknya mendorong anggaran yang lebih besar dialokasikan pada pelayanan kesehatan dasar, dan 3) menerapkan peraturan terkait dengan kebijakan anggaran daerah terhadap puskesmas dalam pelayanan kesehatan dasar.

Development for three decades in Indonesia has gained a significant result in lowering poverty. However, the statistic shows that a large number of people is still under poverty line. Inaddition, poverty has another dimension which might be more crucial to be solved, that are social and political poverty. The next unfinished agenda of development is how to solve this problem to accelerate the success of economic poverty aleviation.

The paradigm of trickle down effect development is not occurred by itself. Thus, there are some groups within the society that still have not derived from the outcome of the development. Those groups remain living in poverty which need government attention. Although the government has intervened to undertake poverty in the forms of the national development programs, have not been able to achieve their goals due to the various drawbacks and implementations. These obstructions have frequently related with the decision of the aspects of real target groups, and the problems of the unequal distribution. Besides problems of implementation, these programs had not meet with success in providing empowerment and sustainability, therefore, the poor had to actively create a strategy for survival. In discussing issues about poverty, it is imperative to further examine not only the causes and the problems of it, but also another important issue such as efforts of the suffering society to overcome its problem. Various strategies as a response of the limitations of government role towards society can be categorized into two levels: the households, that would be the focus of the discussion, and the community levels.

Akhir-akhir ini, keterlibatan pria dalam kesehatan reproduksi secara umum mulai banyak mendapat sorotan. Tulisan ini terutama membahas apakah keterlibatan tersebut berartimempersempit kesenjangan antara pria dan wanita secara umum. Dengan perspektif gender, keterlibatan pria dan wanita dianalisis dalam 3 tingkatan, yaitu pada tingkat kebijakan internasional, tingkat program dan tingkat individu. Hasil studi pustaka ini menunjukkan bahwa proses pembuatan keputusan yang berkaitan dengan keluarga berencana belum banyak dibahas, berbeda halnya dengan jenis keputusan dan pembuat keputusan. Untuk menyatakan bahwa keterlibatan pria berakibat positif terhadap kesetaraan gender (gender equality), diperlukan pemahaman yang lebih mendalam mengenai proses pembuatan keputusan sebagai titik kritis ke arah kesetaraan jender.

Human resources are a very important factor in their role to the development of many developing countries such as Indonesia. The development of human resources should be carefully planned by paying attention to the needs of its social structure as well as its national technology. For this reason, it needs appropriate relied strategy to be able the industrial community to prepare it self thoroughly during the present take-off stage era. One of its strategy is by identifying the problems which would possibly take place around the take-off stage, both domestic as well as foreign. The shift of the world economic structure that happened as a consequence of the development of new technology, and the slackening of the cold war between two very powerful countries are two most essential questions among the foreign problems; whereas the obstacles that come from the country itself are among others the extremely low labour productivity of Indonesia as a consequence of the poor educational level of the majority of the population, the low wages, the serious problems of unemployment,the inappropriate work ethics and work disciplines, and its inability inworld competition.Eased on the above statements, the most important effort to obtain potential human resources during the coming take-off stage era is by improving the quantity and quality of resources to be able to answer every challenge that may emerge later, and by putting high priority on the overall reorganization of human resources of Indonesiato become one of much stronger integrity.

Adanya arus masuk penduduk dari desa ke kou temyata tidak hanya sebagai dampak dari daya tarik kota saja, akan tetapi ada faktor- faktor internal atau karakteristik-karakteristik individu lainnya yang mempengaruhinya. Beberapa faktor tersebut mendasari keputusan seseorang untuk melakukan migrasi. Tulisan ini mengupas tentang migrasi dari sudut pandang psikologi. Sisi pertama adalah membahas tentang karakteristik-karakteristik individu yang secara potensial mempengaruhi penduduk untuk melakukan migrasi. Sisi kedua adalah proses psikologis yang disebabkan oleh kondisi sosial ekonomi sehingga menekan seseorang berkeputusan untuk melakukan migrasi.

This paper will be discussing the service of microfinance agency which had influenced the welfare of poor women who became its clients. The research for this paper took place in Kecamatan Bayat, Klaten, which has been the location of a growing microfinance agency, Mitra Usaha Mandiri (MUM). With the help from this microfinance agency, the poor women were expected to be able to improve their family welfare and gain more income. The easy procedure to apply and its fast process were the keys success of this microfinance agency. The form of this microfinance agency was Grameen Bank model. This model has shown a significant result in many countries. Grameen Bank model put women as their clients because giving credit to women has minor risk compared to men.

Hidup bersama tanpa nikah merupakan fenomena yang tidak asing di Barat. Ada beberapa aspek menarik yang dapat dipelajari dari fenomena itu. Hasil-hasil penelitian menunjukkan latar belakang, karakteristikdan pola hubungan sosial yang spesifik pada individu yang memilih hidup bersama tanpa nikah. Hal lain yang menarik dari fenomena itu adalah efeknya terhadap perkawinan. Anggapan bahwa melakukan kumpul kebo sebelum nikah akan menurunkan risiko terjadinya perceraian, ternyata tidak terbukti. Tidak terbuktinya hipotesis bahwa kumpul kebo merupakan persiapan pernikahan memunculkan anggapan bahwa pola hubungan itu sebagai alternatif pernikahan atau upaya untuk tidak terikat. Ketiga anggapan itupun belum jelas terbukti dalam tulisan ini. Sementara itu ada anggapan yang kuat bahwa hakekat pernikahan tidak berubah dengan makin banyaknya pasangan yang memilih hidup tanpa nikah

The acute and complex national crisis persisting in this country has in general worsened the quality of live of the poor. However, empirical studies in five Javanese villages found that the impact of the crisis varies among different social groups, such as peasants, labors, small entrepreneurs and traders. This paper elaborates a number of factors that make the crisis affect differently to different people. This paper also shows how the poor develop their strategy of survival during the crisis and how government programs which attempt to eliminate the impacts of the crisis to the poor are in fact has failed to match the way the poor deal with the crisis.

Children workers are complex problems. On one side, they must work because of poverty, and on another side, they mostly do not get government's protection. Case of Jermal children workers along east sea shore of North Sumatra shows that they are susceptible to exploitation. Some risks they have to face are: high risk of weather and wave of the sea, cruel treatment, forced labour, unguaranteed job s avety and threat of death. The writer of this matter indicates that at least there are three kinds of violations, namely 1) that of human rights,2) that of labour law and 3) that of creation of broken society against social system.
