Abstract

The research about China’s foreign aid for Indonesia is deemed important as the economic growth of China has been skyrocketing for past decades. This growth crowned China as the world’s new economic power. While china keeps on strengthening its economy, several countries in different parts of the world are going through stagnant economic growth. This gives new hopes for many countries to cooperate with China, Indonesia is of no exception, since Indonesia is said to be a promising land of investation.This research utilizes the qualitative method by using case study. The results obtained are, first, for Indonesia, China is bringing positive influence because China is in dire need of raw materials from Indonesia for their industry, where Indonesia is thought as a receiving market of the abundant product from China. Secondly, China left bad influence on local labour competition which creates imbalance between local labour and Chinese labour. Thirdly, China’s foreign aid is not voluntary as these helps are aimed to conduct a one belt diplomacy of China to rule over strategic route of International trading in Indonesia.

Abstract

This paper will discuss why the United States changed its foreign policy from the Middle East to Asia-Pacific region. The dynamic of the region shows that China plays an important role along with its national capability improvement. The increase in China's national capability is seen as a challenge to national interests, as well as security for the United States alliance states in the Asia-Pacific region. Using an analytical framework based on the Balance of Threat theory, the author concludes that there is a strong relation between China's national capability improvements with the implementation of US rebalancing strategy to the Asia-Pacific region.Tulisan ini mencoba menganalisa alasan Amerika Serikat mengubah fokus kebijakan luar negerinya dari Kawasan Timur Tengah ke Kawasan Asia-Pasifik. Dinamika kawasan yang terjadi, China memegang peran penting seiring dengan peningkatan kapabilitas nasionalnya. Peningkatan kapabilitas nasional China tersebut dilihat sebagai tantangan bagi kepentingan nasional, sekaligus keamanan bagi negara aliansi Amerika Serikat di Kawasan Asia-Pasifik. Dengan menggunakan kerangka analisa berdasarkan teori Balance of Threat, penulis menyimpulkan bahwa terdapat keterkaitan yang sangat kuat antara peningkatan kapabilitas nasional China dengan penerapan strategi rebalancing Amerika Serikat ke Kawasan Asia-Pasifik.

Abstract

The Global Maritime Fulcrum has been an essential cornerstone of Indonesian foreign and domestic policy for the Joko Widodo administration. It envisions Indonesia as a regional maritime power capable of providing maritime security within its territorial waters and within the Indo-Pacific region. It also captures Indonesia’s ambition to boost its maritime economy. The Joko Widodo administration has been building the Global Maritime Fulcrum for three years. Though physical development has indeed been remarkable, there has been a lack of a focus on developing maritime domain awareness, or MDA. As an essential foundation of maritime policy, it is important that a state invests in ensuring adequate MDA-building capacities to guide its maritime policy. Without proper MDA, it would be difficult for maritime stakeholders to allocate and prioritise maritime resources to the key areas of concern of the Global Maritime Fulcrum.This paper constructs a framework of MDA, which is used to examine the issues with Indonesia’s MDA-building process at three levels: strategic, operational, and technical. It identifies three issues, namely a lack of capacity to conduct sustained MDA operations, a lack of inter-agency coordination, and the problem of maritime ‘sense-making’. Several policy recommendations aimed at increasing Indonesia’s capacity to build MDA are proposed at the end.

Abstract

This paper rejects the determinism of the realist position. Domestic politics or the nature of the regime does influence the foreign behavior of the states, and in turn, the probability of war, peace, and international security. In supporting the liberal argument, it will be argued that the spread of democracy will contribute to the promotion of international security. The argument is based on three main reasons:first, the persuasiveness of “democratic peace” thesis, secondly, the strong evidence of the existence of the democratic peace, and, thirdly, the failure of realist critique. Following the logic, the more the states in the world become democratic, the wider “the zone of peace” will emerge and the less the likely are conflicts and war among states

Abstract

This research aims to determine how UNTAET implemented the mandate as an institution of peace in East Timor, what challenges must be faced in running the mandate. This research based on the literature study methods by using data from journals, books, and sources from the internet. This research shows that UNTAET is success to run the mandate as the institution of peace, especially in the development of security institutions (police, army, judiciary), in the economic (monetary and fiscal), in the politics (government and general election) also in handling humanitarian issues. However, this research also indicates the emergence of some obstacles in implementing UNTAET programs, such as UNTAET institution tends to authoritarian, the lack of local staff in understanding the culture of Timor society, also the lack of support from the International Community. In addition, other challenges come from the lack of Timor society participation in supporting program which designed by UNTAET, also political institution problems and security of former members of Falintil.

Abstract

Systematic mapping study (SMS) in this article is used to structure a research area and analyzed previous literature in International Relations with a research focus in border areas. The most recent guidelines for systematic mapping were in 2008. Meanwhile, there are needs for researchers including doctoral students to conduct the process of systematic mapping to find out a gap and novelty on research related to border areas. It comprises countries in Europe, America, and Asia, which are still on the limelight of the debates. This article aims to identify how the systematic mapping process is conducted (including search, study selection, analysis, and presentation of data, etc.) and improve potentials in conducting a systematic mapping process and updating the guidelines accordingly. The search was done on Scopus database online. SMS offers an overview and contributions to explore more new subjects in international border areas. It creates a map of current literature and can ensure helpful outcomes in practical use to identify gaps in future research. Researchers can use this study as a reference in conducting International Relations studies especially in developing the topics of border areas.

Abstract

After signing Memorandum of Understanding (MoU) Helsinki at August 15, 2005 between Government of Indonesia (GoI) and Free Aceh Movement / Gerakan Aceh Meredeka (GAM), are facilitated by Crisis Management Initiative (CMI) lead by Finland former president Martti Ahtisaari. As post conflict area, Aceh entering three phases of peacebuilding processes called Disarmament, Demobilization and Reintegration (DDR). Those the reintegration is the most challenging phase due to complexity and long term process. Regarding the importantly of reintegration process, unfortunately MoU did not put the gender base sensitivity as the part of decision making on peace agreement. Here is the reintegration program policies began with gender injustice against female ex-combatant who did not mentioned as a beneficiaries of reintegration program benefits. Those reality of gender injustice reintegration program had been initiated the establishment of Acehnese Women League/Liga Inong Aceh (LINA) on June 11, 2006 by Shadia Marhaban and some Acehnese women activists.

Abstract

In the context of foreign policy, the Trump administration has made various pro-Israel moves starting with the relocation of the US embassy for Israel to Jerusalem in late 2017. These high-risk policies frequently denounced by the international community. Despite that, Trump persisted in generating such policy, which was influenced by his personal dimension. This study aims to examine how Trump’s personality, precisely his leadership style, affects the decision to relocate the US Embassy to Jerusalem and other pro-Israel policies. In answering the question, this study adopted a political psychology approach by using psychobiography and content analysis as complementary methodologies. The approach was meant to build a complete picture of a leader’s political behavior. It was found that Trump often neglected facts and information on the ground. Therefore, he could be categorized as an aggressive leader who is willing to take risky decisions, although he is aware of the consequences. His inadequacy in organization management also increases the intensity of high-risk policies. In addition to that, Trump’s policies are motivated by his desire to secure political support amongst Judeo-Christian interest groups.

Abstract

Human Security notion is emphasizing on human as the central of security studies, challenging the position of state as the core of security. Some studies are tried to separate the state security and human security, however there are strong connection between these two notions. State has important role in establishing and maintaining the security of its own citizens. Through social contract and social security protection, state are oblige to set the security of its own people as their security goal.
